Actual tasks in the field of assessing the quality of education in Russia became the subject of discussion by the participants of the interregional conference "Development of a unified system for assessing the quality of education: experience and prospects", organized by Rosobrnadzor.

Opening the conference, the Minister of Education and Science of the Russian Federation Olga Vasilyeva summed up the results of the 2017 examination campaign. “Examinations in the form of the Unified State Examination were held as objectively as possible,” the minister noted. At the same time, according to her, problems with the objectivity of the examination procedures in grade 9 remain.

The head of the Ministry of Education and Science of Russia paid special attention to the topic of the correct use of the results of the All-Russian verification work. “We need to behave very thoughtfully and correctly and, when making managerial decisions, be clearly aware that we must, on the basis of test papers, help those schools that have shown weaker results. We need to engage in the development and implementation of new programs to improve the skills of teachers. The results of the All-Russian verification work must be used in the work of regional institutes for advanced training and methodological services,” the minister stressed.

Olga Vasilyeva also spoke about a new model of control and oversight activities in relation to schools. According to her, there is no need to constantly check schools that objectively show high results of their work. As part of the inspection, it is advisable to focus on those schools that are clearly biased or show very low learning outcomes.

The head of the Federal Service for Supervision in Education and Science, Sergey Kravtsov, thanked everyone involved in organizing the Unified State Examination this year for their quality work, which ensured a calm, transparent and objective examination. “It is important for us to maintain this level,” he said.

He stated that over the past four years, significant work has been done to ensure the objectivity of the USE results. Now, according to him, it is important to ensure the objectivity of evaluation procedures at other levels of the education system. “In the education system, we will not be able to manage, develop, make decisions, or ensure the quality of education without an objective assessment,” the head of Rosobrnadzor emphasized.

According to him, the main result of the objective conduct of the Unified State Examination in the last four years is a sharp reduction in the number of exam participants who could not overcome the minimum thresholds in subjects. “Children began to study,” he said.

Sergey Kravtsov said that the technologies for printing control measuring materials and scanning the work of participants, which were used this year in half of the exam sites (EPS), have proven themselves well. Next year, during the exam, it is planned to use them everywhere.

He recalled that a model of an oral exam in the Russian language in grades 9 has been developed, which will be widely tested this autumn. According to the head of Rosobrnadzor, an oral interview can become an admission to the exams for participants in the GIA-9. This issue is yet to be discussed at various venues.

Sergey Kravtsov told how preparations are being made for the introduction of a mandatory foreign language exam for 9th grade graduates in 2020 and 11th grade graduates in 2022. According to him, the level of knowledge of students and the methodological training of teachers cause some concern, so the Ministry of Education and Science is developing a special program designed to solve the existing problems.

The results of the Unified State Examination in Russia this year are better than in the past, it was announced at the conference. Therefore, there will be no special changes in the knowledge assessment system. This year's assessment showed that the students have a good store of knowledge.

“The number of those who did not overcome the minimum limits in almost every subject, which is very important, in the Russian language, mathematics, and history, is two times less. We also see a slight increase in the number of high scorers. We have rechecked all these works,” said Sergey Kravtsov, head of the Federal Service for Supervision in Education and Science.

As for the tasks set to improve the quality of education, there are two main directions. First, the system of screening work is being reintroduced in the country. According to the Minister of Education of the Russian Federation, Olga Vasilyeva, this was a forgotten Soviet system of knowledge cutting, which made it possible to obtain data not only about the knowledge of students, but about the level of teaching in schools.

“First of all, in terms of testing work, we must not engage in tough training, but help with all our might to those schools that turned out to be weaker. The most important message is this: all test work is not for evaluation, but for us to understand who how to help and on what trajectory each teacher should improve their qualifications,” Olga Vasilyeva, Minister of Education and Science of the Russian Federation, spoke at the conference.

As for the qualifications of teachers, changes are coming here too. The level of young teachers is gradually deteriorating. Therefore, until 2022, a national system of teacher growth will be gradually introduced in Russia. It implies, among other things, the revival of continuity: already established teachers will share their best practices with young colleagues.

The topic of textbooks was touched upon at the conference. Today, schoolchildren study according to 1377 textbooks, but some of them will be withdrawn from the educational process. But after the development of the educational standard, new ones will appear, mainly in history and literature.

All innovations should improve the level of knowledge of graduates, according to the ministry.

As for the Krasnodar Territory, the region was called a locomotive for introducing innovative developments into the education system. This also applies to the exam. For the first time this year, almost all schools in the region have applied electronic ticket processing. This has accelerated the receipt of certificates by schoolchildren by almost a week.

“We keep pace with the Ministry of Education and Science of the Russian Federation, with Rosobrnadzor, we make the exam procedure more transparent, we participate in all pilot projects. 50% of the examination points printed control and measuring materials in the classrooms, in the future, a transition to 100%. We already have 100% online surveillance, 100% scanning of materials and we will move towards perfection,” commented the acting director. Minister of Education, Science and Youth Policy of the Krasnodar Territory Olga Medvedeva.

The conference in Sochi will continue tomorrow. Perhaps, during the discussions, the forum participants will come up with other interesting solutions to improve the quality of education in the country.

Director of the Moscow Center for Education Quality Pavel Kuzmin spoke at the Interregional Conference "Development of a unified system for assessing the quality of education - experience and prospects", which was held from 4 to 5 July.

Pavel Kuzmin presented the Moscow independent assessment infrastructure and explained the importance of its integration with the internal education quality assessment system. He spoke in detail about the Center for Independent Diagnostics, where schoolchildren have the opportunity to test their knowledge in each subject under conditions that are as close as possible to examinations and receive an independent assessment of their knowledge.

“At the Center for Independent Diagnostics, future graduates can evaluate their knowledge and approximate results before passing the unified state exam, and schoolchildren of any grade can test their abilities in various subjects. This guarantees an objective assessment of the results and provides for the identification of individual dynamics in the assimilation of certain knowledge and skills by them”,- said Pavel Kuzmin.

Another important area implemented in Moscow is the My Achievements electronic resource for remote self-study. This service is a single online system that publishes test papers for all school subjects, assignments in the USE and OGE formats, and international tests. The myskills.ru portal also presents meta-subject diagnostics and pre-professional tasks that are relevant for students of engineering, cadet and medical classes.

“The My Achievements service allows the student to independently check his level of knowledge anywhere and at a convenient time. Thanks to this portal, it is possible to assess the current level of knowledge of each student, identify and eliminate difficulties,- said Pavel Kuzmin.

This year, the service has the opportunity to practice filling out the forms of the state final certification. The online simulator indicates to the student the existing shortcomings, teaches self-control and reduces the time to fill out the form on the real exam.

The conference participants paid particular attention to Moscow's experience in using the videoconferencing system for appeals. Pavel Kuzmin noted that remotely it is possible to conduct any appeal in the most objective and clear way and ensure immediate accessibility anywhere for graduates.

“Remote appeal saves a lot of time, which is not spent on the trip back and forth and is so important during the preparation for the next exams. In addition, strict adherence to the instructions allows you to eliminate the “human factor” as much as possible when considering an appeal”, Pavel Kuzmin explained.

Already this year, the system of remote appeals has become available in different districts of Moscow. Members of the conflict commissions worked in connection with the examination points. Most of the graduates who used this system rated it positively. Next year, the number of points for remote appeal will be increased.

The projects presented by the capital aroused great interest among the conference participants: representatives of different regions expressed their desire to visit Moscow for a detailed study of best practices. Pavel Kuzmin noted that Moscow is open to all regions and is ready to exchange experience with all interested colleagues.
