The problem of garbage dumps in the Moscow region first entered the federal agenda a little less than a year ago. Then the residents of Balashikha, during a direct line with President Putin, complained about the disgusting smell from the Kuchino training ground, located near the city. The President ordered the landfill to be closed immediately. It is clear that in the “manual control” mode, it is impossible to decide the fate of each dump from the Kremlin. Yes, and it is not necessary. This area is under the jurisdiction of the regional authorities. But the Minister of Ecology and Nature Management of the Moscow Region Alexander Kogan So far, it has only succeeded in exacerbating the problem. However, we will not rush to accuse the official of unsuitability. Quite possibly, this is the result of meaningful actions.

In just the last few years, Moscow region 24 out of 39 official landfills were closed. Four more are scheduled to close this year. Thus, the load on the remaining has increased significantly. According to official data, landfills near Moscow receive 11.7 million tons of garbage per year. At the same time, Moscow generates 7.9 million tons. The growth in the flow of garbage has led to the fact that landfills operate beyond their design capacity. Waste does not have time to pour soil and treat with filtrate. The problem of outdated technologies is superimposed on a fresh force majeure - landfills were designed back in Soviet times, when no one had even heard of any active degassing, and there were significantly fewer residents and, accordingly, garbage.

True, in addition to the Soviet heritage, the Moscow Region authorities also have one more modern document at their disposal - the Territorial Scheme for Waste Management in the Moscow Region. For the development of this strategy, which is valid until 2030, 80 million rubles were paid from the regional budget. She, among others, was claimed by Alexander Kogan. But by a strange coincidence, the document does not take into account at all about 6 million tons of annual garbage flow from the capital. How this could happen is a mystery. By the way, there is no reasonable explanation for such an intensive closure of existing landfills either. Many of the legal landfills at the time of closure were far from exhausting their design capacity. And to close them en masse in the absence of a duplicating infrastructure is also at least strange.

But about the reason for the "strangeness" - below. In the meantime, as a result of a man-made emergency, some areas of the Moscow region turned into ecological disaster zones. In March, residents of Volokolamsk were subjected to a “chemical attack” from the Yadrovo test site. Within a few days, several dozen people, including 76 children, turned to the city's medical institutions for help. They complained of dizziness, vomiting, diarrhea, nosebleeds, an incomprehensible rash, some fainted and lost consciousness. Local authorities resisted for the sake of order and admitted that there had been a release of landfill gas. Citizens gathered near the building of the city hospital for a spontaneous rally. They were visited by the governor of the Moscow Region Andrey Vorobyov, who was greeted with exclamations of “Shame!” and "Killer!". And the then mayor Yevgeny Gavrilov had his jacket torn and bruised sides. He was soon forced to resign.

The situation in Kolomna, which is adjacent to the Volovichi training ground, is developing no less dramatically. After the closure of Kuchino, the flow of Moscow garbage here at first increased not even at times, but by an order of magnitude. Why there was literally nothing to breathe in the city and its environs. Residents went for a "walk" along the pedestrian crossing at the entrance to the landfill. And they continue to “walk” to this day, not missing garbage trucks with Moscow numbers. From time to time they are chased by the police, some are taken to the departments and start administrative cases. But people again take to the road, because they understand that the conservation of the problem is disastrous for them in the literal sense of the word. Actions against landfills are also taking place in other districts of the region. Residents of the Voskresensky district blocked the road to the waste incineration plant under construction;

When it became clear that the problem of MSW storage in the Moscow region could not be solved with spells and dances with tambourines, various proposals appeared in the public space to save the region. From civilized ones - the introduction of separate waste collection with the construction of waste processing plants - to exotic ones: to take out waste by rail to boundless Siberia. The Moscow authorities turned to their colleagues from Tver with a proposal to build new landfills in the sparsely populated areas of the region. But they were refused. True, even earlier, the capital's garbage disposal companies made a similar request to the authorities of the Moscow region. But they didn't get any.

In fact, there are suitable lands in the region. Moreover, they are reserved for this purpose, because they are located far from settlements. And the first proposals from investors on the allocation of land were received by the regional government back in 2016. But then Minister Kogan refused - under the pretext of "preventing the growth of social tension" around future landfills. Much later, when the situation with waste in the region became critical, a decree appeared, opening up opportunities for the creation of new landfills. But, according to experts and market participants, the path from scratch to obtaining a license takes at least three and a half years. How Moscow and the region will pass the garbage quest at this time is not known.

On the other hand, it is approximately clear what dividends Minister Alexander Kogan will be able to extract directly in the medium term. The increase in the degree of the garbage problem naturally contributed to the emergence of illegal dumps in the Moscow region. Unlucky was the Dmitrovsky district (Iksha, Nikolskoye), Ruzsky (Chastsy), Noginsky (Elektrougli, SNT Veteran), Solnechnogorsky (Sokolovo, Alekseevo, Moshnitsy), Odintsovsky (Pronskoye, Nikolskoye) and other districts of the region. Some of the "spontaneous" dumps were visited by several hundred cars a day. And there were "repositories" for more than six months. According to local observers, Alexander Kogan was seen more than once in places of "spontaneous" waste storage. And after his visits, the movement of garbage trucks only increased. It is not difficult to guess that the minister does not convert his protectorate to illegal dumps into waste. And thanks to his own completely “sabotage” tactics, he will be able to calmly grow rich further. Because even when one spontaneous dump is closed by the efforts of local activists, a new one appears nearby through the efforts of the Minister of Ecology of the Moscow Region.

Now the project of construction of four waste incineration plants in the region is being actively discussed. The plants will start operating in the best case in five years - Minister Kogan can confidently take this time into his asset. But even after reaching the design capacity, the enterprises will not be able to cope with the growing flow of waste from the capital. At least 4 million tons of MSW will remain ownerless. That is, at the mercy of an enterprising official.

And the prospect opened up before the minister to warm his hands on the reclamation of the Kuchino landfill. So far, modestly - the project worth 50 million rubles went to the Spetsgeoekologiya company, not a stranger to Kogan. But the actual reclamation is estimated at 4 billion rubles. There is a high probability that this fat order will not bypass the minister.

However, it is not a fact that Alexander Kogan will be satisfied with the listed bonuses. Because he was also noticed in his interest in legal landfills. It is known that even during the operation of the now closed Kulakovsky training ground and the operating Timokhovo and Yadrovo, unofficial representatives of the official tried to obtain controlling stakes for symbolic money. Threatening otherwise to fall asleep with checks and fines. What, in fact, happened after the refusal of the owners of such proposals. However, there are still operating landfills in the region. And there are no guarantees that tomorrow the people of the environmental minister will not come there. Because Alexander Kogan's scheme, although simple, is effective: in conditions of a man-made collapse, require landfill owners to accept more garbage and at the same time punish violations with a ruble. All around, the minister is in the black: either the owners will give up the business, or they will close the landfill. Or break and pay. Or they won't violate it, and then the "spontaneous" landfills named after Alexander Kogan will receive new tons of waste. In general, either the environmental minister will be stopped by law enforcement agencies, or this “push-pull” will jump on.

Garbage "Charter"

In 2012-2014, the Moscow City Hall held nine tenders for the right to conclude 15-year contracts for waste collection for a total amount of more than 142 billion rubles. The city pays for garbage collection and disposal services, and the winners of the tenders are required to purchase new garbage trucks, containers for collecting waste and build sorting plants and landfills for waste disposal.

The two largest lots (42.6 billion rubles) - garbage collection in the North-Eastern and Eastern districts of Moscow - were taken by the Charter company registered in 2012 with an authorized capital of 10 thousand rubles. The latest data on its financial performance is dated 2013. Then the company was unprofitable: revenue was 1.8 million rubles, net loss - 9.5 million rubles. But in 2014 everything changed.

By winning the right to collect garbage in the North and East Administrative Districts, Charter has secured a multi-billion dollar turnover for 15 years to come.

Shortly after winning the competition, Charter bought from the Bank of Moscow for 267 million rubles. a garbage sorting complex on Altufievskoye Shosse and the Dominanta company, which owns a fleet of old garbage trucks. The source of investment is a loan from the Bank of Moscow, Alexander Nikolsky, general director of Charter, told RBC. In addition, according to him, the company has already purchased about 50 new garbage trucks and other equipment, installed 8.5 thousand containers for collecting garbage (a total of 13 thousand are to be installed). By 2018, Nikolsky plans (this is required by the terms of the contract) to build its own landfill for the disposal of solid domestic waste and a waste sorting station. He is also considering leasing incineration plant No. 4 in the Nekrasovka district, owned by the city.

To submit an application, it was required to deposit a security in the amount of 1 billion rubles, another 2.2 billion rubles. the winner must contribute in equal installments over 15 years. How did an unknown company manage to fulfill the conditions of the tender and break into the market of state waste contracts?

According to the Unified State Register of Legal Entities, the sole owner of the "Charter" is Alexander Turcan. The general director of the "Charter" Alexander Nikolsky told RBC that he did not know how to contact Tsurkan, since he "saw him twice." When asked why Moscow entrusted garbage collection to a company about which nothing is known, the press service of the Moscow government did not answer. A source close to the mayor’s office told RBC that the Charter is controlled by the son of Russian Prosecutor General Yuri Chaika Igor, this was also confirmed by an interlocutor in one of the departments of the Moscow government. About interests Igor Chaika in the garbage business of the capital, another Moscow official and another acquaintance of the businessman heard. The representative of the mayor's office promised to comment on the situation on Thursday morning.

Igor Chaika is the youngest son of Prosecutor General Yuri Chaika. Little is known about his biography. He is 26 years old, in 2001 he graduated from the Kutafin Law Academy. In February 2014, he began working in the administration of the Governor of the Moscow Region Andrey Vorobyov volunteer adviser on sports, culture, tourism and youth affairs. In an interview with Afisha in the summer of 2014, he said that in this position he was dealing with the renewal of the urban environment of cities near Moscow. Not having worked for Vorobyov even for a year, Chaika left the post, explaining that he had not stopped doing business all this time and “these projects require daily operational support.”

There is no documentary connection between Chaika's business and the Charter, there are only indirect intersections. In an interview with Izvestia, Chaika said that since his second year, the business he has been involved in has been associated with food production, landscaping, the development of public spaces and the creation of the architectural appearance of cities. In 2010, according to SPARK, he registered the Innovations of Light company, which took several contracts for almost 700 million rubles in three years. In particular, this company made New Year's illumination in the Central and Southern districts of Moscow, artistic lighting of the Novospassky and Crimean bridges and artificial lighting of the Adler - Krasnaya Polyana highway on the eve of the 2014 Olympics. Also, "Innovations of Light" participated in tenders of subdivisions of the city economy complex of the Moscow government, but several times lost the victory to the Kaliningrad "Citystroyservice" and the St. Petersburg "BaltikStroyCompany".

In 2013, the relationship of the three listed companies attracted the attention of the Federal Antimonopoly Service (FAS). The service suspected them of a cartel conspiracy during one of the tenders for the improvement of the Ostankino park worth 686 million rubles. The list of companies that have attracted the attention of the FAS also includes the Moscow City Environment (is engaged in the development of elements of street navigation). According to SPARK-Interfax, the only owner of the "Urban Environment" is the owner of the "Charter" Alexander Tsurkan. The FAS suggested that the applications from these four companies were sent on the same day and from the same IP address. However, representatives of the companies convinced the FAS that there was no collusion on their part, they simply all used the services of the Tender-inform company, which provides intermediary services when participating in public procurement. The company declined to comment on its "customer relationships." The representative of the FAS, in response to clarifying questions from RBC, stated only that "the results of the investigation are set out in the decision of the FAS commission, which no one, including the applicant, appealed." The applicant was LLC Management Construction Company of the Petersburg Stone Processing Company.

The four companies featured in the FAS investigation are connected, if not by property relations, then at least by projects. The press service of Innovations of Light distributes press releases about projects carried out by Citystroyservice and BaltikStroyCompany. In particular, the contacts of PR-managers of Innovations of Light were indicated in a press release on the completion of work on the improvement of the Ostankino park by Citystroyservice, a tender against which FAS filed claims. Two employees in these companies refer to these structures as a "holding" and Innovations of Light as a management company. “From communication with the Innovations of Light, Citystroyservice and BaltikStroyCompany companies, it was clear that this is one holding,” says architect Boris Aksentsev, who carried out a number of projects commissioned by companies. Another contractor of the company spoke about this on condition of anonymity: “Professionals in the market know that this is one company.”

Over the past three years, Citystroyservice has completed more than 5 billion rubles worth of work commissioned by the Moscow municipal economy complex. At the same time, in the office building where Chaika's company "Innovations of Light" is located, the RBC correspondent was told that the company "Citystroyservice" is located here. "Citystroyservice" from time to time wins tenders for construction work on projects developed by another member of the "holding" company "BaltikStroyCompany": for example, the improvement of 16 squares in the Garden Ring area worth 1.4 billion rubles. The same situation arose during the reconstruction of the Ostankino park. The construction was carried out by Citystroyservice (the issue price was 2.1 billion rubles, of which 209 million rubles were spent on the construction of the largest skate park in Europe), and it was designed for 22.8 million rubles. BaltikStroyCompany. There was a scandal associated with this contract: the construction of the skate park was delayed for more than a year, in the fall of 2014 it was opened by the mayor of Moscow Sergei Sobyanin. However, two days later, after a series of injuries to skateboarders due to poor design, the facility was put on hold. The companies of the "holding" were also found on projects that were supervised by Igor Chaika as an adviser to the governor. Thus, Urban Environment developed a navigation system for the Tchaikovsky museums in Klin, the Pushkin Museum in Bolshiye Vyazmy, and the New Jerusalem reserve. In addition, the specialists of the "Urban Environment" were part of the working group to update the appearance of Klin, which was headed by Igor Chaika.

It is also possible to trace the connection of the four companies with the "Charter", which won the garbage tender, only by indirect signs. In addition to Alexander Tsurkan, they are united by their appearance - the sites of these companies are made by the same designer Oksana Korshunova, who placed these works in her portfolio. She refused to talk to RBC. The Charter domain hartiya.com, according to the Who-is service of the domain registrar Ru-Center, is maintained by the administrator Artem Mayerle, who works at Innovations of Light. True, he said by phone that he had transferred the rights to the Charter domain to another administrator.

For several days, Irina Levakova, head of the marketing department at Urban Environment, was unable to contact the owner of the company, Alexander Tsurkan. When asked for an interview with Igor Chaika, she said: “I don’t understand what you are talking about” - and hung up. Soon the RBC correspondent received an SMS from her: “Talk to Vladimir Putin. Please don't bother me anymore." In the Innovations of Light company, they were not surprised at the request of the RBC correspondent to connect with Alexander Tsurkan, but they offered to call back to another office, where they had not heard of him. The CEO of Innovations of Light, Ivan Zavorotny, refused to answer questions from RBC.

With the arrival of Sobyanin as mayor of Moscow, most of the garbage disposal business was monopolized in the hands of a few companies. 9 fifteen-year contracts, divided into administrative districts of Moscow, for a total amount of more than 145 billion rubles, were distributed among five firms. Formally, the contracts were obtained at auction, but there was actually no competition: none of the previous private companies that worked for many years in Moscow applied for any of the five tenders.

It was very interesting for me to see who is behind these firms, which, having displaced everyone, took a large share of the household waste disposal market. It turned out that the traces of nominal owners lead to high officials and oligarchs.

Back in 2011, the media wrote about Rostec's desire to gain access to the household waste removal market, including in June 2011 Kommersant reported that Russian Technologies and the United Russia party had agreed to create a national waste operator.

Prior to receiving this contract, Cheremskoy owned 50% in Praktika-Service LLC, the company won small contracts with the housing and communal services sector, often competing with the Clean City company of a certain Dvorik Alexander Mayevich. After receiving the contract for garbage removal, the Praktika-Service firm no longer participated in the auction.
In 2012, Cheremskoy and Dvorik participated in the same arbitration case together with producer Igor Matvienko. The Moscow Arbitration Court considered the case of illegally withdrawn from the company Mostelefonstroy OJSC real estate in Nizhniye Mnevniki, Matvienko and Dvorik were co-respondents, Cheremskoy was the 3rd person. Judging by the materials of the case, the property was transferred to the company CJSC UM Mostelefonbaza, the director of which was the manager of the production center Igor Matvienko. At the moment, at the address of the real estate, which was even seized as part of the consideration of the case, is the studio of Igor Matvienko. Matvienko and Cheremsky were represented in the trial by one principal - a certain Breeva E.V.
According to two of my sources, the beneficiary of the contract is still Petr Biryukov, Vice Mayor Sobyanin for housing and communal services, but there is no official confirmation of this. [...]

How garbage is disposed of

The conclusion of long-term contracts with major players in the market could be justified by attracting investments, establishing technology and investing companies in the construction of new enterprises for the recycling of waste. But three years have passed since the beginning of the first contract, and Moscow's garbage has been burned and buried, and they continue to do so.

Contracts very sparingly establish obligations for the modernization of existing sites for processing and disposal of garbage, the main emphasis is on its removal. The position of the Moscow authorities: take out the garbage from the yards, and what you will do with it next is not our business. At least spread a thin layer all over Russia. But it is not clear why, then, 5 companies, and not hundreds, are engaged in waste removal, and why contracts have been consolidated and artificial monopolies have been created, if there is still no investment. It is obvious that the competition of many companies for garbage disposal would reduce the price of services and increase their quality for the population.

The contracts were concluded with the main goal of using budget money, and the development of technologies and the improvement of urban ecology will remain only on paper. This is evidenced by the unfulfilled conditions of state contracts for waste processing. The established norms for the collection of recyclable materials from the population are not feasible in advance:


That is, already at the moment, a third of the garbage from the population should be collected again. But even if separate waste collection containers are installed in every third Moscow yard (which is not currently available), there is still nowhere to process it in such quantities - there is no infrastructure.

The authorities of the Moscow region (Moscow and the Moscow region) had to announce an open contest for the development of the entire waste management system, choose the best plan, start building infrastructure for it, and last but not least, remake the garbage disposal market (the most unpretentious work in fact). But this did not happen: the concept of developing a recycling system has never been publicly voiced by the Moscow authorities.

Therefore, if in Europe household waste is sorted, recycled, producing electricity along the way, and golf courses are made at landfills, then in Russia one can only dream of this. Responsible now for this is Sobyanin and all this thieves' bureaucratic gang, which has sat down tightly on budget money.

According to The New York Times, about 82,000 rural migrants in Beijing are busy extracting useful waste from landfills and selling it to recycling factories in neighboring provinces. From among these people, “garbage kings” also emerged, organizing recycling enterprises. It is estimated that a quarter of Beijing's Municipal Solid Waste (MSW) ends up in the hands of these dealers, who use three-wheeled bicycle carts to remove cardboard, tinplate, pig food boilers and leftover vegetable oils from restaurant waste from landfills - they are processed into soap .

One such person, Du Maoxian, arrived in the capital without a yuan in his pocket. After two years in the rubbish heap, he bought a pedal cart, started reselling useful waste, and began hiring fellow countrymen from Sichuan. He now has informal arrangements with workers who pay large hotels and restaurants to gain access to recyclables and food waste. Du makes money from his position at the top of the waste chain, reselling materials to small private recycling factories in Hebei province (Beijing is in that region).

Last year, Beijing's garbage king registered a company and signed now formal contracts for waste collection rights to 40 (of the city's 762) garbage collectors - just part of the informal activity his people are running. A similar situation is typical for all large cities in China, except that in Beijing, the garbage is the “richest”.

The state of affairs is no different in the United States, where the mafia has historically controlled the movement of garbage from black bags and bins to processing plants. Thus, the report of the US Congress in 1986 "Involvement of Organized Crime in the Waste Processing Industry" states: "By bribing officials and threatening competitors, the syndicate has practically achieved a monopoly in the movement of garbage. Racketeers charged huge prices for getting rid of toxic and hazardous waste, and then combined it with ordinary waste and simply threw it into the fields.”

Back in the late 1950s and early 1960s, mafiosi Carlo Gambino and his family used control over truck drivers to gain influence in the waste hauling companies. For Cosa Nostra, garbage became a legitimate business, easily laundering dirty money from gambling, loan scams and other traditional Mafia activities.

In Italy, there is even a special word for the mafiosi who control the garbage business - eco-mafia. Legambiente, Italy's top environmental watchdog, reported that 13.1 million toxic waste "disappeared" in the hands of the southern Italian mafia in 2003 alone, and that the Italian eco-mafia has generated $159 billion in revenue over the past ten years. One mobster with a speaking "name" King Midas stated to the police: "I turn garbage into gold."

In Russia, things are no better, if not worse. Modern Russian history knows not only garbage kickbacks, but also raider seizures of waste processing enterprises, as well as contract killings. According to media reports, the founder and owner of the company is Alexander Lavlentsev, his son Vladimir worked as deputy head of the Depstroy of Moscow and vice-governor of St. Petersburg for housing and communal services. At the time of receipt of contracts for garbage collection, the blocking stake (25%) of ARKS belonged to Gennady Timchenko.

At the same time, Innovations of Light LLC belongs to Igor Chaika, the youngest son of Prosecutor General Yuri Chaika. The company "Innovations of Light" is registered in the house 12 building 1 on the street. Rochdelskaya. At the same address, the company "Meal for a couple" is located, the general director of which is the same Turcan.

Connection: the sole founder of the Spetstrans company is Elena Evgenievna Mochalova. Mochalova is also the CEO of RT-INVEST FINANCE LLC, the sole founder of which is Rt-Invest LLC. The Rt-Invest company, in turn, is owned by the state corporation Rostec. The permanent leader of Rostec from the moment the state corporation was founded to the present is Putin's friend Sergey Chemezov. Back in 2011, the media wrote about Rostec's desire to gain access to the household waste removal market, including in June 2011 Kommersant reported that Russian Technologies and the United Russia party had agreed to create a national waste operator.

Connection: The company was formed in April 2013, and already in November 2013 received its first multi-billion dollar contract for the removal of Moscow garbage. At the time of receiving the contract, Igor Mikhailovich Cheremskoy was the founder and general director of the company. This is a little-known businessman, only the following was found out about him.

Prior to receiving this contract, Cheremskoy owned 50% in Praktika-Service LLC, the company won small contracts with the housing and communal services sector, often competing with the Clean City company of a certain Dvorik Alexander Mayevich. After receiving the contract for garbage removal, the Praktika-Service firm no longer participated in the auction.

In 2012, Cheremskoy and Dvorik participated in the same arbitration case together with producer Igor Matvienko. The Moscow Arbitration Court considered the case of illegally withdrawn from the company Mostelefonstroy OJSC real estate in Nizhniye Mnevniki, Matvienko and Dvorik were co-respondents, Cheremskoy was the 3rd person. Judging by the materials of the case, the property was transferred to the company CJSC UM Mostelefonbaza, the director of which was the manager of the production center Igor Matvienko. At the moment, at the address of the real estate, which was even seized as part of the consideration of the case, is the studio of Igor Matvienko. Matvienko and Cheremsky were represented in the trial by one principal - a certain Breeva E.V.

According to two of my sources, the beneficiary of the contract is still Petr Biryukov, Sobyanin's vice-mayor for housing and communal services, but there is no official confirmation of this. How garbage is disposed of

The conclusion of long-term contracts with major players in the market could be justified by attracting investments, establishing technology and investing companies in the construction of new enterprises for the recycling of waste. But three years have passed since the beginning of the first contract, and Moscow's garbage has been burned and buried, and they continue to do so.

Contracts very sparingly establish obligations for the modernization of existing sites for processing and disposal of garbage, the main emphasis is on its removal. The position of the Moscow authorities: take out the garbage from the yards, and what you will do with it next is not our business. At least spread a thin layer all over Russia. But it is not clear why, then, 5 companies, and not hundreds, are engaged in waste removal, and why contracts have been consolidated and artificial monopolies have been created, if there is still no investment. It is obvious that the competition of many companies for garbage disposal would reduce the price of services and increase their quality for the population.

The contracts were concluded with the main goal of using budget money, and the development of technologies and the improvement of urban ecology will remain only on paper. This is evidenced by the unfulfilled conditions of state contracts for waste processing. The established norms for the collection of recyclable materials from the population are not feasible in advance:

That is, already at the moment, a third of the garbage from the population should be collected again. But even if separate waste collection containers are installed in every third Moscow yard (which is not currently available), there is still nowhere to process it in such quantities - there is no infrastructure.

The authorities of the Moscow region (Moscow and the Moscow region) had to announce an open contest for the development of the entire waste management system, choose the best plan, start building infrastructure for it, and last but not least, remake the garbage disposal market (the most unpretentious work in fact). But this did not happen: the concept of developing a recycling system has never been publicly voiced by the Moscow authorities.

Therefore, if in Europe household waste is sorted, recycled, producing electricity along the way, and golf courses are made at landfills, then in Russia one can only dream of this. Responsible now for this is Sobyanin and all this thieves' bureaucratic gang, which has sat down tightly on budget money.

The criminal scheme of the deliberate bankruptcy of the "First Guild", based on forged documents, will be challenged in court

Karl Marx once wrote that someone for the sake of 50% profit is ready to break his head, for the sake of 100% he tramples all human laws, and "at 300% there is no such crime that he would not risk committing." And this statement can be safely attributed to Yuri Kurchenkov, the former general director of First Guild LLC and the actual manager at the Syanovo-1 landfill.

As you know, the turnover of the garbage mafia is impossible to calculate. And not just money, but, apparently, extremely large amounts of money every time push this garbage "king" to another crime and, it seems, serve as a guarantee of impunity for him and his accomplices. Recent events in the Arbitration Court of the Moscow Region indicate that the times when the police put Yuri Kurchenkov on the wanted list are over. Today he has really risen above the law and, as they say, wanted to sneeze at the justice system.

On April 28, a note was published on the pages of Oki-info "Into the hand of brother Kostya". It reported that the court sentenced the First Guild to develop a project for the reclamation of the Syanovo-1 landfill at its own expense and to carry out all work to improve nature. After all, the Kurchenkovs did not just earn big money on the health of the inhabitants and the poisoning of the Serpukhov land, but they exceeded the limits four times.

How to evade the execution of a court decision and not spend 1 billion R on reclamation? It turns out that there is nothing easier! Lawyers of the district administration found out that as soon as a lawsuit was filed on February 15, the scavengers immediately took their measures. And already on March 1, on the basis of loan agreements allegedly concluded in February-March 2013, Rubezh Dispatcher LLC (founder O.M. Kurchenkova) makes a claim against First Guild LLC (founder D.Yu. Kurchenkov).

Is it necessary to say that these suddenly appeared agreements bear the signature of Yuri Kurchenkov himself? On the sidelines of the court, they joked on this topic: “Son, return the money - dad promised!” And it turns out that on the same day, April 17, when the full text of the decision of the arbitration court appears, a drama is played out. "Mom" files a lawsuit against the "son", which is noted in the file cabinet of the Shcherbinsky court. But the court does not clarify the circumstances of the case and on May 15 makes a decision in favor of the “mother”, since the “son” immediately recognizes the “daddy's” debt. This is 832735 R.

Experts point out that in this court they did not even talk about the interest on the loan and about legal compensation for the use of other people's money. The goal was different - to create an artificial, imaginary debt, so that there would be a reason to declare bankruptcy. And the “mother” seems to be going to shame, demanding that the “son” be declared bankrupt for the debts of the “dad”: Rubezh Dispatcher LLC, on the basis of the decision of the soon Shcherbinsky court, files a lawsuit against the First Guild LLC in the Arbitration Court of the Moscow Region. Already on August 28, the scandalous company was officially declared bankrupt and immediately, without reorganization, supervision, “according to a simplified procedure”, bankruptcy proceedings were opened. And for the sake of "mother" they also appoint a bankruptcy trustee - N.I. Kakaev, whose address, given for correspondence, is listed in the village - Mordovskiy Pimbur.

Lawyers note that Rubezh Dispatcher LLC has always acted as a "purse" of First Guild LLC. Both firms are interdependent. Their actual and formal owners are the Kurchenkovs - Yuri, Olga and Denis. As already noted, the true owner of their garbage business is Yuri's brother, Konstantin, who is a State Duma deputy and head of the Green Russia public organization.

As for the specific payment orders that appear in the bankruptcy case, they are issued in a semi-criminal bank - Stal Bank, which until April 2015 was called Energoprombank. His license was revoked on July 10, 2017, and on September 1, the court sentenced this dubious office to compulsory liquidation. But even earlier, the Bank of Russia has repeatedly applied supervisory response measures to it. And even under the guise of "Stal Bank" she did not deserve trust, and in recent months she practically did not work.

It seems obvious to everyone that by initiating the bankruptcy of the First Guild, the Kurchenkovs are trying to evade spending hundreds of millions of rubles that should be spent on reclamation, says Danila Ilyin, deputy head of the district administration, candidate of legal sciences. - The interdependence of firms involved in the artificial creation of accounts payable, as well as the use of knowingly false payment documents of a liquidated bank with a revoked license, indicates the presence of signs of crimes provided for not only by Article 196 of the Criminal Code - "Intentional bankruptcy", but also more serious - 159, " Fraud". The head of the district has already applied to the Main Investigation Department of the Investigative Committee of Russia for the Moscow Region with a statement about the crime. The administration also decided to file a lawsuit with the regional arbitration court to declare the imaginary loan agreements invalid. We will make every effort to oblige the "First Guild" to carry out the reclamation of "Syanovo-1" in accordance with the court decision ...

As they say, shat - clean up after yourself. And lawyers specify that the actions of the Kurchenkovs contain signs of such ongoing crimes as deliberate bankruptcy, malicious evasion of repayment of accounts payable and fraud on an especially large scale as part of an organized criminal group. However, stopping this crime is not so easy. At stake is not only huge money, but also someone's reputation.

I remember how on April 11, when the regional arbitration court considered the case of forcing the "First Guild" to carry out reclamation, a representative of the Ministry of Ecology unexpectedly acted as a lawyer for this criminal company. Recognizing that she was required by law to carry out reclamation, he argued that this was impossible, since she ... had no money. The judge even had to ask the lawyer of the Ministry of Ecology if he thinks that the lack of money from the company cancels its obligation to recultivate.

As time has shown, the “environmentalists”, who did not disinterestedly stand up for the garbage dealers, did not lay down their hands. After the court decision, which ordered the Kurchenkovs to carry out reclamation, figures from the ministry are misleading even members of the government of the Moscow region. For example, they unreasonably tried to force the administration of the Serpukhov District to pay off the financial obligations of the private First Guild LLC for landfill reclamation at the expense of the budget. And today there is pressure on local officials - so that the municipality forgets about the court decision and about the "First Guild". Paradox: do the poisoned have to pay for their poisoning?

However, it is known that even “300%” does not solve everything. Breaking human laws is risky. There are limits beyond which capital acquired by criminal means begins to cause not just disgust, but disgust. And it seems that the Kurchenkos crossed these boundaries long ago.
