The report (application) shall be accompanied by: a completed and signed application form (personnel registration sheet); an autobiography written by hand in free form; duly certified copy of the work book (if available); original state document on education or its notarized copy (if available); duly certified copies of the passport, birth, marriage and birth certificates of children (if any); certificate of current academic performance (for students) at the time of submission of documents; characteristics from the last place of service (study or work); six personal photographs 4x6 cm in size (in everyday uniform without a headdress, without a corner - for candidates from among the private and commanding staff of the State Fire Service of the Ministry of Emergency Situations of Russia); a copy of the personal sheet on personnel records (if available).

2.2.6. Upon receipt of the report (application), the head of the component body or his deputy for personnel are obliged to personally conduct a conversation with each candidate, explain the nature of the upcoming studies and service, and, subject to his admission conditions, decide on sending him for a medical examination and professional psychological examination.

2.2.7. Candidates for full-time training undergo a preliminary medical examination (military medical examination) in full-time military medical commissions (VVK or CVVK), professional psychological selection - in psychological diagnostic centers.

2.2.8. Based on the results of the selection, the decision to send a candidate to study at the University or to refuse a referral is made by the head of the completing body or his deputy.

2.2.9. In case of refusal to send a candidate for study, at his request, a certificate may be issued signed by the head of the completing body or his deputy, indicating the reasons for the refusal.

2.2.10. The decision of the constituent body to refuse to send to study can be appealed to the DKP of the Ministry of Emergency Situations of Russia no later than the period annually established by the Ministry of Emergency Situations of Russia for sending personal (educational) files to educational institutions of the Ministry of Emergency Situations of Russia, as well as in court.

2.2.11. Attached to the personal file of a candidate for full-time study are: a report (application) on sending to study with the documents specified in clause 2.2.5. these Rules; conclusion on the study and direction of the candidate for study; certificate of the military medical commission on a medical examination; conclusion based on the results of a comprehensive psychodiagnostic examination; audit materials on operational records and place of residence; documents confirming the right to benefits when passing entrance examinations and enrolling in studies, or their certified copies.

2.2.12. The study file of a candidate for distance learning includes: a report (application) on sending to study with the documents specified in clause 2.3.5. these Rules; conclusion on the direction of the candidate for study; certificate of medical examination in the form 086-U; documents confirming the benefits when passing entrance examinations and enrolling in studies, or their certified copies.

2.2.13. The personal (educational) files of the candidates are sent directly to the University within the time limits determined by the order of the EMERCOM of Russia on the announcement of admission to educational institutions of the EMERCOM of Russia for the next year.

2.2.14. Prior to the start of the entrance examinations, candidates for full-time budgetary education without fail directly at the University undergo: a professional psychological examination aimed at obtaining objective data on the personal qualities of the candidate, whose recommendations are subject to mandatory consideration when the selection committee decides on the admission of the candidate to the entrance examinations. final medical examination by the military medical commission of the University.

2.2.15. Persons who have not passed the final medical examination, professional psychological examination are not allowed to enter the entrance examinations.

2.3. Conditions for admission to training on the basis of contracts with payment of its cost by legal entities and (or) individuals

2.3.1. When enrolling for training on the basis of contracts with payment of its cost by legal entities and (or) individuals (full-time, correspondence forms of education), age restrictions are not established.

2.3.2. Documents are accepted:

For persons with secondary (complete) general education received in educational institutions of foreign countries, and other categories who have the right to take entrance examinations at the university - until July 10;

For admission to the second and subsequent courses, including in the order of transfer:

2.3.4. List of required documents for submission: Passport (original or copy); document on previous education (original or copy); 8 photographs 3 x 4 on matte paper, without a corner, black and white.

2.3.5. The selection committee fills in the forms: an application of the established form; agreement (a minor applicant signs an agreement together with one of the parents or legal representative).

2.4. In the application (examination sheet), applicants record the fact of familiarization with a license for the right to conduct educational activities, a certificate of state accreditation and annexes to them in the chosen area of ​​​​training (specialty) or the absence of this certificate and is certified by the personal signature of the applicant. In the same manner, the applicant's signature also fixes the following: information about passing the exam and its results or about the place where the exam was taken in the additional dates for the exam; receiving higher professional education of this level for the first time; confirmation of application to no more than five universities; familiarization with the date of submission of the original state document on education; familiarization with the rules for filing an appeal upon admission to the first year based on the results of entrance examinations, additional entrance examinations and attestation tests; consent to the processing of their personal data in the manner established by the Federal Law of July 27, 2006 N 152-FZ "On Personal Data" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2006, N 31, Art. 3451). If there are several USE results that have not expired, the applicant indicates in the application which USE results and in which general education subjects he uses. In the case of providing applicants with information that does not correspond to reality, the university returns the documents to the applicant.

2.5. In case of targeted recruitment for places financed from the federal budget, upon registration, a candidate for training (applicant) must present a document proving his identity (passport, military ID, service ID), the original or a certified photocopy of the education document (with attachment), the original or a certified photocopy of the certificate of the results of the Unified State Examination, the original or a certified photocopy of documents confirming the special rights for admission to higher educational institutions established by the legislation of the Russian Federation.

2.6. When applying for admission to study on the basis of contracts with payment of its cost, the applicant submits, at his discretion, the original or a photocopy of documents proving his identity, citizenship, an original or a photocopy of a state-recognized document on education, an original or a certified photocopy of documents confirming special rights upon admission to higher educational institutions established by the legislation of the Russian Federation.

2.7. When submitting an application, persons with disabilities submit, at their discretion, the original or a certified photocopy of one of the following documents: conclusion of the psychological, medical and pedagogical commission; certificate of disability, issued by the federal institution of medical and social expertise. Disabled children, disabled people of groups I and II, who, in accordance with paragraph 3 of Article 16 of the Law of the Russian Federation "On Education", have the right to be admitted to higher educational institutions out of competition, subject to successful completion of entrance examinations, submit at their discretion the original or a photocopy of the certificate on the establishment of disability and a conclusion on the absence of contraindications for studying at a higher educational institution, issued by the federal institution of medical and social expertise.

2.8. Applicants who have submitted deliberately false documents to the University's admissions committee are liable under the laws of the Russian Federation.

Who can apply

The highest requirements are imposed upon admission to the areas of "Fire Safety" and "Technospheric Safety", where firefighters and rescuers are trained. Mandatory requirements:

  • citizenship of the Russian Federation;
  • age from 17 to 30 years;
  • obtaining the first higher education;
  • good health (as for the army);
  • the absence of unexpunged and outstanding convictions and other problems with the law.
  • Only guys aged 16 to 22, who have served in the army up to 24 years old, and who have served under a contract - up to 25 years old, can enter the command and engineering faculty of the Academy of Civil Protection.

In addition, you need to have a sufficient level of physical fitness and a positive reference from the school.

It is easier to enter civilian specialties, there are no restrictions on age and gender. Most often they are available on a paid branch.

Who has special rights and benefits

Without entrance examinations can enter:

  • prize-winners and winners of the final stage of the All-Russian Olympiad;
  • prize-winners and winners of list Olympiads approved by the Ministry of Education and Science;
  • prize-winners and winners of international Olympiads in areas that correspond to the profile of the Olympiad (if the direction is different, you can get the maximum scores in the subject of the Olympiad).

The following are entitled to the enrollment advantage:

  • orphans and children left without parental care;
  • children of military personnel, including those dismissed upon reaching the age and state of health (provided that they have served for at least 20 years);

  • children of Heroes of the USSR, holders of the Order of Glory;
  • persons under 20 years of age who have only one parent - a disabled person of group I, if the income in the family is below the subsistence level;
  • military personnel who have served in the army under a contract for at least three years, as well as by conscription with a recommendation from the unit commander;
  • persons affected by the disaster at the Chernobyl nuclear power plant;
  • disabled people of groups I and II, disabled from childhood, disabled due to military injuries.

You can use these benefits only after successful completion of the professional selection. In civilian specialties, a special quota for persons with disabilities may be allocated.

Also, upon admission, your individual achievements will be taken into account: a gold medal, sports achievements, olympiads and competitions, volunteer activities. You can get up to 10 extra points.


What to submit

For admission to the directions "Fire safety" and "Technospheric safety" you need to pass the exam in specialized mathematics, Russian language and physics. At the university, you need to pass additional entrance tests (DWI) - a written exam in mathematics and passing physical standards (pull-ups, running 100 m and 3 km).

In civilian specialties of the humanities level, instead of physics, you need to take social studies. DWI is not required.

Step 1. Decide on a university and take the exam

You need to choose a direction and find a suitable university. Pay attention to whether there are budget places in the chosen specialty, find out which exams you need to take and what are the minimum scores when to apply.


Step 2: Pre-qualify

To do this, you need to submit an application to the Ministry of Emergency Situations at the place of your registration no later than April 20. Upon admission to the command and engineering faculty of the Academy of Civil Protection, an application must be submitted to the military registration and enlistment office at the place of registration before April 1.

The application must be accompanied by:

  • copies of passport and birth certificate;
  • an autobiography indicating information about yourself, your family (do not forget to indicate personal achievements);
  • a reference from the school with a recommendation note;
  • a copy of the document on education or a certificate from the school.

After reviewing the documents, you will be sent to undergo a medical examination and a psychological examination. If you pass all the parameters, your documents are sent to the university. Further, the admission committee of the educational institution considers your personal file and decides whether to allow you to the professional selection or not. You must receive a written response - an invitation or an explanation of the reasons for the refusal.


Step 3. Pass the professional selection

Professional selection takes place at the university from July 1 to July 30, the exact dates will be announced to you. Upon arrival at the educational institution, provide a passport, birth certificate, high school diploma and documents confirming your special rights and individual achievements.

You will need to pass psychological testing, pass an internal exam and physical standards. After that, wait for the results and find out your place in the competitive lists.
