One of the structural subdivisions of the GOU SPO Technological College No. 28 is the former Moscow Mechanical and Technological College of the Meat and Refrigeration Industry.
It begins its history in 1931. The reason for the creation of the Moscow Mechanical and Technological College of the Meat and Refrigeration Industry was the radical reconstruction of the country's livestock base. It provided for the creation of large state meat state farms and the organization of the meat industry on the basis of the latest advances in technology in the field of livestock processing.
The rapid growth of the meat industry is not possible without qualified personnel. The resolution of the Central Committee of the All-Union Communist Party of Bolsheviks of December 20, 1929 noted the crucial importance of training personnel for the meat industry and, in this regard, the need to organize special technical schools and faculties at universities.
The dispersion of the system of training specialists did not allow solving the problem of providing the meat industry with a sufficient number of middle and top-level specialists. Therefore, in 1931, the Moscow Meat Industry College was organized as part of the Moscow Chemical-Technological Training Plant.
At that time, the technical school had four departments: technological, mechanical, chemical and economic.
On September 1, 1933, this technical school was separated into an independent educational institution - the Moscow Meat College. In 1936, students, some teachers and employees of the fatty technical school were transferred there in connection with the liquidation of the latter.
In 1938, on the basis of a decree of the Economic Council of People's Commissars of the USSR and the order of the People's Commissariat of the Food Industry, the Moscow Meat College and the Moscow Refrigeration College, which was under the jurisdiction of the People's Commissariat of the Food Industry, were merged into a single Moscow Mechanical and Technological College of the Meat and Refrigeration Industry.
In the autumn of 1941, due to the difficult front-line situation near Moscow, the technical school was prepared for evacuation to the city of Tyumen. But the offensive of the German armies was stopped, and the technical school was not evacuated. On January 1, 1942, he resumed his work with two departments: technological and mechanical. In 1949, the refrigeration department was reopened.
In the period from January 1, 1942 to November 1, 1950, only the day department functioned at the technical school. On November 1, 1950, the evening department for technological and mechanical specialties was again organized.
On November 24, 1955, by order of the Ministry of the Meat and Dairy Industry of the USSR, the All-Union Correspondence College of the Meat and Dairy Industry was organized on the basis of the Moscow Mechanical and Technological College of the Meat and Refrigeration Industry, training in which was carried out in seven specialties: “Technology of meat and poultry products”, “Technology milk and dairy products”, “Meat industry equipment”, “Dairy industry equipment”, “Refrigerating compressor machines and installations”, “Planning at food industry enterprises”, “Accounting”.
In 1955, the Ministry of Meat and Dairy Industry of the USSR commissioned a technical school to train two from the Mongolian People's Republic. In 1959, they successfully graduated from the technical school. Yunden Luvsandorzh, having graduated from the Odessa Technological Institute after a technical school, works in the Ministry of Food Industry of the Mongolian People's Republic, and Badrakh is the head of the sausage shop of the Ulaanbaatar Meat Processing Plant.
In 1960, courses were organized to prepare applicants for the technical school for both full-time and correspondence systems of education.
Since 1967, the technical school resumed the training of foreign students. 10 specialists were trained from Mongolia, two from Somalia, and one from Cuba.
Throughout its existence, the technical school has trained hundreds of specialists for the meat, dairy and refrigeration industries.
In 2005, the technical school, as an institution of secondary vocational education, became part of the Technological College No. 28 and continues to train qualified personnel as part of the college.
The history of the educational institution begins in the distant 30s of the XX century. The booming industry then demanded a large number of technical specialists. Over the years of existence, the educational institution has undergone many transformations. Archival data tells us about the long and difficult path that our educational institution had to go through, as well as about the accumulated rich experience, from the standpoint of which we are solving our strategic and tactical tasks today.
The first mention of our educational institution dates back to 1928, when on the banks of the Moscow River in an old building of the middle of the 19th century, by order of the Moscow Department of Public Education N437 dated September 28, 1928, the Rogozhsko-Simonovsky evening technical school was opened. Subsequently, it was transformed into the Moscow Mechanical Worker Training Plant ROMO, which opens its branch at the plant named after Vladimir Ilyich. In accordance with the order for the ROMO Combine dated
October 17, 1931, organizes courses for innovators, courses for BREEZE, courses for red directors, courses for masters in hot metal working, courses for technicians and masters in cold working of metals, courses for economists - practitioners, technical school-VTUZ.
1933 - The plant is transferred to the jurisdiction of the UU NKTP under the Council of People's Commissars of the RSFSR and in September 1933 it is renamed into the Moscow Mechanical Educational College under the UU NKTP under the Council of People's Commissars of the RSFSR.
1934 - The Moscow Mechanical Training Plant is transformed into the Institute for the Training and Advanced Training of Engineers of Heavy (Local) Industry of the RSFSR.
1935 - Transformed into the Moscow Mechanical College of the People's Commissariat for Education of the RSFSR.
1941 - The Moscow Welding College of the Glavkisloroda under the Council of Ministers of the USSR opens in the Dzerzhinsky district of Moscow, which existed until 1951. Autogenous welding workshops functioned at the technical school.
1943 - In accordance with the order of the NKNP of the USSR N 647 / k, the Moscow College of Control and Measuring Instruments of the Ministry of the Oil Industry of the USSR was created on Sretensky Boulevard.
1947 - Moscow Mechanical College of the Main Oxygen Department under the Council of Ministers of the USSR.
1948 - The Moscow Mechanical College of Glavkisloroda was renamed into the Technical College of Oxygen Engineering of the USSR Ministry of Chemical Industry.
1951 - The Oxygen Engineering College and the Moscow Welding College were merged into the Oxygen Welding College

1955 - The Oxygen Welding College was renamed into the 1st Moscow Chemical and Mechanical College of the USSR Ministry of Chemical Industry.
1956 - The educational institution is again renamed into the Moscow Engineering College of the USSR Ministry of Engineering.
1959 - The Moscow Engineering College was transformed into the Oxygen Welding College of the Moscow City Council of National Economy.
1992 - Moscow Engineering College. 1997 - Based on the decision of the general meeting of the labor collective and in accordance with the order of the Ministry of General and Vocational Education of the Russian Federation No. 2168 dated 10/28/97, the college was renamed the Moscow College of Technology. It bears this name to this day, which more accurately corresponds to the current specifics of the educational institution and its development program.

Rules for the admission of citizens to study at the Novocheboksary Chemical and Mechanical College of the Ministry of Education of Chuvashia
I General provisions
1. 1. These Admission Rules govern the admission of citizens of the Russian Federation, foreign citizens, stateless persons, including compatriots living abroad (hereinafter referred to as citizens, persons entering), for training in educational programs of secondary vocational education in the Novocheboksary mechanical technical school of the Ministry of Education of Chuvashia at the expense of the budget of the constituent entity of the Russian Federation, as well as under education agreements concluded upon admission to study at the expense of individuals and (or) legal entities (hereinafter referred to as the contract for the provision of paid educational services), and also determines the features of prima the disabled and people with disabilities.
Admission of foreign citizens to study at a technical school is carried out at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation or local budgets in accordance with international treaties of the Russian Federation, federal laws or the quota established by the Government of the Russian Federation for the education of foreign citizens in the Russian Federation, as well as under agreements on the provision of paid educational services.
2. These Rules are developed on the basis of:

3. Admission to the technical school of persons for training in educational programs of secondary vocational education is carried out on the basis of applications from persons with basic general or secondary general education
4. Admission to study in educational programs of secondary vocational education at the expense of the budgets of the constituent entities of the Russian Federation is publicly available, unless otherwise provided by the Federal Law "On Education in the Russian Federation".
5. The number of places for training at the expense of the budget of the constituent entity of the Russian Federation is determined in accordance with the State task of the Ministry of Education and Youth Policy of the Chuvash Republic.

II Organization of the admission of citizens to the technical school
8. The organization of the reception of citizens for training in the development of educational programs is carried out by the selection committee of the technical school (hereinafter referred to as the selection committee).
The chairman of the selection committee is the director of the Novocheboksarsky chemical-mechanical technical school of the Ministry of Education of Chuvashia.
The composition, powers and procedures of the selection committee are regulated by the regulation on it, approved by the director of the Novocheboksarsky Chemical and Mechanical College of the Ministry of Education of Chuvashia.
The work of the selection committee and office work, as well as the personal reception of applicants and their parents (legal representatives) is organized by the executive secretary of the selection committee, who is appointed by the director of the Novocheboksarsky Chemical and Mechanical College of the Ministry of Education of Chuvashia.
9. Upon admission to a technical school, observance of the rights of citizens in the field of education established by the legislation of the Russian Federation, publicity and openness of the work of the selection committee are ensured.
10. In order to confirm the authenticity of the documents submitted by applicants, the selection committee has the right to apply to the relevant state (municipal) bodies and organizations.
III Organization of informing applicants
The technical school announces admission to study in educational programs on the basis of a license from the Novocheboksary Chemical and Mechanical College of the Ministry of Education of Chuvashia to carry out educational activities in these educational programs.
11. The technical school is obliged to familiarize applicants with the charter of the technical school, a license for the right to conduct educational activities, with a certificate of state accreditation of the technical school for each of the professions and specialties, giving the right to issue a state-recognized document on secondary vocational education, with educational programs for training mid-level specialists and training of qualified workers and employees, implemented by the college, and with other documents regulating the organization and implementation of the educational process, the rights and obligations of students, as well as the work of the selection committee, the college places these documents on its official website and on the information stand.
The admissions committee on the official website of the Novocheboksary Chemical-Mechanical College of the Ministry of Education of Chuvashia, no later than March 1, places the following information:
Rules for admission to the technical school;
The list of professions and specialties for which the technical school announces admission in accordance with the license to carry out educational activities (with the allocation of forms of education - full-time, part-time, part-time);
Requirements for the level of education that is necessary for admission (basic general or secondary general education);
Information on the need for applicants to undergo a mandatory preliminary medical examination;
Information on the procedure for accepting applications and the documents required for admission.

IV Acceptance of documents from applicants
12. Admission to a technical school for educational programs for the training of mid-level specialists and for training programs for skilled workers and employees is carried out on the basis of a personal application of citizens.
13. Acceptance of documents for the first year of full-time education begins no later than June 20, 2019 and ends on August 15, 2019, and if there are free places, the acceptance of documents is extended until November 25, 2019.
Acceptance of applications from persons entering for training in educational programs in specialties that require certain creative abilities from applicants is carried out until August 1, 2019.
15. When applying (in Russian) for admission to the Novocheboksary Chemical and Mechanical College of the Ministry of Education of Chuvashia, the applicant submits the following documents:
Citizens of the Russian Federation:
Original or photocopy of documents proving his identity, citizenship;
Original or photocopy of the document on education and (or) qualification;
4 photos.
Applicants have the right to provide the original or a photocopy of documents confirming the results of individual achievements, as well as a copy of the targeted training agreement certified by the target training customer, or an uncertified copy of the specified agreement with the presentation of its original.
Foreign citizens, stateless persons, including compatriots living abroad:
A copy of the identity document of the applicant, or a document proving the identity of a foreign citizen in the Russian Federation, in accordance with Article 10 of the Federal Law of July 25, 2002 N 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation";
The original document (documents) of a foreign state on education and (or) a document on education and qualifications (hereinafter referred to as a document of a foreign state on education), if the education certified by the specified document is recognized in the Russian Federation at the level of the corresponding education in accordance with Article 107 of the Federal Law ( in the case established by the Federal Law, also a certificate of recognition of a foreign entity); duly certified translation into Russian of a document of a foreign state on education and its annex (if the latter is provided for by the legislation of the state in which such a document was issued);
Copies of documents or other evidence confirming that a compatriot living abroad belongs to the groups provided for by Article 17 of the Federal Law of May 24, 1999 N 99-FZ "On the state policy of the Russian Federation in relation to compatriots abroad";

Surname, name and patronymic (the last one - if available) of the applicant, indicated in the translations of the submitted documents, must correspond to the surname, first name and patronymic (the last one - if available) indicated in the document proving the identity of a foreign citizen in the Russian Federation.
15. In the application, applicants must indicate the following mandatory information:
Surname, name and patronymic (the latter - if available);
Date of Birth;
Details of the document proving his identity, when and by whom issued;
Information about the previous level of education and a document on education and (or) qualification confirming it;
The profession or specialty for which he plans to enter the Novocheboksarsky Chemical and Mechanical College of the Ministry of Education of Chuvashia, indicating the conditions of study and the form of education (within the admission targets, places under contracts with payment of tuition fees);
The need for a hostel.
The application also records the fact of familiarization (including through public information systems) with copies of the license to carry out educational activities, certificates of state accreditation and annexes to them. The fact of familiarization is certified by the personal signature of the applicant.
The signature of the applicant is also certified by the following:
Obtaining secondary vocational education for the first time;
Familiarization (including through public information systems) with the date of submission of the original document on education.
In the event that an applicant submits an application that does not contain all the information provided for in this paragraph, and (or) information that does not correspond to reality, the admission committee of the technical school returns the documents to the applicant.
16. Upon admission to training in specialties included in the list of specialties, upon admission to training in which applicants undergo mandatory preliminary medical examinations (examinations) in the manner established when concluding an employment contract or service contract for the relevant position or specialty, approved by a decree of the Government of the Russian Federation Federation dated August 14, 2013 N 697, applicants undergo mandatory preliminary medical examinations (examinations) in the manner established when concluding an employment contract or service contract for the relevant position, profession or specialty. "A medical certificate is recognized as valid if it was received not earlier than a year before the date of completion of the acceptance of documents.
If the applicant has medical contraindications established by the order of the Ministry of Health and Social Development of Russia, the technical school ensures that he is informed about the consequences associated with these contraindications during the period of study in an educational organization and subsequent professional activity.
17. Applicants have the right to send an application for admission, as well as the necessary documents through public postal operators (hereinafter - by mail) in accordance with the Federal Law of July 27, 2006 No. 149-FZ "On Information, Information Technologies and Information Protection" , Federal Law of July 7, 2003 No. 126-FZ "On Communications".
When sending documents by mail, an applicant shall attach to the application for admission photocopies of documents proving his identity and citizenship, a photocopy of the document on education and (or) document on education and qualifications, as well as other documents provided for by these Admission Rules.
Documents sent by mail are accepted when they arrive at the technical school no later than the deadlines established by clause 17 of these rules.
Upon personal presentation of the original documents, applicants are allowed to certify their photocopies by the technical school.
18. When submitting documents, no fee is charged from applicants.
19. A personal file is created for each applicant, in which all submitted documents are stored.
20. Applicant upon personal submission of documents is issued a receipt on acceptance of documents.
21. Upon a written application, applicants have the right to take the original document of education and other documents submitted by the applicant. Documents are returned by the admission committee of the technical school within the next business day after the application is submitted.
V Enrollment in a technical school
22. The applicant submits the original document on education and (or) document on education and qualifications by August 16, 2019 inclusive.
23. After the deadline for submitting the original documents on education and (or) documents on education and qualifications, the director of the technical school issues an order on the enrollment of persons recommended by the admissions committee for enrollment and who submitted the originals of the relevant documents. An appendix to the enrollment order is a surname list of the indicated persons. The order with the application is placed on the next business day after publication at the information stand of the selection committee and on the official website of the educational organization.
24. In accordance with Part 4 of Article 111 of the Federal Law “On Education in the Russian Federation”, admission to a technical school for secondary vocational education under training programs for mid-level specialists and for training programs for skilled workers and employees at the expense of the regional budget is publicly available, unless otherwise is not provided for by the specified part of Article 111 of the Federal Law "On Education in the Russian Federation".
25. In the event that the number of applicants, including applicants who have successfully passed the entrance examinations, exceeds the number of places, the financial support of which is carried out at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets, the educational organization accepts students for training in educational programs of secondary vocational education on the basis of the results of mastering the educational program of basic general or secondary general education by applicants, indicated in the submitted documents on education and (or) documents on education and qualifications, the results of individual achievements, information about which the applicant has the right to provide upon admission, as well as the existence of an agreement on targeted training with organizations specified in Part 1 of Article 71 of the Federal Law. In case of equality of the average score of the certificate of applicants without the results of individual achievements, as well as without the existence of an agreement on targeted training with organizations, when applying for training in educational programs of secondary vocational education, the results of mastering the profile disciplines specified in the submitted incoming documents of the state standard on education in the corresponding specialty profile:

The results of individual achievements and (or) the existence of an agreement on targeted training are taken into account if the results of mastering the educational program of basic general or secondary general education by the applicants are equal, indicated in the submitted documents on education and (or) documents on education and qualifications.
If there are results of individual achievements and a targeted training agreement, the targeted training agreement is taken into account first of all.
When enrolling in educational programs, an educational organization takes into account the following results of individual achievements:
1) the status of a winner and prize-winner in olympiads and other intellectual and (or) creative competitions, events aimed at developing intellectual and creative abilities, abilities for physical culture and sports, interest in scientific (research), engineering and technical, inventive, creative, physical culture and sports activities, as well as to promote scientific knowledge, creative and sporting achievements in accordance with Decree of the Government of the Russian Federation of November 17, 2015 N 1239 "On approval of the Rules for identifying children who have shown outstanding abilities, accompanying and monitoring them further development" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2015, N 47, art. 6602; 2016, N 20, art. 2837; 2017, N 28, art. 4134; N 50, art. 7633; 2018, N 46, art. 7061);
2) the applicant has the status of the winner and prize-winner of the championship in professional skills among the disabled and people with disabilities "Abilimpics";
3) the applicant has the status of the winner and prize-winner of the championship of professional skills, held by the Union "Agency for the Development of Professional Communities and Workforce "Young Professionals (WorldSkills Russia)" or the international organization "WorldSkills International".
The procedure for taking into account the results of individual achievements and the agreement on targeted training is established by the educational organization in the admission rules approved by the educational organization independently.
26. If the number of applicants exceeds the number of places, the financial provision of which is carried out at the expense of the budget of the constituent entity of the Russian Federation, the technical school accepts students for educational programs of secondary vocational education in specialties based on the results of mastering the educational program of basic general or secondary general education by applicants, specified in the submitted incoming documents on education under contracts for the provision of paid educational services.
27. If there are vacancies remaining after enrollment, including the results of entrance examinations, enrollment in an educational organization is carried out before December 1 of the current year.
VI Terms of admission to study under contracts for the provision of paid educational services
Admission to training under contracts for the provision of paid services with payment for tuition by individuals or legal entities is carried out for all specialties in excess of the admission control digits established for them.
Admission to an educational organization of persons for study in educational programs is carried out on the basis of applications from persons with basic general or secondary general education. The organization of admission to study under contracts for the provision of paid educational services is carried out by the admission committee of the technical school in the manner determined by the Admission Rules. Admission to the technical school of citizens for training on the basis of contracts with payment of the cost of education is carried out on a public basis. In the event that the number of applicants exceeds the number of places determined by the admission figures approved by the director of the technical school on the basis of contracts with the payment of tuition fees, the technical school accepts based on the results of mastering the educational program of basic general or secondary general education by the applicants indicated in the documents submitted by the incoming documents on education. The results of mastering by applicants of the educational program of basic general or secondary general education, indicated in the documents submitted by applicants on education, are evaluated in the form of an average score. The basis for admission to training for individuals is the personal application of the applicant (or the application of the legal representative of a minor), a document on education giving the right to study in the selected educational program and an agreement concluded between the Contractor, the Customer and the Student for the provision of paid educational services. Before the conclusion of the contract, the Contractor is obliged to provide the Consumer and the Customer with:
Reliable information about the Contractor (legal address and telephone number of the Contractor, address and telephone number of the founder of the educational institution, license and certificate of state accreditation indicating registration numbers and validity periods, Charter);
Complete information about the educational services provided (the level and focus of educational programs being implemented, the forms and terms of their development; a document issued after graduation).
A sample text of the agreement (rights and obligations of the parties, the cost of training in accordance with the cost estimates for a specific educational program, the conditions for making payment, the conditions for terminating the agreement at the initiative of the Customer and at the initiative of the Contractor, the responsibility of the parties).
The customer is obliged before the conclusion of the contract:
Provide the Contractor with reliable information about the level of education of the consumer;
Get acquainted with information about the technical school, educational programs, conditions of study;
Write an application for the provision of paid educational services for the selected educational program. The contract is concluded in writing in a sufficient number of copies;
- one for each side.
After the conclusion of the contract, the Contractor, the Customer and the Consumer are responsible for compliance with its terms in accordance with the obligations of the parties stipulated in the contract. Disputes arising between the parties are resolved in the manner prescribed by the legislation of the Russian Federation.
