When does the acceptance of documents begin and end?

Universities are starting to accept documents from applicants who only need the results of the Unified State Examination and the average score of the certificate of secondary education, from June 20 to 26. The next day - June 27 - the lists of those who entered are published.

2. Is it possible to enter a university without an exam?

4. What documents are needed for admission?

  • a document on the previous education received: a school leaving certificate, a diploma of primary, secondary or higher professional education;
  • information about the results of the exam, if you passed it;
  • 2 photographs if you will pass additional entrance tests upon admission;
  • registration certificate or military ID (if available);

5. What do you need to enter the budget?

There is a competition among applicants who have applied for admission. 6. Who can apply without exams?

7. What is "targeted learning"?

Some universities conduct admissions for targeted training in specialties included in the list determined by the Government of the Russian Federation.

An applicant entering within the target quota is sent to study by the region of the Russian Federation, a state body or a company with which the university has an agreement on the admission of applicants for targeted training. You can check whether such agreements have been concluded at the university of your choice at the admission committee. Applicants entering the target quota do not participate in the general competition.

When applying for admission to targeted training, in addition to the main documents, you will need to provide a copy of the targeted training agreement certified by the customer or present the original later.     9. How is enrollment going?

    The lists are ranked by the number of points, that is, higher positions are occupied by applicants who have a higher total score for the Unified State Examination, additional entrance tests and individual achievements.     After that, enrollment begins. It goes through several stages:

    • priority admission stage - applicants who enter without exams are enrolled within a special or target quota. The enrollment order is issued on July 29;
    • I stage of enrollment - at this stage, the university can fill up to 80% of the budget places remaining free after priority enrollment in each specialty or direction. Applicants are enrolled in accordance with the position they occupy in the list of applicants - those who occupy a higher position are enrolled first. At this stage, you must submit the original document on previous education and an application for consent to enrollment no later than August 1. The enrollment order is issued on August 3;
    • II stage of enrollment - the university fills the remaining budget places. Applicants who will be enrolled at this stage must submit the original document on previous education and a statement of consent to enrollment no later than August 6. The order is issued on August 8.

    The university determines the terms of enrollment in a paid department and part-time education independently.

    In the Russian Federation, the first higher education can be obtained free of charge by entering a university on a competitive basis. The procedure for admission to such training is determined by law at the state level, but the specific rules and conditions for admission are developed by each training organization independently (according to part 3 of article 5 and part 8 of article 9 of the Federal Law No. 273 of December 29, 2012)

    If we are talking about admission to study in bachelor's or specialist's programs, the applicant for enrollment can submit documents to no more than 5 universities, and take part in competitions for no more than 3 specialties or training areas in these educational institutions (according to clause 52 aforementioned order).

    Documents can be submitted to the selection committee (according to clause 61 of the Procedure):

    • by applying personally (or through a proxy) to the admissions office of a higher educational institution, its branch or through a representative of a mobile reception point);
    • to the exact address of the selection committee by post (registered mail with notification);
    • by sending them in electronic form to the e-mail of the admission committee (if such an opportunity is provided for in the internal rules of the selected university).

    When documents are submitted by the applicant personally or by his legal representative, a receipt is issued to one or the other in receipt (clause 62 of the Procedure).

    After the submission of documents, in accordance with clause 64 of the Procedure, lists of those whose documents were accepted, as well as those who were refused to accept documents (with reasons), are posted on the official website of the university.

    Step 3. How to pass additional entrance tests

    Any higher educational institution has the right to appoint additional entrance examinations for applicants (in addition to the results of the Unified State Examination) according to its own developed program. This is spelled out not only in the Procedure (clauses 10.80), but also in Federal Law No. 273 of December 29, 2012 (Article 69, part 6).

    But of course, the main role is played by the results of the Unified State Examination in general education and specialized subjects for a particular university and / or specialty. The passing score in any of the USE disciplines cannot be lower than the minimum established by Rosobrnadzor. For example, in the Russian language in 2019 it is 24 points, and in mathematics - 23 (according to articles FZ-273 and the Order of Rosobrnadzor).

    As for the additional tests established in a particular university, their list must be published and not subject to change later than September 1 of the year preceding the year of admission. That is, those who will enter in 2019 are familiar with the list of additional exams from September 1, 2018 (according to the same Federal Law No. 273, in its 55 article, part 8).

    If, upon admission to a university for bachelor's and specialist's programs, it is required to check the creative abilities of applicants, their physical abilities or psychological qualities, the higher educational institution conducts special additional tests, including in subjects for which the Unified State Exam is not provided (FZ-273, Art. 70, part 7).

    Important: By order of the Ministry of Education and Science of the Russian Federation, a list of specialties and areas for which additional examinations can be conducted (creative and professional competitions, etc.) can be conducted as part of admission to study in specialist's and bachelor's programs at the expense of the federal or local (subjects) budgets of the Russian Federation.

    For each such additional test, its own rating scale and a minimum score are developed, which is sufficient to successfully pass the exam (clause 30 of the Order).

    Step 4. The results of entrance examinations and familiarization with the list of applicants

    According to paragraph 90 of the same above-mentioned Procedure, the results of entrance exams and lists of applicants are published on the official website of each of the universities, as well as on their information stands (usually in the main building).

    Also, separate lists of applicants / applicants for each of the declared competitions are placed on the sites and stands. These lists contain other lists (the basis is the same Order, paragraphs 109, 110 and 114):

    • applicants enrolled without exams (according to quotas);
    • applicants based on the results of the Unified State Examination and / or additional entrance examinations.

    Step 5. Application for consent to enroll in a university

    In order to be enrolled in a university, an applicant who has successfully passed the entrance examinations must give his consent to be enrolled in the lists of students of this higher educational institution. This must be done no earlier than the application for admission was submitted, and no later than the announced day for the completion of the acceptance of applications for consent to enrollment (until 18-00 local time).
