about master's training (magistracy) at Belgorod State National Research University

Master's programs at BelSU are carried out on the basis of a license issued by the Federal Service for Supervision in Education and Science.

Training is carried out at the graduating departments of the faculties and institutes of the university. The content of master's training is based on state requirements for the levels of training in the system of higher professional education of the Russian Federation.

1. General requirements and level of training

1.1. The educational program of higher professional education for specialized training of masters at BelSU provides for training in one or more types of activities: research, scientific and pedagogical, design, experimental and design, technological, organizational and others.

Master's training opens in areas approved by the Ministry of Education and Science of Russia and available in the license of the university for the right to conduct educational activities in the field of vocational education.

1.2. The organization of licensing of new areas of master's training is carried out by the university's education quality department, on the basis of documents submitted by the heads of graduating departments, in accordance with the requirements of the Federal Service for Supervision in Education and Science. The decision to submit for licensing a new direction for the university for the preparation of masters is made by the academic council of the university.

1.3. Master's programs are predominantly author's in nature, reflecting the scientific and pedagogical schools existing at BelSU. Master's programs for specialized training are introduced by the decision of the Academic Council of the University.

It is allowed to introduce interdisciplinary master's programs within a number of areas of training. Master's programs are accredited in the prescribed manner.

The opening of a new master's program for the university is formalized by the order of the rector of BelSU, agreed with the vice-rector for academic affairs, the vice-rector for quality, the graduating department and the corresponding faculty.

1.4. Education at the master's program of BelSU is carried out both within the framework of budget financing (in accordance with the control figures for admission to the master's program for the current academic year), and on a contractual basis, which provides for full compensation of all expenses for the implementation of an individual master's educational program.

1.5. The term of study in the magistracy is at least six years for full-time education, at least six and a half years for part-time education.

The training ends with the defense of a master's thesis and the award of a master's degree in the field of study. Persons who have successfully defended master's theses and passed the final exams are awarded an academic master's degree and issued a state diploma of the established form and an appendix to it (an extract from the test sheet).

The University grants a preferential right in admission to the postgraduate studies of BelSU to persons who have a master's degree.

2. The procedure for admission and enrollment in the master's program of BelSU

2.1. Admission to the master's program of BelSU is carried out only for training in licensed areas of master's training. The target figures for admission to the master's program are set by the Federal Education Agency on the basis of proposals from the Academic Council of the University.

2.1. The rules for admission to the magistracy of BelSU are determined by the university on the basis of these Regulations and in accordance with the Model Regulations on the educational institution of higher professional education (higher educational institution) of the Russian Federation, approved by the Decree of the Government of the Russian Federation dated April 5, 2001 No. 000.

2.2. The master's educational program can be mastered by persons who have a higher professional education, regardless of the direction of training (specialty), and who have an appropriate diploma issued by a university that has a certificate of state accreditation.

2.2.1. Persons with a bachelor's degree (specialist) in the relevant direction (specialty) are admitted to the competition on the terms established by the university. At the same time, the list of entrance control tests (exams, testing, interviews, etc.) is established by BelSU.

2.2.2. Persons who do not have a bachelor's degree (specialist) in the relevant direction (specialty) are allowed to compete based on the results of passing exams in the disciplines necessary for mastering the master's program and provided for by the state educational standard for the preparation of a bachelor in this direction.

2.2.3. Persons with higher education who have a diploma of a specialist
or a master's degree, are admitted to the competition based on the results of the interview only on the terms of full reimbursement of tuition costs.

2.3. Admission to master's programs is carried out on a competitive basis in the following order:

Transfer from a bachelor's program to a specialized master's program - for persons who have successfully completed a bachelor's program in the relevant direction in the current academic year;

Restoration - for persons who were previously expelled from the university of their own free will after they received a qualification and a bachelor's degree, who interrupted further education in connection with the start of work;

Enrollments - for persons entering the Master's Specialized Training Program on the basis of full reimbursement of tuition costs;

2.4. Applicants to the magistracy of BelSU submit the following documents:

A personal application addressed to the rector for admission (transfer, reinstatement or enrollment) to the master's program, indicating the specific master's program;

The original bachelor's degree (specialist) with an extract from the transcript.

Persons entering the magistracy in the order of transfer from other universities, as well as in the order of recovery, submit a medical card in the form 086-U, 6 photographs 3x4 in size, a passport or other identification document (presented in person);

3.4. Based on the curriculum, the supervisor, together with the undergraduate, draws up an individual work plan for the undergraduate in the prescribed form (Appendix 1).

To control the implementation of the individual curriculum, it provides for ongoing certification in all disciplines of the curriculum, carried out in various forms. The total number of exams, not counting attestation (final) exams, for the period of master's program development must be at least six.

During the period of study in semesters 9-11, attestation (final) exams in a foreign language and philosophy may be provided. The results of final master's examinations in philosophy and a foreign language are counted as entrance examinations to postgraduate studies.

3.5. Lecture classes in the disciplines of the direction of specialized training of the master are held in a single stream for undergraduates of the corresponding direction. If the number of students is less than a subgroup, it is allowed to reduce the classroom load to 20-30% of the total hours allocated to the discipline, provided that 20-30% of the hours are allocated for independent work of a master student with a teacher. The latter is accompanied by current and final control.

Classes in special disciplines are held in the form indicated in the curriculum, regardless of the number of undergraduates.

3.6. The scientific work of undergraduates and their work on master's theses is carried out in each semester in the form of independent work with current and final control by scientific supervisors of undergraduates.

3.7. The twelfth semester is completely devoted to the implementation of the research part of the program, the completion of the final qualification work of the master (master's thesis) and its defense and passing the attestation (final) exam in the direction of higher education.

In each semester (with the exception of the twelfth) the results of research should be presented in writing (report) and reported at the scientific seminar of the department.

When carrying out attestation for research work, the goals and objectives of research work in the next semester should also be formulated and included in the individual work plan of the undergraduate.

The research part of the program should include scientific publications and reports at conferences. The results of participation in conferences are an obligatory element of attestation of a master's student in the semester.

3.8. The time standards for calculating the teaching load implemented as part of master's training at BelSU are established:

Lectures and seminars on disciplines of the direction and special disciplines - 1 hour for 1 academic hour (45 minutes);

Master's program management - 30 hours per year per program (regardless of the number of students);

Scientific supervision of one undergraduate (including the supervision of a master's thesis) - 30 hours per year;

Consultations on the topic of the master's thesis (with the subject of the dissertation located at the junction of areas of study) - 10 hours per undergraduate in the academic year;

Reviewing a master's thesis - 4 hours;

Management and participation in the work of the SAC - as in the defense of diploma projects of specialists.

4. Masters training management

4.1. General management of the master's program of BelSU and control over the implementation of master's programs is carried out by the vice-rector.

4.2. The general management of the direction of the magistracy and control over the implementation of individual master's programs is carried out by the heads of structural divisions (deans of faculties and heads of graduating departments).

4.3. The direct management of master's training in a particular direction is carried out by the head of the corresponding direction of master's training, the direct management of the master's program - by the supervisor of the program.

4.4. The head of the master's program develops the working curriculum of the master's program, manages the implementation of the general scientific content of the master's program, determines the content of the block of special disciplines, is responsible for the quality of training for the program as a whole, conducts expert assessment and adjustment of the subject matter of master's theses, organizes the defense of master's theses for the program, carries out management and control of the activities of scientific supervisors of undergraduates.

The head of the master's program is appointed from among the professors, doctors of sciences working at BelSU, the head of the structural unit in agreement with the Academic Council of the unit and approved by the order of the rector. The program manager must have PhD students who have completed their PhDs in the last five years or advise doctoral students.

The head of the master's program can manage no more than two master's programs at the same time.

4.5. The direct supervision of the educational, scientific, scientific-pedagogical and other activities of the undergraduate is carried out by the supervisor. The supervisor, together with the undergraduate, draws up an individual curriculum, organizes the approval of this plan at a meeting of the department and, after approval by the dean, controls its implementation in all sections of the content of the educational program. The supervisor also supervises the preparation of the final master's thesis by the undergraduate.

In terms of the implementation of the individual plan of the undergraduate, the supervisor is directly subordinate to the head of the corresponding master's program.

The supervisor is appointed from among highly qualified specialists (doctors or candidates of sciences) who conduct scientific, scientific-pedagogical, technological and other research and work on the subject of the master's program.

The scientific supervisor of the undergraduate is appointed by the order of the rector of BelSU to each undergraduate simultaneously with his enrollment on the proposal of the head of the master's program, agreed with the dean of the faculty and vice-rector for CR.

Each supervisor can simultaneously supervise no more than five undergraduates.

4.6. In the case of a master's research on the topic of a master's thesis at the junction of one or more programs, one or more consultants may be involved, who are approved at a meeting of the relevant department.

5. Requirements for the final state certification of the master

5.1. The final state certification of the master includes the defense of the final qualifying work (master's thesis), as the main type of final state certification of the graduate and state exams, established taking into account the proposals of the UMO or NMS, structural divisions of the university.

By decision of the Academic Council of the University, state exams can be introduced into the final state certification: in the direction of specialized training for a master, in the philosophy of science and technology, in a foreign language.

The final attestation tests are designed to determine the practical and theoretical readiness of the master to perform professional tasks established by the state educational standard of higher professional education in the direction of preparation for obtaining a master's degree (qualification) and continuing education in graduate school.

5.2. The level of requirements for state examinations should ensure the possibility of counting their results as entrance examinations to postgraduate studies in the relevant areas.

5.3. Students enrolled in master's programs, with an appropriate level of their preparation, are allowed to pass candidate minimum exams in the philosophy of science and technology and a foreign language. The results of examinations of the candidate's minimum in the corresponding equivalent can be counted as the results of attestation (final) examinations. To pass the exams of the candidate's minimum, a master student must register in a timely manner at the department of postgraduate and doctoral studies of the Research Department of BelSU and at the corresponding department.

5.4. Undergraduate students who have fully completed the individual plan are allowed to defend their master's thesis.

Upon successful defense of the dissertation, the undergraduate is awarded a qualifying academic degree of a master and a state-recognised master's degree is issued. A graduate of the master's program is also issued an appendix to the diploma of the established form indicating the topic of the completed master's thesis.

5.5. Upon a personal application of a master's degree graduate, on the basis of a competitive selection, he can be enrolled in a university postgraduate study for training in a single-profile specialty. At the same time, the results of attestation (final) exams or exams for passing the candidate's minimum can be counted as entrance exams to graduate school.

5.6. During the period of study in the magistracy, the student can be provided
the possibility of mastering an additional program for obtaining an additional qualification "Teacher of Higher Education" (Order of the Ministry of Education of Russia dated January 24, 2002 No. 000).

6. Requirements for a master's thesis

This regulation establishes uniform requirements for the form and content of master's theses for the academic degree of master of science and technology.

6.1. The final qualifying work of a master's student - a master's thesis - is a report on independent research in the chosen field of activity, carried out under the guidance of a highly qualified specialist. The work should not be of a compiling nature.

6.2. The structure of the master's thesis is determined by the Regulations on the master's thesis at BelSU.

6.3. The volume of the dissertation must be at least 50 and not more than 75 typewritten pages prepared using Microsoft Word for Windows. Page margins: left - 3 cm, right, top, bottom - 2 cm. Text - in Times New Roman, 12 pt, line spacing - single, red line (paragraph) 1.25 cm (A-4 format), aligned to width.

Signatures for figures, diagrams and tables must be made in the same style. The list of references must be made in accordance with the requirements of the editors of scientific journals in the field of science or technology to which the dissertation belongs.

In general, the design of the dissertation must meet the requirements for papers that are being prepared for publication in the central press.

6.4. The materials of the master's thesis must be presented at a conference, seminar or published in a collection of abstracts of reports of an all-Russian or international conference or in a preprint, or sent for publication to one of the above publications by decision of the scientific seminar of the organization or its division.

The texts of annotations of master's theses, at the suggestion of the leaders of master's programs, can be published in the journal "Scientific Gazette of BelSU".

6.5. The dissertation must be written in literary Russian, not
should contain slang, dialect and little-used expressions.

7. The procedure and terms for defending a dissertation

7.1. Two weeks before the deadline for defending a master's thesis, a pre-defense of the dissertation is held. Based on the results of the pre-defense at a meeting of the graduating department, a conclusion is made on the admission of the applicant to defend a master's thesis at the State Attestation Commission and the title of the dissertation is finally approved. At the same meeting of the graduating department, a dissertation reviewer is appointed. In the case of a negative conclusion of the department, the undergraduate has the right to appeal this decision.

7.2. A graduate student who is not admitted to the defense or who has not completed the curriculum (who has not passed the established number of exams and tests) is not allowed to defend. He is issued an academic certificate of completion of studies in the magistracy.

7.3. The graduate student submits two copies of the master's thesis to the secretary of the SAC no later than seven days before the date of defense. The dissertation is accompanied by an author's abstract (no more than 1 page in size) and a review of the supervisor. In the review, the undergraduate is characterized as a scientific and pedagogical worker, a proposal is made to award the academic degree of a master, and a recommendation can be given for admission to graduate school. One of the two copies of the dissertation is handed over to the reviewer personally by the undergraduate or through the secretary of the SAC.

7.4. The reviewer submits to the secretary of the SAC a review of the dissertation in two copies no later than one or two days before the time of defense. The review should contain a conclusion on the compliance of the dissertation with this regulation and the regulation on a master's thesis at BelSU, a proposal for awarding an academic master's degree and, possibly, a recommendation for admission to graduate school. One of the two copies of the review is given to the undergraduate to prepare responses to the reviewer's comments on the merits of the dissertation content.

7.5. The defense of the master's thesis takes place publicly at a meeting of the SAC. The dissertation defense should be in the nature of a scientific discussion and take place in an atmosphere of high exactingness and adherence to principles. For the report, the undergraduate is given up to 10-15 minutes of time. It should be clear from the report what the personal contribution of the applicant is in obtaining protected results. The report should be accompanied by a demonstration of illustrative materials.

7.6. The SAC makes its decision taking into account the compliance of the dissertation with this regulation and the regulation on the master's thesis at BelSU. The decision of the SAC is made on the day of the defense. It is final. In case of a negative conclusion of the SAC, the undergraduate is issued a certificate of completion of studies in the master's program.

A master's student is allowed to re-submit a thesis for defense within three years after completing studies at BelSU, but not earlier than 1 year later, and not more than once. A dissertation submitted for defense again goes through all the stages of examination provided for the defense of dissertations submitted for defense for the first time.

8. Making changes to the Regulation

Changes to this provision are made by the decision of the Academic Council of the University in the event of a change in curricula or regulations of the Ministry of Education and Science of Russia affecting the activities of the University in the field of master's training.

The history of BelSU is connected with the history of Russian pedagogical education. So in the 60s of the XIX century, reforms began that promoted the development of trade, economy, military affairs, which led to the opening of educational institutions. It was then that the creation of teachers' institutes began.

In 2010 Belgorod State University received the status of National Research University. In 2012, BelSU entered the top thirty Russian universities. Masters BelSU

You can enter the master's program of BelSU for full-time, part-time, as well as part-time education. Citizens of Russia, Kazakhstan, Belarus, and Tajikistan can study at the budgetary form of education at the master's program of BelSU. BelSU trains masters in 118 programs.

28,000 students from 74 countries of the world, 83 regions of the Russian Federation receive education at the university. BelSU provides training in 200 licensed specialties, there are 12 councils for the defense of candidate and doctoral dissertations, and applied and fundamental research is carried out in 40 areas. BelSU consists of several complexes, including a publishing house, a scientific library, an employment center for graduates, a hostel, etc.

1. General Provisions

1.1. These Rules for Admission to the Federal State Autonomous Educational Institution of Higher Education "Belgorod State National Research University" (hereinafter - NRU "BelSU", University) regulate the admission of citizens of the Russian Federation, foreign citizens and stateless persons (hereinafter collectively - applicants) to study at educational higher education programs - master's programs.

1.2. These Rules are developed in accordance with:

  • 1.2.1. Federal Law No. 273-FZ of December 29, 2012 “On Education in the Russian Federation”;
  • 1.2.2. The procedure for admission to study in educational programs of higher education - bachelor's programs, specialist's programs, master's programs, approved by order of the Ministry of Education and Science of the Russian Federation dated October 14, 2015 No. 1147 (hereinafter referred to as the Procedure for admission to study in educational programs of higher education).

1.3. National Research University "BelSU" accepts citizens of the Russian Federation, stateless persons, as well as foreign citizens, including compatriots living abroad, for master's programs.

1.4. Admission to study is carried out within the framework of the target figures for the admission of citizens to study at the expense of the budgetary allocations of the federal budget, established by the Ministry of Education and Science of the Russian Federation and approved by the order of the rector of the university (hereinafter, respectively - the target figures, budgetary appropriations) and under agreements on education concluded upon admission for training at the expense of individuals and (or) legal entities (hereinafter referred to as contracts for the provision of paid educational services).

As part of the target figures, an admission quota for targeted training is allocated (hereinafter referred to as the target quota).

1.5. The number of places in NRU "BelSU" for admission to the first year of students studying at the expense of budgetary allocations is determined by the admission target established by the Ministry of Education and Science of the Russian Federation and approved by order of the rector.

1.6. Citizens of the Russian Federation, citizens of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Tajikistan are admitted to places financed from budgetary allocations on a competitive basis if they receive this level of education for the first time.

1.7. Applicants with a bachelor's degree, as well as persons with a higher professional education, confirmed by the assignment of the qualification "certified specialist", are entitled to participate in the competition for places financed from the budgetary allocations of the federal budget.

1.8. Applicants for master's studies who have a specialist diploma or a master's degree are entitled to participate in the competition only for places with payment of tuition fees on a contractual basis. The acquisition of education by these persons under the master's program is considered as the acquisition of a second or subsequent higher education.

1.9. Admission to training is carried out on the first course.

1.10. Admission to study in master's programs is carried out according to the results of entrance examinations, the establishment of the list and the conduct of which is carried out by the university independently.

1.11. Admission to master's programs is made on the basis of competitive selection based on the results of entrance examinations and the results of individual achievements in the forms provided for in section 4 of these rules.

1.12. Persons with an education of the appropriate level, confirmed by a document on higher education and qualifications, are allowed to master the master's programs.

1.13. The applicant submits a document certifying the education of the appropriate level (hereinafter - the document of the established form):

  • 1.13.1. a document on education or on education and qualifications of a sample established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of education, or by the federal executive body exercising the functions of developing state policy and legal regulation in the healthcare sector, or the federal executive body responsible for the development of state policy and legal regulation in the field of culture;
  • 1.13.2. a state document on the level of education or on the level of education and qualifications received before 01/01/2014;
  • 1.13.3. a document on education and qualifications of the sample established by the federal state budgetary educational institution of higher professional education “Moscow State University named after M.V. Lomonosov” (hereinafter referred to as Lomonosov Moscow State University) and the federal state budgetary educational institution of higher professional education “St. Petersburg State University” (hereinafter referred to as St. Petersburg State University), or a document on education and sample qualification, established by decision of the collegial management body of the educational organization, if the specified document is issued to a person who has successfully passed the state final certification;
  • 1.13.4. a document on education or on education and qualifications issued by a private organization carrying out educational activities on the territory of the Skolkovo Innovation Center;
  • 1.13.5. a document (documents) of a foreign state on education or on education and qualifications, if the education indicated in it is recognized in the Russian Federation at the level of the corresponding education (hereinafter - the document of a foreign state on education).

1.14. The university conducts admission to study for each set of admission conditions:

  • 1.14.1. separately for full-time, part-time, part-time forms of education;
  • 1.14.2. separately for master's programs depending on their focus (profile):
    • on master's programs in each area of ​​training in general;
    • for each master's program within the area of ​​study.

For different master's programs, admission to study can be carried out in different ways.

1.15. For each set of conditions for admission, separate lists of applicants are formed and separate competitions are held on the following grounds for admission to training (hereinafter referred to as the grounds for admission):

  • 1.15.1. within the control digits:
    • for seats within the target quota;
    • for places within the target figures minus the target quota (hereinafter referred to as the main places within the target figures);
  • 1.15.2. to places under contracts for the provision of paid educational services.

1.16. Persons with diplomas from other states must have a document confirming the recognition of a foreign education, in accordance with the legislation of the Russian Federation.

1.17. Applicants for master's studies have the right to simultaneously take part in the competition for no more than 2 master's programs.

2. Accounting for individual achievements of applicants in admission to training

2.1. Applicants for training have the right to submit information about their individual achievements, the results of which are taken into account when applying for training.

2.2. Accounting for the results of individual achievements is carried out by accruing points for individual achievements. The indicated points are awarded to the applicant who has submitted documents confirming the receipt of the results of individual achievements, and are included in the amount of competitive points.

2.3. Upon admission to study in master's programs, points are awarded for the following individual achievements:

  • 2.3.1. availability of publications;
  • 2.3.2. availability of certificates (diplomas) of the winner (prize-winner) of competitive scientific works and (or) the final stage of student Olympiads;
  • 2.3.3. availability of special nominal scholarships (municipal, regional, federal level);
  • 2.3.4. the presence of the status of a champion and prize-winner of the Olympic Games, Paralympic Games and Deaflympics, world champion, European champion, champion of Russia, a person who won a prize at the World Championship, European Championship, Russian Championship in sports included in the All-Russian Register of Sports; the presence of the sports title of master of sports of Russia, master of sports of Russia of international class;
  • 2.3.5. grade point average.

2.4. When applying for a master's program, an applicant can be awarded no more than 50 points in total for individual achievements.

2.5. Individual achievement is assessed in accordance with the scale for the conversion of indicators of individual achievement, specified in paragraph 4.5. When enrolling, the maximum score from the presented names of individual achievements is taken into account.

3. Acceptance of applications and documents

3.1. When enrolling in master's programs in full-time, part-time and part-time forms of study, including places within the control figures and for training under contracts for the provision of paid educational services, the following deadlines are set:

  • 3.1.1. the deadline for accepting the documents required for admission, - 03.06.2019 ;
  • 3.1.2. Deadline for acceptance of documents required for admission - 10.08.2019 ;
  • 3.1.3. deadline for completion of independent entrance examinations conducted by the university – 17.08.2019 .

3.2. When enrolling in master's programs for distance learning for studying under contracts for the provision of paid educational services, the following terms are established:

  • 3.2.1. the deadline for accepting the documents required for admission, - 03.06.2019 ;
  • 3.2.2. Deadline for acceptance of documents required for admission - 07.09.2019 ;
  • 3.2.3. deadline for completion of independent entrance examinations conducted by the university – 14.09.2019 .

3.3. Applicants submit the following documents to the Admissions Committee of the National Research University "BelSU":

  • 3.3.1. identity document(s), citizenship;
  • 3.3.2. if the applicant is a person recognized as a citizen, or a person permanently residing in the territory of Crimea, a document (documents) confirming that he is such a person in accordance with the conditions for classifying as such persons established by Federal Constitutional Law No. 6 dated March 21, 2014 -FKZ "On the admission of the Republic of Crimea to the Russian Federation and the formation of new subjects within the Russian Federation - the Republic of Crimea and the federal city of Sevastopol" and (or) Federal Law No. 84-FZ "On the peculiarities of the legal regulation of relations in the field of education in connection with the adoption to the Russian Federation of the Republic of Crimea and the formation of new subjects within the Russian Federation - the Republic of Crimea and the federal city of Sevastopol and on amendments to the Federal Law "On Education in the Russian Federation" (hereinafter - Federal Law No. 84-FZ);
  • 3.3.3. the original or a photocopy of a higher education document (including a bachelor's degree, a specialist's degree or a master's degree) and the corresponding annex to it;
  • 3.3.4. other documents (submitted at the discretion of the applicant);
  • 3.3.5. 2 photos 3x4.

3.4. Admission to the university for study in the educational programs of the master's program is carried out at the request of citizens.

3.5. The following information must be included in the application for admission:

  • 3.5.1. surname, name, patronymic (if any);
  • 3.5.2. Date of Birth;
  • 3.5.3. information about citizenship (lack of citizenship);
  • 3.5.4. details of the identity document (including an indication of when and by whom the document was issued);
  • 3.5.5. information that the applicant is a person recognized as a citizen, or a person permanently residing in the territory of Crimea (for applicants who are such persons);
  • 3.5.6. information about education and a document of the established form;
  • 3.5.7. conditions for admission to training and grounds for admission;
  • 3.5.8. information about the need to create special conditions for the applicant during entrance examinations due to his limited health or disability (indicating the list of entrance examinations and special conditions);
  • 3.5.9. information about the presence or absence of individual achievements of the applicant (if any, indicating information about them);
  • 3.5.10. information about the presence or absence of the applicant's need to provide a place to live in a hostel during the period of study;
  • 3.5.11. postal address and (or) e-mail address (at the request of the applicant);
  • 3.5.12. a way to return the submitted documents in case of non-admission to training (in the case of submission of original documents).

3.6. In the application, the following facts are recorded with the assurance of the personal signature of the applicant:

  • 3.6.1. Familiarization of the applicant (including through public information systems):
    • with a copy of the license for educational activities (with an attachment);
    • with a copy of the certificate of state accreditation (with an attachment) or with information about the absence of the specified certificate;
    • with the deadlines for accepting applications for consent to enrollment;
    • with the admission rules approved by the university independently, including the rules for filing an appeal based on the results of entrance examinations conducted by the university independently;
  • 3.6.2. the applicant's consent to the processing of his personal data;
  • 3.6.3. familiarization of the applicant with information about the need to indicate in the application for acceptance of reliable information and submit original documents;
  • 3.6.4. upon admission to study at places within the control figures - the applicant does not have a specialist diploma, a master's degree, with the exception of applicants with higher professional education, confirmed by the assignment of the qualification "certified specialist" to them;
  • 3.6.5. familiarization with these Rules.

3.7. The application for admission is submitted in Russian, documents made in a foreign language - with a translation into Russian, certified in the prescribed manner. Documents received in a foreign state shall be submitted legalized in accordance with the procedure established by the legislation of the Russian Federation, or with an apostille (except for cases when, in accordance with the legislation of the Russian Federation and (or) an international agreement, legalization and affixing of an apostille are not required). Documents issued in accordance with the legislation of Ukraine and submitted by persons recognized as citizens and persons permanently residing in the territory of Crimea are not required to legalize, affix an apostille and submit a duly certified translation into Russian.

3.8. The documents required for admission are submitted (sent) to the university in one of the following ways:

  • 3.8.1. introduce themselves as applicants personally or by a trusted person to the university;
  • 3.8.2. sent to the university through public postal operators. Documents are sent by registered mail to the address: Russia, 308015, Belgorod, st. Pobedy, 85, Federal State Autonomous Educational Institution of Higher Education "Belgorod State National Research University" (NRU "BelSU").

3.9. In the case of sending the documents required for admission through public postal operators, these documents are accepted if they entered the university no later than the deadline for the acceptance of documents established by these Admission Rules.

3.10. The University posts on the official website a list of persons who have submitted the documents required for admission, indicating information about admission or refusal to accept documents (in case of refusal, indicating the reasons for refusal).

3.11. Those who enter the magistracy for education at the expense of individuals and (or) legal entities conclude an agreement on the provision of paid educational services and submit a document certifying the fact of payment for tuition.

3.12. Applicant upon personal presentation of documents is issued a receipt on acceptance of documents.

3.13. Upon a written application, applicants have the right to withdraw the submitted documents at any stage of admission to training.

If, upon admission to places within the control figures (to places under contracts for the provision of paid educational services), the applicant (trustee) before the completion of the enrollment procedures under the relevant conditions for admission to places within the control figures (to places under contracts for the provision of paid educational services) filed an application for revocation of documents, the submitted documents are issued:

  • within two hours after submitting the application - if the application is submitted no later than 2 hours before the end of the working day;
  • within the first two hours of the next business day - if the application is submitted less than 2 hours before the end of the business day.

3.14. The applicant is responsible for the accuracy of the information specified in the application for admission, and the authenticity of the submitted documents. The Admissions Committee of the National Research University "BelSU" checks the accuracy of the specified information and the authenticity of the specified documents. When conducting this check, the Admissions Committee of the National Research University "BelSU" has the right to apply to the relevant state information systems, state (municipal) bodies and organizations.

In the event that an applicant submits an application for admission that does not contain all the information provided for by these Rules, as well as in case of submission of an incomplete set of documents and (or) non-compliance of the submitted documents with the requirements established by these Rules, the university returns the documents to the applicant:

  • in the case of submission of documents to the university by a personally entrant (authorized person) - on the day of submission of documents;
  • in case of sending documents through public postal operators - within 3 working days after the day the documents are received by the university.

4. Entrance tests

4.1. Admission to master's programs is carried out on a competitive basis based on the results of entrance examinations in the field of study (oral, written) and indicators of individual achievements.

4.2. When enrolling in master's programs, the results of the entrance test for the profile of the field of study, conducted by the university independently, are evaluated on a scale from 0 to 50 points.

4.3. The minimum number of points confirming the successful completion of the entrance test is 10 points. Applicants who receive less than 10 points in the entrance examinations are eliminated from the competition for admission.

4.4. Individual achievement is assessed in accordance with the scale for the conversion of indicators of individual achievement, specified in paragraph 4.5. of these Rules. When enrolling, the maximum score from the presented names of individual achievements is taken into account.

4.5. The scale for the conversion of indicators of individual achievements entering the master's program:

  • 4.5.1. availability of publications on the profile of the field of study: 7 points - the presence of specialized publications, 4 points - the presence of non-core publications, 0 points - the absence of publications;
  • 4.5.2. availability of certificates (diplomas) of the winner (prize-winner) of competitive scientific works and (or) the final stage of student Olympiads:
    • regional level: presence - 2 points, absence - 0 points;
    • all-Russian level: presence - 3 points, absence - 0 points;
    • international level: presence - 4 points, absence - 0 points;
  • 4.5.3. availability of special nominal scholarships (municipal, regional, federal level): presence - 7 points, absence - 0 points;
  • 4.5.4. the presence of the status of a champion and prize-winner of the Olympic Games, Paralympic Games and Deaflympics, world champion, European champion, champion of Russia, a person who won a prize at the World Championship, European Championship, Russian Championship in sports included in the All-Russian Register of Sports; the presence of the sports title of master of sports of Russia, master of sports of Russia of international class: presence - 7 points, absence - 0 points;
  • 4.5.5. the average mark on the diploma is from 0 to 20 (for every 0.1 point of the average mark on the diploma, starting from 3, 1 point is assigned). Diploma GPA is converted into individual achievement scores according to the formula: Individual Achievement Score = (Diploma GPA - 3)*10.

4.6. Entrance examinations are conducted on the basis of federal state educational standards of higher education for undergraduate programs.

4.7. The competitive score is the sum of the scores obtained at the entrance examinations in the profile of the direction of master's training, and the scores for individual achievements in accordance with the scale for translating indicators of individual achievements of applicants. The competitive score cannot exceed 100 points.

4.8. Applicants with higher education, the availability of which is confirmed by a master's diploma, a specialist's diploma, with the exception of applicants with higher professional education, confirmed by the assignment of the qualification "certified specialist", are accepted for training only in places under contracts for the provision of paid educational services, concluded upon admission to training at the expense of individuals and (or) legal entities.

4.9. Acceptance of documents, organization of the admission procedure and enrollment is carried out by the Admissions Committee of the National Research University "BelSU".

4.10. The procedure for conducting entrance examinations, as well as the specifics of conducting entrance examinations for persons with disabilities, are established by the Regulations on the procedure for conducting entrance examinations for admission to the first year at NRU "BelSU".

4.11. According to the results of the entrance test, the applicant has the right to submit a written application to the Appeals Commission about the violation, in his opinion, of the established procedure for conducting the test and (or) disagreement with its results.

4.12. The procedure for considering appeals is established by the Regulations on the Appeal Commission and the procedure for considering appeals based on the results of entrance examinations, additional entrance examinations at NRU "BelSU".

5. Target reception

5.1. NRU "BelSU" conducts admissions for targeted training within the target quota for specialties, areas of training included in the list determined by the Government of the Russian Federation.

Admission to targeted training is carried out if there is an agreement on targeted training concluded between the applicant and the body or organization specified in Part 1 of Article 71.1 of Federal Law No. 273-FZ (hereinafter referred to as the customer of targeted training), in accordance with the regulation on targeted training and the standard form agreements on targeted training established by the Government of the Russian Federation:

  • 1) federal state bodies, state authorities of the constituent entities of the Russian Federation, local government bodies;
  • 2) state and municipal institutions, unitary enterprises;
  • 3) state corporations;
  • 4) state companies;
  • 5) organizations included in the consolidated register of organizations of the military-industrial complex, formed in accordance with Part 2 of Article 21 of the Federal Law of December 31, 2014 No. 488-FZ "On Industrial Policy in the Russian Federation";
  • 6) business companies, in the authorized capital of which there is a share of the Russian Federation, a constituent entity of the Russian Federation or a municipality;
  • 7) joint-stock companies, the shares of which are owned or in trust management of a state corporation;
  • 8) subsidiaries of the organizations specified in subparagraphs 4, 6 and 7 of this paragraph;
  • 9) organizations created by state corporations or transferred to state corporations in accordance with the provisions of the federal laws on these corporations.

5.2. When applying for admission to targeted training, the applicant submits, in addition to the documents specified in clause 3.3 of these Rules, a copy of the target training agreement certified by the target training customer, or an uncertified copy of the specified agreement with the presentation of its original.

Admission to targeted training in the interests of state security is carried out if the organization has information about the concluded agreement on targeted training received from the relevant federal state body that is the customer of targeted training, and without submitting a copy of the contract on targeted training to applicants.

5.3. The number of target places cannot be increased during the acceptance of documents, entrance examinations and enrollment.

5.4. Target places that remain vacant after passing the entrance examinations and enrollment are provided to persons participating in the general competition.

5.5. In the list of applicants for places within the target quota, information about the customers of targeted training is indicated.

5.6. The list of applicants for admission and the list of applicants for places within the target quota do not include information related to admission to targeted training in the interests of state security.

5.7. Enrollment in places within the target quota of persons whose training is carried out in the interests of state security is issued by a separate order (orders), which is not subject to placement on the official website and on the information stand.

6. Formation of lists of applicants

6.1. Based on the results of the acceptance of documents and entrance examinations, the university forms competitive lists of applicants (hereinafter referred to as the lists of applicants).

6.2. Competition lists are ranked as follows:

  • 6.2.1. in descending order by the amount of competitive points;
  • 6.2.2. in case of equality of the amount of competitive points - in descending order of the amount of competitive points accrued based on the results of entrance examinations established by the university;
  • 6.2.3. if the number of points awarded based on the results of entrance examinations is equal, - in accordance with the number of points awarded for individual achievements.

6.3. The amount of competitive points is calculated as the sum of points awarded for entrance examinations, as well as for individual achievements.

6.4. In the competitive lists for each applicant, the sum of competitive points is indicated with the allocation of points awarded for the entrance test and for individual achievements.

6.5. Lists of applicants are posted on the official website and at the information stand. The lists of applicants are updated daily (no later than the beginning of the working day) until the issuance of the relevant orders for admission.

7. Enrollment procedure

7.1. For enrollment, the applicant submits an application for consent to enrollment, to which, upon admission to the places within the control figures, the original document of the established form is attached, when entering the places under contracts for the provision of paid educational services - the original document of the established form or a copy certified in the prescribed manner , or a copy of it with the presentation of the original for certification of the copy by the Admissions Committee of the National Research University "BelSU" (hereinafter - the statement of consent to enrollment). Attachment of the original document of the established form is not required if it was submitted earlier (when submitting an application for admission or a previous application for consent to enrollment).

The statement of consent to enrollment indicates the conditions for admission and the grounds for admission, in accordance with which the applicant wants to be enrolled.

The specified application is certified by the signature of the applicant and submitted to the university no earlier than the day of submission of the application for admission and no later than the day the acceptance of applications for consent to enrollment is completed. On the day of the completion of the acceptance of applications for consent to enrollment, the specified application is submitted to the university no later than 18:00 local time.

7.2. Applicants who have submitted an application for consent to enrollment are subject to enrollment. Enrollment is carried out in accordance with the ranked list until the specified number of places is filled.

7.3. When enrolling in master's programs in full-time, part-time and part-time forms of study, including for places within the control figures and for training under contracts for the provision of paid educational services, the enrollment procedures are carried out within the following terms:

  • 22.08.2019
  • 23.08.2019

7.4. When enrolling in master's programs in full-time, part-time and part-time forms of study under contracts for the provision of paid educational services, the enrollment procedures are carried out within the following terms:

  • 29.08.2019 the acceptance of applications for consent to enrollment from persons included in the lists of applicants for the main competitive places and wishing to be enrolled in the main competitive places is nearing completion;
  • 30.08.2019 an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment.

7.5. When enrolling in master's programs for distance learning for studying under contracts for the provision of paid educational services, the enrollment procedures are carried out within the following terms:

  • 19.09.2019 the acceptance of applications for consent to enrollment from persons included in the lists of applicants for the main competitive places and wishing to be enrolled in the main competitive places is nearing completion;
  • 20.09.2019 an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment.

7.6. The original documents submitted by the applicant shall be returned to the person who has withdrawn the submitted documents or not enrolled for training, in accordance with the method of returning the submitted documents specified in the application for withdrawal of the submitted documents or in the application for admission to study, within 20 working days, respectively, after the withdrawal of the submitted documents or after completion of enrollment procedures.

7.7. Places vacated as a result of the expulsion of persons enrolled in training are added to competitive places under the same admission conditions.

7.8. Orders for admission to training are posted on the day of their publication on the official website and on the information stand and must be available to users of the official website within 6 months from the date of their publication.

8. Features of the reception of foreign citizens

8.1. The admission of foreign citizens and stateless persons (hereinafter referred to as foreign citizens) for studying in master's programs is carried out in accordance with the procedure established by the Ministry of Education and Science of the Russian Federation, in accordance with international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of the budgetary allocations of the federal budget (in including within the quota established by the Government of the Russian Federation), as well as under contracts for the provision of educational services on the terms of full compensation for the cost of education with individuals and (or) legal entities.

8.2. Admission of foreign citizens for training at the expense of budgetary appropriations of the federal budget is carried out:

  • 8.2.1. within the quota established by Decree of the Government of the Russian Federation dated September 8, 2013 No. 891 "On establishing a quota for the education of foreign citizens and stateless persons in the Russian Federation" (hereinafter, respectively - foreign citizens, educational organizations, quota), - in the direction of the Ministry of Education and sciences of the Russian Federation (hereinafter referred to as directions);
  • 8.2.2. in accordance with the Agreement on Granting Equal Rights to Citizens of the States Parties to the Agreement on Deepening Integration in the Economic and Humanitarian Fields dated March 29, 1996 for admission, approved by Decree of the Government of the Russian Federation dated June 22, 1999 No. 662, with the Agreement on Cooperation in the Field of Education, Moscow Tashkent, 15.05.1992, with the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on cooperation in the field of culture, science and education, approved by the Decree of the Government of the Russian Federation of 02.02.1994 No. 43, and other international treaties of the Russian Federation;
  • 8.2.3. in accordance with the State Program to Assist Voluntary Resettlement to the Russian Federation of Compatriots Living Abroad, approved by Decree of the President of the Russian Federation No. 637 dated June 22, 2006;
  • 8.2.4. in accordance with the Federal Law of May 24, 1999 No. 99-FZ “On the State Policy of the Russian Federation towards Compatriots Abroad”.

8.3. Reception of foreign citizens specified in subparagraphs 8.2.2.-8.2.4. clause 8.2. of these Rules, for obtaining education at the expense of budgetary appropriations is carried out on a competitive basis, unless otherwise provided by the legislation of the Russian Federation.

  • 8.3.1. Admission of foreign citizens to the National Research University "BelSU" for training in joint educational programs or within the framework of academic exchanges is carried out in accordance with the direct agreements of the National Research University "BelSU" on interuniversity cooperation.
  • 8.3.2. Admission of foreign citizens to the university to study under contracts for the provision of educational services on the terms of full compensation of the cost of education with individuals and (or) legal entities is carried out on the conditions established by these rules.
  • 8.3.3. For citizens of the CIS (Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Uzbekistan, Ukraine), the cost of education is set by the decision of the Academic Council of the National Research University "BelSU" on an equal basis with Russian citizens.
  • 8.3.4. For citizens of South Ossetia, Abkhazia, the cost of education is set by the decision of the Academic Council of the National Research University "BelSU" on an equal basis with Russian citizens.
  • 8.3.5. For citizens of the visa regime countries: Turkmenistan, Georgia, the Baltic countries, non-CIS countries, the cost of education is set on the basis of the decision of the Academic Council of the National Research University “BelSU”, taking into account the approved cost estimate.

8.4. Admission for training of foreign citizens is carried out for the first year.

8.5. Acceptance of documents, organization of the admission procedure and enrollment of foreign citizens is carried out by the Admissions Committee of the National Research University "BelSU".

8.6. Acceptance of documents for the first year of the master's program begins on the following dates:

  • 8.6.1. from foreign citizens specified in subparagraph 8.2.1. clause 8.2. of these Rules, within the time limits established by the Ministry of Education and Science of the Russian Federation;
  • 8.6.2. from foreign citizens specified in subparagraphs 8.2.2.-8.2.4. clause 8.2. of these Rules, no later than 06/03/2019.

8.7. Enrollment of foreign citizens and stateless persons within the quota for the education of foreign citizens is carried out in the directions issued by the Ministry of Education and Science of the Russian Federation, and is issued by a separate order (orders).

8.8. Foreign citizens who have a document of a foreign state on education can undergo verification of documents on education at the Regional Educational and Methodological Center "Expert Center for Evaluation of Foreign Documents on Education" of the National Research University "BelSU". You must provide the originals of the following documents:

  • the main document of a foreign state on education (diploma, certificate - the names may be different), properly legalized;
  • an appendix to the main document (if it is separate), duly legalized;
  • a notarized translation of the document and its annex in Russian (if the documents or at least one seal is not in Russian);
  • original passport (copy of passport);
  • notarized translation of the passport (if the documents or at least one seal is not in Russian);
  • visa or other document confirming the legality of being on the territory of the Russian Federation indicating the name of the document holder.

8.9. A foreign citizen entering a master's degree program provides a document of a foreign state on education.

8.10. Reception of foreign citizens is carried out on a personal application.

  • 8.10.1. When applying for admission, a foreign citizen submits the documents established by Section 3 of these Rules, taking into account the following documents:
    • a copy of the identity document of the applicant or the identity document of a foreign citizen in the Russian Federation in accordance with Article 10 of Federal Law No. 115-FZ of July 25, 2002 “On the Legal Status of Foreign Citizens in the Russian Federation”;
    • the original document of the established form on education (or a copy thereof), or the original document of a foreign state on the level of education and (or) qualification recognized in the Russian Federation (or its certified copy), as well as in the case provided for by the legislation of the Russian Federation, a copy of the certificate of recognition of this document;
    • duly certified translation into Russian of a document of a foreign state on the level of education and (or) qualifications and annexes to it (if the latter is provided for by the legislation of the state in which such a document on education was issued);
    • copies of documents or other evidence confirming that a compatriot living abroad belongs to the groups provided for by Article 17 of the Federal Law of May 24, 1999 No. 99-FZ “On the State Policy of the Russian Federation in relation to compatriots abroad” - a document certifying the citizenship of the Russian Federation ; documents (certificates) confirming their membership in public associations of compatriots; documents confirming that relatives in a direct ascending line previously lived on the territory of the Russian Federation, including: those who were citizens of the USSR, living in states that were part of the USSR, who received citizenship of these states or became stateless; immigrants (emigrants) from the Russian state, the Russian Republic, the RSFSR, the USSR and the Russian Federation, who had the appropriate citizenship and became citizens of a foreign state or stateless persons.
  • All translations into Russian must be made in the name and surname specified in the entry visa.
  • 8.10.2. Foreign citizens entering within the quota established by the Decree of the Government of the Russian Federation dated 08.10.2013 No. 891 “On establishing a quota for the education of foreign citizens and stateless persons in the Russian Federation” also provide a referral from the Ministry of Education and Science of the Russian Federation.

8.11. Admission of foreign citizens to the magistracy is carried out on a competitive basis based on the results of entrance examinations (interview on the profile of the field of study) and the results of individual achievements established in section 4 of these rules.

8.12. Foreign citizens specified in subparagraph 8.2.1. clause 8.2. of these Rules are accepted without entrance examinations in the directions.

8.13. Enrollment of foreign citizens specified in subparagraphs 8.2.2.- 8.2.4. clause 8.2. of these Rules, to places financed from budgetary appropriations, as well as at the expense of individuals and (or) legal entities in accordance with contracts for the provision of paid educational services, is carried out in the manner and within the time limits established by Section 7 of these Rules.
