About the university

The Vladimir Law Institute of the Federal Penitentiary Service of Russia today is a multidisciplinary multifunctional university that provides targeted training of specialists for three federal executive authorities (the Federal Penitentiary Service of Russia, the Ministry of Internal Affairs of Russia and the Ministry of Emergency Situations of Russia). The educational institution implements professional educational programs in the three most demanded specialties in the penitentiary system: "jurisprudence", "social work" and "personnel management". The educational institution was recognized as having passed a licensed examination in the specialty "law enforcement", on the basis of which curricula are formed that provide for targeted training of specialists for specific departments of institutions and bodies of the penal system based on departmental specializations. Purposeful systematic work is being carried out to strengthen and improve the educational and material base, training grounds are being put into operation that provide the opportunity to develop practical skills in conditions as close as possible to the specific tasks of operational and service activities. The educational institution is actively working on the introduction of distance learning technologies into the educational process. Educational and methodical rooms are equipped with modern technical means and integrated security systems, which have just begun to enter the arsenal of penitentiary institutions. When training specialists, modern automated databases are used, which are used in the operational activities of law enforcement agencies. In the structure of the university - 5 faculties and 15 departments.

Since 2001, the Institute began to train its own scientific, pedagogical and scientific personnel - an adjuncture was formed, its own scientific school was formed, and a faculty for the training of scientific and pedagogical personnel was created. More than half of the teachers of the institute have scientific degrees of candidates and doctors of sciences.

The Institute makes a significant contribution to the development of the city of Vladimir. Cadets assist the internal affairs bodies in protecting public order during holidays and public events.

The Vladimir Law Institute of the Federal Penitentiary Service of Russia provides patronage assistance to several orphanages in the Vladimir Region and neighboring regions. It has become a good tradition to bring up orphans on the basis of the VUI of the Federal Penitentiary Service of Russia (they study at school and are preparing to enter the institute).

The scientific activity of the institute is an integral part of the scientific and technical policy of the Ministry of Justice of the Russian Federation, is built in strict accordance with the current legislation of the Russian Federation in the field of science, education, the media, as well as departmental regulatory legal acts of the Ministry of Education and Science of the Russian Federation, the Federal Execution Service punishments and other ministries and departments.

During the existence of the educational institution, many thousands of specialists have emerged from its walls, who successfully work in all corners of Russia and abroad, occupy responsible positions and leadership positions, and have state awards.

More than seven thousand cadets, students and trainees study at the VUI of the Federal Penitentiary Service of Russia.

Cadets of the Vladimir Law Institute do not stand aside from scientific research, participate in scientific and practical conferences, round tables. Every year they become laureates of personal scholarships of the President and the Government of the Russian Federation, the Ministry of Justice of the Russian Federation, as well as the Administrations of the Vladimir Region and the city of Vladimir.

The WUI of the Federal Penitentiary Service of Russia has long-standing and strong international ties. Employees of the educational institution take part in numerous international conferences on law enforcement.

The issues of spiritual, moral and patriotic education of students are in the center of attention of the leadership and the teaching staff of the institute. For high achievements in the training of highly qualified personnel, active work on the patriotic education of young people and improving their legal culture in 2002, the Institute was awarded the Standard of the Governor of the Vladimir Region. In 2007, the Russian State Military Historical and Cultural Center under the Government of the Russian Federation awarded the institute with an honorary badge "For active work on patriotic education."

The VUI of the Federal Penitentiary Service of Russia is also famous for the sports and creative achievements of its employees, cadets, students and listeners. Athletes of the educational institution win prizes at city, regional, all-Russian and international competitions in various sports (sambo, hand-to-hand combat, skiing, kettlebell lifting, weightlifting, boxing, etc.).

Now the plans of the institute's management are to further increase the scientific potential of the educational institution, the development of the educational and material base. An important place in the professional training of cadets and students is given to practical training. In order to improve the quality of the educational process and bring it closer to practical activities, a lot of work has been done to create training jobs for specialists of various categories of employees of correctional institutions, equipped with the necessary special and technical means. The "Office of the operative worker of the penitentiary system" and the courtroom were created. Training workplaces for a social work specialist in the penitentiary system and a penitentiary psychologist, an operational duty officer, the head of the detachment, a mock-up of an educational work room, a training ground for the Central Post of Technical Control and Video Surveillance, etc., have been equipped.

Over the past few years, significant work has been done on informatization of the university. There is a modern electronic library. A conference room has been equipped for showing presentations and video materials, and the possibility of videoconferencing has been provided. A number of educational and methodical rooms were equipped with multimedia complexes.

In 2010, a grand opening of a new 500-bed cadet dormitory took place and the reconstruction of the old one for training areas began.

    Vladimir School of the NKVD Prison Officers

    The history of the Vladimir Law Institute begins with the order of the NKVD of the USSR dated July 31, 1943 on the creation of the Vladimir school for the commanding staff of NKVD prisons. The formation of the school was entrusted to an employee of the People's Commissariat of Internal Affairs Georgy Vasilyevich Moskvichev who became its first chief.

    Initially, the profile of the school's activities was the retraining of the operational staff and assistants on duty to the heads of prisons. The duration of the retraining course was six months. During the period from 1943 to 1946, 113 heads of prisons, 505 on-duty assistants to heads of prisons and 258 operational workers were retrained at the school.

    The turning point in the history of the educational institution was 1994. On December 30, by order of the Minister of Internal Affairs of the Russian Federation, the school was transferred to the category of higher educational institutions and transformed into the Vladimir branch of the Ryazan Higher School of the Ministry of Internal Affairs of the Russian Federation.
