Municipal services of the city of Moscow launched the supply of heat to city facilities. "The corresponding order on this matter was signed by me on behalf of Moscow Mayor Sergei Sobyanin", - said “ RG" Deputy Mayor of the capital for housing and communal services and improvement Petr Biryukov.

"Work on launching heat to urban facilities will be carried out in stages," he explained. "Connection of all consumers will be completed within five days. First of all, as usual, we supply heat to the social sphere - kindergartens, schools, clinics and hospitals". According to Petr Biryukov, by the end of the week, heat will come to all city facilities.

Recall that according to the existing rules, the start of heat in the capital begins when the average daily air temperature is no higher than plus 8 degrees for five days. This is exactly the situation in the capital today. Moreover, weather forecasters do not promise warming in the near future. Therefore, the city authorities decided to supply heat to the batteries much earlier than a year ago. Last year, the heating season in Moscow began on October 4th.

Articles, comments, answers to questions: Start of the heating season

With the beginning of the heating period, various receptions receive a huge number of requests from residents about the lack of heating or slightly warm radiators in the apartments. The main reason is that the MAs do not have time to regulate the heating system in all the houses they manage at once. In addition, the situation is complicated by accidents on the main pipelines, at the inputs to the MKD. As a rule, within 10 - 14 days everything is back to normal. That's when cases of poor-quality heating are revealed, which have completely different reasons.

Thus, when adopting the updated scheme of heat supply for the city of Perm until 2030, the norms of the current legislation were violated. In the process of the so-called actualization of the scheme, two sources of thermal energy were actually “crossed out” from it, which led to a disruption in the beginning of the heating season in some microdistricts of the city. The heat load of these sources was redistributed in favor of the competing organization. These circumstances led to interference in the process of updating the scheme of the Prosecutor's Office of the city of Perm (the head of the city administration was submitted a proposal to eliminate violations of the law), the Office of the Antimonopoly Service for the Perm Territory (a decision and an order of the administration of Perm were issued to eliminate violations of the antimonopoly legislation), as well as to lengthy legal proceedings regarding the legality of the actions of the Administration of the city of Perm and its head, as well as the order of the Ministry of Energy of the Russian Federation on the approval of the updated scheme. The Investigative Committee of the Russian Federation conducted an audit in terms of the presence of signs of a crime under Art. 169 of the Criminal Code of the Russian Federation "Obstruction of legitimate entrepreneurial and other activities."

When will the heating season 2016-2017 start in Moscow - news

Moscow authorities have begun preparations for the 2016-2017 heating season. This was reported to the City News Agency "Moskva" in the press service of the capital's department of fuel and energy economy.

“The main task of the department in the spring-summer period is to prepare the city for the passage of the heating period of 2016-2017. Currently, work has already begun. In all executive authorities and industry enterprises, commissions have been formed to control the preparation of facilities, the volume and timing of the preparatory work. On March 10, the city began work on hydraulic testing of heat exchangers installed in central heating points. In accordance with the approved schedule, posted in the public domain, hydraulic tests of the main and distributing heating networks will begin on May 12. In general, it is planned to prepare over 70,000 facilities for winter operation in the city, including more than 33,000 apartment buildings,” the agency’s interlocutor explained.

The press service also noted that in 2016 large-scale measures will be implemented to repair and reconstruct the generating and network utility infrastructures for heat, electricity, gas supply, road network, bridge and collector facilities, repair of asphalt pavement, including in the territories of the Troitsky and Novomoskovsk administrative districts.

“The preparation of all heating networks and district and quarterly thermal stations is planned. When a warm and calm summer gives way to a cold and rainy autumn, the temperature drops not only outside, but also in the apartment. The walls of the houses are cooling down, every day comfortable living is replaced by an uncomfortable dank atmosphere and people are trying to warm themselves by any available means.

Along with a cold snap, the risk of developing various colds and viral diseases increases, especially among children. But everything changes when the batteries are turned on. The air in the room gradually heats up, creating a cozy and warm atmosphere in apartments and houses.

Recently, the Russians are trying to install independent heating, so as not to depend on the schedule for turning on batteries throughout the country. Those citizens who have not yet decided to switch to this method of heating are already interested in the question of when heating season 2018 in Russia and what to expect from him. Let's explore this topic together.

What is the heating season?

According to the decree of Russian officials, heating events begin every year in the country with the advent of cold weather - a calendar period of time during which heat is supplied to residential buildings and office buildings through the operation of heating installations. These days, hot water is supplied to the batteries around the clock, which allows you to achieve the optimal air temperature for living, namely 18 ° C in ordinary apartments and +20 ° C in corner apartments.

In those regions where there are serious drops in air temperature (down to -31 ° C and below in the Northern regions), the air in residential premises should warm up to at least 20 degrees above zero, and in corner apartments - up to 22 degrees above zero.

It should be borne in mind that it is allowed to exceed these indicators by 4 degrees on any day, and the decrease in temperature at night should not exceed 3 divisions on the thermometer.

How is the preparation for the heating season 2018 going?

Preparations for future heating events, as usual, begin immediately after the end of the previous season. Responsibility for the timely start of these actions is entirely local and regional authorities.

Immediately after the spring shutdown of radiators, it is necessary to draw up a plan of preparatory work, where to mark the period of repair and preventive measures, pay off debts for the supply of heat, and prepare energy resources in case of unforeseen situations. If all these points are completed on time, then ensuring uninterrupted heat supply to apartments and other buildings is guaranteed.

When will the heating season start in 2018?

Today it is difficult to name the exact date of turning on the heating, because it is “floating”. This means that every year the heating season begins not only on different days, but even in different months.

Boiler stations for generating heat for heating are launched on the sixth day after the temperature drops below +8 degrees Celsius outside. From the moment the heating is turned on, it is supplied until warm, fine weather is established outside the window with a temperature above 8 degrees Celsius, for at least 5 or more days.

These norms are spelled out in a special legislative act, which is valid for the entire area of Russia and must be unquestioningly observed.

First of all, kindergartens, schools, hospitals and other social facilities are connected to central heating. After them, heat enters departmental buildings and industrial state facilities. And lastly, heating is turned on in residential buildings.

Heating by regions of Russia

The Russian Federation is a huge power, on the territory of which there is a variety of climatic conditions. In this regard, in different regions of the country, the start date of the heating season is slightly different. The European part of the country is the first to connect to the heat - the Nenets Autonomous Okrug already from September 1 begins to feel hot water in the batteries. A little later, the Arkhangelsk, Kazan, Omsk and Murmansk regions are connected.

Around October, boiler houses are launched in the southern parts of the Far East and in the central regions of Russia. In Moscow and the Moscow region, heat comes to apartments in early October, and in St. Petersburg, heated events begin in mid-September. The latest to feel the gradual heating of the radiators are Sochi. Here the heating season lasts only three months - from early December to mid-March.

Speaking about the northern and east-northern regions of Russia, heating in cities begins already in August, because the required average daily temperature is set here just at the end of summer. So in Yakutia, batteries begin to heat up already in the middle of summer, and in the Chukotka Autonomous Okrug - from August 20.

But there are cities in Russia that cannot do without heating at all. Even in summer in these regions, the air temperature does not exceed +4 degrees, so the authorities do not turn off boiler plants all year round. Thus, residents of the coldest cities in the country can feel the treasured life-giving warmth in their apartments every day and not pay attention to severe frosts outside the window.

About 80 percent of the housing stock and approximately 95-98 percent of social facilities are already connected to heat.

The heating season in the capital started ahead of schedule. He spoke about this during a visit to the district thermal station (RTS) "Krylatskoye". “Indian summer in Moscow was canceled, so the heating season began this year earlier than it was set. The connection is going well - about 80 percent of the housing stock is already connected to the heat, and I hope that the rest of the objects will also be connected in the near future,” he said.

According to the Deputy Mayor for Housing and Public Utilities and Improvement, the entire housing stock of the capital is ready to receive heat. Among social facilities, heating already receives approximately 95-98 percent.

Heat for three districts

RTS "Krylatskoye", put into operation in 1985, is located at the address: Osennaya Street, 29. It provides heat to the Krylatskoye and Khoroshevo-Mnevniki districts, as well as partially to Kuntsevo and Rublevo. In total, 292 buildings, 47.2 kilometers of networks and 68 central and individual heating points are connected to the station.

RTS runs on natural gas, which is supplied through a gas distribution point.

In 1999-2000, Krylatskoye was reconstructed. Its capacity was increased from 400 gigacalories per hour to 600 gigacalories per hour due to the installation of five hot water boilers of the PTVM-120 type instead of four PTVM-100 boilers.

To date, the degree of wear of boilers is 41 percent, which ensures their safe operation.

In 2016, the automated process control system was reconstructed, and RTS switched to the equipment of a domestic manufacturer. This made it possible to increase the efficiency of the equipment and the reliability of heat supply to consumers.

In 2017, it is planned to improve the reliability of power supply to the boiler house and introduce advanced technologies for high-speed automatic transfer of the reserve.

RTS Krylatskoe has 32 employees.

Moscow's readiness for the new heating season

The preparation of the Moscow city economy for the 2016/2017 heating season began on May 12, immediately after the end of the previous heating season, and lasted until September 1.

During this time prepared:

In Moscow, 15 city thermal power plants, 10 thousand heating points, 26 district and 35 quarterly thermal stations, 111 small boiler houses, 16.3 thousand kilometers of heating networks are involved (60.6 kilometers of heating lines were reconstructed as part of the preparation), 7.5 thousand kilometers of gas networks (43 kilometers of gas pipelines were reconstructed), 101.6 thousand kilometers of electrical networks (155 kilometers of cable lines were repaired). There are also 24 pumping stations, 495 gas distribution points, 155 high-voltage power centers, 155 high-voltage power centers, 19 thousand transformer substations (more than 1.1 thousand substations have been reconstructed and repaired), 734 kilometers of city collectors.

“The process is proceeding in accordance with the regulatory parameters. There are no failures, ”said the head, noting that they began to supply heat in the capital at the request of social institutions on September 1. In three weeks, 150 buildings were connected.

Pavel Livinsky emphasized that the equipment is fully prepared to handle peak loads and temperatures — it has been repaired and upgraded, and fuel reserves have been created. “We have almost double the supply of thermal power — 60,000 gigacalories, while the maximum load that was recorded in the coldest period was about 30,000 gigacalories,” said the head of the Department.

To eliminate emergency situations, the city has 672 emergency recovery teams:

— electric grid facilities — 279 brigades;

— heat grid facilities — 43 brigades;

— gas facilities — 38 brigades;

— collector facilities — 28 brigades;

- water supply and sewerage - 154 brigades;
