In everyday life, official local time is used, which differs to a greater or lesser extent from solar time. The entire surface of the Earth is divided into time zones (in other terminology - time zones). Within the same time zone, the same time is used. The boundaries of time zones are determined by considerations of convenience and, as a rule, coincide with interstate or administrative boundaries. The time difference between neighboring time zones is usually one hour, although in some cases the time in neighboring time zones differs by two or more hours. There is also a time shift of 30 or 45 minutes.
For most countries, the entire territory of the country is within the same time zone. The territory of countries stretching from west to east for a considerable distance, such as Russia, USA, Canada, Brazil and a number of others, is usually divided into several time zones. The law adopted on Tuesday provides that the inhabitants of Transbaikalia on March 27, 2016 will move the hands one hour ahead. The authors of the amendments believe that this will increase the daylight hours effectively used by the population of the region, eliminate the negative impact of the existing time on the health of Transbaikalians, which in general will positively affect the economy of the region.

The authors of the law pointed out that the time zone in which Transbaikalia now lives does not correspond to the natural biological rhythms of a person, "who tends to be active during the daytime and rest in the dark."

According to them, the onset of dawn in Transbaikalia in the summer at 3 o'clock causes an interruption of physiologically normal sleep, shatters the nervous and immune systems of the body. An increase in the number of patients with heart attacks and strokes, an increase in the prevalence of mental disorders, an increase in the number of accidents, including those associated with road accidents, has been recorded, the authors explain.

In addition, regional deputies pay attention to the economic factor. According to them, in connection with the early onset of the dark time of the day, there is an increase in the consumption of electricity by the inhabitants of the region. According to the regional dispatching department of the Trans-Baikal Energy System, residents began to consume electricity by 5% more.

Communist Party deputy Vladimir Pozdnyakov proposed to change the clock in the region not on March 27, but on March 8, thus making a gift to the women of the region for the holiday. The profile committee did not support this amendment, noting that in the Russian Federation a clock change system had previously developed - on the last Sunday of March and the last Sunday of October.

According to Pozdnyakov, initially he was instructed to lobby the bill in the State Duma, but after Nikolai Govorin became a deputy, these powers were transferred to him.

Recall that in November the Russian government approved a bill on changing time zones in the Astrakhan region and in the Trans-Baikal Territory.

The bills propose to change the composition of the territories that form time zones by excluding the Astrakhan region from the second time zone (Moscow time) and assigning it to the third time zone (Moscow time plus one hour). And by excluding the Trans-Baikal Territory from the seventh time zone (Moscow time plus five hours) and assigning it to the eighth time zone (Moscow time plus six hours).

Moving the hands one hour ahead in these regions, follows from the conclusion of the government, "will lead to an increase in the total daylight hours effectively used by the population in the evening from 18:00 to 23:00".

However, by the end of the summer of 2014, legislators changed their minds and asked the State Duma to return the eighth time zone.

The deputies pointed out that while the time in Chita corresponded to the time in Irkutsk, an increase in the number of strokes, heart attacks, mental disorders, accidents, including road accidents, was recorded in the region. According to the data of the regional dispatching department of the Trans-Baikal energy system, the Trans-Baikal residents began to consume electricity by 5% more, it was noted in the explanatory note.
