Yakovlev A.A. - one of the leading Russian experts in the field of economic development, leader and participant in research projects commissioned by the Russian authorities. In 2005-2007 was the project leader with the World Bank to assess the investment climate and competitiveness in the manufacturing industry in Russia, carried out with the support of the Ministry of Economic Development of Russia. In 2011-2012 - Head of the Russian team in the World Bank project ‘Doing Business in Russia’.

In 2011-2012, he was the head of the expert group No. 4 "Institutions, protection of property rights, competition and entrepreneurship" as part of the revision of the Strategy-2020. For active participation in this work in April 2012 he was awarded the Order of Honor.

Since 2006, member of the Executive Committee of the European Association for Comparative Economic Studies (EACES), since 2015, President of the Association of Independent Centers for Economic Analysis (ANCEA). Since 2006 he has been a member of the RSPP Expert Council, since 2011 he has been a member of the Delovaya Rossiya Expert Council, since 2012 he has been a member of the Expert Council of the Government of the Russian Federation, since September 2017 he has been a member of the working group of the State Council of the Russian Federation “On the development of regional industrial policy”.

In 2017, he became the Laureate of the Yegor Gaidar Prize in the nomination "For outstanding contribution to the field of economics".

Powers / responsibilities

In accordance with the tasks of the Department, within its competence:

I will assist in matters of HSE participation in other legal entities, conduct a legal examination of a package of organizational and constituent documents with the participation of HSE in legal entities, advise on the preparation of documents and the procedure for registering these legal entities

I will prepare an opinion on issues arising in the activities of the National Research University Higher School of Economics and its branches related to the information contained in the constituent documents of the National Research University Higher School of Economics, local regulations of the National Research University Higher School of Economics, the Unified State Register of Legal Entities and other registers

I will prepare a power of attorney to represent the interests of the National Research University Higher School of Economics in state authorities, local governments, judicial authorities, organizations, institutions, enterprises, to conclude and execute a civil law contract, as well as to exercise any other powers delegated by the rector or other Heads of the Higher School of Economics (on the official letterhead of the Higher School of Economics, notarial, in the order of substitution)

I will conduct due diligence of a draft local regulation on a structural unit, governing bodies and other collegiate bodies of HSE University, amendments to such a local regulation, and, if necessary, prepare an explanatory opinion on it

I will advise on the authority of HSE managers and employees contained in powers of attorney, and in the prescribed manner, issue a copy of the required power of attorney.

Also, within the framework of my functionality, I place regulatory legal acts issued in relation to HSE by state authorities, constituent and organizational and legal documents of NRU HSE, local regulations of NRU HSE, orders on the introduction into force, amendments, approval, invalidation of these local regulations in a single database of documents regulating the activities of the Higher School of Economics, on the corporate website (portal) of the Higher School of Economics.

He began his career at the National Research University Higher School of Economics in October 2012 at the Directorate of Information Technology. Worked as a computer operator. As part of his duties, he provided technical support to HSE employees, advised university employees on the use of software. He worked in this position until April 2015. At the same time, he studied at the Faculty of Law of the Russian State University of Oil and Gas named after I.M. Gubkin, because connected his future with the legal profession. While still a student, he did an internship at the Legal Department of the National Research University Higher School of Economics and even then dreamed of working in it. However, after receiving a bachelor's degree, he worked for some time in a commercial organization as a legal assistant: he was engaged in judicial and claims work, responded to requests from state bodies, developed templates for powers of attorney to represent interests in various bodies, organizations, and gained experience. Fate smiled and I had a chance to return to the Higher School of Economics again, but already as a lawyer in the Legal Department, as I once dreamed of! Currently, as a legal adviser to the Department of Legal Support of the Legal Department of the National Research University Higher School of Economics, I accompany the corporate issues of the university.

Andrey Yakovlev - Economist, Candidate of Economic Sciences, Professor of the Department of Theory and Practice of Public Administration, National Research University Higher School of Economics; Director of the Institute for Enterprise and Market Analysis, National Research University Higher School of Economics; Director of the International Center for the Study of Institutions and Development, which is one of the international laboratories established at the Higher School of Economics in 2011 with the aim of developing new research teams, including well-known foreign scientists and researchers from the Higher School of Economics.

Andrey Yakovlev combines active research activities with extensive expert and advisory work to improve economic legislation and public administration of the Russian economy.

In 2012 he was awarded the Order of Honor.

Since I was about 15 years old, I have believed that ideas can change the world, but these changes must be based on an economic basis. Therefore, in the 10th grade, I chose between the philosophical and economic departments of Moscow State University. As a result, I went to study at the department of political economy, which I do not regret at all. Of course, we were taught Marxist political economy, but we were also taught to think and analyze facts - in this sense, the Faculty of Economics of Moscow State University, with all the ideological restrictions of the Soviet period, was a strong school.

In international terminology, my research refers to the new institutional economics (new institutional economics). But within the framework of the Russian academic community, I consider myself to be in the "school of Professor Yasin." I came to Evgeny Grigorievich in my 5th year, and then, as a graduate student at the Faculty of Economics of Moscow State University, I actually wrote my dissertation at CEMI in the Yasin department, where Sergey Aleksashenko, Vladimir Mashchits, Tatyana Dolgopyatova, Vladimir Tsapelik, Pavel Teplukhin, Sergey Zenkin worked then. And although I do not consider myself a liberal and quite often argue with Evgeny Grigorievich, this does not at all prevent us from working fruitfully together at the HSE for many years.

In a broad sense - political economy. This is not a new direction at all, but in recent years it has acquired a “new breath”. A number of colleagues (for example, from NES) prefer to distinguish between old and new works within this area, using the term "political economy". But, in my opinion, the basis is still an analysis of the interests of social groups and their influence on decision-making processes in the economy and politics. In my understanding, Douglas North actually comes to political economy in his recent work with his analysis of the role of violence in economic development and the concept of "limited access orders". And it is precisely these works that today seem to me the most promising for a comprehensive explanation of the contradictory processes of development of the Russian economy and Russian society.

Sergei Mikhailovich Ignatiev

Reason for nomination: For contribution to the development of economic thought; for overcoming the financial crisis of 2008-2009 that arose in Russia.

Sergey Ignatiev - statesman, candidate of economic sciences, chairman of the Central Bank of Russia from 2002 to 2013.

In the 1990s, he was a member of Yegor Gaidar's team. Positions held: Deputy Minister of Economy and Finance (1991 - 1992); Deputy Chairman of the Central Bank of Russia (1992-1993); Deputy Minister of Economy of the Russian Federation (1993-1996); Assistant to the President of Russia for Economic Affairs (1996-1997); First Deputy Minister of Finance of the Russian Federation (1997-2002).

Currently, he is Chairman of the Supervisory Board of Sberbank, Advisor to the Chairman of the Central Bank of the Russian Federation. He is among the candidates for the new Board of Directors of the Central Bank of Russia.

Sergei Ignatiev is a significant figure in the Russian financial system and a co-author of the reforms that led to the creation of a modern banking system and, in many ways, determined the macroeconomic policy of Russia. Sergey Ignatiev played a key role in overcoming the banking crisis of 2008-2009.

He was awarded the orders "For Merit to the Fatherland" IV, III and II degree.

How and why did you get involved in economics?

In 1967, immediately after graduating from the Leningrad Power Engineering College, I was called up for military service. There I first began to be interested in social problems. The time was very difficult: the events in France, in Czechoslovakia. I read a lot. Then I read the Soviet textbook of political economy. After the end of the service, interest in economic problems did not disappear. The first acquaintance with Paul Samuelson's textbook happened at the beginning of 1970, in the republican library in Syktyvkar (where I was on a business trip). A little later I tried to read The General Theory by John Maynard Keynes, but did not understand anything. In August 1970 he entered the Faculty of Economics of Moscow State University.

What scientific school do you belong to?

In the 60s and 70s of the last century, macroeconomists were divided into "Keynesians" and "monetarists". Now this border is almost erased.

In 2009, in the conditions of a deep economic crisis, a sharp reduction in demand, both from the population and from enterprises, I was an active supporter of stimulating aggregate demand, including through the growth of government spending, and an increase in lending to the economy by state banks. This position can be conditionally called "Keynesian".

If we talk about the causes of inflation, then my position can rather be described as “monetarist”: ultimately, if we take a long period of time (for example, 10 years), the inflation rate is determined by the dynamics of the money supply.

What direction of modern economic science seems to you the most promising?

Don't know. For the last 22 years, being an official, I have not been engaged in serious science. Sometimes I read scientific articles, but it was, as they say, on the topic of the day.

It seems to me that we still lack basic knowledge of microeconomics, macroeconomics, public finance theory, and so on. I mean, first of all, officials, politicians, journalists and even, scary to say, experts.

I do not share a civil position and professional activity. I'm very lucky. As an official, I have not had to (with very few exceptions) implement decisions with which I disagreed in principle. I remember only one such unpleasant incident. Compromises had to be made, but not often.

Alexander Alexandrovich Auzan

Alexander Auzan - Doctor of Economics, Acting Dean of the Faculty of Economics of Lomonosov Moscow State University, Head of the Department of Applied Institutional Economics of the Faculty of Economics of Moscow State University named after M.V. Lomonosov (since 2002), member of the Economic Council under the President of the Russian Federation, member of the Government Commission for Administrative Reform, president of the Institute for the National Project "Social Contract" (since 2000), public figure, publicist, member of various collegial governing bodies.

Alexander Alexandrovich develops a direction at the intersection of sociocultural research and economic science: incentives and preferences arising from cultural codes - as this can be taken into account in economic analysis. Alexander Auzan is one of the leaders of the new wave that stimulates the revival of interest in the economy in the country.

How and why did you get involved in economics?

As a child, he was fond of history, then philosophy, then he tried to combine one and the other, having entered the Faculty of Economics of Moscow State University, and did not fail. Therefore, now, calling myself an economist, I have the opportunity to deal with history, philosophy, and many other things, without changing my professional position as an economist.

What scientific school do you belong to?

I consider myself a member of the school of New Institutional Economics, whose founder, Ronald Coase, passed away in September of this year at the age of 103. At the same time, we are trying to develop the Russian direction of the school and create something that the founders of this school have not yet succeeded in, namely, the theory of informal institutions, which should lead to a serious advance in institutional economic theory.

What direction of modern economic science seems to you the most promising?

It seems to me that serious prospects are associated with searches at the intersection of economics and the natural sciences, since significant progress in some areas of psychology and biology already allows us to find new twists and turns within the framework of experimental economics, but so far these are only the first signs.

What area of ​​economic knowledge is most in demand in modern Russia?

Since the state and its various branches continue to be the main subject of demand in modern Russia, developments and consultations related to state regulation, its costs and options are mainly required. Moreover, business shows demand for approximately the same thing when collective organizations, business associations act as customers. They are interested in the same solutions in terms of minimizing government intervention. I think if we manage to achieve progress in the development of informal institutions, then we will be able to explain to both companies and government bodies why certain regulation recipes do not work, and what they should be replaced with.

How does your civic position affect your professional activities?

Directly, because for me the main motive is to find an answer to the question of the possibility of changing the social contract in order to change the development trajectory to a higher one. Discovered twenty years ago and substantiated by various developments, including in statistics, the “track problem” is a challenge for the country, for those who think about the future not two years ahead, but twenty years ahead.

The ICEF Director ensures the organization of the educational process and carries out general management of research work at the Institute, in accordance with the Charter of the University, international treaties, the Regulations on the Institute, and local regulations of the University related to the activities of the Institute, approved in the prescribed manner.

The ICEF Director is authorized to: conclude contracts and agreements on cooperation with Russian and foreign legal entities that do not entail financial obligations for the HSE; coordinate ICEF international cooperation programs with foreign partners; make decisions on the use of the Institute's budget funds and develop the Institute's budget.

The competence of the ICEF Director includes the following personnel issues: development of the Institute's staffing table, participation in solving the issues of hiring and dismissal of the Institute's administrative and managerial personnel, approval of job descriptions for the Institute's employees, organization of filling vacant teaching staff positions.

To resolve operational issues, the director forms the Directorate of the Institute, determines its composition and number.
