GIA – State final certification

“GIA is an annual event for state control of the mastery by graduates of basic general education programs of secondary general education (GIA-11) or basic general education (GIA-9) in accordance with the requirements of federal state educational standards of secondary general education or basic general education, respectively.”

In other words, GIA is the general name of the exams that schoolchildren must pass at the end of grades 9 and 11. At the same time, the GIA has several forms: OGE (grade 9), Unified State Exam (grade 11) and GVE (both grades 9 and 11).

OGE – Main state exam (grade 9)

“The OGE is a form of state final certification for educational programs of basic general education. When conducting the OGE, control measuring materials of a standardized form are used.”

At the end of 9th grade it is compulsory to take exams in Russian language and mathematics. Students take exams in other academic subjects on a voluntary basis of their choice.


The following are allowed to take the OGE:

  • graduates of the 9th grade of general education institutions of the Russian Federation with annual grades in all subjects not lower than “3”
  • graduates with one “2”, with the condition that they will take an exam in this subject
  • foreign citizens, stateless persons, refugees and internally displaced persons studying in a general educational institution
  • graduates of previous years who did not receive a certificate

Unified State Examination (Unified State Examination) (grade 11)

“The Unified State Examination is a form of state final certification (SFA) for educational programs of secondary general education. When conducting the Unified State Examination, control measuring materials of a standardized form are used.”

To receive a certificate, 11th grade graduates take two compulsory subjects: Russian language and mathematics. Participants take other Unified State Exam subjects on a voluntary basis, depending on the chosen specialty and university. The following are allowed to take the Unified State Exam:

  • graduates of the 9th grade of general education institutions of the Russian Federation with annual grades in all subjects not lower than “3” and who have successfully written a final essay (exposition)
  • college students
  • graduates of previous years: schools, colleges
  • graduates of foreign countries

Thus, if a student fails in one of the subjects, he will not be allowed to take the Unified State Exam and will remain “for the second year.”

GVE – State final exam (grades 9 and 11)

“GVE is a form of GIA for educational programs of secondary general education in the form of written and oral exams using texts, topics, assignments, tickets.”

This exam is taken after grades 9 and 11 by special categories of students who, for various reasons, cannot pass the Unified State Exam or Unified State Exam (students with disabilities).

So what and when should you take it?

  • If the student is in 9th grade, he needs to pass the GIA in Russian language and mathematics with a grade of at least “satisfactory” in order to go to grade 10 or college/technical school.
    • in the shape of OGE.
    • in the form of GVE-9.
  • If the student is in 11th grade, he needs to pass the State Academic Examination in Russian language and mathematics and at least two elective subjects with a grade of at least “satisfactory” in order to graduate from school and, if desired, enter a university.
    • If there are no health restrictions, the State Examination Test is passed in the form of the Unified State Exam.
    • If there are health restrictions, the State Examination Test is taken in the form of GVE-11.

What is GIA and how to understand these concepts?

GIA - state final certification, denotes compulsory examinations in the ninth and eleventh grades. Each type of exam has its own name:

  • 9th grade - OGE (main state exam). It is called basic for a reason - absolutely all schoolchildren in the country take it.
  • 11th grade - Unified State Exam (Unified State Exam). This exam is taken only by those who complete 11th grade and enter universities.

1 OGE exam

Let's take a closer look at the exam in the 9th grade: all Russian schoolchildren pass this form of final certification, unlike the Unified State Exam. Based on the results of the Unified State Exam, the student will be able to continue his studies and pass the Unified State Exam in two years or enter a college or technical school.

It is often compared to the Unified State Exam - indeed, the format of its conduct is similar to the Unified State Exam. A ninth-grader must pass two exams in the main compulsory subjects, which include the Russian language and mathematics. Also, the student must choose two disciplines of his choice - any from the school curriculum.

Mathematics is taken in two modules - algebra and geometry. The Russian language is also tested in several versions - essay, presentation, multiple-choice test and tasks with full answers. These two exams are compulsory for all schoolchildren in the country.

By 2020, they plan to introduce another mandatory exam into the school curriculum - in a foreign language. At the moment, the student can take exams in two more subjects that he chooses independently. If a ninth-grader plans to continue to a specialized class or enroll in an educational institution, it is advised to approach the choice of subjects consciously. Often, colleges and technical schools require results in a core subject.

Based on the exam results, the student is issued a certificate of basic general education. Exam results are determined on a scoring scale from 20 to 70.

The procedure for conducting the OGE is the same as that of the Unified State Exam - exams are taken at another school, under careful supervision and with strict rules. At the moment, all students are allowed to take the GIA in the 9th grade, but it is planned to introduce a final interview, the successful completion of which will be admission to the exam.

2 Unified State Examination

Unlike the OGE, the Unified State Exam is no longer new to Russians - it has been actively conducted in many regions of the country since 2003. Since 2009, this form of state certification is the only one in 11th grade. The Unified State Exam simultaneously serves as a final exam from schools, lyceums and gymnasiums, as well as an entrance exam to a university.


The exam system in the 11th grade is similar to the OGE. There are also two compulsory subjects - mathematics and Russian language. It is also possible to choose two subjects at will, any from the school curriculum.

Innovation for 2015 - mathematics is divided into two areas, basic and specialized. A student can choose a profile exam option only if it is required for admission to a university.

Graduates should prepare in advance and select those subjects that are required upon admission to a higher education institution. Also conducted in foreign languages, including Spanish, French and German. In 2016, a trial exam in Chinese was held for the first time in the Amur region.

Based on the exam results, the graduate receives points in each subject. It is important to obtain the minimum number of points allowed by Rosobrnadzor. The higher the score, the greater the applicant’s chances of entering a university in the desired specialty. Each higher education institution has its own passing score for admission.

3 GVE Exam

There is another form of state final certification - GVE (the abbreviation stands for state final exam). It is rather an exception to the general rule and applies to certain categories of graduates. These include children with disabilities, disabled children, students of closed educational institutions, and so on.

The main final certification awaits all schoolchildren in Russia. The OGE is a great way to test your knowledge in 9th grade and prepare for the Unified State Exam. For students with disabilities, disabled children and disabled students who have completed educational programs of basic general education, the number of exams taken at their request is reduced to two mandatory exams in the Russian language and mathematics.

GIA, Unified State Exam and GVE-11

The Unified State Examination is conducted in 14 general education subjects:

GVE-9 And GVE-11– state final exam in grades 9 and 11. This is another form of state exam for students who have certain health limitations. The GVE is also taken by pupils of closed educational institutions and students in prison. These graduates are given the opportunity to take the state exam in a somewhat simplified form or in more comfortable conditions (depending on the situation). The GVE is carried out at the same time as the OGE and the Unified State Exam. What are the main differences between the Unified State Exam and the State Examination?

1. GVE is almost always a large test, and not a test on CMMs (although lightweight testing options are also found).

There are several forms of exams. For example, in the Russian language, this can be a dictation, a presentation, or an essay. In mathematics, tests are provided in both oral and written forms. The format in which a particular graduate with disabilities (disabilities) will take the exam is determined based on the conclusion of the medical commission. Sometimes the right to choose the form of the exam is given to the graduate himself directly during the exam itself. For example, at the GVE in the Russian language you can choose between writing a presentation or an essay. Typically, graduates choose the task that seemed simpler and clearer to them.

2. The exam time is always increased by 1.5 hours.

3. Participants in GVE-9 and GVE-11 can use the technical means they need (however, it still won’t work to write off using a smartphone).

4. An assistant may be present in the exam room together with the GVE participants to provide assistance.

5. For GVE participants with disabilities, meals and breaks during the exam will be provided (and this time will not be counted as exam time).

6. Sometimes the number of graduates present in one room during the exam is limited; their number can be reduced, for example, from 15 to 5 people.

7. For those graduates with disabilities who cannot appear for the exam, the GVE examination is organized directly at home: 2 organizers come, and the apartment or house is equipped with an offline video surveillance system.

Is it possible to enter a university based on the results of GVE-11?

If you successfully passed the State Examination in 11th grade, this means that you have a school certificate in your hands. You have every right to submit documents to the university. However, according to the law, no university can count the results of the State Examination, unlike Unified State Examination scores.

But don’t despair, there is a way out: each university is obliged to conduct separate entrance tests for you in this case in order to give you a chance to become a student. Which exams and in what form (oral or written) you will take can only be found out at a specific university, since each higher education institution has the right to determine the form and complexity of the examination tests independently. To do this, we advise you to contact the admissions committee directly.

What is a medical certificate from the PMPC?

PMPK is a psychological, medical and pedagogical commission. If you want to take GVE in grades 9 or 11, then you cannot avoid this procedure. Only based on the results of the PMPC you will receive an official document giving the right to take the GVE.

PMPC determines the presence or absence of disabilities in the graduate and issues a special conclusion. Having this document in hand, the graduate and his family can choose which form of final certification suits them best. Some schoolchildren with disabilities still choose the Unified State Exam in order not to take additional exams at the university.

We must remember that you can receive the PMPC conclusion no later than March 1. We advise you not to delay or postpone PMPC until March, since no later than March 1, you must officially notify the school (in a written statement) about which exams and in what form you intend to take.

We also remind you that PMPC conclusion cannot completely exempt a graduate from taking the GIA (state final certification). Also, this medical report does not provide any additional benefits when entering a university.
