The Academy of the General Prosecutor's Office of the Russian Federation is a federal state state educational institution of higher education of the Prosecutor's Office of the Russian Federation. The Rector of the Academy is appointed and dismissed by the Prosecutor General of the Russian Federation. From the foundation of the academy (in 2007) to 2011, Igor Eduardovich Zvecharovsky was its rector. Currently, the Academy is headed by Doctor of Law, Professor Oksana Sergeevna Kapinus.

The Academy of the Prosecutor General's Office of the Russian Federation was established in accordance with the order of the Government of the Russian Federation dated March 24, 2007 by reorganization in the form of a merger of state educational institutions "Institute for advanced training of management personnel of the General Prosecutor's Office of the Russian Federation", "Irkutsk Institute for advanced training of prosecutors of the General Prosecutor's Office of the Russian Federation" , "St. Petersburg Law Institute of the General Prosecutor's Office of the Russian Federation" and the state scientific institution "Research Institute for the Problems of Strengthening Law and Order under the General Prosecutor's Office of the Russian Federation" . Education at the Academy is carried out at the expense of the state budget. After successful graduation from the educational institution, students can receive a bachelor's degree, a master's degree. In order to ensure a high level of training for the prosecution authorities of the Russian Federation, the formation of a qualified staff of prosecutors, the Order of the Prosecutor General's Office of the Russian Federation dated November 28, 2013 No. 519 “On approval of qualification requirements for special professional training of graduates of the Academy of the Prosecutor General’s Office of the Russian Federation for service in the prosecutor's office." The order establishes that graduates of the Academy of the General Prosecutor's Office of the Russian Federation must meet certain qualification requirements for special professional training.

Graduates need to have social and official responsibility, honesty, adherence to principles, sensitivity, modesty and moral purity. They are required to know the necessary regulatory legal acts, the history of the prosecutor's office, the procedure for serving, the norms of business communication, etc. It is necessary to be able to effectively use the means provided for by law to protect the rights and freedoms of man and citizen, to skillfully apply methods of analysis and forecasting the state of law and order, to possess methods and tactics of prosecutorial supervision, to draw up high-quality procedural and other official documents, acts of prosecutorial response, etc.

The "Passing Score" column shows the average passing score for one exam (the minimum total passing score divided by the number of exams).

What is it and why is it important?

Admission to the university is based on the results of the Unified State Examination (for each exam, you can score a maximum of 100 points). When enrolling, individual achievements are also taken into account, such as the final school essay (gives a maximum of 10 points), an excellent student's certificate (6 points) and the TRP badge (4 points). In addition, some universities are allowed to take an additional exam in a specialized subject for the chosen specialty. For some specialties, it is also required to pass a professional or creative exam. You can also score a maximum of 100 points for each additional exam.

Passing score for any specialty at a particular university is the minimum total score with which an applicant was enrolled during the last admission campaign.

In fact, we know with what points it was possible to enter last year. But, unfortunately, no one knows with what score you can enter this or next year. This will depend on how many applicants and with what scores they will apply for this specialty, as well as on how many budget places will be allocated. Nevertheless, knowing the passing scores allows you to estimate your chances of admission with a high degree of probability, so it is worth focusing on them, this is important.

Information about the competitive selection of candidates for applicants

for admission in 2019

The prosecutor's office of the city of Sevastopol conducts a competitive selection of candidates for applicants for admission to the Crimean Law Institute (branch) of the University of the Prosecutor's Office of the Russian Federation for training under the specialist's program in the field of study 40.05.04 "Judicial and prosecutorial activities", full-time, training period 5 years, at the expense of federal budget allocations based on secondary general education, secondary vocational education in 2019.

2. Organization of work on the selection of applicants

2.1. 2.2. 2.4. Competitive selection of candidates for applicants is a set of measures to assess the professional and moral qualities of candidates, their degree of fitness for health reasons and focus on subsequent service in the prosecutor's office of the Russian Federation.

2.5. The main principles of selection are legality, equal accessibility of citizens to the passage of events for the selection of candidates, the unity of requirements for each of the candidates, objectivity and impartiality in determining candidates for receiving directions for admission.

2.6. 2.8. Based on the real need for personnel based on a long-term forecast, the senior assistant to the city prosecutor for personnel, annually forms applications to the General Prosecutor's Office of the Russian Federation for the allocation of target places in educational organizations for training in educational programs of higher education in the corresponding year.

2.9. In order to ensure awareness of the procedure and conditions for admission to state educational organizations of higher education and high-quality competitive selection of applicants, district prosecutors, the environmental prosecutor organize work in close cooperation with territorial state bodies that manage education, educational institutions, the media, labor collectives through lectures and conversations in educational institutions of secondary education with an in-depth study of social science, history and jurisprudence, meetings with parents and future school graduates, participation in extracurricular activities for the study of legal disciplines, holding various olympiads on legal topics, writing essays on topics related to with prosecutorial activities, posting the conditions for the selection of candidates for applicants in the media, personally participate in interviews with applicants.

2.10. Information about the beginning and end of the competitive selection of candidates for applicants is posted on the official website of the city prosecutor's office.

2.11. The total number of candidates for applicants is formed taking into account the competitive basis for admission to educational organizations (at least 2 people per state-funded place).

2.12. Work on the selection of applicants is carried out in accordance with the requirements of the Federal Law of July 27, 2006 No. 152-FZ "On Personal Data" and the regulatory legal acts adopted in accordance with it.

3. The procedure for competitive selection

3.1. Work on the selection of candidates for applicants is carried out on the basis of competitive selection, which includes the following stages.

3.2. The initial explanatory and selection work is organized and carried out by district prosecutors, the environmental prosecutor, who study the candidate’s documents and conduct interviews both with the candidates themselves and with their parents in order to find out their consent and opportunities for their son or daughter to study in another city. The initial selection work is also carried out by the senior assistant and assistants to the city prosecutor for personnel.

3.2.1. The list of documents submitted by the candidate for applicants:

An autobiography written by one's own hand, displaying in chronological order the dates of one's life and activities, as well as indicating information about close relatives (father, mother, brothers, sisters), dates and places of birth, places of study (places of work and positions), home address ( registration and residence addresses);

A copy of the passport of a citizen of the Russian Federation of the candidate and the legal representative of the minor candidate;

A copy of the certificate of change of surname, name, patronymic (if changes were made);

3.2.2. District prosecutor, environmental prosecutor, senior assistant to the city prosecutor for personnel:

Examination of documents and verification of the reliability of the data presented are carried out;

Information is requested on bringing the candidate and his close relatives to criminal responsibility, on bringing the candidate to administrative responsibility during the year preceding the day of submission of documents for participation in the selection; if necessary - on the reasons for the candidate's failure to perform military service on conscription, recognition of limited fit for military service;

Interviews and questionnaires are conducted to determine the candidate's motivation for serving in the prosecutor's office, the general level of culture, knowledge about the state and law, interests and hobbies, erudition (Appendix No. 5).

3.2.3. After an individual conversation with the applicant and study of the characterizing material by the district prosecutor, the environmental prosecutor, a decision is made to send the documents to the senior assistant of the city prosecutor for personnel to consider the possibility of the candidate participating in the competitive selection or to refuse to send the documents. The refusal of the district prosecutor, the environmental prosecutor does not deprive the candidate of the right to apply to the senior assistant of the city prosecutor for personnel with a statement on further consideration of the issue of issuing a referral.

3.2.4. The prosecutors of districts and the environmental prosecutor send information to the senior assistant to the city prosecutor for personnel on the work done and the results of the initial selection, a list of candidates, a certificate of the results of the interview (characterizing the information and established motives for applying for the target area), questionnaires filled out by the candidates, with the documents submitted by the candidates attached.

3.3. At the second stage, the competitive selection of candidates for applicants and activities for professional psychological selection are organized by the senior assistant to the city prosecutor for personnel, including, if necessary, interviewing candidates and their parents, during which he explains the nature of the upcoming studies and the features of serving in the bodies prosecutors. Additional verification activities may be carried out.

3.3.1. In the process of psychological selection, a comprehensive study of the personality of a candidate for training in educational organizations is carried out, and his professional suitability is determined.

3.3.2. Psychological examination of candidates for applicants is carried out by the chief specialist of the city prosecutor's office (psychologist) according to the methods recommended by the General Prosecutor's Office of the Russian Federation, in accordance with the requirements of the order of the Prosecutor General of the Russian Federation dated September 15, 2014 No. Prosecutor's Office of the Russian Federation and training in state educational organizations.

3.3.3. The candidate is notified about the day and place of the psychological examination by phone, in case of lack of communication or absence of the candidate - by sending a corresponding notification. For persons who do not appear for good reasons, testing is postponed to another time. In relation to persons who do not appear for testing without good reason, a decision is made to refuse to issue a referral. The indicated persons (their legal representatives) shall be sent information about the decision taken within seven days.

3.3.4. The results of the psychological examination are not subject to publication on the official website of the city prosecutor's office.

3.4. At the third stage, the documents of candidates for applicants who have passed the interview and professional psychological selection are considered by the commission for the selection of candidates for applicants of the prosecutor's office of the city of Sevastopol (hereinafter referred to as the Commission).

3.4.1. The commission is formed as part of the first deputy city prosecutor (chairman of the commission), senior assistant to the city prosecutor for personnel (deputy chairman of the commission), assistant to the city prosecutor for personnel (secretary of the commission) and members of the commission: head of the department for supervision of the execution of federal legislation, head of the department for oversight of criminal procedure and operational-search activities, head of the criminal-judicial department, head of the department for ensuring the participation of prosecutors in civil and arbitration proceedings, head of the department for supervision of the implementation of anti-corruption legislation, senior assistant to the city prosecutor for ensuring their own security and physical defense, senior assistant to the city prosecutor for legal support and interaction with the public, representative of the Sevastopol regional branch of the All-Russian Public Organization of Veterans and Pensioners of the Prosecutor's Office.

3.4.2. The composition of the Commission is determined by the order of the city prosecutor.

3.4.3. Within the framework of the powers granted, the Commission has the right to:

Based on a complete and objective study of the materials submitted by the senior assistant to the city prosecutor for personnel on the selection of candidates for applicants, make proposals to the city prosecutor on issuing a referral to the candidate for applicants for admission to an educational organization for a target place;

Based on the study of the submitted materials, recommend to the city prosecutor to refuse the candidate for the applicant to issue a referral for admission to the educational organization to the target place;

Invite candidates to the meeting of the Commission for additional interviews, if necessary.

3.4.4. The main criteria for the Commission to make a decision are:

The results of the psychological examination;

USE results.

According to the results of the Unified State Examination, the winners are recognized as candidates with the highest total scores in core subjects established by educational organizations in the specialty "Jurisprudence" (Russian language, history, social studies).

With an equal number of USE points scored, applicants with the highest scores in the subject "Social Studies" have the right to receive a referral.

Data characterizing the identity of the candidate. If there is information that negatively characterizes the candidate, the direction for targeted training is not issued, regardless of the results of the Unified State Examination and psychological examination.

3.4.5. The grounds for refusing to issue a referral to study in educational organizations are:

USE results are below the minimum number of points established by the educational organization;

Availability of information about bringing the candidate to criminal responsibility;

The presence of a disease confirmed by a medical report that prevents service in the prosecutor's office;

Giving false information about himself and his close relatives by the candidate;

Non-compliance of the candidate with the requirements for professional and moral qualities necessary for subsequent service in the prosecutor's office.

In addition, the decision to refuse to issue a referral is made in relation to candidates who have not passed a psychological examination, interview and questionnaire, as well as who have not submitted all the documents provided for by this Regulation and the rules for admission to the relevant educational organization.

3.4.6. The decision regarding each of the presented candidates is taken by the Commission by open vote.

3.4.7. The results of the meeting of the Commission are documented in minutes, which are signed by the chairman and secretary of the commission.

3.4.8. Proposals to the city prosecutor on issuing referrals to selected candidates are formed by the senior assistant to the city prosecutor for personnel based on the decision of the Commission.

3.4.9. The final decision on issuing a referral is made by the City Attorney.

3.4.10. Participants of the competition within seven days from the date of the decision are informed about its results.

3.4.11. The prosecutor's office of the city of Sevastopol concludes agreements on targeted training with candidates selected for admission, which come into force from the date the candidate is enrolled in an educational organization, and issues a referral for admission.

4. Final provisions

4.1 The senior assistant to the city prosecutor for personnel forms a personal file of the applicant, which must contain the documents stipulated by the rules for admission to the relevant educational organization. The personal file of the applicant is sent by the city prosecutor's office to the selection committee no later than the deadline established by the rules for admission to study at the appropriate educational organization.

4.2. For each applicant who received a referral for targeted training and entered an educational organization, a working personal file is formed, in which the necessary information about enrollment, information about the training, including performance monitoring data, characteristics issued in connection with the internship, data on the preventive and explanatory measures taken in all cases of receipt of information from educational organizations about non-compliance by students with their obligations to master the main educational program, violations of discipline and other circumstances that are important for the execution of agreements on targeted education.

4.3. The documents of candidates who took part in the competitive selection, but who were not issued referrals for targeted training, are returned to them upon written application within three years from the date of completion of the competitive selection.
