Regional crisis center for men. For re-education: Russia may open crisis centers for men who beat their wives and children

Social work with men deserves to be singled out as a separate branch of this professional activity, however, for a number of reasons, it is only taking its first steps not only in our country, but in the world as a whole.

Gender-oriented social work is a comprehensive social work aimed both at organizing assistance to men and women who find themselves in a difficult life situation, and at gender education of all specialists involved in solving clients' problems. The need for gender education of social workers, lawyers, doctors, teachers today is beyond doubt. There is always a risk that, while dealing with a difficult life situation of clients, social workers and other specialists may also be influenced by stereotypes and proceed only from the "natural" destiny of men and women. The lack of a well-thought-out gender policy, gender culture and traditions is reflected both in the legislative framework in the social sphere and in the activities of social services, which are often not familiar with the principles of gender equality and therefore are not always gender-sensitive and are not always ready to apply a gender approach. Practically all social services, proceeding from the fact that family problems, children's issues and conflicts are the sphere of women, are focused mainly on them, and this is reflected in the names of these services (for example, the Commission on Women, Children and Youth Affairs). Men's crisis centers, psychological support centers for men - this is a rare exception, in Russia the only crisis center exists in the city of Barnaul, and several of its branches are open in the nearby cities of the Altai Territory.

The Altai Regional Crisis Center for Men is an innovative institution within the structure of the Main Department of the Altai Territory for social protection of the population and overcoming the consequences of nuclear tests at the Semipalatinsk test site, which has been operating since 1993. The Center’s activities testify to overcoming the one-sided approach to providing social assistance to the family, when a man did not fall in the field of view of experts. At the initial stage of the Center's activity, the focus was on social support for men who had undergone heart surgery and were in need of comprehensive social rehabilitation and support. In the future, other programs began to be implemented, in particular, for the social rehabilitation of participants in local wars, support for single parent families, etc. The structure of the Center is shown in Figure 1.

Figure 1 - Structure of the Regional Crisis Center for Men (Barnaul)

The Altai Regional Crisis Center for Men in its activities combines preventive and rehabilitation areas. The main objectives of the center's activities are, in particular, the provision of social assistance to men in crisis, the consolidation of interaction between state and public structures to provide social support to various groups of men (for example, self-help and mutual support groups), the implementation of various preventive measures, etc.

The emergence of crisis centers for men has become a characteristic phenomenon for the last third of the 20th century on the Eurasian continent. Against the backdrop of the traditional focus of social and socio-medical support systems on women and children, this has become a landmark event. Leiner-Axelsson B., Grigoriev S.I., Guslyakova L.G. Features of social assistance technologies in male crisis centers in Sweden and Russia at the turn of the 20th-21st centuries // Social education in Russia in the 21st century ... Social work and training of social workers in the new time: Sat. articles and educational method. materials / Ch. ed. IN AND. Zhukov. - M., 2006. - P. 421. This reflects the emerging strategic turn in the sociology of gender studies and the practice of social work, representing a holistic social security and activity not only of women, but also of men, who, as it "suddenly turned out" can be actors, subjects of social aggression, and its objects, victims, as well as people, individuals in need of general and special social assistance.

Extensive experience in gender-oriented social work with men has been accumulated at the Men's Crisis Center in Gothenburg (Sweden). The very idea behind the Men's Crisis Center was based on a desire to expand the reach of men in crisis over divorce and men who abuse women. Leiner-Akselson B. Crisis center for men in the system of social protection (the experience of Sweden, Gothenburg) // Ibid., p. 346. The solution of these problems constitutes the main directions of the Centre's activity.

The purpose of the work of crisis centers is to help men find a way out of the circle of family troubles that cause violence and traumatize all participants and witnesses. Social work specialists, psychologists, sociologists, etc. work in such centers. In Sweden, there are such units not only in cities and towns, but also in prisons, where they naturally have their own specifics. Social protection of family and children (foreign experience). - M.: Center for universal values. - 1992. - P. 70. Employees of the crisis center for men also work in schools, tell teenagers about the problem of violence, train social workers, psychologists, police officers, etc.

The effectiveness of social work depends on how it reflects the interests of a particular gender community. Features of the male gender role in modern society, the presence of specific problems for men makes it relevant to use the areas and technologies of social work, which we will consider in the following sections.

The largest institution in the country to provide comprehensive assistance to women in difficult life situations has opened in the north of Moscow, the press service of the Moscow government reports.

"This center is universal, it will provide both methodological, organizational and psychological assistance to women in difficult life situations," Sergei Sobyanin said at the opening ceremony.

According to him, earlier there were only two small such centers in the capital.

The director of the center, Natalya Zavyalova, explained that women who have suffered from physical violence, as well as women with disabilities or those who have children with disabilities, single mothers with minor children, minor mothers and women who are in the process of divorce can apply to the center for help.

Note that the center is designed for 80 stationary places and 115 visits per day. On its basis, it is planned to conduct educational work, hold conferences and round tables. During the inspection of the building, the Moscow Mayor was shown a sports hall, a playroom for children, a room for mother and child.

P.S. Roman Roman

Cool! A CRISIS CENTER has been opened for our taxes for women in difficult situations. GOVERNMENT, will anything ever be opened for MEN? WHERE IS MEN'S CONSULTATIONS? Where are the andrological centers? Where are the CRISIS CENTERS for men in difficult situations? WHERE are the crisis centers for disabled soldiers? For fathers thrown out of families? For small entrepreneurs ruined by the state? For boys mutilated in the draft army? If the legislation prescribes EQUAL RIGHTS to all citizens, then we DEMAND EQUAL RIGHTS, regardless of gender! NO to gender discrimination and feminofascism

P.S. Student-TT Maxparkov

How long will men in this country be second class?

Gender lawmaking.

Most often in gender lawmaking, attacking the rights of one sex (discrimination) is referred to as "protecting the rights" of the other sex. Moreover, all currently existing gender laws always discriminate against men, and never against women. Men have no legislative advantage. and the advantage of women can be found in every mention of gender in the gender law.*

Over the past decades, there has been a steady increase in the number of gender laws that discriminate against men. This coincides with the rise of feminism in our country, which is based on many women's organizations and supported by government policies under the brand name of "family protection". But, as you know, the activation of feminism is the main reason for the destruction of the institution of the family.

The activity of feminism and the number of gender laws are interrelated. Gender lawmaking takes place at the suggestion and under the dictation of feminist structures, including international ones. The ultimate goal of this and similar slow revolutions is the destruction of Russia. From the standpoint of Human Rights, gender lawmaking is illegitimate and violates international legal norms. A person born “of the wrong gender” should not be infringed on their rights

P.S. Alex Romanov

While in Russia (and many other CIS countries) it is MEN who:

Average people don't make it to retirement

Many times more likely to end up on the street in the status of a bum

They pay 2/3 of all taxes and give 80% of GDP

Approximately 20 times more likely to be injured and die in the workplace

They don't get a dime for "men's health"

Its co-founder Diana Semyonova told us about her motives, plans and why many in our country still think that the problem of violence against men does not exist.

How did the idea come about

The idea came up over a cup of tea in August 2017. My colleague Irina Chey, who later became the head of Colon, at that time already had experience working in crisis centers, and I faced a problem, as I was running a private psychological practice. We talked about the fact that a man who has suffered from violence has nowhere to turn in our country. And we thought: why not create such a place ourselves? At first, we wanted to open a single crisis center for people of both sexes, but after thinking it over, we decided that it would be easier for men to ask for help in a space created specifically for them. In our patriarchal system, a man must be strong, and we work with cases where a person could not stand up for himself - therefore, he experiences shame and fear.

Financing

We found a non-governmental project that supports socially significant initiatives, submitted an application, described our concept, and, to our surprise, won a grant. His coordinators helped us throughout the launch.

Hushing up the problem

We started with research. I wrote heartfelt post on her social network page about famous men who have been abused in order to draw people's attention to the problem, and asked to fill out a survey anonymously. The post caused a resonance, gained about 6,000 views, they began to write to us that we were doing an important job. We did not expect such a stormy reaction - this once again confirmed that the topic is very important and relevant.

The results of the survey shocked us. The majority of respondents expressed doubts that a man can be subjected to sexual violence at all. And some people believe that actions that are clearly condemned if committed in relation to a woman are quite acceptable in the case of a man.

We realized that in addition to organizing the work of the center itself, we also have to engage in educational activities, as well as keep statistics, which now do not exist in our country on this problem, which only reinforces the illusion of its absence. In the UK, for example, the issue is being studied and men are known to suffer from domestic violence almost as often as women.

How help is organized

Now our work is organized in this way: there are three full-time psychologists and a lawyer, as well as a pool of specialists whom we attract as needed. All employees are from the East European Institute of Psychoanalysis and have experience working with survivors of violence. In the future, with the expansion of staff, we plan to educate and train psychologists on this issue before starting counseling.

We do not have a permanent premises, we rent offices in different parts of the city on each request individually. Ten people have contacted us so far. Not everyone reaches a personal meeting, but even correspondence is enough for many - the received response has a therapeutic effect on them.

For convenience, we have organized three ways to receive assistance: face-to-face in St. Petersburg, remote via Skype and written by e-mail. Each applicant has five free consultations. We also provide legal support, as it is often difficult for a man to apply to law enforcement agencies for fear of ridicule.

Now the most important thing for us is to create the safest possible space where victims can get help. We guarantee the anonymity and confidentiality of each contact. One of the tasks is to make people understand that they are not alone. Because violence surrounds us everywhere, and everyone has experienced it to one degree or another. We want to give men the opportunity to talk about what happened to them and get the help of qualified professionals.

Who is more likely to suffer violence

If we talk about risk groups, they are very different: from closed men's groups (army, sports schools, ships, submarines) to partner violence. We think that it is the problems in the family that will become the most frequent reason for contacting our center.

In the case of men, often the psychologist is the only person to whom the victim was able to tell about the trauma experienced. No matter how trite it may sound, but a simple “pronunciation” can sometimes greatly alleviate the condition. Of course, men are traditionally less trusting and open to accepting help, but they are also more stable.

Russia may open crisis centers for men who beat their wives and children. On behalf of Deputy Prime Minister Olga Golodets, the Ministry of Labor will work on this issue and submit its point of view to the government by April 15.

Domestic tyrants

Deputy Minister of Education, member of the government commission on juvenile affairs Veniamin Kaganov told RT that the creation of crisis centers was discussed at the meeting, but added that "so far this is just raising the question."

According to Kaganov, it is unfair when women with children are forced to flee from their spouses and leave home.

“It would be fairer if it were the other way around - to place men somewhere for a while so that they do not interfere with their family's life,” the deputy minister believes.

The press service of the Ministry of Labor reported that they are not yet ready to comment on this issue.

Another participant in the meeting, Alexander Spivak, chairman of the board of the National Foundation for the Protection of Children from Cruelty, believes that such centers should be located not only in large cities, but also in small towns.

As Spivak explains, according to current legislation, a person can only receive help voluntarily. If, however, the affected women apply to the center with a complaint, the specialists, most likely, will not be able to do anything - laws will need to be adjusted to forcefully influence the brawlers.

“We need to analyze whether this is possible within the current legal framework. If possible, how? Such a task was set at the meeting,” Spivak emphasizes.

The expert adds that in international practice there is a wider range of measures to combat domestic violence. The decision on each specific case is taken by the court.

“For example, the court may oblige you to undergo a rehabilitation course, a course of psychological assistance and limit communication with the victims until the end of the course. It is to oblige. We don't have that. This does not fit into our legislation in any way, ”he explains.

According to Spivak, crisis centers can conduct comprehensive programs of psychological and pedagogical assistance.

“A psychologist should work with the emotional sphere, teach anger management techniques. The task of teachers is to explain that you can solve the same problems, but in a different way. For example, if a man beats a child for unlearned lessons, then you need to make it clear that the task of learning the lessons is the right one, and the methods are wrong, ”he believes.

“It is not customary for us to take dirty linen out of the hut”

The expert notes that domestic violence is quite common in Russia.

“This is an extremely closed area. It’s not customary for us to take dirty linen out of the hut, it’s not customary to ask for help - due to the fact that few people can help, and because the culture is like that, ”Spivak notes.

In addition, he identifies several of the most dangerous periods when children most often have conflicts with their parents: an independence crisis (around 3 years old), a seven-year-old crisis, and adolescence crisis.

According to Spivak, most often conflicts in the family are due to the fact that parents do not cope with upbringing. Other reasons include background stress (loss of a relative, moving, financial difficulties), low self-esteem of the parent, hyperactive, difficult nature of the child.

15 thousand victims annually

The writer and public figure Maria Arbatova cites data from the Ministry of Internal Affairs, according to which 15,000 women in Russia die every year as a result of domestic beatings. According to her, since 1991 this statistic has hardly changed.

The activist believes that we need not a separate center for men, but rather a complex one, where the whole family could apply.

“It is ridiculous to talk about centers for rapists when there are not enough centers for the victims themselves,” Arbatova notes.

In her opinion, physical violence is used in one way or another in 50% of Russian families. Arbatova believes that conditions for protection have not been created for women in our country: after writing a statement to the police, the victim must remove the beatings, collect other evidence, and find a lawyer. Not only does a woman have to do this on her own, she only has a day for everything: after 24 hours, the brawler from the police station is sent back home, where he again remains alone with her.

“All last year, the women's community raised the issue of domestic violence. As a result, not only did we not move forward in solving this problem, but we took a step back - a law on the decriminalization of domestic violence was adopted in the first reading, ”says the writer.

Recall that in the summer of 2016, a draft law on the decriminalization of beatings against close relatives was submitted to the State Duma. The authors of the initiative thus propose to eliminate the ambiguous norm of legislation - now assault outside the family is qualified as an administrative offense, and in the family as a criminal offense.

At the same time, Anna Kuznetsova, previously Commissioner for Children's Rights under the President of the Russian Federation, supported the bill, noting that the necessary mechanisms for protecting the family have been created in Russian legislation.

“Certainly, domestic violence is unacceptable. Of course, children should not become victims or hostages of this or that situation. Sufficient measures and systems are being created and created for this,” Kuznetsova believes.

Altai Regional Crisis Center for Men— an innovative institution within the structure of the Main Directorate of the Altai Territory for social protection of the population and overcoming the consequences of nuclear tests at the Semipalatinsk test site (Glavaltaisotszashchita). The activities of the Center testify to the overcoming of a one-sided approach to providing social assistance to the family, when a man was not in the field of view of specialists. Although, obviously, without determining the role and place of men in modern society and the family, it is impossible to talk about a full-fledged, comprehensive, effective rehabilitation of the family.

  • In 2002, the Center was given the status of a basic experimental institution of the Ministry of Labor and Social Development of the Russian Federation.

Department of advisory reception

Target: provision of advisory socio-psychological, socio-legal, medical-social, socio-pedagogical services to the clients of the center through the implementation of a complex of psycho-correctional, rehabilitation, educational activities.

The advisory reception department has been functioning since January 1997, and was created in connection with the urgent need of clients to receive advisory services from specialists in various fields. Indeed, the often difficult life situation of the client is characterized by trouble in many areas, which determines the expediency of various types of assistance. Implementing the principle of complexity, the department conducts a consultative reception of specialists: social work specialist, psychologists, psychotherapist, andrologist, sexologist.

The provision of comprehensive advisory assistance in a difficult life situation is the optimal technology aimed at activating the external and internal resources of a person necessary to overcome a crisis situation, acquire an adaptive personal mechanism and transfer this experience to one's immediate social environment.

The consultative process as an activity of the department is a well-established, trouble-free functioning system that has an optimal, in terms of sufficiency and informativeness, documentary support, which allows you to quickly analyze the process and respond to changes in it. An important system-forming link in the consultative process is the primary appointment. The primary admission specialist, performing the functions of coordinating the consultative process, ensures its efficiency and uninterrupted functioning. The main content of the initial reception - a comprehensive analysis of the specifics of the client's life situation, his request and referral to an appointment with the appropriate specialist, as well as maintaining motivation to attend a consultation through the creation receiving emotional atmosphere, informing about the services of the Center and pre-registration for consultations.

Advisory activity is problem-sensitive, vividly representing the specifics of the problematic fields of customer requests. The systematic and specificity of customer requests indicates the emerging problem area of social ill-being, which can be considered as a form of social order for one or another type and direction of work. In this case, an emergency response to the emerging social ill-being is the main content of the content of the activities of the department's specialists. This format is carried out through the development of targeted programs that are focused on resolving the stated problems by socio-psychological means. The emergency response format, in addition to the search and study of target groups, also involves the technological mobility of specialists, which consists in the development and implementation of innovative spaces for psychosocial work with men. As a result of the indicated approach, in addition to the advisory reception, the following functions operate in the department: programs and projects:

  • Program " Psychosocial work with men with acute myocardial infarction"(implemented on the basis of the rehabilitation department of the Altai Regional Cardiological Dispensary);
  • Program " Psychological support of persons in crisis, which is a staged supervision of clients experiencing a crisis;
  • Psychological club" Rise to individuality, an open, constantly operating group aimed at self-actualization of individuality through the disclosure of resources and potentials of the individual participants;
  • Personality development program "33", a training group for personal growth of a rational-emotive orientation, a closed group, its name comes from the structure.

Realizing the principle of complexity, social and medical andrological consulting services are provided to clients. These services are characterized by a combination of a purely medical focus and a socio-psychological one. Thus, an important aspect of andrological assistance is the formation of responsible reproductive behavior in the client, which manifests itself, first of all, in the presence of motivation to preserve and translate reproductive health as an integral part of the life of a modern man.

The structure of the department's activities is dominated by social and psychological services, which meets the needs and needs of clients.

Socio-psychological services of specialists are aimed at assisting clients - men of working age who are experiencing a difficult life situation and their immediate environment - in improving their mental state, restoring the ability to adapt to the environment of life.

The purpose of the psychologist's work is to create psychological conditions for the formation of a culturally productive self-actualizing personality of the client, who has a sense of life perspective, acts consciously, is able to maturely and responsibly analyze his life situation from various points of view and independently overcome a difficult life situation.

Socio-psychological services are carried out in two forms of work:

  • Individual psychological counseling.

Individual psychological counseling services should ensure the optimization of significant interpersonal relationships, as well as the activation and mobilization of the potentials and resources of the client's personality, necessary to overcome a difficult life situation and solve socio-psychological problems. The psychological impact is based on dialogue interaction through the circulation of psychological information between psychologist and client. The psychological information that the psychologist receives and uses is specific knowledge about the functioning of the client's mental reality, obtained by the psychologist on the basis of a generalized scientific theory.

The following technologies are used:

  • Psychological support of persons in crisis.

Target– assistance to the client in productive personality change in crisis conditions to overcome difficult life situations and effective life fulfillment in individual social circumstances. Accompaniment is carried out for a sufficiently long period of time, necessary for the manifestation of positive personal changes at the behavioral level in a specific life situation of the client.

Crisis counseling.

The goal is to provide the client with emergency short-term psychological assistance (including by phone) aimed at supporting vitality, increasing stress resistance and mental security, analyzing, researching and mobilizing physical, spiritual, personal, intellectual resources, as well as forming motivation for active actions to exit from a crisis state and overcoming a difficult life situation.

Psychological counseling.

When implementing the above work technologies, the following techniques, techniques and methods are used: conversation, interview, 5-step reframing, paradoxical intention, interpretation, free association, feedback, self-disclosure, reflection of feelings, paraphrasing, analysis of actual emotions, clarification, clarification, motivation , encouragement, active listening, directive, confrontation, provocation, salience, silence, empathic positive support, analysis of alternatives, impact summary, modern behavioral-cognitive counseling, multimodal psychotherapy.

group work

Psychological services provided in a group form are aimed at developing and shaping the skills of social competence of clients by inculcating socially valuable norms of behavior, the formation of personal prerequisites for adapting to changing living conditions and attitudes towards personal and social growth. Active psychological influence is based on the processes of group dynamics of a small group, which is a multi-level structure of interpersonal relationships and, through the structuring of feedback processes, serves as a tool for self-study of the communication style, social attitudes and personal resources of the clients of the group members.

Used technologies:

  • Socio-psychological training.

Target– development of skills that contribute to personal and social development, self-realization of individuality and updating of personal resources with subsequent development and consolidation of skills for their use in the conditions of the training group.

Self-help group.

Target– bringing together clients experiencing a common problem situation to share experience in overcoming asocial forms of life, relieving the consequences of psycho-traumatic situations, neuropsychic tension and helping to get out of a state of discomfort. Communication club.

The goal is to create psychological conditions for preserving, maintaining and strengthening the psychological, social and mental health of clients, increasing stress resistance, the level of psychological culture, primarily in the field of interpersonal relationships and effective communication.

When implementing group work technologies, the following techniques, techniques and methods are used: group discussion, role-playing game, brainstorming, managing group dynamics processes, structuring the feedback process, developing psychological exercises, psycho-gymnastics, autogenic training, neuromuscular relaxation, respiratory and bodily oriented techniques, elements of psychodrama, art therapy.

Psychocorrectional measures are declarative in nature and are implemented in individual and group forms of work. Psychological correction consists in active psychological influence and is aimed at overcoming or weakening deviations in the development, emotional state of the client in order to ensure that these deviations correspond to age standards, the requirements of the social environment and the interests of the client.

In the process of work, the specialist receives from the client psychological information regarding the personality traits, interpersonal relationships of the client, the specifics of the socio-demographic status and life situation. The content of this information is a professional secret. The psychologist is obliged to take measures to ensure confidentiality all information received from the client, and is responsible in accordance with the established procedure for the disclosure of professional secrets.

The specialists of the department carry out an innovative form of social service - an outreach advisory team. In order to increase the availability of advisory assistance to the regions of the region, in 2000, the format of an outreach advisory team was introduced. The advisory team includes specialists: a psychologist, a psychotherapist, an andrologist, a social work specialist. For the convenience of the population and the structuring of the work of specialists, preliminary registration for consultations is carried out, for which an information campaign is carried out in local media.
