on the procedure for developing, approving and introducing changes and additions to educational programs for each level of general education

1. General Provisions

1.1. This Regulation on the procedure for the development, approval of educational programs for each level of general education (hereinafter referred to as the Regulation) was developed in accordance with Articles 12, 13 of the Federal Law of December 29, 2012. No. 273-FZ "On Education in the Russian Federation", the Charter of the educational institution and regulates the procedure for the development and approval of school educational programs for each level of general education, and also establishes the procedure for making changes and additions to educational programs.

1.2. The regulation is developed by the pedagogical council of the school, approved by the order of the director.

2. The procedure for the development and approval of educational programs

2.1. The school develops and approves educational programs for each level of general education:

    The educational program of primary general education, compiled in accordance with the requirements of the Federal State Educational Standard of the IEO.

    The educational program of basic general education, compiled in accordance with the requirements of the Federal State Educational Standard.

    The educational program of basic general education, compiled in accordance with the requirements of the FC SES of basic general education;

2.3. The educational program determines the content of education and the specifics of the organization of the educational process in an educational institution for each level of general education.

2.4. Educational programs of each level of general education are developed for the standard period of development: primary general education - 4 years, basic general education - 5 years.

2.5. The school administration, teachers who are part of the working group for the development of the BEP LLC participate in the development of the BEP.

3.4. For the development of the BEP, the LLC issues an order from the director, which approves the working group for the development of the BEP, determines the deadlines, and appoints those responsible.

3.5. The LLC developed by the OOP is approved by the order of the director.

3. Requirements for sections of educational programs

3.1. The educational program of basic general education, drawn up in accordance with the requirements of the federal component of the state educational standard for basic general education, meets the requirements of clause 9, article 2 of the Federal Law of December 29, 2012. No. 273-FZ "On Education in the Russian Federation" and contain the following sections:

4.1. The basis for making changes and (or) additions may be:

development and adoption of the curriculum for the current academic year;

selection of a new textbook of a completed subject line of teaching materials, etc.

4.2. Changes and (or) additions can be made to:

4.3. Changes and (or) additions can be made to the main educational programs of general education (primary, basic) 1 time at the beginning of a new academic year in agreement with the school's pedagogical council in accordance with these Regulations and fixed by the order "On amendments and (or) additions to basic educational program (indicate the level of education).

4.4. Changes and (or) additions made to the basic educational program of general education (primary, basic) must be included in the copy posted on the site within 10 days (or specify your term).

4.5. Making changes and additions to the Educational Programs falls within the competence of the school's pedagogical council, which must be reflected in the minutes of the meetings.

4.6. The decisions taken at the meeting have legal force from the moment the relevant order of the school director is issued.

Educational programs determine the content of education. The content of education should promote mutual understanding and cooperation between people, nations, regardless of racial, national, ethnic, religious and social affiliation, take into account the diversity of worldview approaches, promote the realization of the right of students to freely choose opinions and beliefs, ensure the development of the abilities of each person, the formation and development of his personality in accordance with the spiritual, moral and socio-cultural values ​​accepted in the family and society. The content of vocational education and vocational training should ensure the acquisition of qualifications.

In the Russian Federation, basic educational programs are implemented for the levels of general and vocational education, for vocational training, and additional educational programs for additional education.

The main educational programs include:

  • 1) basic general education programs - educational programs of preschool education, educational programs of primary general education, educational programs of basic general education, educational programs of secondary general education;
  • 2) basic professional educational programs:
    • a) educational programs of secondary vocational education - training programs for skilled workers, employees, training programs for mid-level specialists;
    • b) educational programs of higher education - bachelor's degree programs, specialist's degree programs, master's programs, programs for the preparation of scientific and pedagogical personnel in postgraduate (adjuncture) studies, residency programs, assistant-internship programs;
  • 3) basic vocational training programs - vocational training programs for the professions of workers, positions of employees, programs for retraining workers, employees, advanced training programs for workers, employees.

Additional educational programs include:

  • 1) additional general education programs - additional general developmental programs, additional pre-professional programs;
  • 2) additional professional programs - advanced training programs, professional retraining programs.

Educational programs are independently developed and approved by the organization carrying out educational activities, unless otherwise provided by this Federal Law.

Educational programs for preschool education are developed and approved by the organization carrying out educational activities in accordance with the federal state educational standard for preschool education and taking into account the relevant exemplary educational programs for preschool education.

Organizations carrying out educational activities in accordance with state-accredited educational programs (with the exception of educational programs of higher education implemented on the basis of educational standards approved by educational institutions of higher education independently), develop educational programs in accordance with federal state educational standards and taking into account the relevant exemplary basic educational programs.

Educational organizations of higher education, which, in accordance with this Federal Law, have the right to independently develop and approve educational standards, develop the corresponding educational programs of higher education based on such educational standards.

Exemplary basic educational programs are developed taking into account their level and focus on the basis of federal state educational standards, unless otherwise provided by this Federal Law.

Exemplary basic educational programs are included, based on the results of the examination, in the register of exemplary basic educational programs, which is the state information system. The information contained in the register of exemplary basic educational programs is publicly available.

The procedure for developing exemplary basic educational programs, conducting their examination and maintaining a register of exemplary basic educational programs, features of the development, examination and inclusion in such a register of exemplary basic professional educational programs containing information constituting a state secret, and exemplary basic professional educational programs in the field of information security, as well as organizations that are granted the right to maintain a register of exemplary basic educational programs, are established by the federal executive body responsible for developing state policy and legal regulation in the field of education, unless otherwise provided by this Federal Law.

Authorized state authorities of the constituent entities of the Russian Federation are involved in the examination of exemplary basic general educational programs, taking into account their level and focus (in terms of taking into account regional, national and ethno-cultural characteristics).

The development of exemplary programs for the training of scientific and pedagogical personnel in postgraduate studies is provided by federal executive authorities and federal state bodies in which the legislation of the Russian Federation provides for military or other equivalent service, service in the internal affairs bodies, service in the troops of the National Guard of the Russian Federation, exemplary programs internship assistants - the federal executive body responsible for the development of state policy and legal regulation in the field of culture, exemplary residency programs - the federal executive body responsible for the development of state policy and legal regulation in the field of healthcare.

In the cases established by this Federal Law, the authorized federal state bodies develop and approve exemplary additional professional programs or standard additional professional programs, in accordance with which organizations engaged in educational activities develop appropriate additional professional programs.

In the cases established by this Federal Law and other federal laws, the authorized federal state bodies develop and approve exemplary vocational training programs or standard vocational training programs, in accordance with which organizations engaged in educational activities develop appropriate vocational training programs.

The pedagogical team is faced with the task of educating and educating children, developing UUD and providing schoolchildren with knowledge - a mission that is not easy to fulfill without having a guideline in the educational space. The educational program is called upon to direct teachers, show them the reference points in their work. Those who approve the educational programs of the school should remember that it is this document that determines the features of interaction between the participants in the educational process. Therefore, before signing an order approving the main educational program of the school, it is necessary to make sure that the BEP fully complies with the requirements of the state standard.

Who develops and approves the educational programs of the school

The main educational program of the school is developed by the educational organization itself, because who, if not the school management, knows the educational needs and demands of their students. In addition to primary school teachers, the entire teaching staff, the administration, the parent community, and members of the school council take part in the development of the BEP of the IEO.

The development of the PEP is preceded by an order of the director, which approves the composition of the working group, prescribes deadlines and appoints responsible persons.

The duration of the program is determined by the institution itself. This may be a period corresponding in duration to the development of a particular level of education (the program of primary general education for 4 years, basic general education for 5 years, secondary education for 2 years).

When the document is ready, it must be approved by the pedagogical council. The title page of the program indicates the number and date of the order, the protocol of the teachers' council. Then the BEP is sent for consideration to the director of the educational institution, who issues an order to approve the main educational program of the school.

If necessary, changes, additions and adjustments can be made to the educational program. Proposals for possible changes are considered by the Methodological Council. After the necessary adjustments are made to the program, the approval procedure should be carried out again and the order for the approval of the PEP should be signed by the head.

The original of the main educational program is kept in the headmaster's office, the deputy director for water resources management keeps a copy. The text of the program is posted on the official website of the institution, students and their parents get acquainted with the document, since both of them are participants in the educational process.

What are educational programs based on?

The following documents are taken as the basis for the development of the OOP:

  • an exemplary educational program for basic general education, which can be downloaded from the website of the Ministry of Education and Science of the Russian Federation;
  • regulation on the work program in the context of the implementation of the state standard;
  • a provision that defines the structure of the program, the procedure for its development, approval and implementation - the document is a local normal act of the school and is developed by the educational institution independently.

When developing the educational program of the school, it is necessary to have an idea not only about the requirements of the state standard, but also about the curricula for each level of education. The group members who develop the educational program should take into account that the exemplary BEP of the school includes:

  • the curriculum of primary general education, which is compiled in accordance with the requirements of the Federal State Educational Standard of primary general education (approved by order of the Ministry of Education and Science No. 373 of October 6, 2009);
  • the curriculum of basic general education (FSES), which is subject to the requirements of the Federal State Educational Standard of Basic General Education (Order of the Ministry of Education and Science of December 17, 2010 N 1897);
  • curricula for basic general education and secondary general education (FKGOS), which are drawn up in accordance with the basic curriculum approved by Order of the Ministry of Education of the Russian Federation of March 9, 2004 N 1312.

The educational program of the school: the rights and obligations of participants in the process

Those who develop the educational program may include primary school teachers and subject teachers. In the work on the PEP, the methodological association of primary school teachers has a number of the following responsibilities:

  • develops the main content of the educational program: forms a curriculum, prepares and submits for discussion the working programs of training modules, developing courses, subjects;
  • monitors the implementation of the PEP IEO: proposes to make adjustments for the next year, discusses the results;
  • coordinates control and measuring materials.

The methodological council of the school approves the curricula of courses, modules, programs of extracurricular activities. The Pedagogical Council considers and submits for discussion the provisions and sections of the Program. The text is read out and considered by the highest governing body of the educational institution.

The school administration ensures the organization of the process as the main educational program is developed, up to the final approval of the document. The management of the educational institution controls the implementation of the program, evaluates the achievements of individual results of its implementation, organizes final certification for students, and provides conditions for the practical implementation of the program.

Parents of students (legal representatives) have the right to request data from the teaching staff on expanding the composition of educational modules, developing courses and the composition of extracurricular activities. The Parents' Committee can take part in the implementation of the Program, evaluate the implementation of the BEP along with other participants in the educational process.

The collegial body of state and public administration of the educational institution accepts the educational program of the school, hears the director or his deputy about the progress of the program, helps the management in creating conditions for the implementation of the program.

14. In the cases established by this Federal Law, authorized federal state bodies develop and approve exemplary additional professional programs or standard additional professional programs, in accordance with which organizations engaged in educational activities develop appropriate additional professional programs.

15. In the cases established by this Federal Law and other federal laws, the authorized federal state bodies develop and approve exemplary vocational training programs or standard vocational training programs, in accordance with which organizations engaged in educational activities develop appropriate vocational training programs.

Law of the Russian Federation "On Education"- N 273-FZ - regulates social relations that appear in the field of education due to the realization by the population of the right to education. Provides state guarantees of freedoms and rights of people in the field of education and appropriate conditions for the realization of the right to education. The procedure for developing exemplary basic educational programs, conducting their examination and maintaining a register of exemplary basic educational programs

I. General provisions

1. This Procedure defines the rules for developing exemplary basic educational programs, conducting their examination and maintaining a register of exemplary basic educational programs (hereinafter referred to as the exemplary program).

This Procedure does not establish the specifics of the development, examination and inclusion in the register of exemplary basic professional educational programs containing information constituting a state secret, and exemplary basic professional educational programs in the field of information security.

2. Exemplary programs are developed according to:

basic general education programs (educational programs of preschool education, educational programs of primary general education, educational programs of basic general education, educational programs of secondary general education);

basic professional educational programs (educational programs of secondary vocational education - training programs for skilled workers, employees, training programs for mid-level specialists; educational programs of higher education - bachelor's programs, specialist's programs, master's programs, programs for the training of scientific and pedagogical personnel in graduate school (adjuncture), residency programs, assistantship-internship programs);

main educational programs in terms of subjects, courses, disciplines (modules).

3. Exemplary basic educational programs are developed taking into account their level and focus on the basis of federal state educational standards, unless otherwise established by the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation" 1 . Exemplary programs include recommended educational and methodological documentation (exemplary curriculum, exemplary calendar study schedule, exemplary work programs for subjects, courses, disciplines (modules), other components), which determines the recommended volume and content of education at a certain level and (or) a certain directions, planned results of the development of the educational program, approximate conditions for educational activities, including approximate calculations of the standard costs of providing public services for the implementation of the educational program 2 .

4. Exemplary programs are developed in Russian and in accordance with this Procedure.

5. Draft exemplary basic general education programs are developed by order of the Ministry of Education and Science of the Russian Federation and (or) educational and methodological associations in the general education system, projects of exemplary basic professional programs are developed by participants in relations in the field of education (hereinafter referred to as developers).

II. Conducting an examination of projects of exemplary basic general education programs

6. Draft exemplary programs are sent by the developers to organize an examination to the council for exemplary basic general education programs (hereinafter referred to as the council), created by the Ministry of Education and Science of the Russian Federation.

7. The Council, within 7 working days from the date of receipt of the draft exemplary program, sends it to the organization designated by it for examination (hereinafter referred to as the organization) and places it on the website fgosreestr.ru of the Internet information and telecommunication network (hereinafter referred to as the website) to inform the public .

Authorized state authorities of the constituent entities of the Russian Federation are involved in the examination of exemplary basic general education programs, taking into account their level and focus (in terms of taking into account regional, national and ethno-cultural characteristics) 3 .

Exemplary programs in terms of subjects, courses, disciplines (modules) aimed at obtaining knowledge by students about the fundamentals of the spiritual and moral culture of the peoples of the Russian Federation, about moral principles, about the historical and cultural traditions of the world religion (world religions), are subject to examination in a centralized religious organization for compliance of their content with the dogma, historical and cultural traditions of this organization in accordance with its internal regulations 4 .

8. The organization, within a month after receiving the draft exemplary program, prepares an expert opinion and sends it to the council.

9. A draft exemplary program with an attached expert opinion is considered at a meeting of the council within 30 working days from the date of their receipt by the council.

10. Based on the results of consideration of the project, the council makes one of the following decisions:

11. The decision of the council is drawn up in a protocol, a copy of which is sent to the Ministry of Education and Science of the Russian Federation within 5 working days from the moment the decision is made by the council.

12. The Ministry of Education and Science of the Russian Federation sends to the developer an extract from the minutes of the meeting of the council with the decision of the council to reject the project or to send the project for revision within 5 working days from the date of the adoption of the relevant decision by the council.

13. When a finalized project is received by the Ministry of Education and Science of the Russian Federation, for which the council decided to send it for revision with subsequent reconsideration by the council, the said project is re-posted on the website, its examination is carried out and considered by the council in accordance with this Procedure .

III. Conducting an examination of projects of exemplary basic professional programs

14. Draft exemplary programs are sent by developers to educational and methodological associations in the system of vocational education to organize an examination.

15. The development of exemplary programs for the training of scientific and pedagogical personnel in postgraduate studies is provided by the federal executive authorities, in which the legislation of the Russian Federation provides for military or other service equivalent to it, service in the internal affairs bodies, services in the bodies for controlling the circulation of narcotic drugs and psychotropic substances 5 .

16. The educational and methodological association in the system of vocational education, within 7 working days from the date of receipt of the draft exemplary program, sends it to the organization determined by it for examination (hereinafter referred to as the organization) and places it on the website fgosreestr.ru in the information and telecommunication network "Internet" (hereinafter referred to as the website) to inform the public.

Exemplary programs in terms of subjects, courses, disciplines (modules) aimed at obtaining knowledge by students about the fundamentals of the spiritual and moral culture of the peoples of the Russian Federation, about moral principles, about the historical and cultural traditions of the world religion (world religions), are subject to examination in a centralized religious organizations for compliance of their content with the dogma, historical and cultural traditions of this organization in accordance with its internal regulations 6 .

17. The organization, within a month after receiving the draft exemplary program, prepares an expert opinion and sends it to the council.

18. The draft exemplary program with the attached expert opinion is considered at a meeting of the educational and methodological association in the system of vocational education within 30 working days from the date of their receipt.

19. Based on the results of consideration of the project, the educational and methodological association in the system of vocational education makes one of the following decisions:

a) approve the exemplary program;

b) approve the exemplary program and move the previous exemplary program to the archive section of the registry;

c) reject the draft exemplary program;

d) send the draft exemplary program for revision with subsequent re-consideration at a meeting of the council.

20. The decision of the educational and methodological association in the vocational education system is drawn up in a protocol, a copy of which is sent to the developers within 5 working days from the date of the decision.

21. When a revised project is received by an educational and methodological association in the vocational education system, for which it was decided to send it for revision with subsequent re-consideration, the said project is re-posted on the website, its examination is carried out and reviewed in accordance with this Procedure.

IV. Maintaining a register of exemplary programs

22. The register of exemplary programs (hereinafter referred to as the register) is a state information system 7 that is maintained on electronic media and operates in accordance with uniform organizational, methodological and software and hardware principles that ensure its compatibility and interaction with other state information systems and information and telecommunications networks.

23. The information contained in the register is publicly available 8 .

24. Organizations that are granted the right to maintain the register are established by the Ministry of Education and Science of the Russian Federation 9 (hereinafter referred to as the operator).

25. The register is maintained by the operator by:

entering in the register of exemplary programs, the details of the decision to approve the exemplary program, the transfer of exemplary programs to the archive section for which such a decision was made, the details of the decision to transfer the exemplary program to the archive section;

technical support for the functioning of the registry;

automated processing of information contained in the registry;

providing access to sample programs contained in the registry;

ensuring the safety of information contained in the register;

ensuring the protection of information contained in the register.

26. The registry is maintained using hardware and software that have passed the appropriate verification and certification.

27. After approval, a sample program is sent by the Ministry of Education and Science of the Russian Federation or an educational and methodological association in the vocational education system within 10 working days to the operator.

28. The operator places an exemplary program in the register within 5 working days from the date of its receipt.

29. The decision to transfer an exemplary program included in the register to the archive section is sent by the Ministry of Education and Science of the Russian Federation or an educational and methodological association in the vocational education system within 10 working days from the moment such a decision is made to the operator.

30. The operator transfers the exemplary program included in the register to the archive section within 5 working days from the date of receipt from the Ministry of Education and Science of the Russian Federation or the educational and methodological association in the vocational education system of the corresponding decision.
