The Nuclear Education Consortium includes 12 UK universities and other higher education institutions. It was established in 2005 to organize educational and training programs for the release of diplomaed (master's degree) and certified specialists, as well as advanced training courses. Students can choose from 22 different modules covering the entire spectrum of education and training in the nuclear industry, taught by reputable experts. As all members of the consortium acknowledge, only together they can provide such a wide range of modules and training courses. All modules are short-term, which ensures a minimum separation of specialists from production.

The production of nuclear specialists by UK universities has almost as long a history as the nuclear industry itself in the country. The first university program to award graduates a Master of Science degree in Nuclear Physics and Engineering was organized at the University of Birmingham in 1956. Among the oldest are also programs in Radiation and Environmental Protection at the University of Surrey, Nuclear Safety Engineering at Lancaster University, Radiometry at the University of Liverpool and Nuclear Reactor Engineering and Safety at the Naval Academy. in Gosport.

In the early 2000s, curricula for the training of nuclear professionals were going through very difficult times. A report prepared by the Occupational Safety and Health Commission in 2002 concluded that

“if education in the nuclear industry were a patient, it would be in intensive care,”

"the need for urgent action, without which nuclear education will gradually disappear."

Nuclear courses continued to be taught as part of various educational programs, and small research groups continued to function. However, there was a clear need for the development of nuclear education, since qualified personnel were needed for the maintenance and operation of nuclear power plants, as well as for the decommissioning of old installations. In 2005, there were twelve operating nuclear power plants in the UK - seven with AGR reactors, four with Magnox reactors and one with PWR; seven stations were in the phase of decommissioning. It was in these circumstances that the Consortium for Nuclear Engineering Education was created.

Consortium

The nuclear industry influences the activities of the Consortium for Nuclear Education through the Supervisory Board, which consists of representatives of 15 industrial companies. Direct management is carried out by the Steering Committee, which includes one representative from each university member of the consortium. The consortium has twelve members:

Opportunities for training and development

Traditional educational programs for the Master of Science degree in the UK last for one year, with the writing and defense of the thesis in the summer months. This allows students to start their Master's program immediately after completing their bachelor's degree and complete it at the same time as new bachelor graduates to be able to enroll in industry-led graduate courses or graduate programs.

However, since education in the nuclear industry must be closely linked to production needs, before launching any new educational program, it is necessary to enlist the support of industry enterprises. As a result of consultations with enterprises, it was concluded that the traditional model is poorly suited to the needs of the industry, since it is unprofitable for organizations to have an employee absent for an entire academic year. Accordingly, a new approach based on modular learning was adopted. In this case, the training includes a period of self-study, after which the module itself is taught for one week, and then independent tasks are performed. That is, to complete the module, a student needs to be present at the university for only one week. This format allows you to go through the various modules one by one. Since the qualification assigned once based on the results of passing the module is retained, a specialist can gradually increase his level over several years. The complete structure of the educational program is shown in the figure.


After completing one module, the student needs to complete three more to receive a certificate, after another four modules a diploma is issued, and after writing and successfully defending a thesis, a master's degree in natural sciences is awarded. Accordingly, to obtain such a degree, students can enroll in both full-time studies for one year and modular studies for three years. Students attend one module at the respective university and then choose eight modules for their master's degree, and the time for passing the various modules can be distributed as the student wishes.

In order to assist students in the choice of modules, two main specializations have been defined - "Nuclear Engineering" and "Decommissioning". Each of them includes four mandatory and four elective modules. The following modules are mandatory for the specialization "Nuclear Engineering":

Forms of study

The consortium works in close cooperation with industry enterprises to improve the methods and format of teaching. The modules are focused on giving the maximum amount of information in a short time, minimizing the absence of a specialist in the workplace. However, other, more flexible approaches to learning are possible, suitable for those young cadres who are more comfortable studying in the evenings and on weekends. A new approach is also the organization of a completely distance learning, allowing the student to complete the module without coming to the university. The traditional structure of communication between a student and a lecturer can now be reproduced as closely as possible with the help of Internet technologies. Lectures are recorded and available for remote viewing, as well as Powerpoint presentations with comments to them, and on-line forums allow students to communicate both with the lecturer and with each other. "Questionnaires" are also available for self-testing of knowledge, which can also be used as training material, since the student can choose different answers until they get the correct one with explanations. The student can then go through the "questionnaire" again and monitor the improvement of knowledge.

Even exams can be taken remotely - from the workplace, from one of the universities or the British Embassy, ​​although all exams are taken at the same time in Greenwich Mean Time, regardless of the country where the examinees are located. All these technologies ensure the full participation of students from other countries in the educational activities of the consortium, both in advanced training courses and in master's programs. Each module can be in either a short course format or a part-time format, giving students a choice. Both formats give the same level of preparation, and according to their results, the same exams are taken.

Conclusion

The consortium has been in existence for the fifth year and continues to evolve, both in terms of increasing the number of students, modules, participating universities and learning formats. Since 2005, the nuclear industry has been on the rise again, new nuclear power plants are being planned around the world, and countries that previously had no nuclear installations are considering building their first reactors. The consortium is now ready to train specialists not only from the UK, but is also actively involved in the training of personnel for foreign countries in need of qualified workers to ensure the safe and reliable operation of new modern reactors, as well as to decommission existing plants.

Russian experience of creating a network university

The tasks for educational institutions that train personnel in the service sector are enormous, - said the chairman of the Consortium Council, the rector of the St. Petersburg State University of Service and Economics at the meeting Alexander Viktorov. - Therefore, in June 2009, the leading Russian universities united in the National Scientific and Educational Innovation and Technology Consortium of Service Universities. The goal is to radically improve the quality of training specialists for a vast dynamically developing service sector by coordinating the training of personnel for the service sector in different regions of the country and using the principles of self-regulatory organizations. Today, the Council of the Consortium, together with the Ministry of Education and Science of the Russian Federation, is solving the problem of organizing an experimental Federal Innovation Platform to develop a model of a network educational and scientific university complex. We will develop innovative methods of personnel training. Quite practical tasks are also being solved: the academic mobility of teachers and students throughout the country is significantly increased, there are more opportunities for the use of distance learning methods, the implementation of electronic educational resources, etc.


The first meeting of the Consortium took place on November 26, 2009 in St. Petersburg. The core of the Consortium is 6 specialized service universities, and in total the Consortium currently consists of 11 Russian universities that train specialists for the service sector. The geography of the Consortium participants is from Makhachkala to Omsk, from Vladivostok to St. Petersburg. It includes: Vladivostok State University of Economics and Service, Vladimir State University, East Siberian State Academy of Education, Dagestan State Technical University, Omsk State Institute of Service, Volga State University of Service, Ryazan State University named after, St. Petersburg State University of Service and Economics , Tver State University, Ufa State Academy of Economics and Service, South-Russian State University of Economics and Service. Thus, the Consortium is able to cover the entire space of the country with innovative projects. This is important if we recall the world forums, the organization of which is entrusted to Russia in the coming years - the APEC 2012 Summit in Vladivostok, the 27th Summer Universiade 2013 in Kazan, the 2014 Olympic Games in Sochi, and many others.

Currently, on the basis of the universities of the Consortium (where 106.6 thousand students study in service specialties and more than 3.3 thousand teachers work), a project is being implemented to create the first network university in Russia. The main goal of creating a new type of educational complex based on networking is to improve the quality of training for the service sector. The structure of the organization and the content of the training of specialists within the framework of the scientific and educational consortium will be of a network nature. Within the framework of the network being created, the principle of student and teaching mobility is being implemented. Distance learning methods and electronic educational resources are also widely used. The educational process will be built on a modular basis. This will make it possible to organize long-term internships for students.

The rectors of the universities participating in the Consortium regularly meet at regular meetings in different universities of the Consortium. On June 18, 2010, one of these meetings was held in St. Petersburg, during the International Forum "Innovative Technologies in Service" held at St. Petersburg State University of Economics. Currently, a new social network of the Union of Young Scientists and Postgraduates of the Consortium is being tested, the full launch of which is planned to be made this autumn. The main priority in the organization of educational activities is to ensure a high level of quality of training and the release of the required number of specialists in accordance with the demands of the labor market.

Research activity.

Research activities at the university are presented in the form of applied and fundamental science.   • training of bachelors, masters, graduate students and doctoral students in the natural sciences, humanitarian and socio-economic areas;
  • development of academic mobility, bachelors, masters, postgraduates and doctoral students of the Consortium Members;

  • conducting joint scientific research, providing joint management of dissertation research;

Over the past period, within the framework of bilateral cooperation and networking with partner universities recommended for inclusion in the Consortium, a lot of work has been done: the training of about 60 graduate students and 3 doctoral students, of which 30 defended candidate and 2 employees - doctoral dissertations, organized more 20 internships; reading cycles of lectures on a visiting basis were held at a number of faculties of the university - law, pedagogy and psychology, economics, the Institute of Language and Literature, etc.; 11 webinars and 37 joint conferences were held; 24 university employees completed advanced training courses; an exchange of 13 delegations and 26 working trips for the exchange of experience took place; research is carried out within the framework of cooperation agreements (10 scientific projects and works and 9 joint scientific works). As part of joint educational programs in Russian partner universities, 75 students of PSU named after. T.G. “One of the main tasks of creating the Consortium for the Study and Development of Latest Network Technologies is to unite teams of researchers from Russian universities. - All over the world, the development of large and successful research projects is due to the cooperation of universities and laboratories. Thus, the GENI project, a virtual laboratory for conducting experiments in the field of computer networks, is successfully operating in the United States, uniting more than 200 universities. In Europe, the FED4FIRE project has been created - a research project in the field of computer networks and the Internet of a new generation, which includes universities in Belgium, Great Britain, France, Germany, Australia, Spain, Greece, and Korea. In Japan, the AKARI project is working - the search for an innovative architecture for the Internet, uniting the country's leading technical universities", - noted in 2013 one of the initiators of the creation of the Consortium of Universities, Director General of the TsPIKS Ruslan Smelyansky.

According to the agreement on the formation of the consortium "SDN - technologies in the scientific and educational environment", the joint activities of the Consortium Participants are carried out in the following main areas:

  • development and dissemination of the experience of the world's best research centers in the field of computer networks in the scientific and educational environment of the Russian Federation. Establishment, support and development of international scientific and technical relations with the world's leading research centers in the field of network technologies;
  • promoting the early use of innovative network technologies in the scientific and educational environment of the Russian Federation;
  • coordination and organization of interaction between higher educational institutions and research laboratories in Russia on the use and development of PCS technologies in education, science and industry;
  • coordination of interaction between commercial companies and industrial enterprises with higher educational institutions of Russia for the development and implementation of PCS technologies in high-tech sectors of the economy;
  • development of educational programs for the training of highly qualified specialists, advanced training and retraining of personnel in the field of network technologies, including PCS;
  • promoting the development in Russia of a network of centers for collective use, focused on the introduction of PCS technologies in the field of ICT;
  • the formation of a system for the exchange of best practices, the dissemination of the latest achievements in the field of network technologies, the deployment of research results in the network segments of the SDN, the organization of technical support for the SDN segments;
  • preparation of proposals for scientific, educational and scientific and technical targeted programs, including programs of the Ministry of Education and Science of the Russian Federation in the field of network technologies;
  • in collaboration with organizations of the Russian Academy of Sciences, promoting the expansion of fundamental and applied scientific research at Russian universities that require significant resource-intensive calculations;
  • development and support of the system of Russian scientific conferences and youth scientific schools on network technologies and their applications;
  • active promotion of work on the practical use of modern network technologies to solve pressing problems of science, technology, industry and business.
