Paid parking has expanded throughout the city to the Moscow Ring Road, although we were assured after the commissioning of each subsequent section that there would be no more expansion, this is a pilot project, but now they have entered the quiet streets of sleeping areas, industrial zones, railways. stations, airports, markets, shopping centers, business centers and gave rise to a dumb question: what is happening to our city?

Why should we "pay for air"? This was not the case 5 years ago. On many streets where paid parking has already been introduced, there is not the slightest reason to introduce it if the goal is to fight traffic jams, and not replenish the budget by any means. And here's another list.

Let's be honest with ourselves. Paid parking behind the Garden Ring, and even more so behind the Third Transport Ring, do not carry the goal of unloading the city from traffic jams, it's already like a drug - having once tried to get into the pockets of car owners under the pretext of fighting traffic jams, it is now impossible to refuse such easy money. But sorry, we already pay a lot of money to own a car, and besides, the costs are constantly growing.

For example, we buy fuel, which has doubled in price in less than 10 years, we are forced to buy an OSAGO policy, which since 2014. increased in price by 90%, we pay fines that have increased by 10 times or more in recent years, we pay for toll roads and, in addition, the transport tax, is that really not enough?

Almost all citizens of the city are weakened by the crisis, many cannot find work, and almost every citizen has lost income over the past couple of years. But back to paid parking. The Department of Transport does not hear Muscovites. In the end, for whom are all these improvements in the transport situation introduced, if they only cause irritation and negativity among ordinary car owners, which is confirmed by rallies, petitions, and letters? At the same time, the next expansion is presented to us almost as a favor, supposedly this happens at the numerous requests of the Muscovites themselves, they themselves ask to introduce paid parking and install prohibition signs, and all these actions are agreed with the municipal deputies and only after their consent is the next "pilot project » is being implemented.

I conducted a survey among a dozen acquaintances, including those living in the paid parking zone, as well as one municipal deputy. And it’s hard to imagine a deputy who would agree to make paid parking in his area, so that he and his relatives would henceforth park cars for money. Naturally, as expected, none of them were asked for their opinion. They say that all the money raised from paid parking goes to the improvement of the city.

And how do you like the replacement of the curb stone on Leninsky Prospekt this year? The curbstone, which would have stood for another half a century, was replaced for some reason. After its replacement, it was necessary to re-lay asphalt along the entire width of the avenue, as well as apply markings. You can imagine the costs involved. But what was it for? If the collected funds are used for such purposes, then it is better not to ennoble anything and not charge for parking.

Thus, it is planned to make almost the entire North-West Administrative District of Moscow payable. In particular, Marshal Proshlyakov Street, which is included in this list in Strogino, is an industrial zone. I wonder which of the residents asked Deptrans to make parking on this street paid, if there are no residential buildings, there are gray fences around, dogs and businesses?

  • Paid parking causes only negative emotions, undermines the family budget, takes time to pay, while in Moscow there are still many hours of traffic jams, no matter what statistics the interested parties would cite.

Let's let the drivers decide for themselves, if traffic jams reach such a scale that the loss of time becomes too great, they themselves will change to the subway. Those who need to drive fast still drive with flashing lights. A car is simply necessary for Moscow with its distances, business, and household purchases. And there is no need to force us to transfer to public transport. This is contrary to Article 27 of the Constitution of the Russian Federation, which states that every citizen has the right to free movement. And the movement sooner or later ends with a stop. If stopping is prohibited or paid, this is the restriction of movement. I hope the top management of Deptrans maintains its policy and gets to work by public transport?

By the way, just recently, a decision was made to increase parking fees in the central part of Moscow to 200 rubles. Tariff increase up to 200 rubles. motivated by the fact that in the center paid parking spaces are almost 100% occupied, and should be occupied by no more than 80% according to "experts". In order to reduce the workload to 80% and increase the tariff to 200 rubles. But we understand why all parking spaces are 100% occupied. First, “No Stopping” signs were massively installed, prohibiting parking on the lion’s share of streets and places, then paid parking was introduced with a limited number of places, and the center of Moscow was recently reconstructed, as a result of which sidewalks were significantly expanded, roads narrowed and as a result - there are very few parking spaces, and this despite the fact that cars in Moscow are not getting smaller every day. There was a deliberate policy of reducing parking spaces in order to create competition for spaces later and raise fees regularly. It remains only to sell parking spaces at auction.

“Now we are working on proposals to expand the paid parking area. In about a month, we will know in which places it is advisable to do this and what tariff will apply there.

I think we will have such a program in a month,” Liksutov said. - In Moscow, we are implementing a parking development program only in targeted places, where there are problems with the workload of places, this practice will continue. We are analyzing the use of parking spaces in terms of city street congestion.”

The official noted that the city authorities will not reduce parking rates in the central part of the city, and did not rule out that the rates, on the contrary, will be increased.

Now the most expensive parking in the capital is on a number of streets of the Boulevard Ring and next to the Moscow City business center. The first hour of parking here costs 80 rubles for motorists, and each subsequent hour costs 130 rubles. The parking fee inside the Garden Ring is 60 rubles. per hour, and from Sadovoye and further, up to the territories outside the Moscow Ring Road, - 40 rubles. in hour.

“Colleagues recommended changing the cost of parking no more than once every six months,” Liksutov said. - It was also recommended to look at the tariffs so that there are always free parking spaces, special places for residents.

There is no need to talk about reducing tariffs, whether the tariffs for increasing will change - this is a matter of our internal research and analysis.”

Liksutov did not specify who exactly is now offering the deptrans the place to introduce a paid parking regime. Earlier, the department assured that such proposals come from local residents and municipal deputies. However, the Mundeps themselves denied this, explaining that in fact the lists with street names were sent down to the municipalities from the mayor's office. Moreover, even if the majority of the deputies of the district were against the expansion, their position was not taken into account in any way.

Parking should be discussed on Active Citizen

Plans for the next expansion

Earlier, Deputy Mayor of Moscow Maxim Liksutov said that the Moscow authorities do not exclude the possibility of expanding paid parking in the capital in 2016. According to him, the transport department has already received several hundred relevant requests from Muscovites.

However, the deputy mayor noted that the decision on the introduction of new parking spaces will be made after discussion with residents and municipal deputies, as well as after an in-depth analysis of each potential parking space.

"We will take measurements, see who uses these places, how many violations there are, what days and hours are the busiest. Unfortunately, summer is not a very correct indicator of the statistics of occupancy of places. It takes time to evaluate and make the right informed decision.
