The register of exemplary programs is a state information system that is maintained on electronic media and functions in accordance with uniform organizational, methodological, software and technical principles that ensure its compatibility and interaction with other state information systems and information and telecommunication networks. (Part 10 of Article 12 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation” (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2012, No. 53, Art. 7598; 2013, No. 19, Art. 2326).

According to Part 10 of Article 12 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation", Sample basic educational programs are included in the register of sample basic educational programs.

The register of educational programs is an information database that systematizes exemplary and adapted educational programs at the federal level. The work is carried out and stored on electronic media. The register is formed according to methodological, organizational and software and technical principles, due to which the interaction of the service with other telecommunication networks and state information systems is achieved.

Register of Federal State Educational Standards: an exemplary educational program

Access to the Registry:

  • free and universal;

Register of educational programs for the Federal State Educational Standard: principles of compilation

The creation of the Register was initiated by representatives of the Ministry of Education and Science, who thus decided to facilitate the process of developing educational programs for kindergartens and schools. Since educational programs are quite variable and presented in a wide variety, so that educational institutions can choose suitable ones for implementation and familiarization of interested parties (representatives of the administration, teachers, methodological workers, the public), their systematization is necessary.

The filling of the web portal of the register of educational programs for the 2018-2019 academic year according to the Federal State Educational Standard is regulated by the law "On Education in the Russian Federation". In Chapter 2 Art. Paragraph 12, paragraph 11, refers to the creation of a POEP or a register of exemplary basic educational programs. Information is organized according to hierarchical and faceted methods. programs by educational levels at the POOP:

  • preschool education;
  • primary;
  • basic general education;
  • secondary, which in turn is subdivided into POOP of the humanities, natural sciences, socio-economic, universal and technological profiles.

A separate group is occupied by programs:

  • corrective work with students;
  • on academic subjects;
  • formation of UUD;
  • extracurricular work.

The registry is maintained by an operator approved by the Ministry, which manages the servers and web resources hosted under the Federal State Educational Standard. It also collects, processes and analyzes the information resources of the system, conducts an examination of the submitted programs and places them on the web portal. The tasks of the operator organization include careful documentation of all processes: the issuance of conclusions, the execution of protocols, the preparation of orders.

General provisions of the register of educational programs for the Federal State Educational Standard 2018-2019

The creation and operation of the Register directly depend on the observance of organizational, legal, information and technical conditions, staffing and sufficient funding. To ensure full access to information, it will be possible to go from the Registry web portal to various educational portals, including the website of the Ministry of Education and Science.

Who is the Register for? The database of programs is necessary for teachers and educators, heads of schools and preschool educational institutions, methodologists, representatives of the system of additional teacher education and vocational education organizations, employees of government bodies, parents of students and pupils of preschool educational institutions.

All users of the web portal can be conditionally divided into groups:

  • the operating organization, which is appointed by the Ministry of Education and Science and has access to all sections of the database, including the closed part, in order to be able to enter and moderate the texts of the PEP, add news reports, event announcements, expert opinions, ministerial orders;
  • anonymous - users who have not been registered, but can visit all sections of the web portal, study information, download any files open for free access, participate in the discussion of the PEP, which are undergoing examination;
  • Registry administrator - a representative of the operator organization who has the right to access all sections of the information system and can make any changes to it;
  • public discussion expert - a user who has been registered and can add comments to programs that are under examination.

Why is the Register being developed? The database organizes and takes into account educational programs according to their status (developed, implemented, completing the action, completed), records the changes that have been made to the EEP. Thanks to him, teachers and educational institutions receive the necessary methodological assistance necessary for choosing existing and developing their own programs.

It will be possible to achieve the goals set for the Register if favorable conditions are created to:

  • the maximum number of software developers were involved in the work;
  • the activities of the experts and the coordinating council for the examination of programs were public, and their results were available to the public;
  • there was a public discussion and open evaluation before the ERP was entered into the registry;
  • to meet user requests and update the structure of the information system.

What are the tasks of the Registry? An information system of this type is designed to perform tasks related to the search, systematization, storage and comfortable use of the provisions of educational programs. The register of educational programs of the Ministry of Education and Science of the Russian Federation allows:

  • keep records of the approved PEP, changes made to the programs, information about their quality;
  • automatically process and search for information about programs;
  • collect information and subsequently analyze data on the frequency of requests by various user groups to the Registry;
  • use the system for scientific purposes, developing technologies for solving the problems of the development of preschool and secondary general education;
  • preserve and protect the information contained in the Register;
  • improve the principles for conducting a comparative analysis of programs, assessing trends in the Russian educational process and prospects for its development;
  • create conditions for healthy competition between software developers who, having free access to the texts of other PEPs, will be able to carefully evaluate and correct tactical errors in their work;
  • to form the practice of examination, protection and prevention of programs from dishonest attitude towards its implementation;
  • maintain uniform requirements for the quality of educational programs on the territory of the Russian Federation and, in the future, create conditions for the development of new standards.

It is believed that the register of exemplary educational programs according to the Federal State Educational Standard will have a positive impact on the development of education in Russia. Open access to the texts of the programs and their public discussion, examinations and evaluations by specialists and ordinary citizens will become possible. Thus, interest in the development of education and the expansion of the number of programs will increase not only among educational workers, but also among other groups of the population. The arsenal of tools for developing programs will be expanded, including advanced training courses, scientific and methodological recommendations.

In this regard, experts will have more opportunities for the development of practical and scientific thought, and managers will have mechanisms for choosing a PEP for their educational institution and conducting a scientifically based examination of the proposed options. Ordinary educators with the help of the Register will prepare for the development of their own versions of curricula, expanding the horizons of vision of their own educational field.

In addition to the key tasks, the Registry will perform additional functions:

  1. Issuance of an extract from the register and a certificate of inclusion of the POOP in the document.
  2. Methodological assistance for original developers based on exemplary ones.
  3. Organization of instructive and methodological meetings and meetings.

Register of exemplary basic educational programs: compilation and amendment

The document indicates the passport data of each program and its number in the register, by which it can be identified. Each POOP automatically receives a number that cannot be changed afterwards. So that the programs can be compared with each other, when deciding on the choice of one or another PEP, the register of educational programs includes information about each of them systematized according to certain parameters. The comparison parameters are selected and approved by the coordinating council. Full and brief information about the program is submitted by its developers to the operating organization for the coordinating council to consider and approve it.

The general principles for the formation of federal registers are applicable to the compilation of the Register. The key of them is the principle of a single order of forms, methods and approaches to achieve comparability of information. In addition to it, when compiling an information system, they are guided by other principles.

In order for an application to be considered for examination, the PEP is checked for compliance with the following requirements:

  1. The passport of the program is correctly issued.
  2. The POOP contains target, organizational and content sections that meet the requirements of the Federal State Educational Standard.
  3. There is a glossary with explanations of all abbreviations and designations, concepts and terms presented in the program.
  4. A list of methodological and regulatory documents, literary sources that were used in the development of the program has been included.
  5. There are methodological recommendations for educators on adapting or developing a basic program based on the PEP.
  6. There is a section that indicates the prospects for the implementation of the ERP in the next few years.

The application is made in triplicate in paper format, each of which is certified by the signature of the head and the seal of the organization, as well as on any electronic medium.

To get into the register of educational programs according to the Federal State Educational Standard, adapted and exemplary programs undergo peer review. At the same time, one positive review is not enough for the PEP to be included in the Register, at least two expert organizations must draw up a positive summary of the program, which is based not on a subjective opinion, but on the parameters and evaluation criteria approved by the Ministry of Education and Science. In the conclusion on the examination, experts recommend or do not recommend including the program in the Register.

The operating organization not only makes changes to the implementation of the examination, but also, together with the coordinating council, develops the procedure for making them.

  • All users of the Registry can study the texts of the PEP, thus, the programs are submitted for public discussion, but the reviewers must express a reasoned, but emotionally subjective opinion. Arguments "for" or "against" the approval of the program are created, polls are developed so that participants can refute or support the opinions of other users.
  • Open discussion allows not only to attract the opinions of ordinary users, but also to form a community of non-professionals who, along with professional industry experts, will perform the examination of program applications.
  • After registering, users can send proposals through a special form to amend the list of legal acts that regulate the work of the Register, make proposals to improve the information system.

Maintenance of the federal register of exemplary educational programs

The Register of Adapted Educational Programs is a database created as a methodological aid to kindergartens and schools, which, using exemplary programs, will be able to develop original ones.

As projects are developed, texts are moderated, and the PEP expires, the Register is filled. New data are entered into the information system solely on the basis of the order of the Ministry of Education and Science. The operating organization forms, structures, regulates and distributes the information contained in the database.

Until the complete completion of the Registry project, it can be hosted on the server of the executor, and then transferred to the servers of the operating organization that meet the ministerial technical requirements and have been approved by it. Access to the Register is opened after the issuance of the relevant order of the Ministry of Education and Science. Users should be able to register on the Registry portal, search for data about the participants of the Registry and according to the passport data of the program.

The operating organization supervising the Register performs a number of functions:

  • enters information about accounting objects into the database by assigning register numbers to them (within a month after the issuance of the ministerial order on entering the PEP into the web portal, the administrator notifies the program developers that their project has been entered into the web portal);
  • includes changes to the Register;
  • performs accounting of information system objects and monitoring them;
  • monitors and analyzes the use of the Registry objects in order to collect reliable statistics on the frequency of calls to the program, its evaluation by users, the nature of the feedback on the SOOP;
  • excludes information about programs from the Registry, canceling their registry number, ceasing monitoring and transferring information to the archive.

Organizations-developers may submit requests to correct the text of programs that are already included in the Register. It is drawn up in writing, and then sent to the operating organization, indicating the passport data of the program and its registration number. The decision on the advisability of making changes is made by the coordinating council, about which the operating organization must inform the developers of the program within a month. If changes of a technical nature are required, the operator organization independently makes them.

The liquidation of the register of exemplary is carried out in accordance with applicable law. After liquidation, the information is transferred to the State Archives.

The Ministry of Education and Science coordinates the allocation of funds to the operating organization for the examination and maintenance of the Registry web portal. Financing is carried out according to the state task, which the operator organization receives for a year. Expert organizations are involved free of charge, developers are encouraged to engage on their own initiative on similar terms.

Section 1.

The general description of the Register of Educational Programs for the Federal State Educational Standard includes:

  • Enumeration of goals, tasks of the database, target groups for which the information system is being created.
  • The regulatory framework of the project (legislative acts, ministerial orders, decisions of the coordinating council).
  • Information on the procedure for entering data into the Register, development organizations and the requirements put forward to them.
  • Requirements for the PEP, which are put forward during the professional and technical examination, the list of documents for examination and the procedure for their submission, the principles for passing the examination.

In this section, in the subsection regarding obtaining a certificate of entry of the PEP into the Register, the reasons for which the program is entered into the database are listed:

  • expert opinions of various types of examinations;
  • recommendations of the Council for the selection of the ET;
  • Order of the Ministry of Education.

The procedure for issuing a certificate and the frequency of updating information on issued documents is specified.

It describes the procedure for deleting a program from the Register or issuing a refusal to enter it, lists the grounds for such a decision and ministerial orders governing the placement of programs in the Register.

Section 2

development of exemplary basic educational programs, conducting their examination and maintaining a register of exemplary basic educational programs
(approved by order of the Ministry of Education and Science of the Russian Federation dated May 28, 2014 No. 594)

1. This Procedure defines the rules for developing exemplary basic educational programs, conducting their examination and maintaining a register of exemplary basic educational programs (hereinafter referred to as the exemplary program).

This Procedure does not establish the features of development, implementation; examination and inclusion in the register of exemplary basic professional educational programs containing information constituting a state secret, and exemplary basic professional educational programs in the field of information security.

2. Exemplary programs are developed according to:

basic general education programs (educational programs of preschool education, educational programs of primary general education, educational programs of basic general education, educational programs of secondary general education);

basic professional educational programs (educational programs of secondary vocational education - training programs for skilled workers, employees, training programs for mid-level specialists; educational programs of higher education - bachelor's programs, specialist's programs, master's programs, programs for the training of scientific and pedagogical personnel in graduate school (adjuncture), residency programs, assistantship-internship programs);

main educational programs in terms of subjects, courses of disciplines (modules).

3. Exemplary basic educational programs are developed taking into account their level and focus on the basis of federal state educational standards, unless otherwise established by the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation" * (1). Exemplary programs include recommended educational and methodological documentation (exemplary curriculum, exemplary calendar study schedule, exemplary work programs for subjects, courses, disciplines (modules), other components), which determines the recommended volume and content of education at a certain level and (or) a certain directions, planned results of the development of the educational program, approximate conditions for educational activities, including approximate calculations of the standard costs of providing public services for the implementation of the educational program * (2).

4. Exemplary programs are developed in Russian and in accordance with this Procedure.

5. Draft exemplary basic general education programs are developed by order of the Ministry of Education and Science of the Russian Federation and (or) educational and methodological associations in the general education system, projects of exemplary basic professional programs are developed by participants in relations in the field of education (hereinafter referred to as developers).

II. Conducting an examination of projects of exemplary basic general education programs

6. Draft exemplary programs are sent by the developers to organize an examination to the council for exemplary basic general education programs (hereinafter referred to as the council), created by the Ministry of Education and Science of the Russian Federation.

7. The Council, within 7 working days from the date of receipt of the draft exemplary program, sends it to the organization designated by it for examination (hereinafter referred to as the organization) and places it on the website fgosreestr.ru of the Internet information and telecommunication network (hereinafter referred to as the website) to inform the public .

Authorized state authorities of the constituent entities of the Russian Federation * (3) are involved in the examination of exemplary basic general educational programs, taking into account their level and focus (in terms of taking into account regional, national and ethno-cultural characteristics).

Exemplary programs in terms of subjects, courses, disciplines (modules) aimed at obtaining knowledge by students about the fundamentals of the spiritual and moral culture of the peoples of the Russian Federation, about moral principles, about the historical and cultural traditions of the world religion (world religions), are subject to examination in a centralized religious organizations for the compliance of their content with the dogma, historical and cultural traditions of this organization in accordance with its internal regulations * (4).

8. The organization, within a month after receiving the draft exemplary program, prepares an expert opinion and sends it to the council.

9. A draft exemplary program with an attached expert opinion is considered at a meeting of the council within 30 working days from the date of their receipt by the council.

10. Based on the results of consideration of the project, the council makes one of the following decisions:

11. The decision of the council is drawn up in a protocol, a copy of which is sent to the Ministry of Education and Science of the Russian Federation within 5 working days from the moment the decision is made by the council.

12. The Ministry of Education and Science of the Russian Federation sends to the developer an extract from the minutes of the meeting of the council with the decision of the council to reject the project or to send the project for revision within 5 working days from the date of the adoption of the relevant decision by the council.

13. When a finalized project is received by the Ministry of Education and Science of the Russian Federation, for which the council decided to send it for revision with subsequent reconsideration by the council, the said project is re-posted on the website, its examination is carried out and considered by the council in accordance with this Procedure .

III. Conducting an examination of projects of exemplary basic professional programs

14. Draft exemplary programs are sent by developers to educational and methodological associations in the system of vocational education to organize an examination.

15. The development of exemplary programs for the training of scientific and pedagogical personnel in postgraduate studies is provided by the federal executive authorities, in which the legislation of the Russian Federation provides for military or other service equivalent to it, service in the internal affairs bodies, service in the bodies for controlling the circulation of narcotic drugs and psychotropic substances , exemplary postgraduate internship programs - the federal executive body responsible for the development of state policy and legal regulation in the field of culture, exemplary residency programs - the federal executive body responsible for the development of state policy and legal regulation in the field of healthcare *(5).

16. The educational and methodological association in the vocational education system, within 7 working days from the date of receipt of the draft exemplary program, sends it to the organization determined by it for examination (hereinafter referred to as the organization) and places it on the website fgosreestr.ru in the information and telecommunication network "Internet" (hereinafter referred to as the website) to inform the public.

Exemplary programs in terms of subjects, courses, disciplines (modules) aimed at obtaining knowledge by students about the fundamentals of the spiritual and moral culture of the peoples of the Russian Federation, about moral principles, about the historical and cultural traditions of the world religion (world religions), are subject to examination in a centralized religious organizations for compliance of their content with the dogma, historical and cultural traditions of this organization in accordance with its internal regulations * (6).

17. The organization, within a month after receiving the draft exemplary program, prepares an expert opinion and sends it to the council.

18. A draft exemplary program with an attached expert opinion is considered at a meeting of the educational and methodological association in the system of vocational education within 30 working days from the date of their receipt.

19. Based on the results of consideration of the project, the educational and methodological association in the system of vocational education makes one of the following decisions:

a) approve the exemplary program;

b) approve the exemplary program and move the previous exemplary program to the archive section of the registry;

c) reject the draft exemplary program;

d) send the draft exemplary program for revision with subsequent re-consideration at a meeting of the council.

20. The decision of the educational and methodological association in the system of vocational education is drawn up in a protocol, a copy of which is sent to the developers within 5 working days from the date of the decision.

21. When a revised project is received by an educational and methodological association in the vocational education system, for which it was decided to send it for revision with subsequent re-consideration, the said project is re-posted on the website, its examination is carried out and reviewed in accordance with this Procedure.

IV. Maintaining a register of exemplary programs

22. The register of exemplary programs (hereinafter referred to as the register) is a state information system * (7), which is maintained on electronic media and operates in accordance with uniform organizational, methodological and software and hardware principles that ensure its compatibility and interaction with other state information systems and information and telecommunication networks.

23. The information contained in the register is publicly available*(8).

24. Organizations that are granted the right to maintain the register are established by the Ministry of Education and Science of the Russian Federation * (9) (hereinafter referred to as the operator).

25. The register is maintained by the operator by:

entering in the register of exemplary programs, the details of the decision to approve the exemplary program, the transfer of exemplary programs to the archive section for which such a decision was made, the details of the decision to transfer the exemplary program to the archive section;

technical support for the functioning of the register;

automated processing of information contained in the registry;

providing access to sample programs contained in the registry;

ensuring the safety of information contained in the register;

ensuring the protection of information contained in the register.

26. The registry is maintained using hardware and software that have passed the appropriate verification and certification.

27. After approval, a sample program is sent by the Ministry of Education and Science of the Russian Federation or an educational and methodological association in the vocational education system within 10 working days to the operator.

28. The operator places an exemplary program in the register within 5 working days from the date of its receipt.

29. The decision to transfer the exemplary program included in the register to the archive section is sent by the Ministry of Education and Science of the Russian Federation or the educational and methodological association in the vocational education system within 10 working days from the moment such a decision is made to the operator.

30. The operator transfers the exemplary program included in the register to the archive section within 5 working days from the date of receipt from the Ministry of Education and Science of the Russian Federation or the educational and methodological association in the vocational education system of the corresponding decision.

Document overview

The procedure for the development of exemplary basic educational programs has been established. At the same time, it does not define the features in relation to programs that contain state secrets or belong to the field of information technology.

Exemplary programs are compiled taking into account their level and focus on the basis of federal state educational standards. They include recommended educational and methodological documentation (curriculum, academic calendar, work programs for subjects, courses, disciplines (modules), and other components). It defines the volume and content of education of a certain level and (or) focus. Planned results of mastering the educational program. Approximate conditions of educational activity. Including calculations of standard costs for the provision of public services for the implementation of the educational program.

Projects of exemplary basic general education programs are developed by order of the Russian Ministry of Education and Science and (or) educational and methodological associations in the system of general education. Projects of exemplary basic professional programs are prepared by participants in relations in the field of education.

Draft programs are being reviewed. The procedure for its implementation is determined. To inform the public, they are posted on the website fgosreestr.ru.

Approved exemplary programs are entered in a special register. It is in the public domain. The rules for maintaining this resource have been established.

In accordance with Articles 12 and 28 of Federal Law No. 273-FZ

Exemplary BEPs are developed taking into account their level and focus in accordance with the Federal State Educational Standard and, based on the results of the examination, are included in the register of exemplary basic general education programs, which is the state information system: http://www.fgosreestr.ru/.

At present, in accordance with the decision of the federal educational and methodological association for general education (minutes No. 1/15 dated April 8, 2015), the Sample Basic Educational Program of Primary General Education is included in the register of exemplary basic general education programs (http://fgosreestr.ru/node /2067) and the Approximate basic educational program of basic general education (http://fgosreestr.ru/node/2068).

The above programs have been significantly improved in comparison with the previous versions, they have clarified, concretized, methodically reinforced the provisions related to the results of mastering the OOP (including taking into account the concepts of philological, mathematical, historical education, the introduction of the TRP complex), the assessment system, extracurricular activities, assessment of the quality of the implementation of the BEP and more.

BEP The EPs included in the register have the status of educational and methodological, and not legal documentation, therefore they are advisory in nature and are used by the school when developing their own basic educational program.

PEP PA are accepted by the collegiate management bodies of the educational organization in accordance with the Charter and does not require approval, examination and approval in regional executive authorities and local governments that manage education.

The main educational program of an educational organization becomes the object of external evaluation during the period of licensing, state accreditation, as well as state control and supervision in the field of education.

The conditions and procedure for the development of the main educational program are established by a separate local regulatory act of the general educational organization in accordance with the legislation of the Russian Federation in the manner established by the Charter, which should indicate:

the procedure and frequency for the development of the BEP OO or for making changes to the current basic educational program (in accordance with the frequency of updating educational standards, as well as in connection with changes in the life of an educational organization);

the composition of the participants in the development of the OO OO, their powers and responsibilities.

the procedure for discussing the draft OOP OO;

the procedure for approval of the OO OO and commissioning.

The main educational program of general education is implemented by an educational organization in compliance with the requirements of state sanitary and epidemiological rules and norms (in the course of its development, changes are taken into account regarding the total volume of the maximum allowable classroom and extracurricular, daily workload, the possibility of alternating classroom and

extracurricular activities (clauses 17, 20, 21) 6 . The forms of organization of the educational process, the alternation of classroom and extracurricular activities within the framework of the implementation of the main educational program of general education are determined by the educational organization.

The main educational program of general education contains a mandatory part and a part formed by the participants in the educational process. The compulsory part of the basic educational program of primary general education is 80%, and the part formed by the participants in the educational process is 20% of the total volume of basic educational

programs. At the level of basic general education, this ratio is 70% and 30%, respectively, and at the level of secondary general education, 60% and 40% 7 . This ratio of parts of the OOP OO should be represented in everyfrom three sections of the main educational program: target, content and organizational.

The structure of the OO OO should include:

a) Target section: explanatory note;

the planned results of mastering the main educational program by students;

a system for assessing the achievement of the planned results of mastering the main educational program.

a program for the development of universal educational activities (a program for the formation of general educational skills and abilities);

programs of individual subjects, courses; program of education and socialization; remedial program.

c) Organizational section: curriculum;

plan for extracurricular activities; calendar study schedule;

system of conditions for the implementation of the main educational program in accordance with the requirements of the Standard.

It must be borne in mind that changes have been made to the OO OO, according to which organizational section along with the curriculum, extracurricular activities plan added:

calendar study schedule(Orders of the Ministry of Education and Science of the Russian Federation dated December 29, 2014 No. 1643, 1644, 1645 clarified that “the calendar study schedule should determine the alternation of educational activities (class and extracurricular) and planned breaks in obtaining education for recreation and other social purposes (holidays) for calendar periods of the academic year : dates of the beginning and end of the academic year; duration of the academic year, quarters (trimesters); terms and duration of holidays; terms for intermediate certifications ");

in the system of conditions for the implementation of the BEP - evaluation and methodological materials;

other components at the discretion of the educational organization.

Thus, the BEP is a local normative act that defines the goals, objectives, planned results, content and organization of the educational process at each level of general education in a particular educational organization, 8 taking into account the characteristics, composition of students, location, pedagogical opportunities.

When implementing educational programs of organizations, a form of organizing educational activities can be used, based on the modular principle of presenting the content of the educational program and building curricula, using appropriate educational technologies. nine

Within the framework of Federal Law No. 273-FZ, educational programs are implemented by an organization carrying out educational activities, both independently and through network forms of their implementation 10 .

According to Article 15 of Federal Law No. 273-FZ, “a network form of implementing an educational program is a joint implementation of an educational program by several organizations engaged in educational activities, with the involvement, if necessary, of organizations of science, culture, sports and other organizations that have the resources necessary for the implementation of training, training and work practices and other types of educational activities provided for by the relevant educational program, through the organization of network interaction.

Work programs for academic subjects (courses)

Work programs for academic subjects (courses) are an integral part of the substantive section of the main educational program of a general educational organization. They can be drawn up by teachers of an educational organization, taking into account exemplary programs for individual academic subjects (courses) of general education included in the state register.

Sample Programs cannot be used as workers, since they do not set the sequence of studying the material and distributing it by grade or year of study, they do not reflect the features of the educational program of the school, the contingent of students, the methodological system and the individual style of the teacher.

Teachers have the right to develop and apply copyright programs and methods of teaching and upbringing within the limits of the implemented educational

program, individual subject, course, discipline (module).

The work programs of the subjects are developed in accordance with the Federal State Educational Standard of the OO, taking into account the exemplary work programs of the subjects.

    Work programs for academic subjects (courses) of primary generaleducation.

The structure of the program of subjects and courses is determined by the Federal State Educational Standard of the IEO 11 and should contain:

an explanatory note that specifies the general goals of primary general education, taking into account the specifics of the subject, course; general characteristics of the subject, course; description of the place of the subject, course in the curriculum; description of the value orientations of the content of the subject; personal, meta-subject and subject results of mastering a particular academic subject, course;

description of the material and technical support of the educational process. In this case in an explanatory note the validity of those changes and additions that distinguish it from the exemplary program in the subject, including the features of the main educational program of the school, the contingent of students, and the methodological system of teachers, should be spelled out.

Thus, the variable part of the work program for the subject (course) will be reflected to a greater extent in the explanatory note.

Thematic planning with the definition of the main types of educationalactivities of students is drawn up clearly in accordance with the textbook on which the training is carried out.

Personal, metasubject, subject results learning the subject, the course should be specified, including the results studycourse by years of study.

In addition, educational results should be added by changing the content, the results for two levels of mastering the curriculum should be specified: what the student will learn in the process of studying the course, and what will be able to learn in the process of studying the course.

In chapter "Material and technical support of the educational process" on the subject, the course indicates a textbook, teaching aids, a list of literature for students that develops their cognitive interest in the subject, control and measuring materials, digital educational resources (DERs), electronic educational resources (EORs), technical teaching aids, educational and practical equipment, etc.

    The structure of the work program for the subject (course) within theimplementation of the GEF of basic general education is defined by normative document 12 and includes the following sections:

an explanatory note that specifies the general goals of basic general education, taking into account the specifics of the subject; general characteristics of the subject, course; description of the place of the subject, course in the curriculum; personal, meta-subject and subject results of mastering a particular academic subject, course;

thematic planning with the definition of the main types of educational activities;

description of the educational, methodological and logistical support of the educational process;

planned results of the study of the subject, course.

This structure of the work program for the subject (course) is mandatory when developing a work curriculum for the subject, which is expedient (for example, "History 5-9 grade"). This allows you to see the perspective, step-by-step planning and progress towards the planned educational outcomes by year of study.

Also, the development of a work program for a subject can be the result of the work of a methodological association of subject teachers, in which case all teachers teaching this subject in a given educational organization can work on it.

    The structure of the work program for the subject, course withinimplementation of the GEF of secondary general education is defined by normative document 13 and includes the following sections:

an explanatory note that specifies the general goals of secondary general education, taking into account the specifics of the subject; general characteristics of the subject, course; description of the place of the subject, course in the curriculum; personal, meta-subject and subject results of mastering a particular academic subject, course;

thematic planning with the definition of the main types of educational activities of students;

description of the educational, methodological and logistical support of the educational process.

This structure of the work program for the subject (course) is mandatory, as well as in primary and secondary schools it is advisable develop to the level of learning secondary general education (grades 10-11).

In accordance with the requirements of the standard, the study of academic subjects, courses at the choice of students can be conducted at a basic or advanced level. In accordance with this, work programs for academic subjects can be developed separately (a work program for the subject of chemistry (basic level), a work program for the subject of chemistry (advanced level) or within the framework of one work program, basic and advanced levels of studying a subject can be distinguished.

A number of subjects are of an integrated nature and they are included in the curriculum of secondary general education as a single subject (Russian language and literature; native language and literature, mathematics: algebra and the beginning of analysis, geometry), therefore, such subjects should have one work program. At the same time, such subjects as social science, Russia in the world, ecology, natural science, physical education, life safety are studied only at a basic level, which should be reflected in the work program.

Work programs for academic subjects (courses) are developed and approved by the educational organization independently and should notundergo mandatory external examination and approval in regional, mun iti palny governing bodies of education and methodological services.

In addition, being part of the substantive section of the main educational program, they are fixed by the local regulatory act of the educational organization on the approval of the main educational program and do not require a separate order.

In the work program for the subject, the same ratio of the variable and invariant parts must be observed as in the whole in the PEP.

Calendar-thematic (per-hour) planning is optionalpart of the work program.

Its presence (obligation), the frequency of compilation, as well as the form is determined by the local regulatory act of the educational organization. It is calendar-thematic planning that is a personalized document that reflects the development of the program in a particular class, organized by a particular teacher.

Changes during the academic year are made to the calendar and thematic planning, and not to the work program, since its implementation must be fully ensured. The introduction of changes should be fixed by the local regulatory act of the educational organization.

In the case when a subject is implemented at the expense of hours from the compulsory part of the curriculum and is enhanced by additional hours from the part formed by the participants in educational relations (for example, mathematics - 4 hours from the compulsory part + 1 hour from the optional part), a one workingprogram in mathematics at the rate of 5 teaching hours per week.

In the work program (item No. 3), a corresponding entry is made on the implementation of the program through both parts of the curriculum. If material is added to the variable part that supplements, expands the content of the basic program (for example, an introduction to geometry, logic games, mathematical design), then a separate work program for this course is developed in accordance with the above requirements (i.e. work programs will be two - mathematics (4 hours) and logic games (1 hour).

When developing work programs, you can use the work program constructor proposed during the public discussion of the main educational programs of primary and basic general education on the corresponding portal (http://edu.crowdexpert.ru).

Author's curricula of educational subjects, developed on the basis of exemplary curricula, can be considered as working programs. The issue of the possibility of their use in the structure of the main educational program of the school is decided at the level of the educational organization (letter of the Ministry of Education and Science of Russia dated April 19, 2011 No. 03-255 “On the introduction of federal state educational standards for general education”).

Didactic support for work programs in academic subjects, courses that meet the requirements of the Federal State Educational Standard for primary, basic and secondary general education is determined by the federal list of textbooks recommended by the Ministry of Education and Science of the Russian Federation for use in the implementation of those with state accreditation

programs of primary general, basic general, secondary general education.

In accordance with paragraph 3. of this document, organizations engaged in educational activities on basic general educational programs have the right use within five years in educational activities, acquired before the entry into force of this order, textbooks from the Federal list of textbooks recommended by the Ministry of Education and Science for use in the educational process in general education, special (correctional) educational institutions for the 2013-2014 academic year 14 .

We draw attention to the clarifications made to the Federal List in connection with the approval of the historical and cultural standard (at the moment, the lines of history textbooks published by the Prosveshchenie, Drofa, and Russkoye Slovo publishing houses have passed RIO scientific expertise).

In accordance with the Federal State Educational Standard, the rate of provision of educational activities with educational publications is determined based on the calculation:

at least one textbook in printed and (or) electronic form, sufficient for mastering the program of the subject for each student in each subject included in the mandatory part of the curriculum of the main educational program of primary, basic and secondary general education;

at least one textbook in printed and (or) electronic form or a textbook sufficient to master the program of the subject for each student for each subject included in the part formed by the participants in educational relations, the curriculum of the main educational program of primary, basic and secondary general education (as amended by the Orders of the Ministry of Education and Science of Russia dated December 29, 2014 N1643, 1644, 1645).

Explanations on the acquisition of textbooks and teaching aids for students in schools are given in the letter of the Committee for General and Vocational Education of the Leningrad Region dated May 27, 2015 No. 19-3723 / 15-0-0.

The register of exemplary programs is a state information system that is maintained on electronic media and functions in accordance with uniform organizational, methodological, software and technical principles that ensure its compatibility and interaction with other state information systems and information and telecommunication networks.
