Andrei Lisitsyn was born on April 16, 1945 in the village of Kuleshi, Orel Region. He received his higher education in 1968, having graduated from the Moscow Technological Institute of the Meat and Dairy Industry. Subsequently, he became a leading scientist in the field of meat technology and meat products.

Since 1968, he worked at the Mogilev Meat Processing Plant as an engineer of instrumentation and automation, chief metrologist, chief engineer of the Slutsk Meat Processing Plant, director of the Zhlobin Meat Processing Plant.

In 1986, Lisitsyn was transferred to the All-Russian Research Institute of the Meat Industry named after V.M. Gorbatov to the position of deputy director for scientific work, then director of the institute.

Since 1999 he has been a corresponding member of the Russian Academy of Agricultural Sciences. Later he was elected Academician of the Russian Academy of Agricultural Sciences and the Russian Academy of Sciences in the Department of Agricultural Sciences.

The scientist prepared 6 doctors and 15 candidates of sciences. He is the author of over 450 publications, including 11 monographs and 83 publications in foreign sources, 57 patents. Editor-in-Chief of the All About Meat magazine. Member of the editorial board of the journals Meat Industry, Storage and Processing of Agricultural Raw Materials, Food Industry, Meat Technology in Serbia.

The academician took an active part in the development of mathematical criteria for the qualitative assessment of the nutritional and technological adequacy of meat raw materials and the methodology for its differentiation; highly efficient technological scheme for universal cutting of meat half-carcasses and cuts; receiving a quantitative classification of anatomically isolated muscles; methods for designing the biological value of multicomponent meat systems.

Andrey Borisovich was awarded the Honorary title "Honored Worker of Science of the Russian Federation". Laureate of the State Prize of Russia. He was awarded the Order of Honor, the medal "In Commemoration of the 850th Anniversary of Moscow".

Education and degree

In 2002, he graduated from the Law Faculty of the National Research University Higher School of Economics. In 2006 he defended his dissertation for the degree of candidate of legal sciences on monetary and legal issues.

Labor and teaching activities

After graduation, he got a job at the Central Bank of the Russian Federation. As an employee of the Department of Financial Monitoring and Currency Control, he was responsible for the development and improvement of the currency legislation of Russia and the regulations of the Central Bank in this area. In parallel with his work, for four years he was also a teacher at the Department of Financial Law of the Faculty of Law of the National Research University Higher School of Economics.

From 2006 to 2009, he was a senior tax consultant in the Legal and Tax Services Department at PricewaterhouseCoopers, where he gained experience in organizing and conducting audits of market participants.

Then, for about three years, he worked at Promsvyazbank as Deputy Head of the Department for Legal Support of Banking Operations and Transactions, and was responsible for interaction with authorities in the field of improving legislation in relation to the bank's activities.

In 2011, he returned to the Central Bank, becoming an adviser to the first deputy chairman and head of the department for regulation and development of cashless payments. During his work until 2014, he dealt with issues of state regulation of relations in the field of organization and functioning of the national payment system, including the registration of payment systems.

In 2014, he took up the post of director for strategic issues of the Alpari group of companies.

In 2015, he headed the Strategic Development Committee of the Center for Regulation of OTC Financial Instruments and Technologies, and in 2016 he was elected President of the Center for Regulation of OTC Financial Instruments and Technologies (CRFIN, later NAFD).

Since March 2017, he has been an adviser to the Chairman of the Board of NP NPS and deals with the regulation of financial technologies, combating money laundering and the financing of terrorism, and information security.

Area of ​​scientific activity:
Forecasting the development of the industry, studying, system analysis, classification and practical use of information on the nutritional and technological adequacy of meat raw materials, systematization of the main patterns of the influence of enzymatic and non-enzymatic processing methods on the depth of destruction of proteins of the cytoskeleton of muscle tissue, problems of formation, prediction and management of the quality and safety characteristics of meat products in the process of their manufacture and storage, designing new types of meat products depending on their functional orientation, substantiating the modes of technological processes for processing meat raw materials that ensure the production of high-quality meat products for general, special and therapeutic purposes and guaranteeing their safety for consumers.
R&D implemented in agricultural production.

New technological processes, methods and techniques have been introduced at more than 600 enterprises in Russia and the CIS countries, including:
- mathematical criteria for the qualitative assessment of the nutritional and technological adequacy of meat raw materials and the methodology for its differentiation;
- a comprehensive physical and chemical assessment and the regularities of the influence of meat belonging to the quality groups DFD, NOR and PSE on ultrastructural characteristics and functional and technological properties have been established;
- the influence of mechanical, temperature and enzymatic influences on the change in the functional and technological properties and nutritional value of autonomous connective tissue, which predetermine the directions of its use in minced meat products technologies;
- a highly efficient technological scheme for the universal cutting of meat half-carcasses and cuts, providing for the conformity of meat raw materials with technological and food purposes;
- quantitative classification of anatomically isolated muscles, allowing, according to the numerical values ​​of the integral deformation-destructive work, to subdivide them into five technologically individual groups;
- a technique for designing the biological value of multicomponent meat systems, variable in relation to the degree of grinding and humidity-temperature conditions of technological processing.
