Scientific and Medical Library of the State Budgetary Institution of Healthcare of the Moscow Region MONIKI named after. M.F. Vladimirsky was organized in the 20s of the 19th century on the basis of a small book collection on the initiative of prominent figures of Russian medicine who worked at the Old Catherine Hospital. For more than 200 years, the library has been accumulating books and periodicals in its collections, reflecting all the advanced achievements of medicine; materials of conferences held by the institute; monographs and works of doctors who worked within its walls; dissertations defended at the dissertation council of MONICA. The library's holdings contain over 300 thousand items, including a truly unique collection of rare books from the late 19th – early 20th centuries.

1. GENERAL PROVISIONS

1.1. The library is a structural subdivision of the State Budgetary Institution of Healthcare of the Moscow Regional Research Clinical Institute named after. M.F. Vladimirsky (hereinafter referred to as the Institute).
1.2. The library is a center for the dissemination of knowledge, spiritual and intellectual communication, culture, an integral part of ensuring the research and treatment process at the Institute, designed to promote the growth of professional skills of medical workers, promote the Institute’s activities to improve the qualifications of medical personnel, and assist employees in their self-education.

1.4. The procedure for accessing funds, the list of basic services and the conditions for their provision are determined by the rules for using the library, which are an integral part of this regulation.
1.5. Rules and regulations may be supplemented and changed as the library’s activities improve. All changes and additions are coordinated with the deputy director for scientific work of the institute and approved by the general director.
1.6. The regulations on the scientific and medical library and the rules for using the library are published on the institute’s website.

2. OBJECTIVES OF THE LIBRARY

2.1. Implementation of library and information-bibliographic services for employees of the Institute and medical workers of the Moscow region in accordance with their information requests based on access to funds, incl. electronic. Access is determined by the rules for using the library, contracts and/or other documents, including those allowing the assignment of rights to third parties.
2.2. Organization and maintenance of reference and retrieval apparatus: catalogues, card files and databases.
2.3. Formation and promotion of library and bibliographic knowledge, improving the information culture of users.
2.4. Together with the scientific department and the computer technology department of the Institute, improve the work of the library based on the introduction of modern technologies and computerization of library and information processes.
2.5. Together with the administration of the Institute, coordination and cooperation of activities with libraries, scientific and technical information bodies and other institutions to better meet the needs of readers for documents and information.

3. LIBRARY FUNCTIONS

3.1. The library organizes differentiated service to readers, using methods of individual service, as well as providing remote access to its own funds or funds of third parties on the basis of an agreement or other legal documents.
3.2. Provides users with basic library services free of charge:
- provides complete information about the composition of the library collection through a system of catalogues, card files and other forms of library information;
- provides consulting assistance in searching for documents;
- issues documents from library collections for temporary use;
- receives and transmits electronic documents of other libraries or other organizations to employees of the Institute, on the basis of agreements concluded by the Institute or subject to their free distribution;
- receives and provides access to electronic resources on the basis of agreements concluded by the Institute or subject to their free distribution;
- provides readers with access to the Internet and to software products installed on computers in the electronic reading room of the library;
- compiles bibliographic indexes and reference lists;
- carries out thematic, address and other bibliographic information;
- conducts bibliographic reviews;
- organizes book exhibitions and other events in accordance with the orders of the Institute administration;
- organizes the work and maintains the permanent exhibition “History of MONIKA”, which includes special storage library funds: rare and archival.
3.4. Under the leadership of the administration of the Institute and in agreement with the Scientific Department of the Institute, in accordance with the profile of the Institute and the topics of scientific research, as well as taking into account the information needs of readers, the library ensures the formation and acquisition of the collection. The fund is formed from funds provided by the budget of the Institute, the mandatory transfer of one copy of works published by employees of the Institute and applicants undergoing defense in the Academic Council of the Institute, as well as from the free receipt of publications from third parties or organizations.
3.5. Studies the degree of satisfaction of reader demand in order to bring the composition and topics of funds in line with the information needs of readers.
3.6. Maintains summary and individual records of literature and technical processing. Verifies funds. Together with the administration of the Institute, economic departments and other organizations (security, etc.) ensures the organization, placement and storage of the library collection.
3.9. Excludes documents from the library collection in accordance with current regulations. Carries out the selection of non-core and doublet documents. Together with the accounting department and the economic department of the institute, it carries out their write-off and disposal.
3.10. Maintains a system of library catalogs and card files on traditional and machine-readable media for the purpose of multidimensional bibliographic disclosure of funds.
3.11. Studies best practices and, with the assistance of the Institute administration, implements advanced library technology.
3.13. Coordinates its work with departments and public organizations of the Institute.
3.14. Interacts with libraries, scientific and technical information bodies, other enterprises, institutions, organizations that have information data banks, in accordance with current legislation, federal state programs, as well as agreements on mutually beneficial cooperation.
3.15. Conducts individual or joint publishing activities with the publishing group of the Institute. Publishes bibliographic indexes and reference books, books and collections, incl. electronic.

4. MANAGEMENT AND MATERIAL SUPPORT

4.1. The number of library employees and wages are determined and approved by the administration of the Institute in accordance with current regulatory legal documents, taking into account the volume and complexity of the work.
4.2. The library is managed by the head of the library, who is appointed by the director of the Institute. The manager bears personal responsibility for the fulfillment of the tasks and functions assigned to the library, for the state of safety, labor protection and industrial sanitation; issues, within its competence, orders and instructions that are mandatory for all employees, and verifies their implementation.
4.3. Library employees are appointed and dismissed by the director of the Institute on the proposal of the head of the library. Library employees are hired under an employment agreement (contract).
4.4. The costs of maintaining the library are provided for in the Institute’s cost standards.
4.5. The management of the Institute ensures that the library collection is completed within the limits of funds allocated according to state assignments; provides the library with the necessary office and production premises in accordance with current standards, furniture, electronic computing and copying equipment, telecommunications equipment and office equipment, as well as other material means necessary to perform the functions of the library.
4.6. The library maintains documentation and presents reports, work plans and other information about its activities in the prescribed manner.

5. INTERACTION WITH OTHER DIVISIONS OF THE INSTITUTE

5.1. Provides employees of the Institute with information resources: library collections, electronic and card catalogues, resources of the Internet information and telecommunications network. Provides prompt support for information requests, using various forms and methods of individual, group and mass information.
5.2. Compiles bibliographic lists at the request of employees to assist scientific activities.
5.3. Analyzes the availability of literature and other library and information resources, compiles lists of necessary literature together with the scientific department, based on incoming requests from departments and employees of the institute.
5.4. Performs various types of library references as requested by employees.
5.5. Organizes thematic exhibitions of publications at the request of the scientific department and/or other divisions of the institute, as well as organizers of conferences held on the premises of the institute (applications are submitted in writing two weeks before the event).
5.6. Together with the administration of the Institute and the scientific department, it conducts various events organized within the framework of the library’s profile and activities.
5.7. Introduces employees to the analysis of their use of incoming and existing periodicals and methodological literature in the library collections.
5.8. Receives from the structural divisions of the Institute materials and information necessary to solve the problems assigned to the library, including the topics of the Institute’s research work. With the direct assistance of the scientific department, he receives from the institute staff and applicants a mandatory copy of abstracts, dissertations, monographs, brochures, manuals and other works published by them.
5.9. Participates in the publishing activities of the Institute together with the publishing department of the Institute. Publishes bibliographic indexes and reference books, books and collections, incl. electronic. Receives a legal copy of the Institute's publications.
5.10. Submits work plans and reports for approval to the deputy director of the institute for scientific work.
5.11. Receives the necessary consultations and legal assistance from the legal service of the Institute and the contractual legal department.
5.12. Reconciles the book value of the library collection with the accounting department, reports to the accounting department for the expenditure of funds, the accounting department issues powers of attorney for the receipt of parcels, parcels and other material assets, pays bills for the purchase of books and periodicals.

6. INTERACTION OF THE LIBRARY WITH OTHER ORGANIZATIONS, SCIENTIFIC AND TREATMENT AND PREVENTIVE INSTITUTIONS

6.1. Based on the powers granted to the Institute by the Government of the Moscow Region and the Ministry of Health of the Moscow Region, the Library functions as a regional medical information center: it receives and provides other organizations, scientific and medical institutions of the region with information resources on a contractual basis between the leadership of the Institute and these organizations.
6.2. Based on reports provided by organizations providing information resources, the library conducts, analyzes and, together with the scientific department of the Institute, decides to expand or terminate access to these resources.

7. RIGHTS AND OBLIGATIONS

7.1. The library has the right:
- independently determine the content and specific forms of its activities in accordance with the goals and objectives specified in the Regulations;
- develop rules for using the library and, if necessary, make changes to them;
- manage the funds provided to the library;
- determine the conditions for using the library collection on the basis of agreements with legal entities and individuals;
- get acquainted with educational programs, curricula, and research topics of the institute. Receive from its structural divisions the materials and information necessary to solve the problems assigned to the library;
- represent the Institute in various institutions and organizations; take direct part in the work of scientific conferences, meetings, seminars on issues of library and information-bibliographic activities and the history of the institute;
- conduct correspondence with other libraries and organizations in the prescribed manner;
- join library associations in the manner prescribed by current legislation;
- participate on a competitive or other basis in the implementation of federal and regional programs for the development of librarianship;
- perform other actions that do not contradict current legislation.
The library has a preferential right to receive legal copies of publications by employees of the institute, as well as applicants defending dissertations in the Academic Council of the institute, the acquisition of documents issued under federal state book publishing programs, and the priority acquisition of documents from liquidated libraries of the Moscow Region.
7.2. The library is obliged:
- carry out the instructions of the director of the Institute and the deputy director of the Institute for scientific work, the chief physician of the Institute;
- submit work reports for approval to the Deputy Director of the Institute for Scientific Work;
- report on the results of activities to the management of the Institute.

Students' practical training takes place in the Library of the Administration of the President of Russia, the Parliamentary Library and other computerized libraries and commercial firms, and the State Duma.
The department concludes contracts for paid targeted training of specialists in information and documentation support for management for the marketing departments of various companies.

The Department of Social Communications and Bibliography is one of the oldest at the university.
The department provides the study of general professional and special disciplines: “Social communications”, “Bibliography. General course”, “General foreign bibliography”, “Local history bibliography”, “Bibliographic work in the library: organization and methodology”, “Theory, history and organization of bibliographic activities of libraries”. Within the framework of the latter, a section of automated bibliographic search using global computer networks, including the Internet, has been developed.
The department employs scientists known for their scientific works, textbooks and teaching aids on theory, history and organization of bibliography, such as Doctor of Pedagogical Sciences, Professor, Honored Scientist of the Russian Federation, Academician O.P. The department’s specializations include: “Sociology and psychology of children’s and youth reading”, “Management in the field of library and extracurricular work”, “Information resources of libraries of secondary educational institutions”. The curriculum of these specializations includes the humanities, cultural studies and other general scientific disciplines, which are included in the training system for other specialists of the faculty. In addition to them, future specialists in guiding the reading of children and youth have a unique opportunity to master a wide aspect of scientific knowledge on domestic and world literature for children and youth, its bibliography and the psychology of reading, on marketing and management of the work of publishing houses producing books for the younger generation, on theory and methods of research and teaching literature addressed to children and youth.

Among the teachers are 1 academician and 2 corresponding members of the International Academy of Informatization.
The department provides reading in general professional and special disciplines: “Book science and history of the book”, “Document science”, “Patent and normative-technical documentation”, “Scientific studies”, “History of science and technology”, “Modern concepts of natural science”, “Document linguistics”, “Editing”, “Organization and technology of book publishing”, “Book design”, “Management in the book business”, “Marketing in the book business”, “Antique book”, etc.
The high scientific and pedagogical potential of teachers allows us to train specialists with fundamental knowledge in the field of theory, history and organization of the book business, intended to work in information centers, library institutions, publishing houses, book trade enterprises, the media, and book business management bodies.

The training program includes 11 special disciplines prepared by the department's teachers - leading experts in the country in the development of theoretical foundations for the creation of modern information technologies, their practical implementation in the largest library and information systems at the federal level, and heads of Russian information institutes, centers and libraries.

The educational practice of students takes place mainly within the walls of one of the largest national libraries - the State Public Library for Science and Technology of Russia - the basic organization of the department, which has introduced, developed and implemented the most modern information technologies, which determines the possibility of attracting students to research and development work carried out by the State Public Library for Science and Technology of Russia , which is the lead executor of a number of R&D projects in Federal target scientific and technical programs.

The Library and Information Faculty (BIF), one of the oldest faculties of the institute, is located in the very heart of St. Petersburg on Millionnaya Street, building 7, in a palace built in the first quarter of the 18th century. for the associate of Peter I, public figure Dmitry Konstantinovich Cantemir, designed by the great Italian architect Francesco Bartolomeo Rastrelli.

The BIF was founded in 1918. Prominent figures in the field of book science, library science and bibliography took an active part in its formation. The faculty has developed unique scientific schools: the literary textual school of professors S. A. Reiser, B. Ya. Bukhshtab, V. A. Manuylov, V. Ya. Grechnev; book school of professors M. N. Today, the BIF occupies a leading position among library and information departments of higher educational institutions in Russia. Over the 100 years of its existence, the faculty has trained thousands of specialists in the library and information sector.

Departments

Currently, more than 1000 bachelors, masters, and graduate students are studying at the faculty. The high level of training of the faculty's students is confirmed by their receipt of scholarships from the President of the Russian Federation and the Government of St. Petersburg, as well as excellent reviews from professionals.

The St. Petersburg Library and Information School is not only strong in its traditions, but also open to innovation. Highly qualified teachers of the department are regularly invited to give lectures at universities in the UK, Germany, Finland, France, Israel and other countries. In turn, foreign specialists are frequent guests at the faculty.

A large place in the work of the faculty is occupied by the research activities of teachers and students. Every year the faculty holds seminars, round tables, scientific and practical conferences: in memory of V. A. Minkina, “Sakharov Readings”, “Smirda Readings”, graduate students and students in memory of O. M. Zusman, etc.

The creative life of the faculty is varied: a series of lectures for students and teachers “Meetings on Millionnaya”, faculty birthdays, New Year, Victory Day, April Fool’s Day, exhibitions, concerts, competitions. The “BiblioFest” organized at the faculty received all-Russian recognition. Students act not only as participants, but also as organizers of events, which gives them the opportunity to demonstrate their talents and gain excellent practical experience.

Important attention is paid to the practical mastery of faculty students in their future profession. Internships are carried out at departments of the institute (educational practice) that have the necessary personnel, creative and scientific potential, as well as in the Russian National Library, St. Petersburg State Library for the Blind, Memorial Library of Prince G. F. Golitsyn, OOO TD Publishing House Profession, LLC "Agency of Consulting and Media Technologies INFOPARK" and other libraries and information and consulting firms and publishing houses of St. Petersburg.

The faculty traditionally maintains a high budget enrollment. In 2014, it amounted to 135 places for bachelor’s and master’s degrees. Training on an extra-budgetary basis is possible. Forms of training: full-time and part-time. The best students have the opportunity to continue their studies in full-time and part-time graduate school.

Graduates of the faculty occupy prominent positions in science, politics and culture. They work in information and consulting centers, libraries of all types and types, publishing houses and editorial offices, recruitment agencies, television and radio and other cultural and arts organizations.
