To prepare for military service, citizens in the reserve may be called up for military training. Conducting military training for other purposes is not allowed.

Decrees on military training are signed annually by the head of state.

Duration of military training.

The duration of the military muster may not exceed two months. The total duration of military training, to which a citizen is involved during his stay in the reserve, cannot exceed 12 months.
The frequency of calling up citizens who are in the reserve for training camps cannot be more than once every three years.

Call for military training.

The call for military training consists of the following stages:
- selection of citizens for conscription for training camps in cooperation with completed military units;
- notification and call of citizens for military training;
- organization of medical examination of citizens called for training camps;
- organization of transportation of citizens called up for military training from the military commissariat (collection point) to the place of military training and back;

Military collections of reserves.

Military collections of storekeepers are the "most ordinary" military collections provided for in Art. 54 of the Federal Law "On military duty and military service", the first paragraph of which reads: "In order to prepare for military service, citizens who are in the reserve may be called up for military training."

Exemption from military fees.

According to Art. 55 of the Federal Law "On military duty and military service":
1. From military fees are exempt female citizens;
2. The following are also exempt from military dues:
a) citizens reserved for state authorities, local authorities and organizations for the period of mobilization and in wartime;
b) employees of internal affairs bodies, the State Fire Service, institutions and bodies of the penitentiary system, bodies for controlling the circulation of narcotic drugs and psychotropic substances and customs bodies of the Russian Federation;
c) civilian personnel of the Armed Forces of the Russian Federation, other troops, military formations and bodies, as well as internal affairs bodies, the State Fire Service, institutions and bodies of the penitentiary system, bodies for controlling the circulation of narcotic drugs and psychotropic substances and customs bodies of the Russian Federation ;
d) flight and technical staff, as well as workers and employees of aviation and railway transport, directly carrying out and providing transportation or engaged in the maintenance and repair of aircraft (helicopters), airfield equipment, rolling stock and railway transport devices;
e) the floating composition of the ships of the navy, as well as the floating composition of the river fleet and the fleet of the fishing industry - during the navigation period;
f) citizens directly engaged in sowing and harvesting - during the period of such work;
g) citizens who are teaching staff of educational institutions;
h) citizens studying full-time and part-time (evening) forms of education in educational institutions;
i) citizens studying by correspondence in educational institutions - for the period of examination and credit sessions and writing a thesis;
j) citizens discharged from military service - within two years from the date of transfer to the reserve;
k) citizens who have three or more minor children;
l) citizens who have grounds for deferment from conscription for military service;
m) citizens staying outside the Russian Federation;
o) members of the Federation Council of the Federal Assembly of the Russian Federation, senior officials of the constituent entities of the Russian Federation (heads of the highest executive bodies of state power of the constituent entities of the Russian Federation), citizens temporarily acting as the highest official of a constituent entity of the Russian Federation (head of the highest executive body of state power of a constituent entity of the Russian Federation) ;
o) citizens submitted in the prescribed manner to the legislative (representative) bodies of state power of the constituent entities of the Russian Federation as candidates for the highest officials of the constituent entities of the Russian Federation (heads of the highest executive bodies of state power of the constituent entities of the Russian Federation), - until a decision is made to reject the submitted candidacy or to endow its powers of the highest official of the constituent entity of the Russian Federation (head of the highest executive body of state power of the constituent entity of the Russian Federation);
p) citizens who have completed alternative civilian service.

3. The military commissar has the right to release a citizen from conscription for military training for valid reasons.
4. Not subject to conscription military training citizens specified in paragraph 3 of Article 23 of this Federal Law.

Sports fees options

Why do we need sports fees and what is it?

To achieve results in running, you need to train a lot correctly, improve your technique, endurance and not get injured. It is almost impossible for an ordinary working person to work, do two workouts a day, and still have time to recover.

Sports camps are from several days to several weeks of training, when nothing distracts you from sports and rest between workouts.

When is the right time to go to the sports camp?

It doesn't matter if you are a beginner or an advanced athlete, camps will help you in any case.

A beginner can focus on technique or endurance. One to two weeks of training under the close supervision of a trainer will help you achieve what would normally take one to two months.

More experienced athletes go to training camps to lay the foundation (do a lot of long workouts at a slow pace), develop some physiological parameter, prepare for specific competitions or get a set of workouts, for example, mountain training, which is impossible to do in urban conditions, and even just - relax.

The time for fees is selected depending on the goal. Marathon runners lay the base in winter - this is the basis for subsequent speed and technical training. Therefore, such fees are held from December to February. Training for technique requires low loads, so it is very good to work on it during the recovery period after the summer season - in October, November. In March-April, training camps are held to lead up to the competitive season.

And if you have a start at which you plan to show an excellent result, then the start itself should follow a series of camps. First, preparatory camps, which help to get in good shape by the start date. Following are those that help to optimally recover and acclimatize for the very start. This is a complex process that is very individual and depends on a lot of information. Even the Olympic teams do not always get into the peak of form at the Olympics.


Where to go to sports camps?

First of all, training camps are held where nothing - neither cooking, nor work, nor friends and family (this is more difficult) - interfere with training and sleep. If training takes place indoors, and you can “hide” from unnecessary communication, you can stay at home. However, it is psychologically easier to tune in to training by changing the environment. And the team with which you go to the training camp can teach you something new.

Runners ride in summer. There are two main favorite places for Russian national teams: Kislovodsk and Issyk-Kul. The reason is simple: climate and mountains.

People go to Kislovodsk more for the climate, because the height of 700 meters above sea level is not considered mountains in the method of sports training. And in terms of performance development, it's better to live on the 1200m and train on the 700m than the other way around because you stay up longer. And the dry climate of Kislovodsk makes even a temperature of -7 quite comfortable for running.

Issyk-Kul is much higher, but this means not only an increase in hemoglobin in the blood (carries oxygen into cells and takes carbon dioxide out of them), but also carries a much greater likelihood of overtraining and losing the competitive season.

Experienced athletes and their coaches know what they are doing, so training at altitude adds a lot to their endurance. For example, if there is a heat at a responsible start, the training camp is held not in the mountains, but in a hot climate. If it's wet, the mountains should be wet too. If the climate and weather during the start is normal, you still need to estimate the water consumption at the competition and maybe reduce the fees so that the hemoglobin level does not rise too much. After the training camp, you can do a number of training jobs to delay the effect of the training camp.

How long should sports camps be?

Short fees are accepted in Europe. Most amateurs are working people, they cannot leave for a long time and cannot do complex double or triple workouts within the working week (this is when two or three hard workouts go in a row and each next one is performed at the level of underrecovery from the previous one). Then they add two extra days to the usual weekend and do a series of workouts, and the recovery falls on the work week.

In Russia, longer fees have been adopted. They consist of several load blocks with recovery in between.

But the length of fees is determined not only by your free time. It is determined by the capabilities of your body: how many workouts the body is able to accumulate fatigue without breakdowns into illness, overtraining or injury. That is why even elite athletes try not to make camps longer than 3 weeks. If longer gatherings are needed, they are doubled with a week or two rest between them.

If you haven’t been to training camps before, it’s better to start with one week so as not to overtrain.

Also, the length of the fees depends on how long the effect of the fees should last.

How long does the effect of sports training last?

There is a simple formula that will suit any amateur: if you make camps lasting one week, then you will recover for a week, and for another week you will run on the effect of the camp. Of course, this formula is influenced by individual characteristics, the intensity of the training camp, the need for acclimatization, recovery after the training camp, but in general it is working.

What kind of training to do at sports camps?

The easiest way to tie training at the training camp to a standard working week, dividing it into two parts. Then you can form collections of any duration from standard cycles of three or four days.

Standard four-day cycle:
1 day - interval training
Day 2 - tempo workout
Day 3 - long workout
Day 4 - rest day

Standard three day cycle:
Day 1 - Interval training or tempo training

The content and duration of training on each day not only can, but should vary. You can run intervals of 200 meters, or you can run 5000 meters. Tempo training can be either at a steady pace or at a jerky pace, with or without climbing. A long workout can turn out to be a two-hour cross-country run and a six-hour cross hike. The optimal load is determined by the coach depending on the condition and preparation of the athlete.

What effect can be expected from the fees?

Training camps are training, proper recovery between them and good sleep - what an athlete so often lacks in order to show a good result in competitions. If you have a good coach or you can create and adjust your training plan yourself, expect the same effect from the training camp as from a month or two of regular training.

Training camps are short-term forms of improving sportsmanship. At the training camp, the best conditions for preparing for the competition are created for the participants: a strict daily routine;

regular meals; good material and technical equipment of the places of employment; constant medical supervision, etc.

Fee classification

Fees according to their purpose are divided into:

training camp differ from pre-competitive ones in that they are not related to the direct preparation of the team for performances at competitions, in this regard, they can be devoted to various aspects of training (physical, technical, tactical), where great opportunities are provided for experimental, promising and individualized training.

Pre-competition fees are held in order to prepare the team for participation in competitions and set themselves the following tasks:

The final determination of the composition of the team and its teamwork;

Bringing the technical and tactical indicators of each player and the team as a whole to the planned level;

The acquisition by the players of the state of the highest sports form.

Collection duration - from 7 to 20 days. A longer separation of players from the family and the usual regime negatively affects the quality of training and the condition of athletes.

Short-term camps (7-10 days), as a rule, are organized in between rounds in the competitive period.

The numerical composition of the collection - 14-16 people. With a larger composition, difficulties arise in the quality of the training camp (diffusing the attention of coaches, reducing the intensity of the training process, etc.).

The variability and content of microcycles depends on the period of preparation, its duration and the main focus of the preparation by stages. For example: in the preparatory period, the stages of general, special and precompetitive training are distinguished. At each stage in the collection and outside it, microcycles of the following structure can alternate: 5-1, 4-1, 3-1, 2-1, 3-1,2-1.

As an example, the microcycle of the 5-1 training camp at the special preparatory stage:

1st day - one-time training - 3 hours (improvement of techniques in links) and development of special endurance.

2nd day - two-time training - 5 hours (morning - SFP and individual improvement of technical and tactical actions; evening - improvement of group tactical actions in defense).

Day 3 is the same as day 1.

4th day - two-time training - 5 hours (morning - as on the 2nd day;

evening - improvement of group tactical actions in the attack).

5th day - one-time training - 2.5 hours (game training, jumping training).

6th day - rest.

The main documents for planning and pedagogical control at the training camp are:

8. Tables for the performance of control tasks.

The daily routine provides for the time of getting up, charging, breakfast, checking individual diaries of athletes, conducting theoretical classes, training, lunch, rest, free time, evening walk, lights out.

Tables for the performance of control tasks are compiled by type of training, where against the name of each volleyball player, his performance in training sessions and in control competitions is affixed.

Educational work

The main support of the coach in carrying out educational work is the coaching council, which includes coaches, a captain, a leading player, and a doctor. The coaching council conducts all the work at the training camp related to the organization and conduct of the training process, the formation of the composition, the holding of cultural and educational events, etc. A plan of educational work is drawn up.

The plan provides for meetings, publication of information materials, lectures, cultural events (for example: chess tournaments, theater visits, discussion of political events, meetings with interesting people, visits to sponsored groups, etc.).

The task of the coach is to create all the necessary conditions for the coaching council so that the work is full-fledged, active, with a certain independence and initiative.

The weekly work schedule, daily routine, duty schedule, tables for the implementation of control standards, the educational work plan are posted in a conspicuous place at the assembly location.

Recovery activities

The main condition for increasing fitness and growth of sports results is to increase the volume and intensity of training loads and the performance of games that contribute to the restoration of the body.

Pedagogical (full warm-up, correct alternation of loads and rest, change of loads and activities, etc.);

Psychological (organization of interesting recreation, autogenic training, taking into account psychological compatibility, etc.);

Medical (vibration and hydromassage, light and heat procedures, proper nutrition, pharmacological agents, etc.).

In addition, the most simple and affordable means of recovery are passive and active rest, massage and steam bath.

Collection Funding

Based on the competition calendar for each financial year, the team coach prepares a total cost estimate for providing the team. The budget reflects the following main items of expenditure:

1. The number of fees and their cost.

2. The cost of business trips.

3. The cost of renting sports facilities.

4. Organization of competitions (cost of accommodation, meals, payment of judges, bus rental, etc.).

5. Acquisition of equipment, inventory and sportswear, medicines.

6. Postal and telegraph expenses, vehicles, awards, etc.

The total amount of expenses is calculated, and this document is approved by the club management. This estimate is the guiding document for securing the team.

To conduct the training camp (training camp), on the basis of the preparation plan for the competition and the expense items of the general estimate, an estimate for the training camp is drawn up, which indicates the place and time of the training camp and the number of participants.

The following items of expenditure are disclosed:

1. Meals for participants and coaches.

2. Accommodation of participants and trainers.

3. Travel (if in another city) of participants and coaches.

4. Daily allowance for participants and trainers.

5. Rent of a sports hall, base.

6. Other expenses.

If there is no departure, only meals, accommodation, rent, means of recovery are paid. The estimate is approved by the club management. Together with the estimate, the work plan for the gathering and the payroll of the team are approved. The plan consists of the following items:

1. Goals and objectives of the collection.

2. Team building.

3. A summary of the types of training: physical, technical, tactical, psychological, educational work and control.

The plan is signed by the coach.

Simultaneously with the estimate and plan of the TCB, an order is being prepared, an order for the collection.

After the end of the gathering, the person responsible for nutrition from the team, together with the accountant of the restaurant, closes the documents on the nutrition of athletes.

At the end of the stay at the hotel, a receipt is issued on the number of people living in the hotel and the cost of living is indicated. This receipt is handed over to the accounting department of the club.
