In total, 32 countries participate in the program, but the UK is of the greatest interest among our students, 176 grant recipients have already gone there. In second place - Australia, 120 people. The third and fourth places are shared by Germany and the Netherlands with 30 and 29 applications, respectively. In fifth place in popularity is the United States, and in sixth is Italy.

- What areas of training do program participants choose?

In the first place was "Management in the field of higher education", 54 people went to study in this direction. It is followed by "Information Technologies" - 29 people, "Ecology" - 20 people, "Architecture" and "Oil and Gas Business" - 10 people each.

- Graduates of which Russian universities received grants under the Global Education program most often?

For us, the most important thing is that a person himself enters a top foreign university from the list of the Decree of the Government of the Russian Federation (for us, this is a guarantee that he has the necessary knowledge, skills and abilities) and meets all the requirements for participation in the program. A foreign university itself decides on the enrollment of a student.

- To what extent is foreign education in demand among Russian youth today?

Do you know how many Russians are currently studying abroad? In Germany - approximately 11.5 thousand, in the USA - more than 5.5 thousand, in France more than 5 thousand, in Australia - one thousand six hundred. Many of them left to study on scholarships provided by foreign universities or foreign scholarship programs. Most of the programs do not involve the return of our specialists to Russia.

The uniqueness of the Global Education program is that our state not only finances the education of its citizens abroad, but also assists them in their subsequent employment in Russia.

    At the moment, "Global Education" is the only opportunity for a Russian citizen to receive money from the state for studying at a foreign university. But the most interesting thing about the whole project is that the information about it has not yet been sufficiently disseminated, so the competition for obtaining financial coverage is rather small. Below, we'll show you how to participate in the Global Education Competition and how you can increase your chances of success.

    Why was the Global Education program created?

    First of all, it is worth talking about why the presidential program was created at all. After all, we are talking about very large sums that are given to the student free of charge, so what is the logic?
    In fact, the answer to this question is obvious: the state finances its own development in this way. The entire scholarship fund is aimed at training specialists in five priority areas: medicine, science, engineering, education and social management. Since, alas, in Russia there are certain problems with these areas, and not all domestic universities can provide quality education in these specialties, the most obvious way out is to send the best students abroad.
    The students who receive the scholarship are expected to help innovate and improve the social and scientific fields in the country. In order for the invested funds to pay off, one requirement is put forward for scholarship holders: mandatory employment in one of the partner companies for a period of 3 years or more. In other words, the student who received the funding undertakes to work for some time in his home country. Thus, instead of the costly development of the educational system, which is impossible in a short time, the state invests in citizens and, consequently, in its own economy.
    In fact, the Global Education program guarantees not only free education at the best foreign universities, but also further employment. Of course, the obligation to return to Russia may confuse some students, but when making a decision, you need to understand that, most likely, you will have to return regardless of whether the student is studying at his own expense or at the expense of the state: in developed countries, the labor market is very active, and the advantage It is local students who have it, while it is much more difficult for foreigners to find a good job and stay in the country.     The first requirement for a candidate is a higher education, that is, a bachelor's or specialist's degree. Thus, the Global Education Scholarship can only be obtained for studying in a foreign master's or PhD program. According to many experts, this is a rather wise policy, since it is post-graduate education abroad that is of very high quality and allows you to perfect the skills acquired at the bachelor's degree.
    The second and probably the most important requirement is self-admission to one of the leading universities abroad in priority areas. To participate in the competition, a candidate must have a certificate of admission to a university from the list for a program that falls into one of five categories - medicine, engineering, education, science and social management. In fact, these categories include a huge variety of specializations - from robotics to cultural management. At the same time, most universities participating in the program do not have high requirements for applicants. For admission to 80% of universities from the list, it is enough to have an average score of about 4.0 out of 5 and know the language of instruction (in most cases English) at the Upper-Intermediate level.
    The third condition is the absence of a criminal record and official problems with the criminal code. Only those who were officially found guilty of a criminal offense fall under the category of convicts; administrative violations are not considered.
    In fact, the group limited by these three criteria includes almost all university graduates who speak a foreign language and have found enough motivation for further education. There are no age, ethnic or any other restrictions for applicants: any citizen of the Russian Federation with a higher education at any age can enter.

    What professions are not included in the program?

    Alas, graduates with diplomas from most liberal arts faculties cannot directly access the Global Education Scholarship. Since the program is limited to a specific list of specialties, although quite broad, many faculties were not included in the list. Students with degrees in sociology, linguistics, art history, philosophy, economics, law, and other typical liberal arts fields cannot receive funding to study in their specialty. However, even humanitarians have a chance to participate.
    Since the list of programs in the “Social Management” direction includes quite a lot of programs close to the humanities, graduates of the above faculties can enter a foreign university for programs close to their specialty. For example, a sociologist can enroll in the Social Policy program, a financier in the Health Economics program, and an art historian in the Cultural Heritage Management program. Moreover, this is absolutely real, since many foreign universities are happy to accept students even with a significant difference between the previous education and the chosen course: especially in this regard, you should pay attention to the USA and the UK. Thus, the Global Education Scholarship is available to almost all bachelors.

    Who Can Receive the Global Education Scholarship?

    Although the competition for the Global Education Scholarship is rather small, not everyone in a row receives funding. The award decision is made on the basis of specific indicators, which are described below in order of priority:

    -Place in the electronic queue. Oddly enough, the most important criterion in calculating a student's ranking is the date of application. The highest rating is given to those candidates who applied the earliest. Therefore, in order to be sure to receive a scholarship by the start of your studies, you must apply as early as possible. But, since the scholarship is awarded in 4 stages each year - deadlines are spread over March, June, August and November - in order to increase your chance of success, it is enough to register at the end of any of these months.
    -Study abroad. The candidate's rating will also increase if he studied or is studying at the time of application at a foreign university. That is, funding can be obtained even remotely, for example, for the second year of a master's degree abroad, studying in the first - these are the students who will be given priority in the second place.
    -Professional experience. When selecting fellows, the commission takes into account the background of the participants, including the professional one. In this regard, already experienced candidates who have worked in the specialty for several years may receive priority. Therefore, unlike other scholarship programs, in the Global Education competition, age can be an advantage, not an obstacle.
    -Publications in scientific journals. Candidates with publications in authorized scientific journals at the time of receipt will receive an additional bonus in the competition. However, if a student does not have them, his rating does not decrease - after all, only a small part of the candidates can boast of scientific articles, and the rating from their presence does not increase so much (at least 2 times less than with a long term registration).

    How to get a scholarship? - Step-by-step instruction

    Registration. The first step to receiving government funding is to register on the official website. To register, the candidate must provide their first and last name, e-mail and password. Upon registration, the student receives an email asking them to verify their email address.
    Filling out the questionnaire. The application for a scholarship is filled out online: the candidate only needs to enter the necessary data in his personal account and click the “Get registration in the electronic queue” button. The required information includes passport data (both civil and foreign passports), SNILS and TIN (if any), information about previous education, information about professional experience and publications in scientific journals.
    Supporting documents. Upon filling out the application, the student is assigned a place from the electronic queue and given time to upload scans of supporting documents. The required documents include a Russian passport, a foreign passport, diplomas and certificates indicating previous education, a work book (if any), a certificate of no criminal record, a letter of admission to the university and an invoice for tuition fees (if it is paid).
    Waiting for the decision of the commission. After all supporting documents are sent, the candidate can only wait. The list of students who received a scholarship is published within a month after the completion of the next stage of the competition.
    Getting funding. If the candidate turned out to be lucky enough to find his name in the list of winners, then his further actions are very simple: signing an agreement for the award of a scholarship, which specifies the conditions and obligations of the scholarship holder to the sponsor, and then - the formalities necessary immediately before the student leaves for another country - visa, air tickets and other responsible, but very pleasant steps.

    To some extent, the Global Education program 2013-2016 can be called a failure: there were more scholarships than suitable candidates.     Studying for a master's degree abroad is always a great investment of your time and money. But often students who, in principle, are interested in the possibility of studying in a foreign master's program, have a poor idea of ​​​​the financial side of education and sometimes even give up their dream, because they think that studying abroad is very expensive. The truth, as is often the case, is somewhere in between.)

    There are 3 main ways to finance your master's studies abroad: enroll in a (sharely) free program, pay for your studies on your own, or receive a scholarship/grant. And in this article, we will go into detail about each of these options.

    We write below only about master's programs in English (not to be confused with a bachelor's degree!)

    1. (Conditionally-)free master's programs

    Programs are considered free if they have a small tuition fee or a student fee, which can give you certain benefits (for example, in many states of Germany, a student card is also a travel card). Free education is possible because the programs are held at public universities and are subsidized by the government. They are free for both local and international students.

    Such programs are available at public universities in France, Germany, Austria, Switzerland, Norway, Italy and Spain (at the same time, tuition is paid at private universities in these countries). Outside of Europe, shareware programs in English can be found in India, Taiwan, and Argentina.

    An important feature: the tuition fee can vary greatly depending on the country and university. For example, in Germany, in public universities, the fee is usually 300-500 euros / year, while in Switzerland it is about 5000-6000 francs / year (or 4600-5500 euros).

    The student pays for living expenses (accommodation, meals, transport, teaching materials, etc.) on his own. Therefore, if you do not have a very large budget for education, you need to pay attention not only to the cost of the program (fee), but also to the country / city in which you plan to study. For example, if we talk about Germany, then living in Munich or Berlin will be an order of magnitude higher in cost than in any other small city.

    Applicants are often interested in whether it is possible to combine study with work? In many countries, this is officially allowed, but there is a limit for foreign students (for example, in Germany it is 120 full days or 240 half days a year). However, studying in a master's program is often very intensive and it is not always possible to combine it with work.

    1. Scholarship/grant funding

    There are 2 main opportunities here - scholarships provided by state funds or private / public organizations, and scholarships from the universities themselves.

    The former often refer to programs in one country - for example, DAAD for studying in Germany, Chevening for the UK, Fullbright for the USA, Visby for Sweden, etc. We talked about the main scholarship programs. It is also possible to receive funding from your own country - for example, for students from Russia there is the Global Education program, according to which you can win a grant for studying at a foreign university, subject to returning and working in Russia for a period of at least 3 years. Kazakhstan has a similar Bolashak program.

    The competition for such scholarships is always quite strong, and the deadlines are often earlier than for the master's programs themselves. Therefore, we recommend that you always have a “plan B” - alternative ways to finance your studies if you fail to win a scholarship. It is better to think over several options than to place all bets on only one.

    Many universities offer their own scholarship programs that fully or partially cover tuition. In our experience, they tend to be slightly less competitive, so this is a great opportunity for those students who are looking for ways to fund their studies. You can find such programs on the websites of universities (usually in the section Financing your studies, Tuition fees and funding, etc.) or by writing directly to the coordinator of the program you are interested in.

    Fully funded scholarship programs (i.e. covering tuition and living expenses) for international students are quite rare, examples include Fulbright (USA) and Chevening (UK). There is always a huge competition for such programs, and in our experience, they also have some unspoken criteria.     Complexity. There are many universities, many countries, it is difficult to understand them. And far from always “education abroad” is equal to quality education. Fortunately, government-approved universities are among the top 300 educational institutions in the world.

    Advice. First, choose a specialty, and then look for which universities have it best represented. Pay attention to indicators: employment statistics after graduation and the role of the university in the scientific world.

    To receive a grant, you need to choose a specialty strictly according to the list. The list does not include business, design and marketing, but you can find a related direction or other area.

    Most often, universities require a bachelor's degree or a specialist in a related field for admission to a master's program. Sometimes this can be offset by experience in the field.

    Example. My student Petr received a diploma in translation, but for three years he worked as a regional manager of an international company. His work experience made up for his lack of a management degree and he enrolled in a Social Management degree at an Australian university.

    The main thing is to justify why you need this education. Why suddenly from a linguist to managers? There should be logic for the educational institution and the embassy. Here is how Peter justified his choice.

    Submission of documents and admission

    The list of documents and the conditions for enrolling in the program depend on the country, university and program.

    Standard Documents:

    1. Passport - if it expires soon, change it before submitting documents.
    2. Diploma - the admission committee looks at the average score. But even if there are three in the diploma, you can still choose the right program - there are thousands of them.
    3. Certificate of passing the language exam - depends on the language in which the training takes place. Look at your program's language proficiency requirements. The most popular English language exam is IELTS.

    Additionally, they may be asked to provide a motivation letter, recommendations, resume, portfolio. Each university has its own rules. For creative professions, as a rule, they ask for a portfolio.


    What are the risks

    Risk. The applicant may not pass the language exam with the required score, and the grant plan will fail. My student was supposed to start studying in Australia in February 2017, but failed five times in English with the required score.

    Advice. Start preparing for the exam as early as possible.

    Risk. The university is taking too long to respond to your application. The decision to enroll a student is made by the admission committee of the university. There is no deadline for making a decision: student Peter was given admission a week after submitting the application, and Yulia - after 3 months.

    Advice. Put in as much time as possible. You must receive an enrollment for the program and upload it to your personal account before the end of the competition.

    The Global Education program is going through four competitive selections, two more are left. You can take part in any of them. Each selection has a deadline: you need to fill out a questionnaire and upload all documents before the end of the competitive selection. After that, the supervisory board will determine the winners. The list of names will be published approximately one month after the closing of the selection. And a month later, money is transferred to the winners.

    In most cases, you will not be able to apply for a visa until you have paid the tuition deposit. A visa case in some countries is considered up to 4-6 weeks. To do everything, either pay at your own expense, or postpone the start of training. Some specialties have 2-4 sets per year, and you can start your studies not only in September, but also in February, May, July, October.

    In my experience, the grant process takes a year. But if you have already passed the language exam, then you can do everything faster.

    Risk. The university answers for a long time or is silent.

    Advice. The Russian operator of the program has trained special agencies and educational centers. They help students for free. Agencies contact universities through their channels and help get a response faster. Therefore, if the educational agency has connections with the university of your choice, there is a chance to save time.

    Risk. The university may delay with an invitation to study, and the deadline for submitting documents for a grant may end.

    Advice. If you do not have time to submit documents in the current selection, transfer the application to the next set. When a new set starts, you will have a special button.

    How to register and apply

    If you are expelled from the university during your studies, you will have to pay a fine of triple the amount. But deductions abroad are rare. Usually, when a student does not pass a subject at a foreign university, he pays extra for re-passing the subject and passing a test or exam.

    If you have chosen a study program more expensive than 2.76 million rubles, you will have to add your own money. The government cannot give you more than what is budgeted.

    The program has no age limit. If you have already studied at a university in Russia and want to develop further, you can use this grant program no matter how old you are.

    The program is suitable for all ages

    If you have lived in Russia for 10, 20, 30 years but are not a citizen, you will not receive a grant.

    The program operator requires unconditional admission from the university. You will not receive it until you provide the university with a diploma of higher education and a certificate of passing the language exam.

    Carefully check your program and university for compliance with the program list. You will not be given a grant if the university or program is not on the approved list.
