However, this form of incentive is not available to everyone!

What it is?

This type of scholarship is one of the payment options that are due to full-time students only. In addition, a social scholarship is issued only to those students who study at the expense of appropriations provided from the federal and/or regional and/or local budgets.

The procedure for its issuance regulated primarily by Federal Law No. 273-FZ "On Education in the Russian Federation" dated December 29, 2012. (hereinafter referred to as Law No. 273-FZ) paragraph 5 of Art. 36. In more detail, the procedure for providing these payments was approved by the Ministry of Education and Science of the Russian Federation in Order No. 1000 dated 08.28.13.

This regulatory document In particular, it says that:

  • the amount of the scholarship is assigned by the educational institution, but taking into account the opinion of the trade union of this institution (if any) and the opinion expressed by the student council of the same institution;
  • at the same time, the amount of the scholarship cannot be less than the amount established by the Government of the Russian Federation. These standards are established taking into account the current inflationary level, for each category of students and the level of their vocational education.

Payouts

In 2019, it is planned by state regulatory legal acts gradation of social scholarship accruals, based on the indicators of the success of the training process with reference to the grounds for its accrual:

  1. Social Academic Scholarship- due to all first-year students who entered the budget and continue to study successfully. For the 2018-2019 academic years, the amount will be 1482 rubles. This value is fixed and does not require the provision of additional documents and certificates.

Basic social- due to all students, starting from the second semester of the 1st year and until the moment of graduation from a higher educational institution, provided that all session exams are passed not lower than "4".   3. Social- for students whose marks in all subjects are only "4" and "5". Its value is determined by the educational institution independently, based on the internal documentation and powers of the university within the framework of regional legislative acts in this area. However, it cannot be less than the basic scholarship.
  4. Increased social This is the privilege of excellence. As a rule, its size is equivalent to the minimum subsistence level in the region where the student is studying.

Thus, the academic social payment is guaranteed to the student in any case, even if the grades are not very good. But the possibility of increasing this amount will need to be confirmed meritorious learning outcomes.

Those categories of citizens who are brought up in an incomplete family, or one of the parents is a disabled person of the 1st group, are entitled to an increased scholarship.

At the end of each semester, progress is evaluated, and if its result allows you to increase the scholarship without supporting certificates, this is done in automatic mode. All documents - about income, benefits are relevant throughout the year. If a student takes an academic leave, accruals are suspended and will resume when he returns to study.

As for secondary specialized educational institutions, there were no significant changes in the order of accrual of scholarship payments and their amount. As before, in 2019 this amount will be 730 rubles monthly. This applies to those who are trained as part of the training of specialists of the middle category, skilled workers and employees. 2010 rubles for students in higher education.

Who is eligible to receive

Paragraph 5 of Article 36 of Law No. 273-FZ presents a large list of those persons who are eligible for this scholarship. These persons include, in particular:

This list is closed. But in addition to this list, there are also two conditions, which determine the right to receive social scholarships and must be observed at the same time:

  • full-time education;
  • and in the budget department.

If the above persons study at a paid department and (or) they have an evening or correspondence form of education, then they are not entitled to count on a social scholarship. However, when assigning social scholarships to students, there are some nuances.

The nuances of the appointment of social scholarships

Law No. 273-FZ provides for the case when a social stipend can be paid in excess of the established standards. This case includes needy 1st and 2nd year students who study at the full-time, budgetary department and receive higher education under the bachelor's and specialist's programs. At the same time, these persons must have grades in their academic performance of at least “good and excellent”. The social scholarship for such students is increased to 10,329 rubles (excluding the regional coefficient). And it is appointed according to the results of the intermediate certification.

But in order to receive this scholarship, you need to document prove financial position student families.

If a student falls into (before the child reaches the age of three), due to pregnancy and childbirth, or takes an academic leave, then for this period the payment of a social scholarship does not stop. So it is established in paragraph 16 of the Order of the Ministry of Education and Science of the Russian Federation No. 1000 dated 08.28.13.

Regarding the scholarship nonresident students, then Law No. 273-FZ and other regulatory documents adopted in accordance with it do not establish a restriction on receiving social scholarships based on the criterion of registration. Therefore, the specified student receives a social scholarship on a general basis.

Design rules

First of all, a scholarship is awarded from the date when the student submitted a document to the educational institution, which confirms his compliance with one of those categories of persons specified in Law No. 273-FZ in Article 36. This document is Certificate issued by the local social security authorities.

  • passport (or other identification document);
  • a certificate indicating the form of study, course and other similar data. This document is issued by the educational institution where the student is studying;
  • certificate of the amount of the scholarship for the last three months. It is issued by the accounting department of an educational organization.

For nonresident students additionally required:

  • a copy of the certificate of registration in the hostel, or a certificate in the form No. 9. This form is a document confirming the local registration of a nonresident person. Receive it at the place of registration;
  • receipts confirming payment for accommodation in the hostel. Or you need to submit a certificate issued by a passport officer at the student's place of residence, stating that he does not live in a hostel.

As soon as everything is collected, the social security authority draws up a certificate for receiving a social scholarship, which is transferred by the student to his educational institution. It is worth noting that very often it is required to submit the specified certificate during September so that the student can quickly receive the necessary assistance. These terms should be clarified with the educational institution itself.

As soon as the certificate is submitted, the scholarship is awarded. The basis for the actual payment of this income is the administrative local act issued by the head of the educational institution. The scholarship is paid every month. But the certificate confirming the right to a social scholarship is valid for only one year. Therefore, for the next academic year, you will have to draw it up again.

It is worth noting that the termination of the payment of a scholarship can be made if the student is expelled or there is no reason to receive it (i.e., a certificate from the social security authority is not submitted).

What is a scholarship

A part-time scholarship is an incomprehensible and unknown thing, but part-time students can enjoy it every month, but only if their grades are not unsatisfactory. There are two types of scholarships. These are basic and additional scholarships. Basic scholarships are those that are mandatory for registration subject to certain rules. For example, the first type includes a one-time scholarship that is paid to first-year students. If you approach its name documentarily, then it is customary to call it an academic scholarship for a freshman. Its size is set by each university individually, but on average the size of such a payment is approximately 2,500 rubles. Moreover, it is paid not once in the first month, but throughout the first semester, that is, several months.

The second basic scholarship is a simple academic scholarship. It is awarded to those students who receive satisfactory grades throughout the year after each session. If a student receives an unsatisfactory grade in at least one subject, then the scholarship for him is completely canceled. Therefore, it becomes an incentive for the student to study well at the university.

Moreover, for students who study entirely and completely only "excellent", there is an increased scholarship. If the basic academic scholarship is approximately 2500 rubles, then the increased scholarship can reach up to 3000 rubles. Moreover, if a student distinguished himself by some special achievements, then he is awarded an additional social scholarship from the trade union committee. It is also set individually, but on average its size is no more than 1200 rubles.

This was a description of the basic payments provided for in each university. Now it's time to focus on those payments that are additional to academic scholarships. It should be noted right away that additional scholarships in most cases are one-time, and they do not cancel academic payments.

So, many public and private universities are named and opened in honor of some scientists. This is a long established stereotype. In fact, there are a lot of additional payments to students who are considered nominal. For example, if the university is named after N.G. Chernyshevsky, then distinguished students will receive a scholarship named after Chernyshevsky.

There are also many social scholarships. But for their registration it will be necessary to collect a lot of certificates and documents. For example, if a student is in the care of the state, that is, he is deprived of parental care, then he is entitled to a social scholarship. Its design is associated with the collection of a mass of certificates from the social security authorities. Waiting for such certificates usually takes a very long time. But in consequence, the student can receive not only a small increase in the academic scholarship, but also a one-time annual allowance. It is issued for the purchase of attributes for study, for example, for textbooks or notebooks. The amount of such payment is approximately 3,000 rubles per year.

As for the scholarship for part-time students, the reason is that it is not paid to them. It may be that it means that part-time students can earn money themselves, since they study and work at the same time. In fact, it has been proven that more than 90% of part-time or evening students already have a permanent stable income. Thus, he does not need the help of the state. But is it possible to call such assistance as 2500 rubles for a student sufficient? Many will agree that this amount is simply negligible. The minimum living wage in our country now is a little more than 5,000 rubles. Then we cannot say with certainty that students can afford a lot with that kind of money.

It is much easier for those students who are supported by their parents. But what about those who want to get a decent full-time education, but at the same time they are deprived of parental assistance for various reasons. In many ways, it can be noted here that the state does not give chances to such people. But in fact it is stated that it is difficult and difficult to study the first three courses. Then many full-time students, as well as part-time students, find work and can earn for themselves. At the same time, they can work only in the evening or even at night.

Do they give scholarships to payers?

    The scholarship is paid only to those who entered the state-funded place (free of charge for the student), and the scholarship is also paid to those who entered using the funds of the future employer, and the student then promises to work for him for a certain time. That is, targeted education.

    Students who entered on a paid basis have the opportunity to transfer to a budgetary basis if such a place appears, as well as for certain merits (scientific activity and excellent studies, sports and other successes in interuniversity and regional competitions, and so on). Such situations are considered individually, but they occur.

    Also, it is worth knowing that even a student who studies on a paid basis can qualify for a governor's scholarship or a scholarship from the rector. But getting it is very difficult, units.

    Thus, paying students do not receive a scholarship according to the general rules, but can apply for it on other grounds.

    Paying students are definitely not given a scholarship. In our group there are people who study on a paid basis and do not receive any scholarship. The scholarship is issued only to state employees who have completed exams without triples and all credits.

    Students-paying students have never been given a scholarship and will not be given. Scholarships are received only by those students who study on a budget, that is, on a free form of education.

    Some universities practice reducing the cost of tuition for paying students for good studies, but not all.

    The one who studies for a fee is not paid a scholarship at all, I speak as the mother of a student. My daughter is a full-time student and on a budget, she receives a scholarship for how much she studies, when she is advanced, when she is regular.

    Demand from state employees is stricter and tougher.

    Scholarship payers are almost never given.

    But on the other hand, as I know, many universities have the opportunity to transfer from a paid form to a budget one, but this is provided that you study very well.

    This question interests many first-year students and applicants. In fact, 60% of students think that if the payers study well, then they can also have a scholarship, even if some statesmen are not. However, this opinion is erroneous, payers cannot receive a scholarship.

    No, those who pay to study at educational institutions are not paid a scholarship. Although, there are students who study excellently at the university and it would not hurt to pay them, especially since the scholarship is not great. But, you can, if a budget place becomes free (some of the state employees are expelled on the course), you can transfer from paid to free education.     No matter how much students would like to, this is not possible. Scholarship payers will never see. The only thing that payers can count on for a good study (and even then not always) is a reduction in tuition fees. Although not all universities practice this, and if they do, no one will let you do it. You can, of course, participate in mass cultural events of the university (often universities give financial incentives for them) or if you are a member of the rights of the coma, ask for financial assistance there once a semester (at least it was like that at our university).

Full-time students of universities and technical schools do not have the opportunity to earn a living due to lack of time. That is why the state has provided social benefits to students.

Social Scholarship Recipients

There are several types of social support measures from the state:

  • State scholarship: social, academic, advanced;
  • One-time and monthly financial assistance to students.

In accordance with the law, a scholarship is an amount designed to stimulate the educational process. And its social appearance serves to support the low-income segments of the population.

Who is eligible to receive it:

  1. Orphans or students left without parental care;
  2. Persons whose parents died while their children were studying;
  3. Students who have been disabled since childhood, as well as disabled people of groups 1 and 2;
  4. Students exposed to radiation;
  5. Disabled during the war;
  6. Contractors who have served under the contract for at least 3 years;
  7. Students from poor families.

For certain groups of students, material assistance is provided periodically, for others only under special circumstances.

Conditions for obtaining in 2019


Until 2017, social protection was involved in processing this payment. The family documented that they were poor.

Currently, only an educational institution has the right to issue a social scholarship. The basis is the receipt of subsidies, allowances, compensations, natural assistance.

Since 2017, a new criterion for its registration has been in force - the presence of a document confirming that the student has received social assistance. The period for payment of the scholarship is 1 year from the date of submission of the document, then it should be reissued.

Mandatory conditions:

  1. The student has no debts for exams and tests, or they have been eliminated.
  2. The student is not expelled from the university or technical school.

The amount of the monthly social payment to students in 2018 was: at least 700 rubles in technical schools and colleges and at least 2,000 rubles at institutes and universities.

This amount is minimal, the administration has the right to increase the amount if the funding of the educational organization allows it.

Academic and advanced scholarships, their purpose

An academic scholarship, unlike a social one, directly depends on grades: it is assigned only in the absence of triples, debts for previous sessions. Upon admission, all state employees receive it before the first session.

If the exam or test was missed for a good reason, you must provide a paper confirming this fact.

Conditions for receiving an increased scholarship:

  • full-time education, on a budgetary place;
  • participation in cultural, sports, scientific activities of the university.

The monthly payment starts from 1,300 rubles for universities and from 480 rubles for technical schools. Each university has its own procedure for increasing it (for each five), but the maximum amount does not exceed 6,000 rubles.

Needy full-time students who are in the 1st and 2nd year receive 6307 rubles if they study without triples.

The decision to pay an increased scholarship is made by the academic council and the student body. They take into account the academic and social amounts already received by the student.

This money is paid by the scholarship fund of the educational organization. It receives money from the federal budget.

Other types of Russian scholarships

Full-time students who have completed their 3rd year of study can apply for a government scholarship (maximum amount of 5,000 rubles) if:

  1. In the last two sessions, there are more than ½ marks of five, and there are no triples and twos.
  2. They won or won a prize in a scientific Olympiad.
  3. A student's article was published in a scientific journal (newspaper).

At the federal level, a presidential scholarship is also provided. The procedure for its appointment is similar to that of the government, and the maximum amount of payment reaches 7,000 rubles.

In certain regions, there are gubernatorial scholarships for full-time students who study at "4" and "5", as well as those involved in sports, science or art.

In what cases is one-time financial assistance required?


A one-time financial assistance to students is a one-time payment in connection with the prevailing circumstances, provided to a full-time student, regardless of his grades and participation in public life.

A student is eligible for her appointment if:

  • a close relative has died;
  • a child was born;
  • one of the family members needed expensive treatment;
  • there was a fire, there was an accident, money was stolen from him and so on.
The amount of assistance is two academic payments, however, it can be increased by decision of the university commission. The amount is not subject to income tax.

Priority has:

  • students with disabilities;
  • orphans, persons from a large or low-income family;
  • pregnant or raising children without a father;
  • who came from other cities.

For them, the amount can be 5 regular scholarships.

To receive money, you must write an application to the dean's office and attach papers to it:

  • passport;
  • certificate of disability;
  • birth certificate of the child;
  • a certificate from the police about the theft;
  • death certificate;
  • income statement for the last 6 months;
  • certificate of pregnancy;
  • medical opinion on the need for paid treatment.

Periodic cash payments to special categories of citizens


Orphans, disabled children and students with 1 or 2 disability groups, as well as students with children, receive material assistance twice a year on the basis of an application, passport, child's certificate and certificate of disability.

Full-time students who receive a social scholarship or poor students are entitled to a cash allowance once a year.

Financial assistance to students

In Russia, a full-time student is a certain status that allows in many cases to equate a student at a university before he reaches the age of 23 to minor citizens. This indicates the recognition of full-time students as more socially vulnerable strata of society. But there are special categories of students who need permanent support measures of a financial nature due to the extreme degree of need; a state social stipend is established for them.

This is the allowance provided for by the Federal Law “On Education” dated December 29, 2012 No. 273-FZ, paid to special categories of students receiving education on a budgetary basis. Beneficiary students can study both at the highest level - the university, and at the middle level - at the secondary school (college, vocational school, technical school).

The procedure for assigning and issuing social benefits to students is detailed in the Order of the Ministry of Education and Science of Russia No. 1000 dated August 28, 2013 (Order of the Ministry of Education and Science).

A student applying for a scholarship and a college student who is entitled to material assistance from the budget should be paid, as a rule, in the form of a monthly payment to a special bank account.

A scholarship that has the nature of social support does not replace an academic scholarship, its payment does not in any way affect the remuneration due for good academic performance.

Who is eligible to receive

The list of persons entitled to receive social financial assistance is determined at the federal level. Despite the limited list, the regulation provides educational institutions with some freedom in this matter. Management has the right to decide on additional measures to support those in need at the expense of funds from off-budget fund institutions. These may be:

  • Expanding the circle of scholarship holders by including additional groups of people in need (for example, members of large families, young parents);
  • Increasing the federally mandated monthly payment.

The following categories are legally established:

  • Orphans, as well as children left without guardians, including those whose both parents died during the period of study or who raised a single parent;
  • Disabled children from childhood, as well as those who became them with the assignment of the first and second groups of disability, who also received disability due to illness or injury while serving in the army;
  • Veterans of military operations (more details in the law "On Veterans");
  • Contract servicemen who have served in the ranks of the armed forces for at least 3 years are equated with the bodies of the Ministry of Internal Affairs, the National Guard, civil defense, state security, the FSB;
  • Persons exposed to radiation or injured during man-made disasters;
  • low-income citizens.

The social stipend provided for the poor is assigned only with documentary confirmation by the applicants for the allowance of their need, namely, the level of income in terms of one family member must be less than the subsistence minimum adopted in each particular region of the country.

  • Children from a large family;
  • young parents;
  • Children whose parents are recognized as disabled non-working groups (I and II).

To receive monthly social assistance, a student must verify their status. The state social scholarship, in accordance with the current legislation, is granted to persons who have submitted documents to the educational institution - grounds, for each category of beneficiaries they have their own.

The termination of the payment of a scholarship does not depend on the student's performance, since the measure is not stimulating, but financially supportive. If a person has confirmed his right to receive this benefit, the educational institution cannot refuse him. Termination is only possible:

  • upon graduation from an educational institution (including upon expulsion);
  • in the case when the status that affects the receipt is lost (the student ceases to be considered poor, a decision is made to remove the disability).

On the grounds specified in the second paragraph, the recipient of the benefit must notify the dean's office about this, since if the student receives the benefit without justification, he may be held liable.

Are social stipends due to payers?

In addition to the established list of persons applying for a social scholarship, the legislation establishes two mandatory conditions. First, training should be provided on a budgetary basis. Secondly, the form of study chosen by the student is only full-time.

However, if a student is on academic leave or parental leave until he is 3 years old, this will not be a legitimate reason for interrupting the transfer of social scholarships. If the student is asked to write any kind of refusal for the period of absence, this will be illegal.

Students of evening and correspondence faculties are deprived of receiving benefits, because the development of educational programs for them takes place on the job.
