Earlier, the President signed a decree, which describes the information that the salaries of state employees should increase annually, so that by the 18th year their level has increased by 150% compared to 2012. We are talking about the so-called May decrees of Russian President Vladimir Putin.

After the signing of these decrees, indexation was carried out. A large amount was allocated from the budget to increase the salaries of state employees. Many Russians were happy about this, but with the onset of the crisis, the process of raising teachers' salaries stopped. The authorities had to freeze the indexing procedure, and then carry it out, but only partially, however, it must be said that the indexation of teachers' salaries in 2017 in Russia is planned in full, that is, they increase by 5.5%. But at the same time, inflation, according to official forecasts, may reach 6%.

In reality, inflation can be 1-2% higher. However, indexing will almost completely cover the increase in the cost of food and utilities.

Earlier, the government said that the education system would be reorganized in Russia. So-called "efficient contracts" will appear. They are, in fact, like employment contracts. But they also discuss more quality criteria and performance. When signing such a contract, only those employees of educational institutions who will take their job duties seriously and constantly strive for self-improvement will be able to count on a high salary.

Uchitelskaya Gazeta published statistics on the average wages of school teachers in Moscow, the data provided by the publication are based on official figures from the Moscow Department of Education. The department analyzed salaries in 590 educational institutions, and the statistics turned out to be quite interesting.

Despite the fact that the salaries of teachers in Moscow are decent, if we look at the big picture, we can see that in some schools salaries differ by 20%.

So, for example, in school No. 1518, the average monthly salary last year was 115 thousand 289 rubles, and the share of teachers whose earnings exceed 60 thousand was 100% of the entire teaching staff. Approximately the same picture at school No. 1252, where teachers receive 109 thousand 679 rubles. But not everyone receives salaries above 60 thousand, but only 98% of the total number of teachers.

The average salary at school No. 2036 is 97 thousand 356 rubles, all teachers receive more than 60 thousand. In secondary school No. 625, on average, representatives of one of the most respected professions earn 86 thousand 923 rubles, all earn more than 60 thousand.

At school No. 1552, teachers earn about 75 thousand rubles, the earnings of 95% of teachers exceed 60 thousand.

And, finally, the most modest, but nevertheless, objectively worthy average salary at school No. 1708. There, teachers receive 69 thousand 177 rubles, more than 60 thousand receive 84% of teachers.

Head of the Department of Education of the city of Moscow Isaac Kalina has repeatedly noted that the approach used in the formation of the average wage in the capital is one of the most efficient and fair in the country.

“It is important that the funding vector be directed to the student, something that is now incorporated in the Moscow education system. When I hear about the accounting approach to education, there is no soul, then just no, per capita funding, each soul is supported by funding, and without the support of funding, the soul is always bad. This is a human, humanitarian approach,” emphasized Kalina.

At the moment, in Moscow schools, 50% of the least paid teachers receive wages sufficient to provide themselves with a comfortable standard of living.

According to statistics provided by the territorial body of the Federal State Statistics Service for Moscow, the average salary in the capital in the third quarter was 69,847 rubles. And the head of the department of economic policy and development of Moscow Vladimir Efimov in October, he announced that the average salary for 2017 should be 63 thousand rubles.

By the way, the same Mosgorstat cites the average salary in the field of education in the capital in October, it amounted to 77 thousand 294 rubles, which significantly exceeds the average salary in Moscow.

In 2016, the government planned to raise the salaries of teachers. According to the decree issued in 2012 by V.V. Putin, by 2018, wages should be increased one and a half times (taking into account the indexation of wages for compensation). The problem of increasing funding for the education sector lies, in part, in the difficult situation in the world as a whole, to which Russia is forced to respond by increasing its defense capability. In the federal budget for 2016, there is a deficit of almost 2 trillion rubles. Compensation for this deficit will occur at the expense of the Reserve Fund. This will only aggravate the situation and lead to another decline in the standard of living of teachers, which will result in a decrease in both the number of teachers in schools and the number of young teachers who, after graduating from pedagogical universities, will go to work in their specialty.

What the government says about raising teachers' salaries

This is quite justified - after all, the federal government now and then talks about the upcoming increase, but there are not so many results.
