What is a safety island? In the SDA, this element of the road infrastructure is given a separate place, since it is quite important for both pedestrians and drivers.

As the number of vehicles increases, traffic conditions for pedestrians become more dangerous. This is the largest category of traffic participants, whose safety is a priority for the state. To solve this issue, a road infrastructure is needed that meets the new traffic conditions for pedestrians, able to protect them from vehicle collisions, namely, a sufficient number of sidewalks raised above the level of the carriageway, controlled pedestrian crossings, fences, safety islands.

Road safety islands (ROIs) are an element of road construction that separates traffic lanes (including lanes for participants on bicycles), as well as tram tracks and traffic lanes. Its main purpose is to ensure the safety of pedestrians when crossing the roadway.

OB can be allocated using:

  • curb stone (elevation above the roadway);
  • technical means of organizing traffic on the roads (marking, etc.)

The part of the median that is crossed by the pedestrian crossing may also be referred to as a safety island.

Standard requirements

The policy of formation of the road network is enshrined in the national standard of the Russian Federation GOST R 52765-2007. The elements of the arrangement of roads include a complex of structures, buildings for traffic maintenance, technical devices and means designed to create a safe road "environment". The markings, which include lines, inscriptions, signs and other designations, inform about the conditions and modes of movement on a section of the road.

With high-intensity vehicle traffic (not less than 400 units / hour), islands of safety are organized on one lane of the road at ground pedestrian crossings. They are placed on the dividing strip or carriageway. The distance between the edge of the latter and the border of the island must be at least 7.5 meters. The length of the OB must be more than 1.5 meters, the width - not less than the width of the pedestrian crossing.

Device according to GOST

According to the requirements of the standard, markings or a curb can act as the border of a safety island on the road.

The basic rules for the OB device are as follows:

  • raised islands with curbs on the roadway are installed in the presence of constant electric lighting;
  • when separating oncoming traffic flows by installing fences along the carriageway, such raised islands with curbs are not used;
  • the height of the border is 10 ± 1 centimeters;
  • the center of the OB on the road must be in alignment with the marking line that separates the opposite directions;
  • in front of the island on both sides, a continuous inclined marking 1.1 according to GOST R 51256 is applied, which diverts traffic flows from it, at an inclination to the road axis 1:20 / 1:50 (1:20 - for a speed of 60 km / h, 1:50 - more than 60 km/h);
  • ABOUT, which are located on the dividing strip, must be hard-surfaced;
  • on the territory of the islet itself, markings 1.16.1 are applied (inclined parallel white stripes);
  • if there is a curb, road signs 4.2.1 (go around the obstacle on the right) with markings 2.7 (horizontal and vertical stripes of black, white color in alternating order).

At the confluence and branching of traffic flows, they form the so-called guide lines, which can be used as safety islands on the road.

The principle of operation of the island of safety

When any elements of the road construction are introduced by the Ministry of Transport, the formation of a future algorithm for their work is envisaged.

According to the traffic rules, safety islands should operate as follows:

  1. Approaching the OB should force the driver to adhere to the established speed limit, since the roadway visually narrows at the pedestrian crossing, which increases the concentration of drivers.
  2. Departure of the car to the "oncoming lane" for overtaking (advance) becomes impossible.
  3. Parking (stop) at the crossing, as well as near it, is excluded.
  4. This is a kind of protection for pedestrians - a place of "rest" and waiting for cars to pass, because crossing a pedestrian crossing is often associated with fears and concerns.
  5. Barrier islands should teach drivers to slow down near pedestrian crossings. The practice of installing just such OBs is common in European countries. In Russia, unfortunately, there are not many of them yet.

Is it possible to park, run over, stop a vehicle?

According to the traffic rules, a safety island is not provided for stopping (parking) vehicles.

In big cities, in conditions of rather limited space for parking and stopping vehicles, it is common for drivers to leave their cars on islands. Clause 12.4 of the SDA does not explicitly prohibit such actions, however, clauses 12.1 and 12.2 clearly define the methods of parking and stopping the vehicle. The traffic rules with comments say that if there are no special parking spaces on the road, the vehicle can only be parked on the right (on the left side - with one-way traffic and on a road with at least 2 lanes) and parallel to the edge of the carriageway.

Islands are usually placed in the center of the road between traffic flows, and their boundaries are marked with a solid line, which is strictly forbidden to cross. It follows from this that parking and stopping in this way is not allowed. In view of the continuous marking line, it is also prohibited to run into a safety island. Special cameras have been installed in Moscow that record these violations and send out “letters of happiness”.

The exception is emergency situations.

Driver liability

For a stop on the safety island, as well as parking, administrative responsibility is provided.

By virtue of Art. 12.16 of the Code of Administrative Offenses of the Russian Federation, deviation from the marking requirements entails a fine of 500 rubles.

Art. 12.19 of the same Code prescribes that non-compliance with the rules of parking (stopping) entails a fine of 500 rubles.

On the island, which belongs to the pedestrian "zebra", stopping (parking) is strictly prohibited. As part of the location of the pedestrian crossing, an area of ​​ten meters on both sides is also not provided for these purposes. For violation in this area, an increased fine is provided - 1000 rubles plus the detention and evacuation of the vehicle.

Can police cars park on the islands?

Probably, every driver has seen that traffic police officers often stand on these safety islands, controlling traffic. Many jealously wonder why they can, but ordinary motorists can not. Let's figure it out.

In their activities, traffic police officers are guided by the Administrative Regulations approved by the Order of the Ministry of Internal Affairs of the Russian Federation of 2017 No. 664. Clause 87 of this document states that the stop of a service vehicle should be carried out taking into account traffic rules and taking measures to ensure the safety of traffic participants. At the same time, paragraph 88 of the regulations says that exceptions can be established if there is a need to carry out regulatory, administrative actions, suppress offenses, prevent the threat of harm to health, life and (or) property of traffic participants.

General rules for pedestrians

The rules of the road for pedestrians establish a special procedure for their movement. These norms for the movement of pedestrians are legally enshrined in paragraph 4 of the SDA 1993 No. 1090. In real traffic conditions, pedestrians are required to walk on sidewalks. It is possible to move on special lanes and paths for cyclists. A person can walk along the side of the road when there is no specially allocated space. If there is no side part, then you can walk along the road on the right. In addition, the rules of the road for pedestrians who follow in groups provide for the order of moving in 1 row one after another. In order to constantly monitor the movement of vehicles, pedestrians need to move towards the flow of cars. In the evening and at night, as well as in conditions of poor visibility (snowfall, rain, fog, etc.), it is recommended that traffic rules pedestrians wear clothing with reflective elements. This ensures their visibility to the driver.

Before entering the road, pedestrians are required to assess the situation and make sure that their movement is safe.

It is forbidden to interfere with the movement of cars, stand for a long time and linger on the road if these actions are not aimed at traffic safety. In cases of delay when crossing to the other side of the road, a passer-by must stop on a line that separates traffic flows, or on an island. This rule is well known to every pedestrian, because everyone understands how great the possibility of creating an emergency on the road is, and no one wants to find out for themselves what it is. In this case, the SDA safety island serves as a kind of guide, to some extent warning the pedestrian from danger.

It is possible to wait for a taxi and a bus that moves along the established route only on landing sites that rise above the carriageway, and in cases where there are none, on the sidewalk or roadside. It is allowed to go to stops not equipped with such elements for boarding the vehicle only after it has completely stopped. When disembarking, you need to leave the road without delay.

It is necessary to immediately leave the roadway or refrain and stay in a safe place when a vehicle with a working blue flashing beacon (may be blue and red) and a special sound signal is approaching the crossing point.

Foot columns

The movement of pedestrian organized columns in the SDA with comments is described as follows: people can only walk along the road in the direction of movement of vehicles, i.e. on the right and up to 4 people in one row. One escort with a red flag is placed in front and behind the column. These people should be on the left side of the line. At night and in case of insufficient visibility, the movement is carried out using the included white lamp in front, red - in the rear. You can drive groups of children along sidewalks and paths for pedestrians, and in their absence - along the roadsides, while there must be an accompanying adult.

Where to cross the road?

In order to implement the intention to cross the carriageway, the pedestrian is obliged to use pedestrian crossings.

On the road, they are distinguished by corresponding signs in the form of a square, inside of which there is a white triangle on a blue background, in which the silhouette of a pedestrian walking along a pedestrian crossing is depicted in black. To indicate the places reserved for crossing, a special marking is applied on top of the road surface in the form of continuous stripes of white and (or) white with yellow filling, located along the axis of the road. This marking is called "zebra". In exceptional cases, it is allowed to cross the road in places where it is clearly visible in both directions. It is possible to cross only at an angle of 90 degrees to the edge of the road in the absence of a dividing strip and fences that delimit the flows of traffic in opposite directions. On dangerous sections of roads, depending on the traffic intensity, pedestrian crossings (underground and elevated) are installed. Their locations are marked by road signs. Pedestrian traffic lights may be installed at crossings. In cases where there is no crossing through a pedestrian crossing, it is possible to cross the road within the intersection, where a person, as a participant in the movement, has an advantage. However, in places where traffic is regulated by a traffic controller and (or) a traffic light, people should be guided by the signals that allow them to move. Diagonally - between opposite corners of the intersection - it is allowed to cross the road if there are markings indicating such a transition, and only at an regulated intersection.

Responsibility of pedestrians

For violation of traffic rules for pedestrians, liability is provided for:

  • administrative,
  • criminal,
  • civil.

The first type of liability is established by articles of the Code of Administrative Offenses of the Russian Federation 12.29 and 12.30 (violation caused interference in traffic, harm to human health of mild and moderate severity). In cases where, as a result of a violation of traffic rules by a pedestrian, circumstances arose that caused serious harm to health (part 1 of article 268 of the Criminal Code of the Russian Federation) or this caused his death (part 2 of this article), or caused the death of 2 or more persons (Part 3), criminal liability arises. Due to non-compliance with traffic rules in situations where the harm caused as a result of the violation affects the civil rights of citizens, pedestrians bear the obligations provided for by the Civil Code of the Russian Federation (Articles 8, 15, 1064, 1085 - 1094, paragraph 4 of Chapter 59).

It follows that the priority in the field of traffic has always been, is and will be safety: both pedestrians and other participants. It is for this purpose that islands of safety on the road were introduced at the legislative level. They are also designed for those on foot and for those on wheels. Of course, in many respects the very arrangement of these important elements does not reach the European level, but our state, we hope, is striving for this. The importance of this design is that it helps to save many lives of both drivers and pedestrians.

Stop (parking) on ​​safety islands, guide islands

12.4. Stopping is prohibited: on tram tracks, as well as in their immediate vicinity, if this interferes with the movement of trams; at railway crossings, in tunnels, as well as on overpasses, bridges, overpasses (if there are less than three lanes for traffic in this direction) and under them; in places where the distance between a solid marking line (except for the one marking the edge of the carriageway), a dividing strip or the opposite edge of the carriageway and a stopped vehicle is less than 3 m; at pedestrian crossings and closer than 5 m in front of them; on the carriageway near dangerous turns and convex fractures of the longitudinal profile of the road when the visibility of the road is less than 100 m in at least one direction; at the intersection of carriageways and closer than 5 m from the edge of the crossed carriageway, with the exception of the side opposite the side passage of three-way intersections (crossroads) having a continuous marking line or a dividing strip; closer than 15 meters from the stops of route vehicles or parking of passenger taxis, marked with marking 1.17, and in its absence - from the indicator of the stop point of route vehicles or parking of passenger taxis (except for a stop for boarding and disembarking passengers, if this does not interfere with the movement of route vehicles vehicles or vehicles used as passenger taxis); in places where the vehicle will block other drivers from traffic lights, road signs or make it impossible for other vehicles to move (entry or exit), or interfere with the movement of pedestrians; in the cyclist lane. We see that in paragraph 12.4 of the Rules, there is no mention that stopping (parking) is prohibited on safety islands or guide islands.

Islet not for parking

But such islands exist only at regulated pedestrian crossings, they are designed for pedestrians who do not have time to leave the roadway at the green traffic light. Stopping at pedestrian crossings is prohibited. If we are talking about the guide islands of the fork or confluence of traffic flows, then the place where the roads fork at the same level is a crossroads.

Stopping here is also prohibited.

1.1. These Rules of the road establish a unified traffic procedure throughout the Russian Federation.

This is the only condition for traffic on tram tracks in accordance with the requirements of the Rules.

    Penalty for driving on this section of the carriageway

    If, while driving on the carriageway, the driver enters this section of the road, then he is threatened with an administrative penalty in the form of a fine of 1000 rubles. In the event of an emergency, entry to this area of ​​the roadway is allowed.

    A common non-scientific argument against safety islands is that drivers can run over them, and thus the island itself allegedly causes accidents, reducing the level of safety in a particular area. Indeed, an improperly designed and equipped island can cause accidents.

    To minimize such cases, at all stages of the existence of an island of safety (design, implementation and maintenance) it is important to ensure:

  • proper design and execution - for example, the island should have rounded edges, the signs on it should not block the visibility for pedestrians and drivers;
  • proper lighting - the island at the crossing should be visible to drivers, as well as pedestrians at the crossing;
  • be properly marked - a traffic island crossing must be marked in accordance with state standards and traffic rules;
  • Keeping the signs in a clean state, while maintaining their visibility and reflective properties.
  • The purpose of the solid line is that it separates traffic flows moving in different directions and marks the boundaries of traffic lanes in places of increased danger. This means that according to the traffic rules, any maneuvers on this island are strictly prohibited and are equated with driving into the oncoming lane.

    The concept of a safety island is not argued in the rules of the road. The moral and ethical side of this issue, of course, suggests that this marking prohibits the entry and placement of a vehicle on it. But, in fact, the rules do not prohibit this, which means that the fine is not justified and it is not necessary to pay it.

      The answer to this question can be found in the provisions of clause 1, article 4.4 of the Code of Administrative Offenses of the Russian Federation, which states that when a citizen commits two or more offenses, punishment is imposed not in aggregate, but separately, for each violation.
