ICCA is classified as an autonomous local institution that checks the level of vocational education in the capital. The structure was formed in 2004, at the insistence of State Duma officials.

The organization pursues certain goals, in particular, checking and diagnosing educational institutions. ICCO will conduct monitoring and diagnostics in 2018-2019. After all, it is important to expand the actual tasks theoretically and practically in order to improve the quality of students' knowledge, as well as to reveal their existing abilities. Additionally, specialists are selected who undergo advanced training. In addition, representatives of the organization prepare and then implement monitoring studies.

This allows us to focus on the development of secondary schools and other institutions that operate in the capital. Due to such a system, officials can make well-considered decisions on the implementation of educational reforms, the guys receive optimal knowledge and skills that will allow them to develop their own professionalism in the future.

Why are such checks needed?

The Moscow Center annually organizes a lot of inspections of educational institutions, and all because it is important to control the effectiveness of the educational system, simultaneously identifying shortcomings in the educational process.

The best results are demonstrated by independent diagnostics, and they are also in unprecedented demand. In any of the schools, internal monitoring of the educational process has been formed, various tasks are prepared by teachers, who then carry out a check. As a result, a subjective assessment is formed, which sometimes differs from the actual situation.

Independent assessment, as an excellent basis for considering the objective situation at the moment, can compare the success of schoolchildren with children from other educational institutions. When analyzing errors, it is quite possible to quickly and timely correct the educational process, correcting shortcomings. The school management independently decides which diagnosis is rational at the moment, and the number of classes that will take part. The administration has the opportunity to pre-specify the time, because the diagnostics are carried out according to the annual plan.

It's a pity, but it happens that schools put up only 1, the leading class, for diagnostics. That is, they try to show the educational institution with the highest possible result. But, in no case should we forget that diagnostics are not classified as competitions, we are talking about a tool that allows you to raise the quality of the learning process. Primarily, such checks are rational for schools, and not for the Ministry of Education.

Within 2 weeks, the management of the institution analyzes the result and can submit a request to the MCKO so that the results are not saved. How is verification usually done?

Monitoring 2018-2019

All audit activities of the institution were divided into three large groups:

  1. Assessment of educational achievements of students of educational organizations in the 2018/2019 academic year (on a budgetary and non-budgetary basis).
  2. National studies on the quality of knowledge delivery.
  3. International comparative studies of the quality of the educational process.

Each group is distinguished by the ICAC 2018-2019 diagnostic calendar, as well as the goals, participants, and verification tools. But they have a common regulatory document - a letter from the Moscow Department of Education dated May 14, 2018 "On measures for the independent assessment of educational achievements of students in educational organizations in the 2018/2019 academic year."

High School Test Plan

This is the most demanded plan among teachers and directors, as it applies to all budgetary educational institutions of the capital. In the new academic year, it will consist of seven stages:

  • Compulsory diagnostics in 4,5,6,7,8 and 10 grades.
  • Corrective obligatory diagnostics from 9th to 11th grades. It will affect only those institutions in which the USE result in the Russian language and mathematics in 2018 turned out to be unsatisfactory.

  • Checking in those subjects that are studied at an in-depth level.
  • Checks in the organizations participating in the project on the organization of specialized training in basic general education programs.

  • Checking knowledge acquired in optional classes. For grades 8-9, this is “financial literacy” or “history of Moscow”, and for tenth graders these are “memorable pages of the history of the Fatherland”.
  • Meta-subject diagnostics. Serves for analysis of achieving the planned results in the development of the educational program.
  • Diagnostics in primary school (mathematics, Russian language, reading). Will take place in April 2019.

Important! The first stage of diagnostics will take place in September-November 2018. In the current academic year, the MCCS will also conduct a raid of inspections in educational institutions that are not related to the budget (private schools). The ICAC Audit Schedule 2018-2019 for them is shown below.

National Educational Quality Surveys

This group includes two diagnostic tools. These are the All-Russian Verification Works (VPR) and the program of the National Research on the Quality of Education (NIKO).

The purpose of these methods is to ensure the unity of the educational space with the universal observance of the adopted general educational programs.

Features are:

  • the level of checking the knowledge of schoolchildren is carried out through the same task for the whole country;
  • uniform evaluation criteria are used;
  • students are provided with absolutely identical conditions when passing the exam (reflected in special instructions);
  • unified assessment criteria (after completing the work, schools get access to the criteria and recommendations for assessment).

VPR enable school leaders to timely orient themselves in the correct organization of the educational process and check the level of knowledge of their wards for compliance with the all-Russian standard.

Important! During the writing of such control, the presence of observers from parents or teachers is allowed.

The features of the NIKO program are:

  • anonymous questioning (computer testing technology or the use of machine-readable forms) of students in order to collect information about the learning process and its proper level;
  • sampling of participants is carried out at the federal level according to a special methodology (depending on the specific NIKO project).
  • the results of the surveys received are used to analyze the current state of the educational system and formulate programs for its development.

Important! When testing students under the NIKO program, the assessment of the activities of teachers and regional executive authorities is not provided.

International comparative studies of the quality of education

In 2018-2019, this monitoring group will be marked by three events, each of which is aimed at different categories of schoolchildren.

  1. Progress in International Reading Literacy Study (quality of reading and understanding of the text). It will be held among primary school students in different countries of the world.
  2. Research International Computer and Information Literacy Study (testing computer and information literacy for eighth graders).
  3. Research on civic education for eighth graders.

Non-diagnostic goals of ICCS in 2018-2019

In addition to monitoring educational institutions, the Moscow Education Center has many other goals and plans in the field of raising the level of education in Moscow and, in particular, in Russia. These are various international conferences, seminars and certifications.

So, the very first in the calendar of the new academic year is an important world-class event - the Moscow International Forum "City of Education" (August 30 - September 2, 2018). The organizers plan to attract more than 70,000 participants, among whom will be representatives of the leadership of schools in Moscow, Russia and other countries of the world. The forum will end with the traditional festival of the Russian language.

And in February, the main organizational event of the year will take place - an international conference on the development of a quality system for obtaining knowledge.

The Center also offers advanced training courses to employees of educational organizations with the issuance of an appropriate certificate.

MCKO (Moscow Center for the Quality of Education) is an autonomous state institution of additional professional education in Moscow. Created on October 20, 2004 by order of the Government No. 2090.

The purpose of this organization is monitoring, diagnostics of educational institutions; expansion of practical and theoretical tasks related to improving the efficiency of assessing the quality level of students' knowledge, as well as revealing their abilities; identification and training of the most capable representatives of youth; improvement of methods of certification of various educational institutions; preparation and implementation of monitoring studies.

ICCA regularly conducts a number of activities aimed at diagnosing the work of educational institutions. This contributes to the development of secondary schools, technical schools, universities and other similar institutions located in the capital. Thanks to such a system, the government can make more informed decisions on the implementation of reforms in the educational processes, and students receive relevant knowledge and skills necessary for the further development of professionalism.

Types of diagnostics

In the period from 2017 to 2018, the MCCS plans to conduct a number of mandatory diagnostics of the following types:

  • compulsory diagnostics (grades 4-8, 10);
  • corrective (9, 10, 11 classes);
  • in general education subjects studied at a deep level for educational institutions participating in certain projects (medicine, engineering, cadet class);
  • in vocational educational institutions that participate in the project for the organization of profile and pre-profile training in accordance with the main general education programs.

There are 2 stages of application. The first stage (from September to November 2017) has already passed, but the second stage (from December to February 2017-2018) is still relevant. There are three types of final work in the education system:

  • administrative control and verification work;
  • diagnostic and control work, monitoring of MCKO;
  • final final exams.

Both of them have the same goals.

Firstly, the final works are designed to check the state of the quality of education in educational institutions.

Secondly, thanks to them, the actual level of knowledge of students in certain subjects, their theoretical knowledge and practical skills are revealed.

And, thirdly, the final works are aimed at monitoring the implementation of curricula and calendar and thematic planning in educational institutions.

Organization and conduct of administrative control and verification work in educational institutions

The final work must be carried out strictly according to the schedule approved by the director of schools.

They are held in all subjects, with the exception of music, fine arts, world art culture, physical education and the foundations of religious cultures and secular ethics.

The subject teacher decides what tasks will be in the work, but coordination with the deputy director for educational work is mandatory.

During the test, in addition to the subject teacher, there is an assistant, of the same specialty or from among the administration.

Students write their work on special stamped sheets. The time to complete the tasks is one lesson.

On call, all work is surrendered, no one has the right to detain. If one of the students did not have time to write, such a task will be considered unfulfilled.

The teacher and assistant must check the work within one day. Grades are given according to the requirements.

Diagnostic and control work, monitoring MCKO

Such checks should be planned in advance. Not later than two weeks before the event, teachers and students must be warned.

Testing papers are checked by subject teachers within three days, and monitoring studies are analyzed at the MCCS center.

Educational institutions are obliged not to interfere with the conduct of this kind of verification, but on the contrary, to contribute in every possible way and to organize the conduct as efficiently as possible.

The results are discussed at pedagogical councils, information and recommendations are made for further effective work.

Works are evaluated according to the system with which the school works. This assessment affects the final score for the intermediate assessment.

Such checks make it possible to objectively check the quality of students' knowledge and the effectiveness of the presentation of knowledge by subject teachers. Schools can apply for independent diagnostics themselves.

Final final exams

To date, there are four types of final final exams:

  • Final essay
  • GIA, OGE and USE
  • Final essay

The final essay can be assigned to schoolchildren of 11 classes. If they participate in the GIA in certain subjects - Russian language or mathematics, then an essay at the end of grade 10 is not assigned.

The results of the final essay can be accepted as admission to the GIA or for admission to educational institutions of higher education. It is carried out in those schools in which graduates directly study.

  • GIA, OGE and USE

State final certification is a general concept for the OGE and the USE. In some sources you can find - GIA-9 (this is the OGE) and GIA-11 (this is the USE). As the names make clear, these are the final final exams for grades 9 and 11, respectively.

Students who do not have academic debts and who have mastered the curriculum in full are allowed to pass the final certification. Marks in subjects should not be lower than "satisfactory".

OGE or GIA-9 is the main state exam, which is taken by schoolchildren who finish the ninth grade. They are required to submit four items.

Without passing them, they will not receive a certificate, which means they will not be able to enter educational institutions of a secondary technical orientation or transfer to the tenth grade.

The subjects required for delivery are the Russian language and mathematics, and the other two are at the choice of the student himself.

The score must be at least “satisfactory”, that is, “3”. The grade for passing this exam affects the grade in the certificate.


The USE or GIA-11 is an exam that graduates of the eleventh grade take. It is called unified, since its results are credited both for assessment at school for a certificate, and for assessment at entrance examinations at higher educational institutions.

Knowledge on the exam is checked from the fifth to the eleventh grade, so they can overlap with tasks in the exam.

Schoolchildren also take four subjects, of which the compulsory ones are Russian and mathematics, and the other two are optional (physics, chemistry, biology, literature, geography, history, social studies, a foreign language - English, French, Spanish, German, computer science and information and communication technologies).

Most often, graduates choose those subjects that they need for admission to higher educational institutions in order to reduce their time and not take them extra. If you do not score the minimum points, then the student does not receive a certificate, but graduates from school with a certificate.

The USE is conducted on the territory of a different school, not the one in which students are directly trained, and by teachers from this school.

Moreover, the exam is held under cameras to exclude any kind of violations both on the part of the students and the organizers.

There is a strict list of items that you can take with you to class. Assistance from teachers is strictly prohibited.

Participants of the examination process will see all tasks for the first time in the first minutes of testing.

The package with them is opened by the teacher in front of the students. Unlike the OGE, the grades here are given in a hundred-point system, where one hundred is the maximum score.

This exam is held throughout the country at the same time on the same day. Any "merging" of information is categorically excluded, all of it is strictly classified. Schoolchildren must submit applications for participation in the USE in selected subjects before March 1 of the current year.

Once all applications have been submitted, a schedule of examinations will be drawn up.

Tasks are complexes of a standardized form, including test tasks and detailed written questions.

Students may be exempted from passing the Unified State Examination or the OGE in a specific subject if they are winners or prize-winners of All-Russian Olympiads, members of Russian national teams participating in international Olympiads.

Additionally, it is possible to take exams on other days if the pass was for a good reason that meets the requirements, or on the same day, according to the schedule, two subjects that were chosen by one student. For such cases, additional days of certification are assigned.

If the student does not agree with the grade, the student may file an appeal within the time limit.

In such cases, a hearing will be scheduled at which the student, together with their teacher, will defend their opinion and, possibly, receive additional points.

All requirements for conducting any kind of final work and tests comply with the requirements of the state educational standard of the federal level, are documented in orders and resolutions. Their implementation is strictly controlled.

Such a system of evaluation of students allows you to objectively and qualitatively test their knowledge and, accordingly, the effectiveness of the work of school institutions.

The Moscow Center for the Quality of Education conducts a large number of inspections of educational institutions every year in order to control the effectiveness of education and identify gaps in the educational process.

The most qualitative are independent diagnostics of educational institutions. They are also the most popular.

The teacher must be familiar with all materials. The next step is to prepare the students. One of the points of preparation is filling out the answer forms.

Absolutely all students, before the test, must clearly understand how to fill out the form correctly.

National Educational Quality Surveys


When you open this section, information about three types of assessment appears:

  • All-Russian verification work;
  • National Studies on the Quality of Education;

All-Russian verification work has been carried out since 2015 in order to ensure the unity of the educational space of the Russian Federation and support the implementation of the Federal State Educational Standard.

In fact, these are tests for individual assessment of students. In general, there is an objective analysis of the quality of education at the intermediate stages of education, and not at the end of the year.

When carrying out such work, uniform standards for conducting, checking and evaluating in all regions of the Russian Federation are used, they are set out in the procedure for conducting the VRP.

External participants, most often from among parents, are invited during the conduction as independent observers.

National studies of the quality of education - conducted since 2014. The NIKO program is individual research projects on specific subjects at a specific time.

Projects - work on academic subjects, questioning students and collecting information about the learning process.

The purpose of NIKO is to identify students' subject and interdisciplinary skills and the formation of learning activities.

NIKOs are held strictly according to the schedule, anonymously, there is no link to the data of the students. The sampling of educational institutions takes place at the federal level by the program.

The results are used to assess the quality of the education system as a whole, not the performance of a particular school or its teachers. These checks are carried out annually, and the results are discussed at conferences to assess the quality of education.

The study of teachers' competencies has been conducted since 2015. The initiators of such inspections are the Federal Service for Supervision and Control in Education (Rosobrnadzor).

The goal is to evaluate and match teachers with the position and category.

Only professionals who every day strive for self-improvement and improvement of their competencies should be engaged in the education of schoolchildren.

At the moment, there are no uniform mechanisms for the Russian Federation to ensure the quality of teachers' work. This type of assessment is aimed precisely at achieving unity in this problem.

The essence of the ICU is the anonymous filling of questionnaires with professional and sociological questions. The results are used to polish the education system, not to evaluate a particular school and its staff.

International comparative studies of the quality of education

It provides information on research at the international level, a comparison of education systems from different countries in order to identify gaps in the Russian system, taking innovations from other countries.



This section includes several programs:

  • International comparative study "Studying the quality of reading and understanding of the text" PIRLS - a comparison of the level of reading and understanding of the text by primary school students in different countries of the world. Research is needed to understand the differences and effectiveness of different education systems. They have been held every 5 years since 2001.
  • The international program for assessing the educational achievements of students PISA is an assessment of the educational achievements of students who have reached the age of fifteen. Within the framework of this study, knowledge and skills acquired in life are assessed in three areas - "reading literacy", "mathematical literacy", "science literacy". They are held every 3 years, starting from the year 200.
  • The international program for assessing the educational achievements of students PISA based Test for Schools is an addition to the previous program. Answers to the same questions but in order to identify the readiness of students to fully function in society.
  • The TIMSS General Education Quality Benchmarking Study is a comparative assessment of fourth and eighth grade students' preparation in math and science. It has been held every 4 years since 1995.
  • Comparative study of the quality of general education TIMSS - Ad Advanced - a study of the preparation of high school graduates studying in depth mathematics and physics. These two subjects are priority in terms of intellectual preparation of students. Such studies were carried out in 1995, 2008 and 2015.
  • International Study of Computer and Information Literacy ICILS is a study of students' knowledge, skills and abilities in computer and information literacy. Eighth grade students are assessed. The study was conducted in 2013, the next one is planned for 2018.
  • International study on civic education in the 8th grade of general educational institutions ICCS - assesses the readiness of schoolchildren to become citizens of their country, their attitude to their civic duty. Research has been carried out since 1999.
  • TEDS-M, an international survey on the study of teacher education systems and the assessment of the quality of primary and secondary school teacher training in mathematics, was conducted in 2008. In addition to current teachers, students of higher educational institutions - future teachers - took part in the study.
  • An international study of teaching and learning systems was conducted with the aim of tracing the school environment, the conditions in which teachers work. Research has been carried out since 2008.

Computer diagnostics
