  • In the final battle scene between Luke and Andrew, the hero slams his opponent's head against the car window. The viewer is shown in close-up that blood begins to flow from it. She then disappears and reappears between frames of the same scene.

The film is set towards the end of the United States' participation in the Vietnam War. A military detachment is ordered to secure the village from North Vietnamese troops. Private Luke Devereaux is sent to find the members of his squad as well as the surviving locals. Former colleague of the hero, Sergeant Andrew Scott went crazy. He kills the villagers and cuts off their ears. In addition, the villain has a girl and a boy in his hands. Devereaux tries to argue with Scott, saying that the war is over. Scott becomes enraged and shoots the boy in front of him, then orders the protagonist to shoot the girl to prove his loyalty.

Devereaux refuses and stops Scott from shooting the girl. The girl tries to run away, but Scott throws a grenade at her and kills her. Luke and Scott shoot each other at the same time, and therefore die too. The next morning, a US SWAT team finds their bodies. The commander orders the bodies to be packed and frozen. In addition, he gives orders that no one should ever discuss the events that have taken place.

Actions are transferred to modern times. A group of terrorists took over the Hoover Dam. Several civilians were killed during the takeover. In addition, police officers who tried to rescue them were killed. As the terrorists made their demands, they shot another hostage to make it sound as convincing as possible.

The police were ordered not to intervene and not to try to save the hostages, otherwise it would only get worse. Instead, two "universal soldiers", an elite counterterrorism unit, were called in to help. Among them: Andrew Scott and Luke Devereux. The heroes have been brought back to life, but the memory of their past is completely absent. Devereaux remembers only fragments.

Devereaux and Scott are sent to take down several terrorists, with Devereaux using effective means of combat while Scott uses brute, even excessive force. The feeds from the cameras built into them are sent back to the command post, raising concern among technicians. They suggest that even though Scott does not feel any emotions, he still enjoys the process of torment.

After the area is cleared and secure, Devereux begins to regain his memory of his former life after seeing two hostages that look like the villagers he tried to rescue in Vietnam. Turning around, he looks at the face of Scott (who also experiences the same memories), since he is a universal soldier, the hero does not say anything. Both heroes ignore control commands for a while.

Back at the Mobile Command Center, the Universal Soldiers' tech team is trying to figure out what happened during the Hoover Dam incident. Viewers are shown that Universal Soldiers have enhanced healing abilities and superior strength, but also tend to overheat and shut down. They are also found to be given neural serum to keep their minds in check and suppress previous memories. All Universal Soldiers are then ordered to return to their cooling devices and inject themselves with the serum. Because of the glitch, Woodward, one of the project's technicians, thinks it might be best to remove Scott and Devereaux from the team until they can be further reviewed. But Colonel Perry, the commander, says the mission will proceed as planned.

TV news journalist Veronica Roberts is trying to get a story about the Universal Soldier Project in an attempt to get her job back, as she was fired early due to her coverage of the Hoover Dam news. After communicating with representatives of the project, the heroine receives only vague answers. She later sneaks into the base with a camera to investigate the project further. The girl discovers the body of the Universal Soldier, who is mortally wounded but appears to be still alive.

Veronica tries to escape, but Devereaux and Scott are ordered to bring her back. She runs to her operator's car, and a chase begins that ends in an accident. Scott ruthlessly kills the operator, and is already aiming at the girl, but Devereaux stops him in time.

After the girl escapes, along with Deveraux, Scott quietly mutters to himself that his former partner is a traitor. Colonel Perry decides to pursue the reporter and Devereux across the country in order to prevent the spread of information about the universal soldiers not only to the general public, but also to the government of the United States of America.

While the heroes are hiding, Veronica Roberts turns on the TV to understand how society reacted to the death of the cameraman. Suddenly, Scott's old personality begins to emerge. The hero kills everyone around, and the remaining team of technicians of the Universal Soldier project has to leave the complex in order to survive. Scott takes control of the other soldiers for himself.

Devereaux and Roberts travel in search of more information about the Universal Soldier project. The heroes meet Dr. Gregor, the creator of the project, who tells the whole story. Devereux remembers his past. Now he wants to go home to meet his family in Louisiana as soon as possible.

Scott finds the hero and Veronica Roberts, and also takes civilians hostage. A vicious fight ensues, during which Scott beats Deveraux mercilessly for having muscle enhancers. Roberts manages to escape from captivity, and escape from a grenade explosion that would have claimed her life. Scott continues to win until Devereaux injects himself with the serum and masters the muscle boosters. Now the heroes fight on equal terms. Devereux fights back with his new power and impales Scott on the spikes. Next, the hero throws the villain into a giant meat grinder, where there is not a trace of it left. Finally, the protagonist checks on Veronica, who managed to escape the explosion. At the end of the picture, Devereux and Roberts hug each other.

The plot tells about American soldiers killed in Vietnam, who have been revived in the present and turned into universal soldiers - practically invulnerable and terrible cyborgs, ideal machines for performing special operations. Two of them - Luc Devereux (Jean-Claude Van Damme) and Andrew Scott (Dolph Lundgren) - have partially regained their memory, and they are out of control.

Plot

Vietnam, 1969, the height of the war. Private Luke Devereux discovers that Sergeant Andrew Scott has gone insane, killing civilians and his own soldiers, accusing everyone of betrayal. Luke tries to convince the sergeant to go with him, but he kills the captured Vietnamese guy and orders Luke to kill the girl, Luke tries to save her, fights with the sergeant, and they shoot each other. Arriving reinforcements discover the bodies of the dead soldiers, they are taken away, but recorded as missing.

Desert Nevada, today. Terrorists have captured the Hoover Dam and demand the release of their accomplices, threatening to blow up the dam and shoot all the hostages. A team of universal soldiers arrives at the dam, consisting of GR-44 (Luke Devereaux) and GR-13 (Andrew Scott). The team successfully destroys the terrorists and frees the hostages, while GR-44 sees a couple of Vietnamese among them, remembers the events of the Vietnam War and stops responding to calls. Reporters bombard Colonel Perry with questions, who refuses to answer, citing secrecy. The Universal Soldiers at their mobile base chill in the freezer and receive an injection to erase their memory. Journalist Veronica Robberts, along with her cameraman, infiltrates the base, takes several photographs and tries to escape, but they are stopped by GR-44s and GR-13s. GR-13 kills the operator, GR-44 remembers Vietnam again, disarms GR-13 and takes Veronica away from the base, at the same time trying to follow the commands given by the colonel. Veronica rips off his headphones and cuts off communication with the base. There is a commotion at the base, information about the animated dead is about to leak to the press. A few hours later, the runaways' car runs out of gas, Luke gets out and pushes the car at over 30 miles an hour, to Veronica's shock.

Day 2. Arc fork. Arizona. Veronica and Luke rent a motel room, Veronica learns that she is wanted. The hatch is overheated, it needs cooling, it is placed in an ice bath, its wounds heal before our eyes. The command organizes a raid on the fugitives, they hide under the blankets of their lovers in the next room and leave in their car. At a gas station, Luke asks Veronica to find a tracking sensor on his body, rips open his calf muscle, Veronica pulls out the sensor. Arriving Unisols storm the gas station on a signal from the sensor, but fall into a trap. Hiding Luke and Veronica leave in the same car, the GR-13 hiding in it grabs Luke, but he manages to get rid of him. Later, Colonel Perry gives the order to return, but GR-13 realizes that he is US Army Sergeant Andrew Scott, kills the colonel and some of the program personnel and declares himself in charge. Thus, Scott is now engaged in a personal vendetta with an old enemy.

Day 3 Tyler State of Utah. The surviving base doctors try to erase Scott's memory, but Scott kills one of them. He asks the citizens about the fugitive Devereux, at which time the remaining doctor sets up an explosion at the base. Scott drags the bodies of GR-76 and GR-55 into the freezer at the supermarket. He couldn't revive the 55th, but he still had the 76th. Scott tells the customers about the traitors and shoots the cops who arrive. Luke remembers Dr. Christopher Gregor, the creator of the Universal Soldier program. They visit him in Veterans Town, and he tells them both about the program itself and about the traumatic memories that drove Scott and Devereaux crazy. Later, Luke puts Veronica on the bus, but she leaves the bus and they are both arrested and taken away by the police. On the way, they are attacked by Scott at the mobile base (trailer), Luke kills the driver of the GR-76 with a pistol, the trailer with Scott falls into the abyss and explodes.

Day 5. Moreau. Louisiana. Veronica brings Luke to his parents, she decides to leave, but she is taken hostage by Scott. Luke goes to talk with Scott, they fight. Scott throws a grenade at Veronica. The grenade explodes and Veronica falls. Luke thinks Veronica is dead and in a rage, he kills Scott with the chopper machine. Luke and Veronica hug.
