Information Competence- the quality of the employee's actions that ensure the effective search, structuring of information, its adaptation to the peculiarities of the pedagogical process and didactic requirements, the formulation of the educational problem in various information and communication ways, qualified work with various information resources, professional tools, ready-made software and methodological complexes that allow designing a solution pedagogical problems and practical tasks, the use of teacher's workstations in the educational process; regular independent cognitive activity, readiness to conduct distance educational activities, the use of computer and multimedia technologies, digital educational resources in the educational process, maintaining school documentation on electronic media.

Communicative competence- the quality of the employee's actions that ensure the effective construction of direct and feedback with another person; establishing contact with students (pupils, children) of different ages, parents (persons replacing them), colleagues at work; the ability to develop a strategy, tactics and technique of interaction with people, organize their joint activities to achieve certain socially significant goals; the ability to convince, argue one's position; possession of oratory, literacy of oral and written speech, public presentation of the results of their work, selection of adequate forms and methods of presentation.

Legal Competence

1. The legal competence of a speech therapist teacher is his integral professional and personal characteristic, including a system of humanistic value orientations in the economic, political and social areas of public life. Deep theoretical knowledge, practical skills, communication skills and personal qualities.

2. Legal competence is a unity of legal knowledge that reflects the legal reality, the attitude of the individual to legal phenomena and, on the basis of this, her legal behavior. It manifests itself through a positive, consistent with the laws of society, setting in relation to oneself and others, the world around, bringing success and satisfaction from the results achieved.

3. The conditions for the formation of the legal competence of a teacher are priority values, motivational attitudes, the communicative culture of the teacher, the psychological climate in the team.

Article 91. The concept of working time

Working hours - the time during which the employee, in accordance with the internal labor regulations and the terms of the employment contract, must perform labor duties, as well as other periods of time that, in accordance with this Code, other federal laws and other regulatory legal acts of the Russian Federation, relate to working time.

The employer is obliged to keep records of the time actually worked by each employee.

Article 93. Part-time work

By agreement between the employee and the employer, part-time work (shift) or part-time work week can be established both at the time of employment and subsequently. The length of working time (norm of hours of pedagogical work for the wage rate) for pedagogical workers of educational institutions is established on the basis of a reduced working time of no more than 36 hours per week.

Clause 3. The norm of hours of pedagogical work for the wage rate:

20 hours a week - teachers-defectologists and teachers-speech therapists;

The rate of hours of pedagogical and (or) teaching work for the wage rate of pedagogical workers is set in astronomical hours.

Clause 2.2. The specific duration of training sessions, as well as breaks (changes) between them, is provided for by the charter or local act of the educational institution, taking into account the relevant sanitary and epidemiological rules and regulations (SanPiN), approved in the prescribed manner. The performance of work is regulated by the schedule of training sessions.

Clause 2.4. Days of the week (periods of time during which the educational institution carries out its activities), free for teachers ... from conducting training sessions according to the schedule, from performing other duties regulated by schedules and work plans, the teacher can use for advanced training, self-education, training to classes, etc.

Clause 3.2. When scheduling training sessions, an educational institution is obliged to exclude the irrational waste of time of pedagogical workers, ... so that their continuous sequence is not violated and long breaks (the so-called "windows") are not formed, which, unlike short breaks (changes) between each are not a training session established for students, pupils, working time of pedagogical workers.

Clause 4.1. The periods of autumn, winter, spring and summer holidays established for students, pupils of educational institutions and not coinciding with the annual paid basic and additional holidays of employees (hereinafter referred to as the vacation period) are working time for them.

Clause 4.2. During the vacation period, pedagogical workers carry out pedagogical, methodological, as well as organizational work ... within ... the established volume of the teaching load (pedagogical work) determined by them before the start of the holidays ...

Clause 4.6. The working hours of all employees during the vacation period are regulated by local acts of the educational institution and work schedules indicating their nature.

Clause 5.1. Periods of cancellation of training sessions (educational process) for students, pupils for sanitary-epidemiological, climatic and other reasons are the working hours of pedagogical and other employees of an educational institution.

Clause 5.2. During periods of cancellation of training sessions (educational process) in separate classes (groups) or in the whole educational institution for sanitary-epidemiological, climatic and other reasons, teachers and other pedagogical workers are involved in educational, methodical, organizational work in the manner and under the conditions provided for in Section IV of this Regulation.

Article 55 paragraph 5.

For teaching staff of educational institutions, a reduced working time is established - no more than 36 hours. Depending on the position of teaching staff, taking into account the characteristics of their work, the duration of working hours is established by the Code of Labor Laws of the Russian Federation and other regulatory legal acts of the Russian Federation.

1. General Provisions

1.1. This provision regulates the activities of speech therapy groups in preschool educational institutions in accordance with the Federal Law "On Basic Guarantees of the Rights of the Child in the Russian Federation" dated July 24, 1998. No. 124-FZ;

1.2. This regulation determines the procedure for organizing the activities of the speech therapy group of the municipal budgetary preschool educational institution - kindergarten No. 9 of the combined type of the city of Orel (hereinafter DOE) in accordance with the Law of the Russian Federation "On Education", the Charter of the DOE.

1.3 The purpose of organizing speech therapy groups in a preschool educational institution is to create an integral system that provides optimal pedagogical conditions for correcting violations in the development of children's speech (of a primary nature), in mastering preschool educational programs and preparing children for successful education in a general education school.

1.4 The main tasks of the speech therapy group of the preschool educational institution:

Correction or weakening of speech defects that contribute to the development of children's communication skills;

Activation of cognitive activity of preschoolers;

Promotion of speech therapy knowledge among teachers, parents (legal representatives).

1.5. The regulation was developed for an indefinite period until changes are made.

1.6. The activities of the speech therapy group may be terminated by liquidation by decision of the Founder of the preschool educational institution.

2. The procedure for admission and expulsion in a speech therapy group

2.1. The speech therapy group enrolls children with speech disorders and requiring corrective assistance from a teacher - a speech therapist, based on the decision of the territorial psychological, medical and pedagogical commission (hereinafter referred to as TPMPK), with the consent of the parents (legal representatives) on the basis of the application of one of the parents.

2.2. The duration of the child's stay in the speech therapy group is set by the TPMPK and depends on the structure of the speech defect, the dynamics of the correction of the speech disorder, and can be 1-2 years. In exceptional cases, children are allowed to stay in a group of up to 3 years - due to age and with complex speech defects, by decision of the TPMPC and the consent of the parents (legal representatives).

2.3. To determine the child in this group, the following documents are provided:

* Conclusion of doctors - specialists: pediatrician, otolaryngologist, ophthalmologist, child psychiatrist.

* The conclusion of the teacher - psychologist.

* Extract from the minutes of the meeting of the TPMPC with recommendations on visiting the speech therapy group and indicating the required period of stay for the child;

2.4. The composition of the group can be constant throughout the year, if there are free places, admission of children to it can be carried out throughout the year in the direction of TPMPC.

2.5. Pupils with the following conclusions are enrolled in the speech therapy group:

General underdevelopment of speech (OHP) of different levels with alalia, dysarthria, rhinolalia, dyslalia;

Phonetic-phonemic speech disorder (FFN) ..

2.6. The expulsion of children from the speech therapy group occurs only with a written application from the parents (legal representatives) or on the basis of the decision of the PMPk preschool educational institution.

2.7. First of all, pupils with the most complex speech development disorders that prevent their successful mastering of general developmental programs are enrolled in speech therapy groups.

2.8. The personal file of the child is a file folder in which the following documents are attached:

A copy of the child's birth certificate;

Application from parents (legal representatives) - consent to a preliminary examination of the child in a preschool educational institution;

Copy of passport of parents (legal representatives);

Extract from the TPMPK protocol;

2.9. To determine a child in a speech therapy group, the following documents are provided:

Application of the head of the preschool educational institution;

Direction to the child;

parent's statement;

Psychological-medical-pedagogical presentation of preschool teachers.

2.10. Children from the age of five are enrolled in the speech therapy group. Maximum occupancy of the speech therapy group (12 - 17 people)

3. Organization of the activities of the speech therapy group

3.1. The speech therapy group operates 5 days a week with a 12-hour daily stay for children.

3.2. The speech therapy group is provided with a special room, equipment and benefits in accordance with the age of the children and the direction of correctional and developmental education.

3.3. Correctional and pedagogical assistance to children with speech development disorders is provided by: a speech therapist teacher, group educators, PDO (if available), a physical education instructor, if necessary, a psychologist teacher (if available), through frontal, subgroup and individual forms of work.

3.4. Medical support in the speech therapy group is carried out by medical workers assigned to preschool educational institutions, who are responsible for protecting the health of pupils and strengthening their psychophysical state, medical examination, health and preventive measures, control compliance with the sanitary-hygienic and anti-epidemic regime, organization of physical education and hardening, nutrition.

3.5. The release of children from the speech therapy group is carried out by the TPMPC after the end of the term of correctional speech therapy training.

3.6. To clarify the profile of training or extend the term of speech therapy work, children with speech disorders, with the consent of their parents (legal representatives), are sent by a speech therapist teacher to a children's clinic for examination by specialist doctors (neuropathologist, psychiatrist, otolaryngologist, ophthalmologist, etc.) and to TPMPC.

3.7. Responsibility for the obligatory attendance by children of classes in a speech therapy group lies with parents (legal representatives), a speech therapist teacher, educators and the administration of the preschool educational institution.

4. Organization of the educational process in a speech therapy group

4.2. The organization of the educational process in the speech therapy group is regulated by the curriculum, class schedule, long-term and thematic planning, daily routine.

4.3. At the end of each year, the speech therapist teacher submits a report to the pedagogical council on the dynamics of the development of children in the speech group based on the results of the survey.

4.4. The main form of organization of correctional and developmental work is group (frontal), subgroup and individual speech therapy classes.

4.5. Group speech therapy classes are conducted in accordance with the program for teaching children with speech disorders.

4.6. Subgroup and individual speech therapy classes are held outside the classes provided for by the curriculum of the preschool educational institution, taking into account the mode of operation of the educational institution and the psychophysical characteristics of the development of preschool children.

4.7. The frequency of subgroup and individual lessons is determined by the severity of the violation of the child's speech development on the basis of an individual correction plan.

4.8. Individual lessons are held at least three times a week.

4.9. In the presence of similar speech disorders in children, the teacher-speech therapist forms subgroups. Subgroup classes are held with children at least three times a week.

4.10. Duration of a group speech therapy lesson:

In the senior group - 20-25 minutes;

In the preparatory school group - 30 - 35 minutes.

4.11. The duration of the subgroup lesson is 15-20 minutes, the duration of the individual lesson is 15 minutes with each child.

4.12. Breaks of 10-15 minutes are allowed between group lessons, 5-10 minutes between individual and subgroup lessons.

4.13. Every afternoon, individual and remedial classes are held with children on the instructions of a speech therapist teacher. Once a week, the educator conducts a "correctional lesson" with the entire group of children on the instructions of the speech therapist.

5.1. The main activities of the speech therapy group for children with speech disorders include:

5.1.1. Education and development of pupils in a speech therapy group in accordance with the general educational program implemented in the preschool educational institution. Taking into account the difficulties caused by the speech defect, it is allowed to change the terms and topics of the sections of the program.

5.1.2. Formation of motor skills among pupils, development of coordination of movements, spatial orientation in combination with measures to prevent fatigue.

5.2. Carrying out correctional and pedagogical work with children with speech disorders.

5.2.1. The formation of pronunciation skills, the development of the grammatical structure of speech, coherent speech, the development of phonemic perception and the skills of sound analysis and synthesis, literacy training (training group).

5.2.2. Formation of a certain circle of knowledge about the environment and the corresponding volume of vocabulary, speech skills and abilities.

5.3. Working with parents (legal representatives) and teachers.

5.3.1. Conducting explanatory work among teachers and parents (legal representatives) about the tasks and specifics of speech therapy correctional work with children, individual and thematic consultations on mastering specific techniques of correctional speech work with a child, meetings, thematic exhibitions.

6.1. Conducts regular classes with children to correct various speech disorders;

Prepares documents for the examination of children for the psychological, medical and pedagogical commission in order to determine the training program;

Carries out interaction with teachers on the issues of mastering the program of a preschool educational institution by children;

Submits to the administration of the preschool educational institution an annual report containing information on the number of children with speech disorders and the results of correctional and developmental work;

Conducts explanatory and educational work among teachers, parents (legal representatives) of children, speaking with reports on the tasks and specifics of speech therapy work to overcome speech disorders;

6.5. The working time (norm of hours of work for the wage rate) of a speech therapist working in a preschool educational institution is set at 20 astronomical hours of pedagogical work per week (16 hours of work with children with speech disorders and 4 hours for advisory work).

7.1. The position of a speech therapist teacher is introduced into the staff list of a municipal preschool educational institution at the rate of 1 unit for each group of children with speech disorders.

7.2. Speech therapists are appointed persons who have a higher speech therapy education or a higher pedagogical education with the obligatory completion of retraining courses in the specialty "speech therapy".

7.3. A speech therapist is appointed and dismissed in the manner prescribed by the legislation of the Russian Federation.

7.4. Persons with a higher or specialized secondary education and who have completed coursework to work in a speech therapy group are appointed to the position of educator of a speech therapy group.

7.5. The head of the preschool educational institution exercises systematic control and is personally responsible for the correct organization of the educational process in the speech therapy group and the implementation of the entire range of measures aimed at correcting deviations in the mental development of children, improving the qualifications of teachers, analyzes the effectiveness of work in this group.

7.6. The rights and obligations of the pedagogical and service personnel of speech therapy groups are determined by the internal labor regulations and official duties.

This provision regulates the activities of the speech therapy group of the Municipal Preschool Educational Institution of a General Developing Type of Kindergarten No. 28 (hereinafter DOU) in accordance with the Federal Law "On Basic Guarantees of the Rights of the Child in the Russian Federation" dated July 24, 1998 No. 124-FZ.

1.2. The speech therapy group in its activities is guided by the Law of the Russian Federation “On Education”, the Model Regulation on a preschool educational institution approved by Decree of the Government of the Russian Federation of September 12, 2008 No. 666, the Model Regulation on preschool institutions and groups for children with speech disorders, approved by the USSR Ministry of Education from 05/25/1970 and approved by the Ministry of Health of the USSR; Model regulation on a special (correctional) educational institution for students, pupils with developmental disabilities, approved by Decree of the Government of the Russian Federation of March 12, 1997 No. 288; Model regulation "On an educational institution for children in need of psychological, pedagogical and medical and social assistance", letter of the Ministry of Education of the Russian Federation dated January 16, 2002 No. 03-51 in / 23 -03 "On the integrated upbringing and education of children with disabilities in development in preschool educational institutions ", the Charter of the preschool educational institution.

1.3. A speech therapy group can be created in a preschool educational institution if there is an appropriate material, technical and personnel base.

1.4. The opening, further functioning and closing of speech therapy groups at preschool educational institutions is carried out at the conclusion of the district psychological, medical and pedagogical commission (hereinafter - PMPK) on the basis of the order of the head of the education department of the administration of the _________________ municipal district of the Moscow region (hereinafter - the education department).

1.5. The purpose of organizing a speech therapy group in a preschool educational institution is to create an integral system that provides optimal pedagogical conditions for correcting violations in the development of children's speech (of a primary nature), in mastering preschool educational programs and preparing children for successful education in a general education school.

1.6. The main tasks of the speech therapy group in the preschool educational institution:

- correction of violations of children's oral speech: the formation of correct pronunciation, the development of lexical and grammatical means of the language, coherent speech skills;

- timely prevention of the occurrence of violations of reading and writing;

– correction of shortcomings of emotional-personal and social development;

- activation of cognitive activity of children;

- promotion of speech therapy knowledge among teachers, parents (legal representatives).

2. Organization of speech therapy work

2.1. The content of education in the speech therapy group is determined by the "Program of speech therapy work to overcome the general underdevelopment of speech in children" and "The program of speech therapy work to overcome phonetic and phonemic underdevelopment in children" T.B. Filicheva, G.V. Chirkina, as well as individual correctional programs drawn up for each child.

2.2. The speech therapy group enrolls pupils with the following disorders in the development of speech:

General underdevelopment of speech at different levels (ONR);

Phonetic-phonemic underdevelopment (FFN) with dysarthria, rhinolalia.

2.3. Enrollment in a speech therapy group is carried out with the consent of the parents (legal representatives) on the basis of the conclusion obtained from the results of the PMPK survey and recommendations on the profile of the relevant training.

2.4. As a rule, children of the same age and level of speech development are enrolled in the speech therapy group of a preschool educational institution.

2.5 The speech therapy group operates 5 days a week. Study period - from 01.09. to 30.06. current year.

2.5. In the speech therapy group of children with general underdevelopment of speech, children with alalia, aphasia, speech defects caused by a violation of the structure and mobility of the speech apparatus (rhinolalia, dysarthria) are accepted from the age of four to five. The term of correctional and developmental work is 2-3 years. The maximum occupancy of a speech therapy group in accordance with SanPin is no more than 10 people.

2.6. Children from the age of 5 with rhinolalia and dysarthria are accepted into the speech therapy group of children with phonetic and phonemic underdevelopment of speech. The term of correctional and developmental work is one to two years. The maximum occupancy of a speech therapy group is no more than 12 people.

2.7. Children who have:

Underdevelopment of speech due to mental retardation;

Dementia of organic, schizophrenic and epileptic genesis;

Severe impairment of vision, hearing, motor sphere;

Communication disorders in the form of early childhood autism;

Stuttering;

mental retardation;

Phonetic disorders that can be corrected at the speech therapy center of the preschool educational institution;

Diseases that are contraindications for enrollment in general preschool institutions.

2.8. For each child enrolled in a speech therapy group, a speech therapist fills out a speech card.

2.9. The main form of organization of correctional and developmental work is group (frontal), subgroup and individual speech therapy classes.

2.10. Group speech therapy classes are conducted in accordance with the program for teaching children with speech disorders.

2.11. Subgroup and individual speech therapy classes are conducted taking into account the mode of operation of the educational institution and the psychophysical characteristics of the development of preschool children.

2.12. The frequency of subgroup and individual lessons is determined by the severity of the violation of the speech development of children.

2.13. Individual lessons are held at least two to three times a week:

With children with general underdevelopment of speech;

With children with speech defects caused by a violation of the structure and mobility of the organs of the speech apparatus (dysarthria, rhinolalia).

As children develop pronunciation skills, classes are held with them in a subgroup.

2.14. Subgroup classes are held according to the grid of classes by age and period.

2.15. Duration of a group speech therapy lesson:

In the senior group - 20-25 minutes;

In the preparatory school group - 25-30 minutes.

2.16. The duration of the subgroup lesson is 15-20 minutes, the duration of the individual lesson is 15 minutes with each child.

2.17. Every day, in the afternoon, group and individual lessons of the educator are held on the instructions of the teacher-speech therapist

2.18. The release of children from the speech therapy group is carried out by the PMPK of the educational institution after the end of the term of correctional speech therapy training.

2.19. In cases where it is necessary to clarify the conclusion or extend the term of speech therapy, children with speech disorders, with the consent of their parents (legal representatives), are sent by a speech therapist teacher to an appropriate medical institution for examination by specialist doctors (neuropathologist, psychiatrist, otolaryngologist, ophthalmologist, etc.) or to the district PMPK.

2.20. Responsibility for the obligatory attendance by children of classes in a speech therapy group is borne by parents (legal representatives), a speech therapist teacher, an educator and the head of a preschool educational institution.

3. Leadership of a speech therapy group

3.1. The direct management of the speech therapy group is carried out by the administration of the preschool educational institution.

3.2. Head of DOE:

Provides the creation of conditions for conducting correctional and pedagogical work with children;

Selects in the speech therapy group permanent educators who have a higher pedagogical education, the first or highest qualification category and experience in working with children of older preschool age.

Provides speech therapy room with special equipment, methodological literature

3.3. Scientific and methodological support, advisory assistance to speech therapists, coordination of the work of the city methodological association of speech therapists is carried out by the district methodologist for correctional work.

3.4. Raising the level of professional qualifications, the exchange of experience in speech therapy work is carried out at the district methodological association of speech therapists, at advanced training courses, etc.

4. Participants in the educational process of the speech therapy group

Participants in the educational process are children with speech disorders, their parents (legal representatives), teachers and specialists of preschool educational institutions.

4.1. Parents (legal representatives):

Have the right to protect the legitimate rights and interests of the child;

Participate in the activities of the institution in accordance with its Charter,

Get acquainted with the nature of correctional methods of teaching children;

Take an active part in overcoming speech deficiencies.

4.2. Teachers of the preschool educational institution carry out an integrated set of measures for the diagnosis and correction of speech disorders in children, advise parents (legal representatives) on the development of speech.

4.2.1. The teacher-speech therapist is the organizer and coordinator of correctional and developmental work:

Examines the speech of children of junior, middle, senior and preparatory to school groups of a preschool educational institution;

Completes subgroups of children for classes;

Conducts regular classes with children to correct various speech disorders, carries out preventive work during speech therapy classes to prevent reading and writing disorders;

Prepares documents for the examination of children in the PMPK in order to be assigned to special groups;

Carries out interaction with teachers on the issues of mastering the program of a preschool educational institution by children;

Submits to the administration of the preschool educational institution and the district methodologist for correctional work an annual report containing information on the number of children with speech disorders in the preschool educational institution and the results of correctional and developmental work;

Maintains contact with speech therapists of preschool educational institutions, with speech therapists and primary school teachers of general educational institutions, with teachers of special (correctional) educational institutions for students, pupils with developmental disabilities, with speech therapists and medical specialists of children's clinics and PMPK;

Informs the teaching staff of the preschool educational institution about the tasks, content, and work of the speech therapy group;

Conducts explanatory and educational work among teachers, parents (legal representatives) of children, speaking with reports on the tasks and specifics of speech therapy work to overcome speech disorders;

Participates in the work of the district and city methodological association of speech therapists and the methodological association of a preschool educational institution;

He improves his professional qualifications and is certified in accordance with the current regulatory documents.

4.2.2. Speech therapist:

Strengthens the acquired skills;

Works out the skills to automate sounds, integrating speech therapy goals, content, technologies into the daily life of children;

Plans and organizes general education classes.

4.2.3. Educational psychologist:

Provides advice to parents and preschool specialists involved in the upbringing and education of the child;

Introduces into practice methods of psychological and correctional work with children with speech underdevelopment.

4.2.4. Musical director:

Develops the main components of the sound culture of speech, forms singing and speech breathing, musical and rhythmic movements;

Participates in the work on the automation of sounds, the development of phonemic hearing;

Stimulates cognitive processes through matinees, leisure.

4.2.5. Physical education instructor:

Promotes healing and hardening of the child's body;

Improves coordination of the main types of movement;

Develops gross and fine motor skills.

12. The work schedule of a speech therapist, approved by the head of the preschool educational institution.

6. Logisticsspeech therapy group.

6.1. The speech therapy room is located in the preschool educational institution.

6.2. A room with an area of ​​at least 20 sq.m., which meets sanitary and hygienic standards, is allocated for a speech therapy room.

6.3. The speech therapy room is provided with special equipment.

6.4. For the treatment of the hands of a speech therapist and speech therapy equipment (probes, spatulas), the standard for the consumption of ethyl alcohol is approved at the rate of 20 grams of ethyl alcohol per year per child with speech disorders.

6.5. Responsibility for the equipment of the speech therapy room, its sanitary maintenance, repair of the premises lies with the administration of the MDOU.
