Description of the educational institution Vladivostok Maritime College (VMC)

The Vladivostok Maritime College was established in 1995 on the basis of the Vladivostok Nautical School in order to meet the needs of young people in obtaining maritime education and shipowners in the training and retraining of marine specialists. The creation of the college corresponded to the policy pursued by the administration of Primorsky Krai in the field of education. The college has an excellent reputation not only among shipowners and sailors, but also among the youth of the Far East region. During their work at VMK, more than ten thousand specialists of shipping companies have been trained. The educational process in the college is based on the best maritime traditions and new technologies in education. College cadets wear naval uniforms, live and study according to the daily routine established for maritime educational institutions. All of them are trained on the marine simulators of the training center VMK, which is currently the most modern in the Far East. All of the above speaks of the high potential of the Vladivostok Maritime College, which is provided with a developed educational and material base and an experienced staff of teachers. 1.2. Citizens of the Russian Federation, foreign citizens and stateless persons who are registered in Russia are admitted to the professional educational autonomous non-profit organization "Vladivostok Maritime College" (hereinafter referred to as POANO "VMK" or college);

1.3. Admission is carried out under agreements on education, concluded upon admission to study at the expense of individuals and (or) legal entities (an agreement on the provision of paid educational services);

1.4. Persons with basic general education (9 grades) are admitted to the 1st course with a term of study of 3 years 10 months;
1.5. For the 1st course with a term of study of 2 years 10 months, persons with a secondary general (11 classes) or secondary vocational education, a diploma of primary vocational education, if it contains a record of the bearer receiving secondary general education.

1.6. Persons who have an academic certificate of an established form of incomplete secondary vocational education or a state diploma of completed secondary vocational education are admitted to subsequent courses;

1.7. Reception of foreign citizens is carried out in the presence of a certificate of registration at the place of residence;

1.8. The relationship between PAONO "VMK", on the one hand, and a legal or natural person (student, student's legal representative), on the other hand, is regulated by an agreement on training in educational programs

secondary vocational education or another agreement that does not contradict the legislation of the Russian Federation;

1.9. PANO VMK ensures observance of the rights of citizens to education established by the legislation of the Russian Federation. All applicants enjoy equal rights regardless of gender, language, social and property status, race, nationality and party affiliation, beliefs, religion and attitude to religion, age, type and nature of occupation, type and profile of the educational institution graduated by the applicant;

1.10. The college transfers, processes and provides personal data received in connection with admission to the college in accordance with the requirements of the legislation of the Russian Federation in the field of personal data.

2.Organization of admission to college

2.1. To organize the reception, a selection committee is created. The chairman of the selection committee is the director of the college.

2.2. The procedure for the formation, composition, powers and activities of the selection committee is regulated by the regulation approved by the director of the college;

2.3. The work of the selection committee and office work, the personal reception of applicants and their parents (legal representatives) is organized by the responsible secretary of the selection committee, who is appointed by the director of the college;

2.4. The selection committee ensures the functioning of special telephone lines, e-mail, a section of the website of PANO "VMK" to respond to requests related to the admission of citizens to the college.

2.5. Upon admission to PANO "VMK", the observance of the rights of citizens in the field of education established by the legislation of the Russian Federation, publicity and openness of the work of the selection committee are ensured.

2.6. In order to confirm the authenticity of the documents submitted by applicants, the selection committee has the right to apply to the relevant state (municipal) bodies and organizations.

3. Acceptance of documents from applicants

3.1. The deadlines for receiving documents from applicants for full-time study are set from 06/01/2018 to 08/15/2018, and if there are vacant places in the college, documents can be accepted until 11/23/2018.

3.2. Reception of documents from applicants for distance learning, conducting entrance examinations and concluding an agreement is carried out throughout the academic year;

3.3. Admission to the college is carried out on the personal application of citizens who are fit for health reasons to work at sea.

To the application for admission, the applicant submits the following documents to the selection committee: original or photocopy of documents proving his identity, citizenship; original or photocopy of the document on education and (or) qualification; 4 photos 3 x 4. The surname, name and patronymic (the last one, if any) of the applicant, indicated in the translations of the submitted documents, must correspond to the surname, name and patronymic (the last one, if any) indicated in the document proving the identity of a foreign citizen in the Russian Federation.

In the interests of applicants, as well as in connection with the specifics of work on sea vessels and the requirements for the health status of seafarers, listed in Decree of the Government of the Russian Federation of June 24, 2017 N 742 "On approval of the list of diseases that prevent work on sea vessels, inland navigation vessels, also on ships of mixed (river - sea) navigation" the following medical documents are additionally required: - medical certificate 086 U; - a certificate from a psychiatrist; - a certificate from a narcologist; - fluorography of the chest; - a certificate from a dermatovenereologist; - a certificate from a phthisiatrician; - a copy of the insurance policy; - registration certificate (or a copy of a military ID) - for boys born in 2001 and older.

3.4. In the application addressed to the director of the college, applicants indicate the following mandatory information:

information about the previous level of education and a document on education and (or) a document on education and qualification confirming it;

the specialty for which he plans to enter college, indicating the conditions of study and the form of education;

In the application, the entrants record the fact of familiarization with the Charter, the license to carry out educational activities and the certificate of state accreditation of POANO "VMK" with annexes to them in the chosen specialty, the internal regulations of the college, the Regulations on the Rating system for evaluating the activities of college cadets, familiarization with the date of submission of the submission the original of the document on education and is certified by the personal signature of the applicant.

3.5. When submitting documents in person, the applicant is issued a receipt for the acceptance of documents.

3.7. A personal file is created for each applicant, in which all submitted documents are stored.

3.8. Upon a written application, applicants have the right to take the original document of education and (or) qualifications and other documents submitted by the applicant. Documents must be returned by the admission committee within the next business day after the application is submitted.

3.9. Applicants have the right to send an application for admission, as well as the necessary documents through public postal operators, as well as in electronic form, using the application form posted on the college website. When sending documents by mail, the applicant shall attach to the application for admission photocopies of documents proving his identity and citizenship, a document on education and (or) qualifications, as well as other documents provided for by this Procedure.

3.10. 4. College Enrollment

4.1. Enrollment is carried out on a public basis if the number of applicants does not exceed the number of planned places.

If the number of applicants exceeds the number of planned places, enrollment is carried out taking into account the results of mastering the educational program of basic general or secondary general education by the applicant, indicated in the documents on education provided by the applicants. With an equal number of points in education documents, preference for enrollment is given to applicants with a higher score in core general education subjects: physics, mathematics, Russian language, foreign language (English).

4.2. The applicant submits to the college selection committee the original document on education and (or) qualifications no later than August 24, 2018.

4.3. After the deadline for submitting the original documents on education, the director of the college issues an order for the enrollment of persons recommended by the selection committee for enrollment and who provided the originals of the relevant documents. An appendix to the enrollment order is a surname list of the indicated persons. The order with the application is placed on the next working day after the issuance of the order on the official website of the college and the stand of the selection committee;

4.4. If there are places left free after enrollment, the selection committee, on the basis of the order of the director, extends the acceptance of documents for training from citizens until November 23, 2018.

Story

By the beginning of 1870, in the entire Russian Empire, there were only six educational institutions that trained sailors for the commercial fleet: the Kronstadt Company of Merchant Shipping, the Kherson School of Merchant Shipping, skipper courses in Arkhangelsk and Kem, navigation courses in Libava and a private navigation school in Riga. Educational work in the College is built in accordance with the Concept of educational activities of the Vladivostok Maritime College, the Program of educational work with cadets of POANO "VMK" for the cycle (period) of training, the Program for the primary prevention of offenses for cadets of POANO "VMK", the Program for the primary prevention of drug, alcohol, nicotine and other types of addictions, as well as HIV infections among cadets of the Vladivostok Maritime College and a long-term plan of educational work for the entire period of study, which covers all courses with detailed monthly planning. Educational work with cadets is aimed at improving academic performance, strengthening discipline, strengthening moral and ethical education. The main work on education is carried out through the study group, parents and individually with students.
The College has a rating system for evaluating activities, aimed at ensuring the objectivity of evaluating both positive and negative activities of cadets. The head of the organizational and educational department and class teachers carry out daily monitoring of class attendance, appearance and behavior of students. Once a semester, and if necessary more often, parent-teacher meetings are held in groups, and this helps to ensure that the progress and discipline of cadets are maintained at the proper level.
To ensure the conditions for extracurricular activities, the material and technical base of the College is effectively used: an assembly hall for 200 seats and rehearsal rooms, a dance hall, a music studio and a design and modeling workshop, gyms and a training pool. Cadets have the opportunity to engage in sections: volleyball, basketball, mini-football, rock climbing, general physical training.

The professional educational autonomous non-profit organization "Vladivostok Maritime College" trains maritime transport specialists only for the floating composition of the sea and river fleet. In this regard, persons with disabilities and who have medical contraindications for working at sea are not accepted to study at the college. In July 1974, on the basis of the order of the USSR Ministry of Fisheries No. 263 dated June 27, 1974 and the Dalryba order No. 358 of July 5, 1974, the Vladivostok Nautical School of the USSR Ministry of Fisheries was organized.

The college has educational and auxiliary facilities necessary for the training of specialists of the fleet of the fishing industry and coastal enterprises in all specialties, in accordance with the requirements of educational standards: well-equipped specialized classrooms and laboratories, computer science classes, educational and auxiliary facilities.

The VMRK Training and Simulation Center combines simulators: the Global Maritime Distress Communication System, Navigation; International Code of Safety Management, Ship Damage Control Simulator. All simulators have been certified and examined by the relevant organizations. The staff of instructors is staffed by qualified fleet specialists with the appropriate education, working diplomas and the necessary certificates. Cadets of maritime specialties, as well as command and ratings of the fishing industry fleet, are trained and retrained in the training center.

The college has sports halls and an open stadium, assembly and video halls, a library, and an ichthyological museum. There is a student club, sports sections and hobby groups.

There is a well-appointed dormitory for 460 people, with accommodation in quarters for 3-4 people. The hostel provides rest rooms and household rooms. There is a canteen for 450 seats, providing three meals a day for cadets and students.

In 1995, on the basis of the Vladivostok Naval School, in order to meet the needs of young people in obtaining maritime education and shipowners in the training and retraining of maritime specialists, the Maritime Education Center was established. The creation of the center was in line with the policy pursued by the Vladivostok Marine College in the field of education of the Primorsky Territory Administration.

The beginning of the work of the educational institution coincided with the beginning of the International Convention on Certification of Seafarers and Watchkeeping (STCW 78/95) and the development of the center was determined by the requirements of this Convention.

In the same year, the first set of cadets in two maritime specialties was made, as well as the first set of students for the courses of operators of the Global Maritime Distress Communication System for Safety (GMDSS). After all the necessary procedures for licensing the center for the relevant types of activities, since 1997, cadets have been recruited in four maritime specialties, and students of the training and simulator center - for all types of GMDSS diplomas, radio navigation surveillance and laying (RNP), communications and radar laying (SARP), electronic cartography (EX). In 1997, the training of ship radiotelephonists was allowed and a license was obtained from the Ministry of Transport of Russia for conducting educational activities in the field of additional professional education.

Since 1998, on the basis of the technical school, seminars have been held annually on the problems of implementing the requirements of the STCW - 78/95 for maritime organizations of the Far East region. In 1998, the Ministry of Transport of the Russian Federation, the training and simulator center received permission to train instructors for training centers in the Far East.

In 1999, the State Commission of the Ministry of Education of Russia confirmed the status of the Maritime Educational Center as a secondary specialized educational institution and issued it a license for educational activities for the maximum period. In the same year, the center was accredited by the state with the right to issue educational diplomas. In this regard, the Maritime Educational Center was renamed the Vladivostok Maritime College. This speaks of the high potential of the educational institution.

The Vladivostok Marine College and its training and simulator center have an excellent reputation not only among shipowners and sailors, but also among the youth of the Far East region. During its work, more than three thousand specialists of shipping companies have been trained.

In 1999, a simulator computer complex was put into operation according to the International Code of Safety Management on Ships. The simulator is certified by the Main Department of the Register of the Russian Federation and has a license for training specialists in the ISM Code No. 1 in Russia.

In 2000, the administration of Vladivostok became one of the founders of the technical school, and a ship damage control simulator was certified. The technical school is included in the register of maritime educational institutions of Russia. For the first time, its graduates were awarded state documents, as well as a license and a certificate of conformity for employment abroad. In the anniversary year, the construction of our own building began.

In December 2003, the system of additional education of the technical school was certified according to the International Quality Management System ISO9001:2000 and the technical school received the Certificate of the Maritime Register.

In 2004, the training of ship officers was put into effect in accordance with the International Code for the Security of Ships and Port Facilities. This type of training is certified by the Federal State Institution "Marine Safety Service" of the Ministry of Transport of the Russian Federation.

In 2006 familiarization and specialized training of the personnel of offshore mobile installations was put into operation, including emergency escape of a helicopter during forced splashdown.

The educational process in the technical school is based on the best maritime traditions and new technologies in education. Cadets of the technical school wear naval uniforms, live and study according to the daily routine established for maritime educational institutions. All of them are trained on UTC marine simulators, which are currently the most modern in the Far East.

All of the above speaks of the high potential of the Vladivostok Maritime College, which is provided with a developed educational and material base and an experienced staff of teachers. Among the teachers of the VMT are honorary workers of secondary vocational education of the Russian Federation, honorary workers of the Russian Navy.

Classes are held at a high pedagogical level. Most of the teachers have the highest qualification category. The teaching staff of the UTC completed an internship in England, Belgium, Japan, Korea, St. Petersburg, and Moscow. The equipment that the training and training center of the technical school is equipped with is the most modern and is actually used on sea vessels.
