Who is the central figure of modern education why. The teacher as a central figure in the school and his defining role in the implementation of educational work

Igor KIM, Deputy First Vice-Rector for Research, Dalrybvtuz

It can be stated that the current Russian system of higher education clearly cannot cope with modern realities, since university graduates do not acquire competencies that meet modern requirements. Employers rightly believe that the content of higher education programs is irrelevant. We will try to understand the reasons for the current situation and offer ways out of it.

The problem of forming the professionalism of teachers

The problem of modern education is the weak adaptation of educational programs to the tasks of training specialists who are able to take an active part in scientific and technological progress. Among the objective reasons that universities graduate specialists of "yesterday" is the constant lag of the educational process from the realities of production. For example, a university teacher does not take part in the production process, therefore, he receives information about scientific and technological achievements with some delay, and he needs time to convert the information received into educational material. Thus, the constant lag of education behind modern production leads to the training of a narrow specialist who is not capable of adapting to the conditions of radical changes.

Of course, education should be closer to real life, to the processes taking place in enterprises. On the one hand, this integration should occur through the introduction of practical work and materials into the educational process, on which real data are based and which in themselves are of practical value. On the other hand, the work of students can be aimed at solving current business problems, thus education will be useful not only for those who train modern specialists, but also for those who will solve real production problems. The integration of business and education will have a number of benefits, including the possibility of internships for students at the enterprise, the involvement of practitioners to conduct classes, and a more accurate response to business requirements.

The professional skills of employees to a large extent begin to form not in an educational institution, but at the workplaces of corporations, in the course of implementing projects on modern technological lines and under the guidance of expert practitioners. Moreover, the technological reforms of recent decades have led to a radical transformation of the systems of activity in the production of traditional goods and services and the emergence of completely new “economic development zones”.

However, higher education in the Russian Federation is still dominated by traditional learning technologies that do not allow graduates to form the practical ability to act effectively in a rapidly changing world. Modern Russian education still resembles outdated industrial production methods in the form of a standard assembly line curriculum.

It should be said about one more negative side of Russian education - this is the lack of strategic planning, which led to the fact that higher education began to live according to the laws of the "pendulum", moving from one extreme position to another. Only yesterday thousands of lawyers and economists were needed, and today suddenly there is a need for engineers. A paradoxical situation has arisen, when any middle-level economist from the Ministry of Education and Science would absolutely unequivocally say about the overproduction of lawyers and economists. Obviously, our state does not have the will to achieve the goal, since it allows such a state of affairs in a strategic area for itself. State “flashes” in the priority of training humanities or engineers are more like spell campaigns that succeed each other with enviable speed, leaving higher education in a state of unstable and uncertain development.

Almost the entire educational community recognizes the need for fundamental structural and substantive changes in higher education. Thus, the state of higher education in our country is characterized by clear signs of a crisis that has engulfed the entire system and, above all, the professional activities of its central figure, the teacher. In the current practice of Russian universities in the implementation of professional activities, the dominance of the educational (somewhat “teaching”) process, carried out without the systematic use of active teaching methods, is still observed. At the same time, many teachers do not even try to pose, let alone solve urgent scientific and innovative problems. The learning process carried out by these teachers does not stimulate students to engage in research work, since a high-quality education is the most important condition for attracting the attention of students.

Research work, not only in practice, but even in the role norm of most teachers, is presented secondary, including at graduating departments designed to provide creative research training for university graduates. The frank neglect of research work, the obvious dominance of the educational component has greatly transformed the idea of the professional activity of a university teacher. Of course, a teacher with such priorities and weak motivation to improve his professional level is not able to educate the required intellectual and creative thinking in a student, help him master modern knowledge, develop his research competence, which means he will not be able to prepare a competent specialist of the 21st century.

This situation has developed because at the turn of the century, managers who were far from a correct understanding of the scientific and educational process came to the administration of most universities. Universities have been subjected to an influx of "Varangians" - hardened in intrigues of people who have gone through a harsh school of administration or business at the level of a constituent entity of the Federation, for whom the contingent of teachers of an educational institution with its petty intrigues is "an institute of unafraid idiots." In the representation of the "Varangians" educational institutions are business corporations.

At present, the situation has developed that if there are good relations with the administration of the subject of the Federation, it is quite possible, by agreement, to obtain the position of rector, possibly with the help of material incentives, without having either an academic degree or a title. Today, the rector's salary is quite high, but there is no production plan and no one demands to indicate the development trend of the university and its implementation, so the place is considered "warm".

The "Varangians", relying on the mentality formed in a different socio-cultural space, brought their vision of an educational institution, their culture to the university community. We are well aware that some of them came with intentions far removed from the development of the educational institution, their goal is to use the material and intellectual resources of the university community, since this is a relatively safe niche in terms of "honest taking of money." This category of “legionnaires”, having “deserved” academic degrees and titles, does not give lectures to students, does not write textbooks, and often occupies top management positions in universities, determining their financial and personnel policies. Therefore, one can arbitrarily sit in the position of rector, be “comfortable” with the administration of the region or the founder, behind the scenes agree on an endless extension of the contract and look at the further degradation of Russian education. The heads of the department in charge of universities consider the financial stability of these institutions to be their main task and therefore practically do not control the implementation of reforms in the university.

For the formation of a teacher's professionalism, his past work experience or a defended dissertation is not enough. Years of work at the department are needed, which determine the need for self-development in terms of interaction with representatives of their professional community, the acquisition of psychological and pedagogical knowledge and experience. We have to admit that since the end of the 20th century there have been negative changes in the quality of the teaching staff of the departments. In Russian universities, this process goes mainly in the following directions.

The first is related to the departure of the most qualified and efficient teachers with academic degrees. These people turned out to be more in demand by the real sector of the economy due to their high level of innovation and personal creativity, and therefore left the university for financial reasons.

The second is connected with some rejuvenation of the composition of the departments. But this process has been taking place in a peculiar way over the past two decades. The decrease in the level of the social status of the teacher and the prestige of his work has led to the fact that among graduates there is practically no competition for a place in the department, and in higher education institutions often remain "middle peasants", i.e. people with mediocre scientific and teaching abilities and ambitions. The destiny of such a teacher is to retell textbooks, since by definition he cannot produce something new, offer his own vision of the problem.

In addition, more and more graduates of the department go to teaching work after graduation, including in the departments of technical areas. As a result, a global problem arose - the feminization of the national higher education. Quite often there is a situation when in departments such as technological machines and equipment, refrigeration and compressor machines and installations, electrical equipment and automation of ships, the proportion of women among the teaching staff reaches 60% or more. And the rector's office, in principle, is not so important that they do not have practical work skills and that 90% of students are male.

From the position of the department as the main structural unit of higher education, today regional universities are mainly associated with the training of bachelors, and for 2.5-3 years this training is mainly carried out in the general flow for all students of the chosen direction. And only the last period of study in the bachelor's degree (a year and a half), associated with the development of disciplines of the variable part of the professional cycle and the performance of the final qualifying work, is carried out at the graduating department. And this is the main danger, which is associated with a sharp decrease in the workload of teachers of major departments, who are carriers of core competencies within the framework of the ongoing training area.

A very difficult problem is the involvement of practitioners in the educational process. This is due to their employment and the unattractive level of wages. At the same time, if production workers with a PhD degree are attracted to the position of professor of the department (for the future), then most often this is considered by practitioners as an additional hobby, and the position of a professor at a university raises his status in the eyes of the employer. And there is nothing surprising in the fact that the students who need to be taught are an annoying hindrance that interferes with the main work.

The educational process in modern conditions

The main signs of the development of modern education in the world are massization, internationalization of education, increased turbulence in the world economy and the formation of a new technological order in industry and, finally, the digital revolution. However, the digital revolution and the boom in educational technologies have so far only slightly affected education in Russia. There is a real risk of missing out on a technological revolution, this time in education, and continuing to invest in the development of traditional educational technologies, while the world's major players move to a new technological order.

Currently, in most universities there is no understanding of how modern students should be perceived. Obviously, these are no longer “vessels” that need to be filled (the Internet has coped with this task), but not yet “torches”, because most of them cannot be ignited. Today, many people talk about changes in modern education, that students have changed, that classical teaching methods are often becoming ineffective. At the same time, ordinary people often make claims against universities, arguing that education does not meet the requirements of the modern economy, the wishes of employers, and the passage of time. But changes today are evident not only in education. The dynamics of life, the constant growth of information and the speed of updating materials associated with this information clogging - much of this affects not only our lives, but also our thoughts.

Modern education is very different from what it was in the recent past, say 30 years ago. Then there was no information technology, at least in such an accessible and simple form; there was no flow of information, it was still possible to get an education and then not update it for at least 5 years. Now knowledge becomes obsolete so quickly that sometimes it seems that what was taught at the beginning of the semester is already outdated by the end of the semester.

Let's start with the relationship between the value and availability of information. 30 years ago, within the walls of the university, such knowledge was concentrated that could not be obtained anywhere else. The teacher had to work through a huge number of sources in the form of books and magazines and present all this in an accessible form in a lecture. Today, most of these actions are automated. And if before going to a lecture meant writing down something that took many days to search for, now it means writing down something that can be found on the Internet in 5-10 minutes. Teachers often complain that students do not go to lectures. The reason lies precisely in the change in the relationship between the value and availability of information. Today it is already difficult for students to understand why education is so dependent on the physical place, on the walls of the educational institution. And why their work on the Internet, their independent work cannot be taken into account in the same way as in-person work. At the same time, students do not want to be passive listeners, sit and write, then study and take exams, although in the traditional educational process they are not asked whether they like something or not.

Of course, the level of education in a particular university depends on the level of knowledge of the enrolled applicants. Today, the phenomenon is very common when almost any study group includes students with different levels of development, personal characteristics of learning ability and degree of preparedness. From personal experience it is known that in a group of 20 people 2-3 people study professionally.

Unfortunately, until now, in the field of educational activity, the main figure is a student with a three-year student or even a loser, especially if he studies on a commercial basis. The main danger lies in the fact that solving the immediate problems of maintaining the financial well-being of the university by retaining the contingent at any cost is a very short-sighted policy. However, this is realized only by the best universities, mostly in the capital, which are waging a real and successful struggle to improve the composition of their students. For the sake of fairness, it should be said that it is somewhat easier for these universities to fight, since they receive budget funding in volumes that regional universities cannot even dream of.

But this scheme needs to be reversed. Of course, the main figure should be an excellent student. Under it, there should be training courses, organization of practices, employment and tracking of his career growth, organization of work with him as a specialist. Excellent students are the bearers of all the best that the university gives. For a strong student, a strong teacher must also be selected.

So, our priorities are a strong student and a highly professional teacher.

The market for international educational services makes new demands, and they are primarily associated with the rejection of the in-line system, with the development of self-guided learning based on modern principles of cognitive science and on the natural desire to learn. The changes that need to take place in education relate to teaching methods, and especially to different forms of independent work. Fundamentally new types of work are needed, focused on joint creation and creativity, on the use of the Internet to form the skills of analysis, synthesis and creation of something new. The main trend of our time is to create conditions and switch to an individual educational program trajectory. It is worth thinking about works that simultaneously affect several disciplines during the academic semester or year; they will effectively prepare the student for modern life, where versatility and multitasking are becoming the norm.

The student as a key figure in modern education

The lifestyle of young people has changed dramatically, the entertainment industry is flourishing, which makes its role in the already overcrowded information space. And in these conditions, we need to educate young people, i.e. to make sure that when they come to an educational institution, they not only spend a few years there, but learn and begin to apply the new and relevant.

The situation in the classroom began to differ significantly from the one in which the current teachers of the older and middle generation were brought up. The information age leads to a steady and rapid spread of knowledge, which greatly affects the educational process and the content of education. It is not surprising that today's student does not have special respect for the teacher, which arose before because of the difference in status between him and the teacher. Unfortunately, the prevailing mentality of the main part of today's students, especially in primary courses, does not recognize authority that is not backed up by economic achievements.

Modern students from childhood were brought up within the framework of the so-called "screen" culture and acquired other opportunities for perceiving information, in many respects significantly different from those that teachers have and continue to use in their work. Firstly, this is the prevalence - especially among the younger and rising generation - of the visual image over the printed or spoken word. It is the visual channel that begins to play a decisive role in the formation of a system of knowledge and ideas. There is a visualization of the information flow - any message is necessarily accompanied by a picture, and more and more often the role of the text is reduced to just a signature-explanation. The property of reality is endowed only with that which is comprehended through visual representation, which under no circumstances can be rational. At present, in the mind of a young person, the world of sensual-spectacular is clearly beginning to prevail over the world of speculative images, intelligible meanings.

The teacher, explaining the topic, describes this or that object verbally, invites students to present it and complete it together in their inner world. But advanced students immediately start looking for a finished picture. It would seem that the teacher has reached the goal, but he also has concerns, because he knows that a certain lack of pictorialism plays the role of a cleansing post for the developing mind, develops the imagination and, ultimately, the creative abilities of the individual. And the consciousness of a modern student, spoiled by a bright visual image, simply turns off the imagination, along with it, creativity as such is subjected to sequestration.

We are talking about the difficulties typical for today's students: inability to concentrate, think logically, be able to operate with abstract terms; the lack of developed reading skills and a number of others, due to the habit of perceiving a mosaic, colorfully designed flow of unsystematic information.

For the effective organization of the educational process, university teachers should be well aware of the characteristic features of modern students. The vast majority of today's students are indifferent to learning, undisciplined, do not spend enough time with textbooks, get bored in the learning process, are inert, often late for classes, are poorly versed in the rules of social behavior, are oriented towards entertainment, wanting to get good grades with a minimum of effort, emotionally constrained, infantile, it is difficult to stir them up and captivate.

Therefore, taking into account the needs of today's students, it is necessary to revise the methods and content of higher education, change the very atmosphere of learning in order to increase the effectiveness of education, to promote the success of pupils as much as possible. For example, from the very beginning to establish clear requirements and constantly remind about them; be consistent; identify all learning objectives, develop meaningful goals and activities for the development of personal and civic qualities of students; emphasize the role of the scientific method in the process of cognition, move to an educational paradigm focused on cognition; use active and creative teaching methods; raise the level of teaching; explain the need to study the subject by its practical applicability.

With a high degree of probability, it can be assumed that over the period of study, the percentage of students with positive intrinsic motivation will decrease, including due to a lack of attention from teachers. In addition, the general situation in the country influences, where appointment to a position, including a high one, sometimes requires only a diploma and patronage, while competence often does not matter.

Thus, the system of higher education should provide for the current and future staffing needs of the country, guarantee its intellectual independence in all segments of social production and the life of society as a whole. However, the trends in the development of higher education in Russia do not correspond to the planned pace of the country's socio-economic development. Consequently, the development of the higher education system must be brought into the category of paramount national tasks, and clear goals must be set for the educational community, filled with a specific, and not vague, thesis “training the specialist of the future”. At the same time, training should be built in the zone of "proximal development", i.e. go one step ahead of today's requirements, focusing on the future. Without a development strategy and clear goals, higher education will not be able to work meaningfully and effectively, it will have to train on a whim or formally copy the experience of other countries, which we are now observing.

Igor KIM, Deputy First Vice-Rector for Research, Dalrybvtuz, Fishnews Digest newspaper

The modern school teacher is a key figure

quality education for schoolchildren.

As the main result of the implementation of the priority national project "Education" should be an increase in the quality of education of students. The most important social requirement for the school is the orientation of education not only for learning students of a certain amount of knowledge, but also on the holistic development of the student's personality, on the formation of his cognitive and creative abilities necessary for successful socialization in society and active adaptation in the labor market.

The formation of the personality of the student, the recognition of its importance, value and necessity for modern Russian society occurs under the influence of the personality of the teacher.

Therefore, one of the most important tasks of teachers should be the identification of existing interests, the development and education of interest in knowledge among schoolchildren. The problem of interest in learning is not new. Its meaning was affirmed by many didacticists of the past. In a wide variety of interpretations of the problem in classical pedagogy, everyone saw its main function in bringing the student closer to learning, to make him want, to “hook” so that teaching becomes desirable for the student, a need, without which his successful formation is unthinkable.

In our modern world, where some changes are constantly taking place in the field of education, the so-called modernization, the personality of the teacher is very important. Since exactly the teacher is a key figure in the modern school in the implementation of the Federal State Educational Standard. And a lot depends on his readiness to implement the ideas laid down in the Federal State Educational Standard, both personally and professionally.

Let's remember the words of the wonderful teacher - innovator V. A. Sukhomlinsky, who said: “Childhood is the most important period of human life ... And from the one who led the child by the hand in childhood, what entered his mind and heart from the world around him, - from This is decisively dependent on what kind of person today's baby will become.
Indeed, it is.
How, then, do we see teachers at the present stage of development of society? First, this is a man loving his profession dedicated to his work and his students. Since without love for children in our difficult, but honorable work, it is impossible. It remains the same at all times. In addition, he is comprehensively developed, not only in a certain area, but also the kind of person who can talk on various topics and be several steps ahead of his students.

Secondly, professional, taking into account the fact that each child is a person and accepting the student as he is: with his learning difficulties, experiences.

Third, the person who is in constant search, continuous enrichment of their experience, competent in the field of ICT. Since without new information technologies it is already impossible to imagine a modern school, and, consequently, the educational process. ICT contribute to improving the quality of education.

Fourth, the teacher using health-saving technologies in his pedagogical activity that are paramount in the 21st century.

Fifth, being a real teacher is a talent, reincarnation, since in connection with the transition of the pedagogical process to a qualitatively new level, radical changes have also occurred. The priority of education is no longer the development by schoolchildren of a certain amount of knowledge, skills and abilities, but the ability of students to learn independently. Now the main worker in the lesson should be the student. The teacher performs only the role of an organizer of students, thereby helping students to learn on their own, raising the need for education. That is, the teacher must teach the student to acquire knowledge by his own efforts, and only then can he be brought up thinking, freely reasoning, not afraid to express and defend his point of view of a person.

I use all possible educational resources in my lessons to interest children, instill in them a love for my subjects, the Russian language and literature in general.

Linguistic warm-ups, including various games, interesting materials.

Poetic moments at the lessons of literature. I choose something, something the children themselves.

My office is constantly working to develop cognitive interest: interchangeable stands, games, language tasks.

Music sounds: romances, songs on poems by poets.

The use of ICT makes my work more productive. allows you to expand both the material itself and the methods of its presentation.

Come to my office, to the lessons, and we will be able to immerse ourselves in the wonderful world of our native language and literature.

Summarizing, I would like to note that a teacher who is in love with his profession is able to achieve a lot, he has the desire and potential to develop, learn new things, strive to meet the requirements at the present stage of development of society. And, on the contrary, without love for the profession, success is impossible with any changes in the education system.

When covering in the previous chapters questions about the goals, content, methods and forms of educational work in the school, the teacher and his activities were constantly discussed. It is he who realizes the goals and objectives of education, organizes active educational, educational, labor, social, sports, recreational and artistic and aesthetic activities of students, aimed at their development and the formation of various personal qualities.

The decisive role of the teacher in the education and upbringing of students is evidenced by numerous examples from school practice and the statements of many well-known teachers. The famous Russian mathematician M.V. Ostrogradsky wrote: "A good teacher gives birth to good students."

Many teachers work in schools who achieve a high quality of education and upbringing, creatively approach the methodological side of the educational process, enrich advanced pedagogical experience and make a significant contribution to the development of the theory and practice of the educational process. Many of them were awarded the honorary titles of "Honored Teacher", "Teacher-Methodologist", "Senior Teacher".

In the context of reforming and renewing our society, the role of the teacher in these processes can hardly be overestimated. In many respects, the education of the people, its culture and morality, as well as the direction of the further development of society depend on it. Currently, a number of measures are being taken to improve the professional training of teachers in pedagogical institutes and universities. In particular, their theoretical and practical training in those disciplines that will be the subject of their teaching activities at school is being strengthened, the study of psychological and pedagogical disciplines is being significantly expanded and their theoretical and practical orientation is deepening. The mechanisms for selecting applicants for enrolling them to study at pedagogical institutes and universities are being improved. They have preparatory departments or faculties and various courses for applicants. Measures are being taken to ensure that the salary of a teacher is not lower than the average monthly salary of workers and employees of other professions.

But the social position and prestige of a teacher to a large extent depend on the teacher himself, on his erudition and the quality of his work. This is not a simple matter. Teaching is one of the most complex activities. And here a number of professional problems arise before the teacher. The appeal of pedagogical theory to the teacher by no means lessens the difficulties he encounters in his work. The point here is the following. The theory contains generalized provisions on how to train and educate students, it fixes general methodological ideas about the approach to children, about taking into account their age and individual characteristics. Practice, on the other hand, appears in a wide variety of the concrete and the individual, and often raises questions to which theory does not always provide direct answers. That is why the teacher needs a lot of practical training, experience, pedagogical flexibility and the ability to creatively approach the solution of emerging problems, which in general determine the level of his professionalism.

Currently, schools are introducing the positions of practical psychologists, social pedagogues, who are involved in one way or another in the education and upbringing of students. Nevertheless, only a teacher fully possesses the means and ability to carry out the effective formation of a growing personality, the development of its worldview and moral and aesthetic culture. It is on this that his authority, dignity and pride for his vocation, for his difficult and very necessary work for people, which no one but him can perform can be based. He must feel his high prestige in society, the greatness of his profession and deservedly experience the deep pathos of the position that the Teacher - it really sounds proud! 2.

  • Crimson ringing for Aksai

The Holy Dormition Cathedral in Aksai is raising funds for a new belfry. It will consist of nine bells, spreading velvet ringing around the city.

As you know, the financial situation of the parishes of the Russian Orthodox Church has always been not very prosperous. It depends
from the welfare of our people. Our people are rich, our church is rich. The people are impoverished - the temples are also impoverished. Sometimes in churches, incomes are lower than expenses, so churches are forced to seek help from parishioners and people who are not indifferent to the problems of the church.

There were no bells in the Holy Assumption Cathedral for many years, despite the fact that the temple is central in our city. To date, the Church of the Assumption of the Mother of God has organized a collection of donations for the purchase
and installation of the belfry. The total amount is very impressive - almost 2,000,000 rubles. The factory made concessions and gave the temple the possibility of paying by installments on the condition that the full amount would be paid within a month. Therefore, the cathedral organized the collection of part of the required amount.

We ask all caring people to help the church in this blessed work. Let's gather together at the belfry, and the temple will have its own voice!

  • Pay your taxes and live in peace!

This year, the deadline for paying property taxes by individuals - owners of real estate, land plots and vehicles - expires
    December 2nd.

The tax authorities of the Rostov region completed the calculation of property tax, land and transport taxes for 2018, and the branches of FKU "Nalog-Service" of the Federal Tax Service of Russia (Volgograd and St. Petersburg) began mailing consolidated tax notices to taxpayers in the region
    to pay property taxes.

Changes have been made to the consolidated tax notice for 2018 that make the procedure for paying taxes more simple and understandable for citizens. Now the notification contains all the necessary data for transferring taxes to the budget, including full payment details and a unique identifier that allows you to enter information automatically, as well as a barcode and a QR code for quick payment of taxes through bank terminals and mobile devices. Therefore, along with the notification, the taxpayer will not receive the usual payment documents - receipts in the form of PD. Information about objects for which tax payments are not presented is excluded from the form if an individual has a tax benefit or an overpayment covering the amount of tax.

The website of the Federal Tax Service has a promotional page (section) "Tax notice of individuals 2019" (https://www.nalog.ru/rn77/snu-2019/), which describes in detail how to receive and execute a tax notice, and also contains a number of other information relating to the payment of property taxes by citizens.

If the owner of residential real estate, land plots, vehicles recognized as objects of taxation,
until November 1, 2019, he does not receive a consolidated tax, he must report the presence of such property to any tax authority.

It is not necessary to submit a report if the taxpayer has previously received a tax notice in relation to a specific object or if the notice was not sent to him due to the right to a tax benefit. As in previous tax periods, consolidated tax notices in paper form are not received by individuals who have access to the "Personal Account of the Taxpayer for Individuals". They receive notifications for the payment of property taxes only in electronic form through the personal account.

For more information on the procedure for accruing and paying property taxes, please contact the help desk of tax inspections located on the website www.nalog.ru and the contact center of the Federal Tax Service of Russia at a single federal number: 8-800-222-2-222 .
