There is a protected area in the Tver region where roads are being repaired, where all schools and libraries are computerized, where housing and communal services are reliably protected from predatory businessmen and therefore have not fallen into decay, but have been preserved and constantly updated. We are talking about the Oleninsky district, which is conveniently located in the south-west of the region next to the busy Baltic highway. The area has been on the headlines of newspapers and TV screens for many years. There are many reasons for this, but they all have one basis - a stable state of the local economy and adequate management of cash resources.

What makes the Oleninsky district stand out from the rest of the municipalities of the Tver region?

Firstly, a socially oriented policy is being pursued here in relation to those areas that are vital, but for some reason are pushed aside in other places. All schools have been preserved in the area. Even if there are few students, the local authorities find an opportunity to organize the educational process in the locality where the educational institution is located. This goes against the practice of "optimization" that was widespread until recently, when schools were closed, and children from neighboring villages were forced to travel many kilometers to their place of study. As you can see, there would be a desire, and "optimization" would not be needed. The same applies to regional cultural institutions - all clubs and libraries have been preserved, in which the material base is being strengthened every year, again unlike many other regions. It was possible to keep the existing municipal enterprises from collapse and transfer into private hands, which are now functioning properly.

Of course, heaven on earth is not possible in a single area, and here, too, there are common problems for our time, because the territory is integrated into a common economic system. However, against the background of neighboring areas, Olenino stands out favorably. There is no constant squabbling of economic entities, no attempts to shift responsibility on each other between the authorities of the district and settlements. In a word, there is not everything that we are used to hearing from the media when it comes to the Russian hinterland. But there is stability in the region. The control levers work clearly and efficiently, so the heating season starts on time, the infrastructure is updated, and public life is in full swing.

There is one important detail that speaks about the level of development of the territory: the region had its own professional football team for a long time.

In 2015, FC Olenino became the champion of the Tver region in football for the second time in a row.

Moreover, for the first time in the history of Tver football, one team received all three trophies at the same time - it became the champion, took the Cup and the Super Cup of the Upper Volga Region. This season went down in the history of Tver sports.

Leadership principles

Over 20 years of very successful management of the district Oleg Igorevich Dubov- a constant interlocutor of the Tver "Komsomolskaya Pravda". It was from him that we learned how we managed to achieve such high results in everything.

Firstly (and this is obvious), you need to conscientiously treat your work, - Oleg Dubov explained. - It is necessary to build an administrative process taking into account development prospects, and not live in one moment. To preserve the social and economic sphere, we tried to prevent the privatization of important facilities. It often happens that as soon as one or another object, for example, in the housing and communal services sector, falls into the hands of a private owner, it immediately becomes a cash cow for the entrepreneur, and there is no longer any need to talk about development. We do not allow this. We are fighting with all our might in our district against the influence of private capital on the process of making managerial decisions. Business interests should not be lobbied at the level of the deputy corps, and then the system will work normally.

In 2017, the Oleninsky district takes an active part in the regional program for the repair of the road network and courtyard areas. As a result, the program included the repair of Lenin, Kuzmina, Chekhov, Oktyabrskaya, Shkolnaya streets. In total there are 12 objects of the street-road network and six yard territories. In the near future, the regional Ministry of Transport will hold a competition, contractors will appear, and repair work will begin. Oleg Dubov notes that with the advent of Governor Igor Ruden, assistance to the districts has become really tangible, such support has not been available for many years. In one current year, a third of the entire street and road network will be repaired in Olenino. The support of the regional government is a guarantor of the development of any territory, and Olenino understands this very well, so they strive to use all the opportunities to participate in regional programs.


It all depends on the activity of the area itself. Help those who do not sit idly by. Therefore, for example, in the Oleninsky district, over the past four years, 26 new facilities have been opened under the Local Initiatives Support Program (one of the highest rates in the region), six more PPMI facilities will appear in 2017.

In addition to participation in regional programs, there is a system of district programs, with funding from the local budget, local programs that are being successfully implemented. For example, the "Rural water supply" program, which replaced 32 km of water supply in villages in seven years, or "The Year of Settlement" - when additional support is provided to specific settlements of the region in order of priority.

The area is currently undergoing major renovations. Last year, works were carried out in 58 out of 96 apartment buildings existing in the district. Overhaul is planned for 2017 in 43 houses, and many have already been completed. We know that in most areas, and even in Tver, the overhaul program is stalling. In Olenino, everything is done on time and with proper quality.

This was achieved in the following way. Three years ago, when a common regional cauldron was created to raise money for the overhaul of housing, the Oleninsky district turned out to be the only territory where, in three months, the entire housing stock of the municipality came under the control of HOA - homeowners associations. As a result, citizens' money for major repairs remains on the territory: they lie on special accounts of apartment buildings. Local authorities have full control over the distribution of funds and the execution of works.

As you can see, a small area in the south-west of our region, starting from the same positions as its neighbors, successfully overcame the turmoil of the 90s and recent economic crises, preserved the social sphere, and kept municipal property on the balance sheet.

Who gets in the way of investors?

It is hard to argue with the fact that businesses often go into decline precisely after they fall into the hands of "efficient owners" from the world of commerce. Private enterprise and territory management are different things, and one must be able to combine them. However, no one has repealed the laws of the market, and business needs to be developed, because this is a tax base and jobs, which have always been problems in the outback. Oleg Dubov is trying to look for investors, and in recent years a number of small enterprises have opened in the area, including the production of pellets and a chain of supermarkets. Currently, active work is underway to create a tourism project within the framework of the course set by the governor of the Tver region. Recall that not so long ago, the Ministry of Tourism was created in our region. The strategic position of the region between the two capitals has long been noted as an important factor contributing to the development of tourism clusters. Oleninsky district in this sense has good prospects, because the Baltic highway passes nearby. It is planned to build a trade fair complex next to it.


But this is in perspective. And recently, a profitable investment project broke down in the area with a scandal, which could radically improve the life of all deer residents.

After a long search, we managed to interest large capital investors, and state ones at that - they were looking for a place to place a complex for the processing of municipal solid waste, - says Oleg Dubov. - The technology is modern, European, with a high class of environmental safety. In the future, this means 300 jobs with a salary of 30,000 to 45,000 rubles (that is, a salary level that does not currently exist in the region). The plot for construction could be sold for an amount of 500 to 700 million rubles. At the expense of these funds, we planned to significantly increase salaries in local municipal unitary enterprises, which, unfortunately, are now very low. In addition, this money was used to replace the roof in all apartment buildings, repair all roads in the villages of Olenino and Mirny, build new treatment facilities, a regional museum, two wells in the village and create a financial reserve for the upcoming gasification of the region from 2019.

Yes, now every district needs money, and the Oleninsky district is no exception. However, the investment project was thwarted. It has already been said that thanks to the Baltiya highway, the district's lands are a tasty morsel for Muscovites. Wealthy dachas, free hunting in untouched forests - why not a lordly life? But the construction of the complex can spoil the hunt.

The capital's summer residents and hunters, for whom untouched nature and the poverty of the local population, in which they see cheap servants, are important, contacted the local opposition - now it is everywhere, even in Olenino. Some of the entrepreneurs who do not like the ban on the privatization of municipal unitary enterprises joined the "protest". And it began to spin ... They began to agitate local residents, intimidate them in every possible way, they say, they will bury almost nuclear waste under your nose. In mid-May, they tried to arrange a "Maidan" on a local scale just at the moment when the head of the district was explaining the details of the project at a meeting with the population. They raised a cry, did not allow to speak. But the "Maidan" failed, most people still think sensibly. However, the investor was scared off. Now there will be no high salaries, and no new jobs either. The budget will remain the same, "crisis", with no prospects for its improvement in the coming years.


Political long-liver Oleg Igorevich Dubov, who has been the head of the Oleninsky district since 1996, has repeatedly attracted the attention of the media with his absurd character and dictatorial manners towards the population. Any attempts by local residents to point out his omissions caused an extremely negative reaction from the head. For more than twenty years now, Dubov has tenaciously held on to the district entrusted to him by Governor Platov, easily gaining the trust of all subsequent leaders of the region. This is understandable: thanks to the total administrative resource, Olenino has always given the highest result to the “party of power” in elections at various levels. And the head of the head either appeased the few “internal opposition” that appeared from time to time with a “carrot” or pacified it with a “whip”. Threats, dismissals from work, the dissemination of defamatory information about opponents and members of their families have become commonplace for little Olenino.

The communists went to the rescue

Against the background of the absolutization of the power of the head and with the complete connivance of the regional center, the economy and social sphere gradually collapsed in the Oleninsky district. Timber industry, a dairy plant, two construction organizations, two flax mills, Selkhokhtekhnika were ordered to live for a long time, 25 collective farms and state farms went bankrupt. In recent years, Dubov's "strategic line" has come into complete conflict with the interests of the population. Thunder for Oleg Igorevich struck in the spring of last year, when the Oleninites staged a mass gathering (more than a thousand people took part in it) against Dubov's initiative to organize a 1,000-hectare dump for Moscow garbage on the territory of the municipality. People demanded the immediate resignation of the presumptuous head. Dubov, nevertheless, managed to keep his chair. But the population, tired of the oppression and arbitrariness of the homegrown "satrap", did not calm down, especially since Dubov, after a spontaneous rally, began to tighten the screws even more, completely ignoring the opinion of the opposite side. Here is a clear example of this.

On June 4, the report of the head of the Oleninsky district on his work for 2017 was coming, which Mr. Dubov decided to hold behind closed doors. After that, the Tver Regional Committee of the Communist Party of the Russian Federation received signals from the Oleninists. People reported that the head of the district warned the population through local media: he would report exclusively to the deputies and all others who wished to attend this event ... would be recognized as violators of the law! The Tver communists came to the conclusion that in this case, the laws of the Russian Federation and the Constitution were grossly violated by O. Dubov himself, and decided to support ordinary residents of the Oleninsky district, who wish to ask the head questions that concern them on June 4. On this day, our small delegation left for Olenino, consisting of a deputy of the Legislative Assembly of the Tver Region Artem Goncharov, a deputy of the Tver City Duma Oleg Tsukanov (both are secretaries of the Tver Regional Committee of the Communist Party of the Russian Federation) and two journalists.

Ordered not to let go!

On the way, one of the local civil activists called us and said that, on the orders of O. Dubov, almost a “state of emergency” was declared in the morning in the village of Olenino: all entrances to the building of the House of Culture, where at 11.00 Moscow time should begin report of the head, blocked by prohibitory signs and cordoned off by the police. At first we did not even believe our ears, and then we laughed heartily at Olenin's "dictator". However, at the entrance to the center of Olenino, we were no longer in the mood for jokes: there were indeed “bricks” a hundred meters from the building of the Palace of Culture, and two police cars were on duty near the fence.

Under the unfriendly glances of law enforcement officers and administrative employees who were on duty at the entrance, we nevertheless entered the hall with a group of local residents (about 10 people). But, as it turned out, not for long. The fact of the presence of the Tver communists completely pissed off Dubov's subordinates, who, in hysteria, apparently completely forgot the foundations of the Russian Constitution. Literally a couple of minutes later, accompanied by a police officer, the manager of the Olenin administration, Ms. Osipova, came up to us and demanded that the “outsiders” leave the premises. Allegedly, only those who received a personal invitation from the head of the district or the chairman of the Assembly of Deputies have the right to attend an extended meeting of deputies. At the same time, the official referred to some kind of regional Decree. Representatives of the communists reasonably noted that the official violated the Constitution with her actions. According to part 3 of Art. 55 of the Constitution of the Russian Federation, the rights and freedoms of a citizen can only be limited by federal laws. No other document, including local regulations, can narrow the rights of citizens in comparison with the scope of rights given by the Constitution. And Artem Goncharov, as a deputy of the Legislative Assembly, in accordance with the law, has the right to attend meetings of the representative bodies of municipalities without anyone's permission.

However, the official and the policeman continued to persist, accusing the communists and local residents of wanting to "provoke a scandal out of the blue." It should be noted that this happened against the backdrop of recent statements by the President, in which he called on local officials to be attentive to people, not to bring the people to open confrontation with the authorities, as was the case in Volokolamsk and Kemerovo.

Husband and wife, one of Satan?

In order not to aggravate the situation, a group of residents and one of the journalists left the hall. Further events developed even more interestingly. At 11.00 Oleg Igorevich Dubov himself arrived at the Palace of Culture, as one could see - in an extremely nervous state. He immediately declared that he would not allow a second Maidan in Olenin (and we still did not understand the connection with the Ukrainian events four years ago) and categorically demanded representatives of the Communist Party (except for A. Goncharov, deputy of the Legislative Assembly) to leave the hall. In order to give his willfulness the appearance of legality, he forced the deputies to put the issue of a closed format of the meeting to a vote. The decision of Olenin's "people's representatives" was predictable, because many of them, being directors and employees of schools and municipal institutions, are controlled by Dubov. Well, the chairman of the Assembly of Deputies Tatyana Dubova is most controlled by Oleg Igorevich, who, as you might guess, is not just his namesake, but his legal wife.

“Family contract” in power is evident! This phenomenon in modern Russia has many names, but the result is always the same: the subordination of all politics in a single territory to the “family clan”. We don’t know who is in charge of the Dubovy couple, but there are many cases in history when people suffered because of such marital “tandems”. Suffice it to recall what Nicholas II and his dearest half cost for our country, or Mikhail Sergeevich Gorbachev together with Raisa Maksimovna ...

Stuck in the 90s...

After the expulsion of the objectionable, Dubov promptly reported to his wife and the driven state employees. The deputies applauded and unanimously approved the report of the head, filled with reports about imaginary successes. Meanwhile, in the courtyard of the Palace of Culture, our correspondent was having a completely different conversation with the local "oppositionists". Simple village men with hardened hands from work did not at all resemble the militants of the “Maidan”, which the head of the Oleninsky district sees everywhere.

We came here not to make a scandal, but to remind the head of the problems that concern us, - explained Nikolai Rusakov, a resident of Olenino. - For example, about the poor condition of treatment facilities. At the request of the prosecutor's office, the court has already considered this issue, but no measures are being taken to correct the situation. It is probably easier for Dubov to pay fines than to solve the problem. The quality of our drinking water is also bad, isn't that why there are so many oncological diseases? Is the head of the district going to implement the Decree of the President on increasing the minimum wage from May 1? Indeed, today stokers, housing and communal services workers, cultural workers in the countryside, for the most part, have been transferred to 0.75 rates. In fact, in the district, many state employees continue to receive only 8-9 thousand per month. How to live on such money?!

Nikolai Rusakov and Oleg Dubov have a long-standing "friendship". Once Nikolai had his own small business, it was planned to build a woodworking enterprise. But, according to Rusakov, Dubov simply drove him off the land, and through the efforts of the district leadership, the deal to purchase it was declared invalid. All attempts to find the truth, including from the regional authorities, were in vain. According to Rusakov, the head is strangling small businesses in the bud in Olenino. “Actually, I am a supporter of the incumbent President, but in these elections I voted against Putin only because Oleg Dubov “rules” in our district, hiding behind his name,” Nikolai admitted.

From local residents, we also learned the fact that Oleg Dubov often launches various dubious party projects on behalf of United Russia in the region, but spends money on them not from membership fees of fellow party members, but from the local budget. For example, a year ago, expensive equipment was purchased to convert buses and utility vehicles to gas, but it is still not in demand. Approximately the same thing happened with the innovation of introducing solar-powered street lighting.

Of course, the topic of Dubov's pressure on dissenters did not pass by either. Local resident Vladimir Lazurin, who a year ago actively opposed the organization of the solid waste landfill, soon lost his job, after a while his wife also lost her job. Vladimir believes that this happened not without the participation of the head of the municipality ...

Saying goodbye to the residents, we noticed a huge banner saying: "Oleninsky district - the territory of the positive." In our opinion, the epithet is very inappropriate. After all, from every corner it blows with negativity in the worst traditions of the 90s era. The era when the political career of Oleg Dubov began ...

In the village of Kholmets in the Tver region, during the grand opening of the lanterns, residents criticized the way the lanterns were installed and were scolded by the head of the Oleninsky district, Oleg Dubov. He later stated that what had happened was a “mini Maidan of drunken summer residents” and that the villagers would be deprived of the support of the district. In the group of the district in VKontakte, the complaining residents were called "gopota warmed up by alcohol."

According to the local newspaper Caravan + Ya, the Oleninsky district lost lighting for a long time and Dubov, due to residents' appeals to various authorities, was "forced to open low-power lighting in the villages under the program of local initiatives." These events became "a real performance with cutting ribbons," the publication noted.

In the village of Kholmets, during the grand opening of the lanterns, one of the residents “asked if one of the lanterns could be hung or at least turned around, since it illuminates an uninhabited house, but not the road leading to the water pump.” The second resident suggested hanging a lantern at the bus stop, next to which there is a shop and a school.

In response, as Caravan + Ya wrote, the residents “heard that it was none of their business.” The son of one of the women stood up for them. He spoke "quite sharply, but censoredly." Another man who was present at the meeting "inquired about the cost of one lantern." Dubov, according to eyewitnesses, swore obscenely at him and called him a "bald freak."

On July 26, in the group “Our home is the Oleninsky district” on VKontakte, an announcement of the grand opening of lanterns in the village appeared, and the next day, two posts about the past event. AT one one of them said that "most people living in Kholmets have been waiting for this event for a long time" and went to the opening "like a holiday." In second The post says that the opening was thwarted. As noted in the message, in addition to the villagers - about 40 people - "groups of aggressive youth" came to the event. “They were all drunk. None of them lives in Kholmets - St. Petersburg, Moscow, Nelidovo. True, some have relatives here who are closely connected with the opposition. Warmed up by alcohol, the gopota began to shout slogans and insults. They were sung by the mother of one of the guests, also well warmed up. They worked out their vodka, ”the post emphasizes.

On the same day, Dubov on his page on VKontakte informed that "the further participation of the village of Kholmets in the PPMI [program of local initiatives] and district programs will now be a big question." “Territories where protests are allowed (whether from residents or visitors) cannot count on any understanding or support from the district,” he stressed.
