Education in the target area is always a free higher education with a guarantee of a job for several years after graduation.

For those applicants who want to study on a budgetary basis and subsequently work in their specialty, obtaining such a direction is a cherished dream, a ticket to the future, the road to career prospects.

Who has the right to issue a targeted referral, how an applicant to a university can receive it, what may be the grounds for refusing to issue it - we will consider all these issues in this article.

Study with job security

The scheme of targeted training has been familiar in Russia for a long time. Earlier, in Soviet times, all universities distributed graduates to different regions of the country, where the newly minted specialist was supposed to start his career. At present, there is no mandatory distribution, but the state remains interested in ensuring that the shortage of personnel is filled evenly in the country.

Against the backdrop of hundreds of thousands of certified lawyers, economists and managers, many applicants do not find such professions as a veterinarian, ecologist, historian to be quite prestigious - the problem of finding employment in their specialty remains quite acute. Many have a calling, but due to low salaries they do not become teachers or doctors.

Education in targeted areas to a certain extent solves the problem of personnel: its essence is that the state or a private enterprise pays for the student's education. After graduation, a young specialist is obliged to find a job in the organization from which he received a recommendation and work in it for 3-5 years.

If the graduate refuses to "work off", he will have to return the entire amount spent on his vocational training.

Getting an education in this way can be called privileged, since it is easier to enter the desired faculty - the passing score according to the results of the USE is lower. In rare cases (if we are talking about a popular specialty), the requirements for contestants can be quite strict. One direction is issued only to one specific person, it cannot be transferred to another applicant, it is forbidden to use it for admission to several universities.

Target admission implies training on the basis of agreements drawn up between a representative of a higher educational institution and:

  • a federal government body (for example, the Prosecutor General's Office of the Russian Federation, the Main Directorate of the Investigative Committee of the Russian Federation);
  • a public authority of a constituent entity of the Russian Federation (for example, with a municipal authority of a constituent entity of the Russian Federation on the allocation of targeted places for training at medical universities);
  • state municipal institution (direction from school, gymnasium to pedagogical universities);
  • a state-owned company or an enterprise where there is a share of state funds in the authorized capital (Rosneft, Gazprom);
  • a commercial enterprise that has the means to pay for the education of its future workforce.

Basically, referrals are received from the state: these can be law enforcement agencies (the prosecutor's office), medical institutions, educational institutions that count on the interest of young graduate teachers, etc. Large enterprises can also pay for student education. The procedure for obtaining the opportunity to study at the expense of a state or other organization is different in each specific case, since the general provisions are adjusted taking into account the profile of the chosen specialty and the rules of the educational institution.

By the way, the legislation on education allows targeted admission to education for those who graduated from school not in the current year, but earlier. For such citizens, in addition to the list of required documents, it is necessary to provide data on work or study for the period from the moment of receiving secondary education to admission.

Institute of the Prosecutor's Office

In the last twenty years, the prosecutor's office has been actively using recruitment through targeted referrals. Replenishing the ranks of prosecutors is not so easy - you need to pass a series of special tests and meet certain requirements that apply to civil servants. In addition, work in law enforcement requires resistance to stress, dedication to one's work, high moral principles and excellent knowledge of the Russian language, history, etc. If you meet the listed criteria, you can get a referral to study at a university from the prosecutor's office.

To do this, you need to contact the prosecutor's office of the region or a specialized department (transport, environmental protection) and, within the period indicated on the official website (usually until June 20, 2016, in which it is planned to enter the institute), apply for a referral.

The following documents must be submitted with the application:

  • certificate (if it has not yet been received, then an extract on academic performance for the first half of the year);
  • his consent to work in the prosecutor's office;
  • autobiography, personal sheet on personnel records;
  • a copy of the passport (all completed pages are copied);
  • characteristics from the school or lyceum;
  • a copy of the military ID;
  • medical certificate (form 086).

Additionally, it is necessary to undergo psychological diagnostics (testing) for suitability for the profession.

After consideration, the documents are sent to the Main Directorate of the General Prosecutor's Office of the Russian Federation, where the number of places allocated for study is determined.

If there are enough places, a written referral is issued at the personnel department of the regional prosecutor's office.

Refusal to extradite can be a variety of circumstances. So, the presence of a criminal record of the candidate, as well as close relatives, will not allow him to become an employee of this department. In addition, the psychological characteristics of the character, identified during testing, can also become an obstacle to employment.

When resolving the issue of targeted admission, the state of health of the future prosecutor's worker will be taken into account - there is a list that indicates the types of diseases that exclude the possibility of employment in state bodies (for example, severe diseases of the nervous system, visual impairment, cancer, etc.). ).

If you have passed the tests and everything is in order with your health, you will be given a referral, training in which takes place only at the faculty of the Institute of the Prosecutor's Office in full-time. This faculty is not available in all legal schools. There are several such universities in the country - in Saratov, Yekaterinburg, Moscow, St. Petersburg. Practice shows that the direction is given to the nearest university, as well as to its branches, which are in many cities.

Even with the cherished document on budgetary education in hand, no one canceled excellent knowledge upon admission:

  • The exam should be with high rates in history, Russian language and literature.
  • The average acceptance score is slightly lower than for regular applicants, but it must also be overcome. Otherwise, enrollment is out of the question, even if you are a “target”. Typically, the average score in the three disciplines for applicants on a targeted basis is 230.
  • If several applicants scored the same number of points, then the issue of enrollment is decided on the basis of additional information:
    • the presence of a gold (silver) medal,
    • diplomas,
    • victories in olympiads, etc.

After graduation, the graduate, according to the contract, one of the copies of which is kept in the personnel department, is obliged to find a job in the prosecutor's office from where he was sent. In some cases, in agreement with the employer (represented by the General Prosecutor's Office of the Russian Federation), you can stay to work in another region. If it so happened that for some reason a graduate cannot become an employee of the prosecutor's office or has worked in a position for less than five years, he will be charged the cost of training in full.

Medical Universities

The targeted training of future physicians is regulated by the adopted resolutions of the federal level: the state is especially interested in qualified personnel in the medical field, large sums are spent annually on this from the country's budget.

To issue targeted referrals to a medical university, a decision is required by a special commission of the municipal authority of the region. Careful monitoring of the labor market is carried out, conclusions are drawn about the lack of specialists of a certain category in numerical terms.

An applicant who wants to receive a targeted referral to study in a medical specialty must submit a certificate of completed secondary education to the municipal authority, as well as score the required number of "passing" points. In addition, targeted training can be trained only for those who receive higher free education for the first time.

It is important to know the period when referral applications are accepted - if you miss the deadline, a new opportunity will not present itself until next year. Information of this kind can be obtained from the website of the municipality or directly from the medical school. So, in 2016, the application could be submitted as early as March, the last possible deadline for filing was June 10.

In an educational institution, you can find out what documents you need to submit in order for the application to be accepted for consideration. Mainly:

  • an application for the issuance of a target direction - drawn up according to the approved form, the form can be obtained from the Ministry of Education, the municipality or the university;
  • a photocopy of a civil passport (sheets with the full name of the applicant and registration);
  • all kinds of diplomas, documents confirming participation in olympiads, competitions, etc.

After receiving applications, a list is formed from which the best students are selected based on the results of the exam, and they will be enrolled in the first year.

Become a teacher in the direction

How to get a targeted direction to a pedagogical university? Directly at the university, you can find out the list of those schools and lyceums with which contracts have been concluded. After that, you need to pass an interview with the director of the selected school, bring to his attention the desire to work in this particular institution. If your candidacy is approved, you will easily receive a referral.

Institutes and universities of a pedagogical profile are quite willing to accept for training those who will then be guaranteed to be employed in schools - after all, in this way the problem of a shortage of teachers is solved. They are especially loyal to those who wish to work as a teacher in remote areas, villages, towns. There are few such applicants, so it is not difficult for them to pass the competition.

In some universities of Moscow, places are specially created for the target recruitment of only graduates of the capital.

for example, more than 100 places are allocated at the Moscow Pedagogical University for graduates of schools in the city of Moscow and the Moscow region. In this institution, training has long been practiced in the direction of the district education departments of Moscow, while the applicant can participate in the general competition at the same time. You can also apply through the school management or yourself to the municipality of the region, where you can find out from which employers applications for the conclusion of a targeted contract were received. Such information can be reported in the Ministry of Education of the region, as well as directly at the selected university. You can also find a company yourself - it's no secret that large enterprises are also in dire need of specialists who are ready to pay for their studies.

What to do when an employer is found

If your application was answered and the issue was resolved positively, then you will need to bring a tripartite agreement to the selection committee of the selected educational institution, which will indicate the data of your future employer and the number of years during which you will be required to work. A careful reading of the contract will help to avoid unpleasant surprises in the form of strict conditions of payment or working off (for example, there were cases where the agreement on the target direction from the enterprise included both 10 and 12 years of compulsory work).

In addition, you should carefully study the clauses of the agreement on the rights of the applicant:

  • whether he will be provided with social support (stipend, medical care),
  • how it is proposed to resolve the issue of providing housing (whether a hostel will be provided).
  • Pay attention to the date of appearance after graduation - in practice, there were cases when, on the appointed date, a graduate, due to forgetfulness, did not appear at the organization for employment, which subsequently became the reason for a lawsuit on the recovery of expenses for his education.

The contract must also indicate good reasons for the graduate's failure to fulfill the obligation to find employment: his disability or the disability of his relatives (one of the parents, spouse, child), special circumstances (liquidation, bankruptcy of the enterprise, etc.).

Everyone chooses a business to which they may have to devote their entire lives. Some apply for budget places, others are quite satisfied with the contract basis of education.

This is how the State plan for the training of medical personnel appeared.

The target area was revived thanks to the signing of a number of important documents that today allow applicants to apply for target places.

Targeted training at the medical university is carried out at the expense of the federal budget, funds are allocated in accordance with applications submitted by municipalities.

Initially, a commission is created to find out how many doctors the region needs, after which this information is submitted to higher authorities.

In practice, the target area in 2016 looks like this: after graduation, the graduate will have to work for at least 3-5 years in the specified medical institution or return all the funds paid to the state treasury.

Who can apply for the targeted direction

Applicants can apply for the target direction:

  • having a document confirming the receipt of secondary education;
  • wishing to study at a university free of charge for the first time;
  • who received the highest number of passing points among all those who apply for the target place.

School graduates can be rejected:

  • who are not included in the above list of persons;
  • if, after checking the information, it turned out that the applicant provided false information about himself;
  • if the documents are drawn up incorrectly or not in the form;
  • The submission of papers was made after the deadline for accepting applications had ended.

The procedure for obtaining a place in a medical university

If you are interested in the opportunity to enter a medical university using the target direction, it is useful to know that in 2016 the documents for obtaining a quota are accepted from March 1 to June 10, 2016, it is better to find out the specific date at the chosen university.

A complete set of papers is presented by the following documents:

  • An application drawn up by hand according to the model established by Russian law. The text of the application must indicate that you are applying for participation in the competition of applicants who want to enter a medical university and study at the expense of the state.
  • A photocopy of the passport - you will need the front page and the page where the registration of the student's place of residence is indicated.
  • A photocopy of the certificate, which determines the date when the applicant for the target direction was born. A certificate is required only if you are under the age of 18.
  • If the applicant participated in the Olympiads held between schoolchildren in the main subjects in which the medical university is interested, it is allowed to provide the relevant documents.

After receiving a set of documents from all applicants, the commission transfers it to the state medical organization in charge of the region, after which a target orientation project is consistently drawn up, and information on the submitted applications of applicants is sent to the Main Directorate. All this must be done by June 30, 2016.

The employees of the Department, for their part, make an official request regarding the results of the USE, all information is entered in the register maintained by the Department of Science and Education.

No one is immune from force majeure circumstances, for example, when 3 or more applicants have the same scores. Then the members of the commission make their decision based on the additional achievements of each person. The final decision is reflected in the minutes of the meeting of the commission.

If the applicant does not qualify for this specialty, the commission has the right to offer him a free place in another medical university.

So, when the protocol has already been drawn up and signed by the management, the secretary is authorized to draw up a list of persons who pass through the competition for targeted places. There can be only one target direction per applicant.

A guarantee that the student has received a place in the right direction and at the same time undertakes to fulfill his obligations to work after graduation is the agreement on targeted training, drawn up in 3 copies.

Which cities accept applications for targeted places

In 2016, applications for study at targeted places can be submitted in different cities to a number of leading universities in the country.

So, for example, in Moscow to the Medical University - FSBEI HE "Moscow University named after A.I. Evdokimov” with a plan for admission on a general basis of 24 people, as many as 100 people from Moscow are admitted to target places, with 123 applications submitted! This is practically 1 person per place, and the USE competition for applicants drops to 149 points!

There will still be a competition for admission, but not among all applicants, but only among “targeted students”, that is, applicants with a targeted direction. This competition is easier, since the competition is much lower, and the USE passing scores are somewhat lower.

Another point related to training in the target area is that now all universities are switching to the so-called Bologna system of education. Simply put, now instead of training specialists, there is training for bachelors and masters. A logical question is brewing, and who can you become after studying in the target area - a bachelor or a master? At the level of the law, this is not spelled out (or I did not find it), but I found that you become a bachelor or master depends on the contract concluded with the enterprise and its willingness to pay for your education. Now let's put together all the benefits of entering the target area:

  • It is easier to enter, there are fewer competitors, the USE passing score is lower.
  • Free training, because the enterprise that issued the target referral will pay for everything for you.
  • Availability of a job after graduation. Moreover, after admission, an agreement will be drawn up between the institute, the enterprise and you, where it will be stated that you are obliged to work for several years at this enterprise or reimburse the enterprise for all the money spent on paying for your education.

Receipt in the target direction, cons.

As always, in any good deed there is a fly in the ointment. Perhaps for you it will all be trifles, but it will not be superfluous to know about them:

  • You may be disappointed in your choice of specialty. Suddenly you realize that you want to be not, say, a doctor, but, for example, an architect. But after graduation, you will have to work as a physician for several years (at least 3 years).
  • You will not receive a scholarship from the institute and you can forget about it too. Perhaps there will be a scholarship from the enterprise, but not a fact.
  • You will not be able to move to another city until you have completed the period specified in the contract.
  • Perhaps every summer you will have an internship at the enterprise that gave you the target direction.
  • You may not like the institute you entered, but these are quite trifles, as it seems to me.

From January 1, 2019, in accordance with Federal Law No. 337-FZ of August 3, 2018, amendments to the norms of the Federal Law “On Education in the Russian Federation” regulating the procedure for targeted education came into force. Branches of the Academy

From January 1, 2019, citizens who, in accordance with Article 56 of the Federal Law "On Education in the Russian Federation", have concluded an agreement on targeted education, have the right to enroll in targeted training in educational programs of higher education at the expense of budgetary allocations from the federal budget within the established quota with:

  1. federal state bodies, state authorities of the constituent entities of the Russian Federation, local governments;
  2. state and municipal institutions, unitary enterprises;
  3. state corporations;
  4. state companies;
  5. organizations included in the consolidated register of organizations of the military-industrial complex, formed in accordance with Part 2 of Article 21 of the Federal Law of December 31, 2014 N 488-FZ "On Industrial Policy in the Russian Federation";
  6. economic companies, in the authorized capital of which there is a share of the Russian Federation, a constituent entity of the Russian Federation or a municipality;
  7. joint-stock companies, the shares of which are owned or in trust management of a state corporation;
  8. subsidiaries of the organizations specified in paragraphs 4, 6 and 7;
  9. organizations that are created by state corporations or transferred to state corporations in accordance with the provisions of federal laws on these corporations.
  • an application for admission to study in the form provided on the website of the Academy;
  • identity document, citizenship of the applicant (photocopy of the 1st page and the page with registration);
  • a document on the previous level of education in accordance with the Admission Rules (original or photocopy);
  • a copy of the contract on targeted training, certified by the customer of targeted training, or an uncertified copy of the specified contract with the presentation of its original;
  • documents confirming individual achievements in accordance with the Admission Rules (original, photocopy) (submitted at the discretion of the applicant);
  • 2 photographs 3x4 cm (for applicants based on the results of entrance examinations conducted by the Academy independently).

  • an application in the form provided on the website of the Academy;
  • identity document, citizenship (photocopy of the 1st page and the page with registration);

    - on primary vocational education (if it contains a record of receiving a secondary (complete) general education);
  • direction (letter) from a public authority and local self-government indicating full name. candidate for targeted admission with reference to the agreement concluded between the Academy and state authorities and local self-government and (or) a copy of the agreement concluded between the candidate for targeted admission and state authorities and local self-government.
  • documents confirming special rights upon admission, established by the legislation of the Russian Federation, if available.

The Academy conducts targeted admissions within the target admission quota, which is annually set by the Academy by the Government of the Russian Federation* (in April of the current year based on applications received). In this regard, the Academy is considering applications for organizing targeted admissions in 2018/19 this year, received no later than April 10, 2018 (inclusive).

Bodies with which the Academy has the right to conclude an agreement on targeted admission within the established quota:

  • federal government agency;
  • body of state power of the subject of the Russian Federation;
  • local government body;
  • state (municipal) institution;
  • unitary enterprise;
  • state corporation;

  • a business company in the authorized capital of which there is a share of the Russian Federation, a constituent entity of the Russian Federation or a municipality.

The Academy does not provide a list of organizations that send citizens to targeted training, and also does not select them. Applicants and (or) their legal representatives deal with this issue independently.

“A bill improving the mechanisms for targeted admission to universities will be submitted to the State Duma in the coming months,” he shared information with AiF Alexander Sobolev, Director of the Department of State Policy in the Sphere of Higher Education of the Ministry of Education and Science.

Let's explain. Admission to the university is based on the results of the Unified State Examination (USE) in 3 or 4 subjects (depending on the specialty). And the more prestigious the university, the higher the total USE score. However, there is a loophole, thanks to which C students bypass when they enter excellent students. This is the "target set". Regional authorities, municipal organizations, enterprises with a share of state property can send applicants to the best universities for education at public expense. And this benefit, alas, is often given not to talented, but to those who have the necessary connections. If, for example, the passing score for a prestigious specialty is 240, then the child who received 239 at the Unified State Examination will not enter, and the “target target” from 130 will be enrolled. And formally everything will be legal. The only university that in 2016 set the same minimum passing score for “targeted students” as for ordinary applicants (210 points) is MISIS.

Initially, the target set was invented to provide the regions with specialists. "When the Unified State Examination appeared, the effectiveness of the target recruitment was actually reduced to zero, - explains Vladimir Filippov, Rector of RUDN University. - There are no ways to force a specialist with a diploma to return to work in his region. Regions do not always ask for a quota for training the specialists they need. Many regional school graduates aspire to be dentists, lawyers, and international relations specialists. Obviously, they are not needed in large numbers in their region.”

“Only 3-12% of “targeted students” after receiving a diploma go to work at the enterprise that sent them to study,” notes Alevtina Chernikova, Rector of MISIS.

Last year, the Ministry of Education and Science monitored targeted enrollment and found that more than 51% of contracts for targeted education do not contain measures of social support for students, and 62% of contracts do not specify the terms of employment of graduates. The law establishes the obligations of the customer of targeted admission and students, but in practice they are not fulfilled. In autumn 2016 Prime Minister D. Medvedev. In fact, units are returned, and no sanctions are provided for them.

What will change?*

Must be 3-sided - between the applicant, the customer (government agency, the company sending to study) and the university. The agreement is concluded before the start of the admission campaign, and the university is the party signing the agreement and responsible for the existence of mutual obligations in the agreement between the applicant and the customer.

1. Checks the contract. In the absence of clearly defined obligations and responsibilities of the parties, the university must refuse to sign the document and not accept this applicant according to the target admission quota.

2. Organizes a competition within the target admission quota.

3. Creates conditions for the student to master the educational program.

Student

1. Undertakes to successfully master the educational program (it will no longer be possible not to go to lectures). The criterion for the success of training is established by the university and prescribed in the contract.

2. After graduating from the university, the target student is obliged to work for at least 3 years in the organization specified in the contract, on the conditions specified in the contract.

Customer (enterprise or government agency)

1. Provides social support measures: pays an increased scholarship, pays for housing, etc.

2. Organizes student practice.

3 Employs a graduate for a position corresponding to the level of education received.
