Yakutia is the only region of the Far East where natural population growth is maintained, and the birth rate in the republic is 1.5 times higher than the national average. As of the beginning of 2014, there were 21,294 children on the waiting list for kindergartens in Yakutsk. An increase in the birth rate leads to a corresponding increase in the need for pre-school education services and exacerbates the problem of shortage of places in existing educational institutions. The overload on preschool educational institutions of cities and urban-type settlements is also a consequence of the growth of internal migration as a result of intensive urbanization.

The problem of lack of places in kindergartens is intended to be solved by the investment project "Innovative development of preschool education in the Republic of Sakha (Yakutia)" with a loan from the International Bank for Reconstruction and Development (the main lending institution of the World Bank) in the amount of 117.7 million US dollars.

Among the main objectives of the project is to increase the capacity of preschool educational institutions in municipal districts and the urban district "City of Yakutsk":

  • adjustment of existing standard projects in order to modernize them, as well as their subsequent "binding" to the selected sites for the construction of buildings of preschool educational institutions;
  • construction of preschool educational institutions with a capacity of 50 to 240 places using modern building technologies used in the Far North, including innovative energy-saving technologies;
  • provision of built preschool educational institutions with modern equipment, furniture, teaching materials, toys, as well as outdoor and indoor playgrounds.

In order to adjust and modernize the existing standard projects of preschool educational institutions in 2014, it was carried out to develop draft innovative projects of preschool educational organizations for the regions of the Far North and the Far East. The organizers were the Ministry of Education and Science of the Russian Federation and the Government of the Republic of Sakha (Yakutia). The competition was held with the support and direct participation of the Ministry of Economic Development, the Ministry of Regional Development, the Ministry of Construction of the Russian Federation and the World Bank.

A representative team of leading international and Russian experts consisting of 16 people was involved in evaluating the competitive works, including Japanese architect, professor of the University of Tokyo Takaharu Tezuka, analyst of the Center for Economic Cooperation and Development Hanna von Ahlefeld, architect and vice-president of the Union architects of Russia Aleksey Bavykin, vice-president of the Academy of Graphic Design Sergey Serov, as well as local experts, including the chairman of the Union of Architects of Yakutia Irina Alekseeva, the representative of the State Autonomous Institution "Department of State Expertise of the Republic of Sakha (Yakutia)" Lyudmila Ammosova and others.

In September 2014, the city of Yakutsk hosted an exhibition of works by the winners of the competition, which was attended by Deputy Prime Minister of the Republic Feodosia Gabysheva, Deputy Chairman of the Organizing Committee of the Competition and Coordinator of Social Programs of the World Bank Soren Nelleman, also attended by Deputy Minister of Architecture and Construction Complex of the Republic Mikhail Keremyasov, co-head of the project , World Bank Education Specialist Tigran Shmis, Mayor Aisen Nikolaev, Minister of Finance of the Republic Valery Zhondorov and the winners of the competition.

Feodosia Gabysheva, Deputy Prime Minister of the Republic of Sakha (Yakutia):
Among the submitted competition works of the winners there are very good projects for the construction of kindergartens with a comfortable environment for teaching preschool children. Today, the policy of preschool education is a priority. We are still drawing our dreams in projects, but according to the best of them, technical specifications will be developed for the construction of modern kindergartens in the conditions of the north of the Far East, in a territory that requires a special technical and meaningful solution. The competent jury determined the winners of the competition, and today we present the works of the best designers. We hope that in the near future we will see these projects on the territory of the republic as part of the implementation of an innovative project for the development of preschool education in the republic. We also hope that big politics will not be reflected in the interests of children.

Semyon Sergeev, Deputy Head of the Construction and Design Department of the Department of Construction and Design of the Ministry of Architecture and Construction Complex of the Republic of Sakha (Yakutia):
The competition set serious tasks for the architectural community to create design solutions that would correspond to modern approaches to preschool education, organization of the surrounding space, and also allow the use of new technologies for the construction and operation of preschool educational institutions in the Far North and the Far East. Achieving the goals of this Competition involves the creation of new planning solutions for modern kindergartens. Within the framework of this project, it is possible to optimize the current Russian sanitary and fire regulations in the field of preschool education in accordance with modern realities and the best international standards. During the preparation of the investment project, the World Bank experts developed recommendations aimed at creating a developing environment for children to unlock their potential. In particular, multifunctional open spaces are supposed, in which the child should open up and feel free, not limited to the space of group cells.

Contestants from the Republic of Sakha (Yakutia), other regions of Russia, as well as foreign architectural bureaus took part in the competition. 43 applications were registered on the competition website from participants from St. Petersburg, Moscow, Izhevsk, Alushta, Yalta, Chelyabinsk, Astrakhan, Simferopol, Saratov and Ryazan, Elektrostal, Voronezh, Austria and Germany, Great Britain, the Netherlands, the Republic of Cote d'Ivoire . 41 projects were allowed to participate in the competition:

Based on the results of the draft design competition, an order was given to the Ministry of Architecture and Construction Complex of the Republic of Sakha (Yakutia) to submit proposals for the development of design documentation for the construction and replication of modern kindergartens on the territory of the Republic based on design solutions proposed by the winners of the competition.

Tigran Shmis, expert of the World Bank for Development and Reconstruction(source: vogazeta.ru):

The concept of the competition was inspired by the Reggio Emilia program. In it, the physical environment becomes the third teacher of the child after the family and the educator, and the degree of freedom for children to interact with the environment and with other people increases many times over. In the logic of this idea, the ideology of new educational spaces is also built - support for development through an environment that provides the child with freedom of choice, relies on stimulating his motor, creative, intellectual activity and allows children themselves to feel their influence on the environment that surrounds them.

The exceptional value of this concept is that it offers a number of parameters that allow us to assess the degree of influence of the child on the environment, while developing in him a “sense of control” over it.

The first parameter is the variety of materials and equipment, giving the child the opportunity to independently choose the level of their involvement and the complexity of their activities.

The second parameter is related to the removal of behavioral restrictions in order to increase the feeling of control over the environment. So, the size of the room may be too large or too cramped; sinks and other equipment are located at an inaccessible height; toys are stored far from the place where the game is supposed to be.

The third parameter is related to the child's ability to independently equip the environment for his own tasks. This can be done through lightweight furniture and play equipment that allows toddlers to modify the space on their own. It also makes them feel competent.

Finally, the fourth parameter that influences the child's sense of control of the environment is related to solitude. Solitude here is not just an opportunity to be alone, but the ability to independently regulate the level of one's involvement in interaction with others. Children learn how to interact with mates as well as regulate their own actions. One of the important conditions for this is the creation of such special places in the common functional space.

The environment arranged in this way supports the involvement and self-control of the child, at the same time providing him with a zone of proximal development. All together can enhance the effect of the educational program of the kindergarten, implemented in accordance with the Federal State Educational Standard.

In Russia, there is a demand for modern educational spaces and architectural solutions. The experts chose exactly those projects in which the environment is open, developing and flexible (transformable). Traditional solutions (corridors and separate rooms for each activity) were essentially rejected by the expert community.

Russia has the potential to develop and implement modern kindergarten projects. Most of the winning projects are Russian, with bold proposals and a high degree of development.

Thus, we see the fundamental possibility of creating a new children's education based on international experience and in accordance with the requirements of the Federal State Educational Standard. Soon samples of such kindergartens will begin to appear, there is no doubt about it. However, for the full realization of the potential of such spaces, an adequate response is required from the side of methodological support and practice.

That is why special work will be required with educators and teachers to organize the educational process in a new environment. At the presentations of projects, practicing teachers expressed concern both about safety issues (is it not dangerous that the windows are low, that there is a children's slide between floors), and their unpreparedness to work in conditions of a sharp increase in the degree of independence of children (how to keep track of everyone in an open multifunctional space how to organize their activities, etc.).

Winners in the nomination "Kindergarten for 75 places"

1 place. Elena Sokolova, architect of the ASK-Dom LLC group of authors, Russia, Republic of Sakha (Yakutia)

Expert Semyon Sergeev: “The project complied with current regulatory requirements. The principal model of the project structure is that group cells are distributed along the periphery of the building, having a good front of natural light, and specialized and related rooms, for ease of use, are located in the center of the building, while maintaining convenient and short connections with each group cell. The planning solutions of the building meet all competitive requirements, while there is still the possibility of modernizing the interiors to meet international standards.”.

The second place was taken by co-authors Irina Suchkousova and Snezhana Aleksanina from St. Petersburg, who designed a kindergarten in the form of a yurt. This is one of the most original competition projects in its appearance. The project uses the form of a plague - a dwelling common in the regions of the Far North and the Far East. Kindergarten receives a recognizable form that attracts from afar. The large scale of the form is crushed by the perforation of the facade with smaller openings.

The one-story building of the kindergarten is made of safe and environmentally friendly materials. The interior of the building is characterized by simplicity and functionality.

Semyon Sergeev: “The highlight of this project is its simplicity. That is, the project is made in the style of "minimalism", without unnecessary decorative elements, but at the same time it has a very sophisticated design. This principle is laid down in the conditions of the competition. Buildings should be compact, cost effective, and interesting and distinctive. I believe that this project is one of the best of all the submitted proposals".

Tigran Shmis: “The principle of this kindergarten (designed in wood) is based on the placement of group rooms around a multifunctional central space that can be transformed for various tasks. Its remarkable feature is the presence of an internal platform with natural light”.

Our design concept considers the kindergarten as a constellation of varied zones and transformable areas. The shell is very compact and has a simple neutral form. The “filling” is a free structure oriented on many directions. Spatial elements inside the building are located in a way that allows children to move freely through the whole area. This possibility encourages to explore, play and actively participate in a learning process. The proposed design of the new preschool organization is developed as a lively environment full of different characters and needs.

The main entrance is located 50 cm lower than the rest of the ground floor. Wardrobes, storage and place for trolleys is located here. The main area can be reached with an elevator or a 6% ramp. This area id filled by 5 groups (a mix of younger, average and older children). Each group creates a “protected” zone for itself – at the same time they provide a connection with the multifunctional space that spreads through the whole building. The beds hang from the walls – when the nap time is over they can be folded up. The created area space can be used as an extension of the multifunctional space.

The gallery is an open space constructively connected with the structure of the ground floor. This area is easy to reach by the elevator or the other 5 vertical connections. This zone can be used as a playground, place to eat meals together, to have a nap and much more. We consider this space as an open mix of all activities that children can imagine.

One of the most important tasks is to assure the maximal mobility. The free positioning of fix elements creates a complex net of “streets” that run around each “homebase” (an area assigned to a group of children). There are no blind alleys. It is possible to reach a direct exit from each internal “street”.

Winners in the nomination "Kindergarten for 140 places"

1 place. Lukomsky Anton Valerievich, Russia, Moscow

1st place in the nomination "Kindergarten for 140 children". Lukomsky Anton Valerievich, Moscow

As a result of fierce competition in this nomination, out of 11 draft designs, the first place was given to the architect from Moscow, Anton Lukomsky.

The project is interesting for its unusual space-planning solution: combining and increasing the playing space and at the same time compactness of the building. The underfloor heating system (heating with a low-temperature coolant) allows you to evenly distribute heat without creating a convection movement (draft effect). One of the most important selection criteria is taken into account - saving energy resources. In addition, the architect used Yakut patterns in the elements of landscaping. The planning solution of the building turned out to be free, dynamic, meeting all the requirements of the competition. The game-developing system PUZZLE served as a formative associative element of the volume-architectural solution of the building.

The designed object is a children's educational institution intended for 200 pupils. The building is planned to have three floors, which house classrooms, a swimming pool, a dining room, a first-aid post, halls for sports and singing, and terraces. The project of the kindergarten was developed by qualified engineers of the Mosproekt company.
