New qualification characteristics of the positions of educators have been established. They contain job responsibilities, requirements for the level of knowledge and qualifications of employees.
The characteristics are used to develop job descriptions and can be used by all educational organizations. A specific list of job responsibilities is determined taking into account the characteristics of the organization of labor and management.
The qualification characteristics of the positions of managers, teachers and educational support staff are given.
All educators, regardless of their position, are required to know the legal acts regulating educational activities; the Convention on the Rights of the Child; psychological and physiological characteristics of different school ages; modern educational technologies; computer programs for organizing the educational process; internal labor regulations, labor protection and fire safety.
The Verdlovsk College of Railways named after the First Five-Year Plan at the Perm Railway was the name of the Ekaterinburg College of Transport Construction, established in 1929 by decree of the Council of People's Commissars of the USSR dated November 1, 1929, is a state autonomous educational institution of secondary vocational education in the Sverdlovsk Region
In 1929, 73 students were admitted to the departments: "Way and Construction" and "Traction Economy".
For the first two years, the technical school did not have its own building, so classes were held in the newly built building of the Perm Railway Administration, the hostel for students was located here next to the first study rooms on the fourth floor of the administration. By the end of the thirties, a new specialty "Industrial and civil construction" was opened at the technical school.
In 1933, two significant events took place at once in the life of the technical school. This is a move to a new educational building on 73 Pervomaiskaya Street, where it is located to this day. And the first release of specialists - railway workers.
In the difficult time of the Great Patriotic War, the staff of the technical school actively joined in helping the front. Many teachers and students of military age left for the active army. The head of the technical school, BUKISHON F.K., personally wrote an order releasing him from his post, and went to the front along with 200 students and teachers. The building of the technical school housed a military hospital. After the training sessions, which, despite the war, did not stop for a single day, the students worked in training workshops, ancillary facilities, cared for the wounded soldiers and officers. Some of the students worked on the Sverdlovsk railway, providing a green light for military trains to the West and medical trains to the East.
In the first post-war years, the life of the educational institution was focused on the restoration and further development of the material base of the technical school. In 1954, the technical school was transferred to the Ministry of Transport Construction of the USSR and by the Decree of the Council of Ministers of the USSR dated August 14, 1954 No. 1723-NP, it was renamed the Sverdlovsk Construction College of Transport Construction. Much attention was paid to the development of the educational and material base, the acquisition of the necessary educational and laboratory equipment. At this time, new specialties are opened: “Automation, telemechanics and transport management”; "Electrical equipment of industrial enterprises"; "Machines and mechanisms in transport construction" and the number of students is increasing.
Period 1954-1991 was marked by a number of important events for the college. This is the creation of the first student detachment in the city and region to work on virgin lands, 6 fighters of the detachment were awarded a badge for the development of virgin lands, 17 certificates of honor of the Central Committee of the Komsomol, and the technical school was awarded the medal "For the development of virgin and fallow lands." In 1976, 80 graduates of the technical school went to work on the construction of the BAM with Komsomol vouchers. Student Volchko V.I. the Lenin Komsomol Prize was awarded to the student Molozin V.V. awarded the title of Hero of Socialist Labor. College graduates contributed to the construction of the Baikal-Amur Mainline, the Tyumen-Surgut-Urengoy, Tyumen-Tobolsk railway lines, the Abakan-Taishet, Tavda-Sotnik, Guryev-Astrakhan lines, as well as in the creation of other important objects of our country.
By order of the Ministry of Transport Construction of the USSR dated October 21, 1991 No. 278-or, the Sverdlovsk Construction College of Transport Construction was reorganized into the Sverdlovsk College of Transport Construction. By order of the Minister of Architecture, Construction and Housing and Communal Services of the Russian Federation dated February 24, 1992 No. 38, the technical school was renamed the Yekaterinburg College of Transport Construction and transferred to the jurisdiction of the State Construction Committee of Russia. On October 16, 1995, the Yekaterinburg College of Transport Construction was registered by the administration of Yekaterinburg as a state educational institution.
During these years, the college solved its problems on its own. There was nothing to support the educational and material base, the contingent of students dropped sharply, teachers and employees received very low wages. The college team began to solve the problem of survival, and then further development, thanks to the organization of extrabudgetary activities. In the difficult years for the Russian economy, the 90s, the educational institution not only retained the main construction areas, but also began to train specialists from various sectors of the national economy with the opening of new specialties: “Construction and operation of urban communications”; "Construction of tunnels and subways"; "Programming of computers and automated systems" "Environmental protection", "Economics and accounting"; "Banking", "Hotel service", "Maintenance and repair of vehicles" and others.
By order of the Federal Agency for Construction and Housing and Communal Services dated December 16, 2004 No. 316, the state educational institution Yekaterinburg College of Transport Construction was renamed the Federal State Educational Institution of Secondary Vocational Education Yekaterinburg College of Transport Construction and transferred to the Ministry of Education of Russia.
In 2012, by Order of the Ministry of General and Vocational Education of the Sverdlovsk Region dated January 12, 2012 No. 01-d, the Federal State Educational Institution of Secondary Vocational Education Yekaterinburg College of Transport Construction was renamed the State Budgetary Educational Institution of Secondary Vocational Education of the Sverdlovsk Region "Ekaterinburg College of Transport Construction" and transferred to under this Ministry.
According to the Decree of the Government of the Sverdlovsk Region dated January 25, 2013 No. 75-PP “On the Creation of the State Autonomous Educational Institution of Secondary Vocational Education of the Sverdlovsk Region “Ekaterinburg College of Transport Construction” by changing the type of the existing state budgetary educational institution of secondary vocational education of the Sverdlovsk Region “Ekaterinburg College of Transport construction” the type of educational institution was changed to the state autonomous educational institution of secondary vocational education of the Sverdlovsk region “Yekaterinburg College of Transport Construction” (GAOU SPO SO “ECTS”).
Throughout the years of the existence of the college, a highly qualified teaching staff has taught and continues to teach students. I must be very glad that I graduated from this institution at that time! I entered when the director was Molodtsov, and in principle there was order, but when the new young director Shevchenko came, a lot has changed, and drastically for the better! The college, even externally and with internal decoration, has become clean and well-groomed. In all the offices, the furniture was changed to new ones, plastic windows were inserted, and I even remember there were offices in the basement, and they cleaned everything and arranged everything. In general, even externally, the changes with the new director were on the face!
About education. Very good teachers. I didn’t know chemistry at all at school, but in college there were only fives, and not because of “pull” and not because I cheated, but because they gave me such knowledge that chemistry became my favorite subject.
The teacher Natalya Kamilovna, her classes were always interesting, fun and exciting. Mathematics teacher Ananyeva was a very demanding, old school woman, and I, a student who does not know mathematics, unfortunately at all, had a hard time learning from her, but still, she forced, explained and helped. Accounting was taught unrealistically. I still know everything about accounting. They could be interested, so I wanted to study, I wanted to go to classes. But the best teacher for me will always be Ivanov Vitaly Anatolyevich! This is just a mega man. I have already graduated from the university, but unfortunately I did not meet teachers like him even at the institute. He gave an unreal charge to study. Economics of the organization and taxes, all on the five. On his pairs, I fell in love with going to the blackboard, and in general fell in love with the economy. Gave a lot of knowledge, and they deposited in my head. I will never stop admiring him! The best teacher, those who studied with him, I think they will support me! And I graduated, among other things, "Insurance Business", which I didn’t gain more in college, but worthy knowledge was given.
The downside for me at that time was that physical education took place in the park, to which I had to go through the cemetery. It's horrible. I don't know if anything has changed now. Canteen ECTS, very tasty place. Recently I wanted to visit her, for nostalgia, but now the rules in college are completely different. There is a pass system at the entrance, which ensures safety, and also prevents students from the Ministry of Emergency Situations from taking places in the dining room, as it was before) And there is also a pass system into the dining room) I.e. if you can still get into the college, then into the dining room, for nothing)
In general, I am extremely grateful to EKTS for my education, this was a wonderful, unforgettable student time!
