The rally was attended by residents of the Lyubertsy and Balashikha districts, who fear that after the closure of the Kuchinsky landfill, the environmental situation around the Torbeevsky landfill will deteriorate significantly. Citizens believe that it is here that the flow of waste from Kuchino, 80% formed by Moscow, will be redirected.

They demanded the closure of Torbeevo, the control of the progress of preliminary work and the forthcoming reclamation of the Kuchinskaya landfill. The activists also asked to resolutely introduce separate waste collection in the region and tighten control over the use of funds collected from companies operating landfills for the negative impact on the environment. In addition, the rally participants demanded the publication of the results of the investigation against the Zagotovitel company, which managed the Kuchinskaya dump.

Why are residents protesting?

"We are on strike against the Torbeevskaya dump. It is taller than a 10-story building. A chemical smell is constantly coming from it. It used to smell like burning," said Tatiana, a resident of the district. She noted that she does not want to move because the landfill ruins her family's life.

Explosive landfill gas from the Torbeevskaya landfill spreads along the ground and collects in the basements and wells of nearby houses, added another resident of the district, Natalia. Kuchinsky landfill

The landfill "Kuchino" in the Balashikha district received up to 600 thousand tons of garbage per year, of which up to 80% was imported from the capital. Residents of nearby homes have previously said the landfill has been "expanding" since around 2015. Residents of Balashikha complained about poor living conditions near the test site to Russian President Vladimir Putin during the Direct Line on June 15. The Kuchino landfill appeared in 1964 on the site of an exhausted clay quarry. Now its height reaches 80 m in some places. The landfill receives up to 600 thousand tons of waste from the capital and various regions of the Moscow region per year.

On the northeastern side of the landfill there is an unauthorized dump: car tires, broken bricks and other construction waste are simply dumped into the floodplain of the Pekhorka River.

The government of the Moscow region was “inspired” when Vladimir Putin announced the need to build waste incinerators on a direct line, says a RBC source in the regional cabinet of ministers. According to him, now it will be easier to convince the residents, who are always opposed to the construction of factories. Governor Vorobyov received "the highest support" in creating a modern system for processing municipal solid waste, said a RBC source close to the government of the Moscow region.

There are several large residential areas around the landfill, including those for law enforcement and the Ministry of Defense. The distance from the houses to the landfill does not exceed a kilometer.

“We bought an apartment in the winter and didn’t know about the landfill, it was just a beautiful mountain,” Elena Smirnova, a resident of the house on Rechnaya Street in Balashikha, told RBC.

The main complaint of local residents is a sharp unpleasant smell, which, according to them, provokes headaches, dizziness, nausea, coughing and other ailments. Already 300 m before the landfill itself, the smell of hydrogen sulfide, medicines and burning becomes so strong that it is almost impossible to breathe.


“This atmosphere is here almost around the clock. Everything is felt especially at night, when waste is burned at the landfill. Even closed windows do not save, many residents install air purification systems at home,” said Olga Biryukova, a resident of one of the houses closest to the landfill. “Depending on the wind rose, it can stink not only in Zheleznodorozhny and Balashikha, but also in Lyubertsy and Reutovo.”

In April 2017, following complaints from residents, the regulatory authorities took air samples in several microdistricts of the city, but did not find any deviations from the standards.

In total, about 11 million tons of garbage per year are buried in the Moscow region, including 8 million tons from Moscow. There are 18 landfills in the region, most of which are due to close in the coming years. Where will the garbage go

ONF expert Anton Khlynov does not rule out that the decision to immediately close the landfill will lead to a garbage collapse.

“Where these 500 garbage trucks a day will go is a big question. I think most of this garbage will end up in unauthorized dumps, ”he told RBC. Another danger, according to Khlynov, is that there are even more problematic landfills in the region, and residents of the cities closest to them will now also begin to demand their immediate closure.

According to the Minister of Ecology of the Kogan region, municipal solid waste that was previously sent to Balashikha will be redistributed to the landfills Torbeevo (Lyubertsy district), Timokhovo (Noginsk district), Khrabrovo (Mozhaisk district) and Aleksinsky quarry (Klinsky district).

The Torbeevo landfill in Lyubertsy is overloaded, so receiving garbage from the closed Kuchino landfill in Balashikha will be quite problematic, Vladimir Ruzhitsky, head of the Lyubertsy urban district, told RIA Novosti.

Landfill closing price

The cost of reclamation of "Kuchino" can be up to 4 billion rubles. It is assumed that the money will be allocated from the federal budget. So far, the Clean Country federal program includes three previously closed landfills in the Moscow Region - Bykovo (the cost of reclamation is 550 million rubles), Kashirsky (430 million rubles) and Elektrostal (910 million rubles).


“Over the past five years, the Ministry of Ecology of the Moscow Region has received only one investment project involving the implementation of measures for the reclamation of solid waste landfills at the expense of the investor. This is the Levoberezhny training ground in Khimki, ”a representative of the Ministry of Ecology of the Moscow Region told RBC.

According to him, 40 million tons of waste are placed at the landfill. The landfill is not equipped with leachate collection and degassing systems. Due to the formation of biogas during the decomposition of waste in the embankment of the landfill, fires often occur, which are difficult to eliminate, since it is impossible to get close to the source of combustion. The investment project of CJSC "Industrial Company "Eco" involves the reclamation of the landfill with the subsequent creation of a memorial complex. Investments are estimated at 4.5 billion rubles, including 2 billion for reclamation.

“To finance the project, we plan to issue a number of public financial instruments listed on the stock exchange for both institutional investors and the public. The issues will be accompanied by the receipt of ratings from a rating agency, the registration of documentation with the Bank of Russia and the corresponding disclosure of information, ”a representative of ZAO Industrial Company Eco told RBC.

“There are no funds in the budget of the Moscow Region for carrying out work on the reclamation of the Levoberezhny landfill, and given the current state of the landfill and the urgent need to take measures to improve the ecological state of the area, the Ministry of Ecology supports the investment project,” a representative of the ministry told RBC.

A RBC source close to the Ministry of Ecology of the Moscow Region does not exclude that the situation with the Kuchino landfill was deliberately brought to the federal level in order to present the construction of waste incinerators as an alternative to landfills. “This is a positive movement, this is the very dialogue that should take place between society and the authorities. But the problem is that in silence, without warning anyone, the administration has been coordinating the landfill for a whole month - this is unacceptable,” Malinovskaya emphasized.

Her son, a student of the local school Yegor, also spoke at the rally. “I found out that neither the director, nor the administration, nor the general government is against the creation (of a landfill). I am still a child and do not have the right to choose, adults do it for me. How can I trust those adults who were ready to poison my life and yours?” - said the student.

One of the organizers of the rally, the first secretary of the Lyubertsy branch of the Communist Party Vasily Byzov in his speech, he drew attention to the fact that only after the fire of “popular discontent” broke out, the authorities went to meet the local residents.

“If you and I had kept silent, this 100-hectare zone near Kraskovo would have remained a waste management zone. Together with an initiative group of residents, we went to the Department of Architecture of the Moscow Region, met with its leader, and expressed all our questions about this project. And only then he assured us that this zone (waste management zone) would be changed to another one. We proposed to make it a recreational area: plant a village, make a park. At the same time, he expressed doubt that the administration's promises to close the existing Torbeevo test site would actually be realized. “We all know that over the 20 years of the existence of this landfill, it has already been promised several times to close it, but it is still working,” he explained.

“We demand that by the end of 2017, the Torbeev dump should also be closed,” Byzov emphasized.

He noted that it takes time to close any landfill. “I am against the fact that the Kuchinsky training ground (in Balashikha) was closed in 1 day. Where do the garbage trucks go? They were then searched for in our nearby forests,” the deputy noted.

In addition, Byzov urged the authorities to impose a moratorium on the construction of high-rise buildings in the city district, as this will also negatively affect the environmental situation in the area, entail an additional burden on infrastructure and lead to a new transport collapse.

“The project provides for the construction of high-rise housing for 5 million square meters. Is it practically for 200 thousand new residents of the city district? Where will it all go? We demand that a moratorium be introduced on multi-storey construction,” he concluded.

As RIA Novy Den reported earlier, unrest in Lyubertsy began when the load on the local landfill Torbeevo, after the closure of the nearby Kuchino landfill in Balashikha, increased sharply.

According to local residents, garbage began to be taken out to a large area near residential buildings, which was illegally allocated as a waste management zone - without the approval of local residents, as required by law.

On June 23, Putin instructed the Prosecutor General's Office and Rosprirodnadzor to inspect the organizations that ensure the operation of the landfill.

On June 27 at 9 am, Rosprirodnadzor inspectors arrived at the landfill to seal the facility, install fencing signs around its perimeter and a barrier chain at the entrance to it. On the same day it became known that the head of the city district of Balashikha Evgeny Zhirkov left his position "of his own free will".
