FOR THE IMPLEMENTATION OF THE STATE SOCIAL POLICY

In order to further improve the state social policy, I decide:

1. To the Government of the Russian Federation:

A) provide:

Increase in real wages by 1.4-1.5 times by 2018;

bringing in 2012 the average salary of teachers of educational institutions of general education to the average salary in the corresponding region;

Bringing by 2013 the average salary of teachers of preschool educational institutions to the average salary in the field of general education in the respective region;

Bringing by 2018 the average salary of teachers and masters of industrial training of educational institutions of primary and secondary vocational education, workers of cultural institutions to the average salary in the corresponding region;

Increase by 2018 the average salary of doctors, teachers of educational institutions of higher professional education and researchers up to 200 percent of the average salary in the respective region;

Increasing by 2020 the number of highly skilled workers to make up at least one third of the number of skilled workers;

creation annually in the period from 2013 to 2015 up to 14.2 thousand special jobs for the disabled;

b) prepare and submit before September 1, 2012 to the State Duma of the Federal Assembly of the Russian Federation a draft federal law on amendments to the legislation of the Russian Federation concerning the development, approval and application of professional standards;

C) approve by December 1, 2012 a plan for the development of professional standards;

E) in order to develop uniform principles for assessing the professional training of workers:

prepare and submit to the State Duma of the Federal Assembly of the Russian Federation by August 1, 2014 a draft federal law on amendments to the legislation of the Russian Federation concerning the procedure for accreditation of organizations engaged in activities to improve the professional level of workers;

be created in accordance with the established procedure before December 1, 2015. base center professional training, retraining and advanced training of workers;

E) in order to preserve human resources, increase the prestige and attractiveness of professions in the public sector of the economy, to adopt until December 1, 2012 program gradual improvement of the system of remuneration of employees of the public sector of the economy, stipulating an increase in remuneration of labor by achieving specific indicators of the quality and quantity of services provided and providing for:

Increase by 2018 the average salary of social workers, including social workers of medical organizations, junior medical personnel (personnel providing conditions for the provision of medical services), paramedical (pharmaceutical) personnel (personnel providing conditions for the provision of medical services) - up to 100 percent from the average salary in the relevant region, employees of medical organizations with higher medical (pharmaceutical) or other higher education, providing medical services (ensuring the provision of medical services) - up to 200 percent of the average salary in the relevant region;

Establishment of basic salaries for professional qualification groups;

Increasing the wages of employees in the public sector of the economy with the possible attraction for these purposes of at least a third of the funds received through the reorganization of inefficient organizations;

g) create a transparent mechanism for the remuneration of the heads of organizations financed from the federal budget appropriations, establishing the ratio of the average wages of the heads and employees of these organizations and providing for the submission by the heads of these organizations of information on income, property and liabilities of a property nature;

H) in order to increase the participation of employees in the management of organizations:

to prepare, by December 1, 2012, proposals for introducing amendments to the legislation of the Russian Federation regarding the creation of works councils in organizations, as well as determining their powers;

Develop a set of measures for the development of institutions of self-government and the adoption of codes of professional ethics;

i) by March 1, 2013, submit proposals on the use of the mechanism of normative per capita financing in certain sectors of the public sector of the economy;

J) together with public organizations, by April 1, 2013, ensure the formation of an independent system for assessing the quality of work of organizations providing social services, including the definition of criteria for the effectiveness of such organizations and the introduction of public ratings of their activities;

k) to envisage, starting from 2013, measures aimed at increasing support for socially oriented non-profit organizations;

l) to develop before October 1, 2012 a draft Strategies long-term development of the pension system, providing for a mechanism for increasing the amount of pensions for citizens who have expressed their intention to continue working after reaching retirement age and have decided to postpone the appointment of a pension, as well as defining measures that guarantee the safety of pension savings and ensure profitability from their investment;

m) in order to further preserve and develop Russian culture:

to create by 2015 in small towns at least five centers of cultural development;

provide support for the creation of public electronic libraries, websites of museums and theaters in the information and telecommunication network Internet, as well as the placement of films and performances of outstanding film and theater directors in the Internet free of charge;

ensure an increase by October 1, 2012 of federal budget allocations for the payment of scholarships for cultural and art workers, creative youth, as well as for the provision of grants to support creative projects of national importance in the field of culture and art;

to ensure the creation by March 1, 2013 of a mobile fund of leading Russian museums for exhibiting works of art in museums and galleries of small and medium-sized cities, and also to create 27 virtual museums by 2018;

to double by 2018 the number of exhibition projects carried out in the constituent entities of the Russian Federation;

to increase by 2015 to 4 thousand the number of state scholarships for outstanding figures of culture and art and young talented authors;

Analysis of the situation

In recent decades, it has been possible to overcome the decline in the development of culture, to achieve an expansion of the forms and volumes of participation of the state and society in supporting culture. At the same time, many problems in the sphere of culture still remain unresolved. One of the most painful issues in the industry is the "aging" and declining qualifications of personnel, the growing inadequacy of their professional knowledge and skills to the needs of today, the acute shortage of managers who would be able to develop and successfully implement the business plans of institutions, find a common language with government agencies, donors, patrons, service users, staff, resource providers and other stakeholders.

The problem of an acute shortage of professional personnel can be solved only by raising the prestige of work in the field of culture, including by increasing wages.

For the first time, this problem was addressed Decree of the President of the Russian Federation of May 7, 2012 N 597 "On measures for the implementation of state social policy" (hereinafter referred to as the Decree), in which cultural workers, the number of which in the public sector is only 568 thousand (or 4.2% of the total number of employees public sector), are identified as a priority category for wage increases in the social sector.

Despite the ongoing crisis in the economy, the leading regions have emerged, having, as of January 1, 2013, the highest parameters for the ratio of average wages in the field of culture to the average in the economy of the region, and at the same time providing the best dynamics of wage growth for cultural workers in 2013. These are the Sakhalin, Astrakhan, Omsk, Lipetsk, Kaliningrad, Ivanovo regions, the Kamchatka Territory, the Republics of Buryatia and Dagestan. Positive results provide a de facto guarantee that Decree in terms of a phased increase in wages will be carried out ahead of schedule in these regions. The undisputed leader is the Tambov region, which predicts in December 2013 reaching a 100% ratio of the salary of cultural workers to the level of wages in the region as a whole. In this area, teachers of art schools are equal in salary to teachers of general education schools, grants are allocated to cultural institutions, and material support is provided to young professionals. The Tambov Region is one of the few regions in Russia where culture has been removed from the social bloc and placed under the jurisdiction of the Deputy Head of the Regional Administration, who is responsible for domestic policy. That is, culture is considered here as one of the key factors of sustainable domestic policy, a strategic resource for the development of the region as a whole.

At the same time, as of 2012, not a single subject of the Russian Federation has been identified in which the average wage of workers in cultural institutions has been brought to or exceeds the average wage in the corresponding region. The average salary in the cultural institutions of the constituent entities in 2011 amounted to 11,149.1 rubles or 47.06% of the average salary in the region's economy. At the same time, a particularly difficult situation is observed in institutions located in rural areas.

It is alarming that optimization measures designed to provide the most effective ways for the development of cultural institutions come down to a mechanical reduction not only in the staffing of individual organizations, but also in the reduction of network units.

According to the Main Information and Computing Center of the Ministry of Culture of Russia, the number of cultural and leisure institutions under the jurisdiction of the Ministry of Culture of Russia decreased by 20% from 2001 to 2011, and the number of specialists in this area - by 50%. A further reduction in the number of cultural institutions, especially at the municipal level, will lead to a threatening deterioration in infrastructure provision and, as a result, the quality of life of Russians. It should not be forgotten that the priority task of the State programs"Development of Culture and Tourism" for 2013 - 2020, an increase in the availability and quality of services in the field of culture, as well as an increase in the level of satisfaction of citizens with the quality of the provision of state and municipal services in the field of culture from 70 to 90% by 2020, which cannot be provided for by reducing the network of cultural institutions.

When carrying out any structural transformations, it is necessary to take into account the Social regulations and norms, approved by the order of the Government of the Russian Federation of July 13, 2007 N 923-r, which in a number of regions of the Russian Federation are already far from the normative ones. It is also necessary to take into account the norms of the Decree of the President of the Russian Federation of May 7, 2012 N 601 "On the main directions for improving the public administration system" (subparagraph "and" paragraph 2), which contain such an indicator as "The level of actual provision with cultural institutions from the normative need (percentage): clubs and club-type institutions; libraries; parks of culture and recreation."

That is why it is extremely undesirable to further reduce network units in order to free up financial resources, and primarily in rural areas and small towns. A balanced and thoughtful approach is needed, taking into account the need to maintain the availability of cultural benefits for all segments of the population. Given the socially oriented specifics of the activities of cultural institutions, when planning the amount of funds allocated to increase the wages of employees, libraries, club institutions and museums should be considered as priorities. Naturally, in this case, the amount of funding should be correlated with the fulfillment of performance indicators by these institutions and the achievement of target indicators.

Plans to attract extrabudgetary funds as a resource for increasing the wages of cultural workers should be considered individually for each institution.

Considering that one of the important indicators of the effectiveness of the activities of local governments of urban districts and municipal districts, approved Decree President of the Russian Federation of April 28, 2008 N 607, is the satisfaction of the population with the quality of services provided in the field of culture (quality of cultural services), the heads of local administrations, allocating subsidies for the maintenance of cultural institutions, require a constant increase in the number of free events, fulfilling obligations to ensure accessibility cultural benefits and thereby increasing its public rating. In addition, it must be taken into account that it is precisely cultural and leisure institutions, municipal libraries and museums that are focused on working with socially unprotected segments of the population of low solvency. Thus, due to the above reasons, it is impossible to increase wages at the expense of funds raised for such institutions.

Targeted financial assistance (subsidiary) from the executive authorities of the regional level to cultural institutions located in municipalities, revision of budget expenditure items of the constituent entities of the Russian Federation;

Normative assignment to the head of a cultural institution (with the consent of the founder) of the right to manage the size of the wage fund within the framework of a budget subsidy;

Establishment of regional grants for the implementation of creative projects. Moreover, the priority in the distribution of funds within the framework of such grant support should be given to projects of municipal cultural institutions.

Measures to ensure the achievement of target indicators for the development of the cultural sector

Cultural and leisure institutions

The target indicator "increase in the number of participants in cultural and leisure activities", included in the roadmap, is directly related to the increase in the number and quality of events. This indicator takes into account both paid events and events held free of charge (peer review). At the same time, the calculation takes into account both direct participants in the events (creative teams, soloists, etc.) and spectators.

Taking into account the increasing requirements for the effectiveness of the activities of cultural and leisure institutions, it is important to maintain in each subject of the Russian Federation a single coordination and methodological center - a regional house (center) of folk art. As part of the ongoing optimization in a number of regions, the houses (centers) of folk art were merged with the Palaces of Culture, while the activity of D (C) NT was recognized as the main one (which was also reflected in the names of new institutions, for example, the Sverdlovsk Regional Palace of Folk Art, the Tomsk Regional Palace of Folk Art "Avangard", Udmurt Republican House of Folk Art - House of Youth, Ulyanovsk Regional Center of Folk Culture, Perm Regional House of Folk Art (both of the latter institutions are also called Palaces of Culture "Gubernatorsky"), Ivanovo Regional Coordinating and Methodological Center of Culture and Creativity , the Rostov Regional House of Folk Art and a number of others), an effective combination of systematic work on the methodological support of the network of municipal club institutions with the activation of organizational, creative and educational and methodological actions has been achieved due to the appearance of our own concert venue and thus strengthening the ma material and technical base of ODNT. If the functions of D (C) NT begin to be of an auxiliary nature, are reduced to the work of a department inside the House (Palace) of Culture, this immediately leads to negative results, weakening active work on the methodological support of the activities of cultural and leisure institutions in the context of administrative and budgetary reforms, liquidation of work for implementation Concepts Ministry of Culture of Russia to preserve the intangible cultural heritage of the peoples of the Russian Federation and ultimately reduce the rating of the region in the all-Russian cultural process.

Taking into account the analysis of regional practice, the Ministry of Culture of the Russian Federation draws attention to the fact that the result of network optimization should be the improvement of conditions for access to cultural values ​​and benefits, equalization of opportunities for citizens to participate in the cultural life of society, regardless of income level, social status and place of residence.


Museums and libraries

When carrying out work aimed at the implementation Decree President of the Russian Federation of May 7, 2012 N 597, it should be borne in mind that these institutions primarily provide guarantees of the constitutional rights of citizens to free access to information and cultural values ​​at the place of residence.

To maintain a quality level of service, their activities should be provided with resources (human, material, technical, financial).

The main factors affecting the quality of service and the provision of services are:

Conditions for the placement of institutions and their material and technical equipment;

The composition of the funds, its completeness and renewal;

Staffing with specialists and their qualifications;

Availability of the necessary regulatory documents that ensure the functioning of institutions;

Informing the population about the institutions and their projects, as well as the procedure and rules for the provision of services by them to the population;

Physical accessibility of institutions.

To ensure the availability of services, the opening hours of museums and libraries, including on weekends, should be established for each institution, taking into account the needs of the population.

Institutions and their structural subdivisions must be located in premises provided with all means of communal services, telephone communications. The requirements for the size of the space are justified by the functions and scale of the activities of institutions, as well as the number of items stored in the funds.

The layout and placement of departments and services should ensure the convenience of using the services and the work of personnel in it, the comfort of users' stay, and the condition of the premises should meet the requirements of sanitary and hygienic standards, fire safety rules, labor safety of workers, be protected from the effects of factors that adversely affect the quality provided services.

Each institution must be equipped with special equipment, apparatus, devices that meet the requirements of standards, specifications, other regulatory documents and ensure the proper quality of the services provided.

When considering the optimization of institutions, one should:

Conduct a thorough analysis of the situation, prepare proposals, discuss them with the participation of government officials, employees and visitors of museums, and the public;

Make agreed decisions on the main directions and specific activities.

When optimizing the activities of institutions, it is possible to apply the following measures:

Reduction of vacancies;

Restructuring (reducing the number of units, their consolidation, the abolition of non-core units with the transfer of functions performed to the remaining ones);

Transfer to outsourcing (in particular, maintenance of buildings, wardrobe, cleaning of premises and adjacent territories, legal services, etc.);

Reduction of some posts and rates, including the managerial and administrative staff, reduction in the number of specialists employed part-time;

Revision of the system for distributing funds received from income-generating activities, increasing the share allocated to wages and incentive payments.

When implementing optimization measures in order to increase wages, it seems important to find additional funds by the founders.

When carrying out work to optimize and improve the efficiency of institutions, regulatory legal and other documents should be taken into account that determine the main parameters of institutions, criteria for assessing the effectiveness and quality of their activities, criteria for the effectiveness and quality of services, professional standards, methodological recommendations for their application.

In addition, information and library services can be provided by stationary libraries, non-stationary library points, mobile libraries (bibliobuses, bibliomobiles).

When considering the issue of optimizing libraries and library systems (networks), it should be taken into account that the reduction of stationary forms of service entails the need to provide the population with library services through non-stationary, including mobile forms (bibliobuses, bibliomobiles).

In addition, the analysis of the situation shows that the tendency to combine rural libraries and clubs reduces the volume of library services, turning the library instead of a modern information center into a repository of obsolete funds that are not reflected in the relevant forms of statistical observation. When the club and museum institutions merge, the exhibition space is used for cultural and leisure activities, but the museum funds remain unaccounted for, and the storage and research functions disappear.

The Ministry of Culture of Russia has been implementing projects aimed at improving the quality of information and library services for the population for more than 10 years.

Consolidated electronic catalog of Russian libraries. It is created with the aim of creating quality bibliographic records for electronic catalogs that libraries can borrow, as well as to create the most complete reference and search resource for serving users. Contains over 7 million entries. The information is presented on the website of the National Information and Library Center LIBNET at: www.nilc.ru.

National electronic library. Full-text resources of federal libraries. In total, it contains more than 1.2 million full-text documents. The websites of the Russian State, Russian National and other federal libraries contain electronic copies of publications that are not covered by copyright. Texts of digitized publications, which are subject to copyright and other related rights, are provided through the system of virtual reading rooms of the Russian State Library.

Mobile library service. Library mobiles, equipped with modern information and communication facilities and having up-to-date library collections on all types of media, are a good alternative to low-capacity stationary libraries.


Performing arts organizations (theaters, concert organizations and independent groups, circuses)

The increase in remuneration of employees of state and municipal organizations of the performing arts should take into account the specifics of creative activity, remuneration for creative work.

The level of remuneration in performing arts organizations is one of the highest in the field of culture, both at the federal level and in Russia as a whole. This is due to the possibility of obtaining higher than in other cultural organizations, income from entrepreneurial and other income-generating activities. Performing arts organizations have always been more demand-driven than other cultural institutions, attendance has always been partly paid service, and in recent years theaters and concert organizations have learned to work in a market economy.

However, it should be borne in mind that the opportunities for increasing income in this area have their limits - according to global trends, the own income of non-profit theaters and concert organizations is from 25 to 40% of the total income. At the same time, in order to ensure a decent level of remuneration for leading creative figures, to involve well-known conductors, directors, artists, artists in the implementation of projects, the level of remuneration in the field of performing arts must be competitive compared to cinema and show business. In this regard, achieving the level of average wages in the region for this category is not sufficient.

The increase in remuneration should take place in stages, but already at the first stage it is necessary to ensure a significant increase in the remuneration of artistic and artistic personnel, as well as specialists directly involved in the creation (performance) of performances and programs.

In addition, it is necessary to ensure a significant increase in wages for employees of artistic production units and artistic production workshops. This category of workers is currently one of the lowest paid, while at the same time, in modern conditions, when theatrical scenography and equipment are becoming more complex and technologically advanced, the skill level of art and production specialists directly affects the quality of the produced art product.

In the field of theatrical and concert activities, an increase in wages is also possible due to the expansion of the practice of concluding fixed-term employment contracts and the introduction of a system of periodic competitions for creative employees. The use of this practice corresponds to the specifics of creative activity in the field of performing arts.

The main resource for increasing wages in performing arts organizations should be the revitalization of core activities. At the same time, a mechanical increase in the number of events should not be allowed - the requirement to present more and more performances (concerts, programs) every year - especially in small towns - will not lead to an increase in performance indicators, and in some cases will mean a decrease in attendance, which is highly undesirable from the point of view of creative development. At the same time, according to official statistics, at present, the average number of spectators/listeners at one event is no more than 220 people, which is explained not only by a significant number of performances/concerts on small (chamber) stages, but also by low occupancy of the main (large) halls. In this sense, it is necessary to develop various forms of targeted work with the audience, to form a creative proposal that is interesting for a new generation of viewers/listeners.

At the same time, we must not allow the problem of attendance to be solved by facilitating and commercializing the repertoire. Theaters and concert organizations should attract audiences to events that reflect their mission. To do this, the Ministry of Culture of Russia recommends actively using indicators developed for federal organizations that characterize the quality of public services provided (in accordance with the Departmental list services (works) provided (performed) by federal state institutions under the jurisdiction of the Ministry of Culture of the Russian Federation, as the main activities, approved by Order No. 781 of December 15, 2010).

Indicators (indicators) characterizing the effectiveness of measures to improve the remuneration of employees of cultural institutions

The indicator of the dynamics of approximate (indicative) values ​​of the ratio of the average wages of employees of cultural institutions with the average wages in the region means the values ​​formed on the basis of data from the Federal State Statistics Service on the wages of workers, obtained on the basis of forms "ZP-culture", approved by the Order of the Federal State Statistics Service of October 30, 2012 N 574.

The indicator reflects the level of achievement in the reporting year of the goal determined by Decree providing for an increase by 2018 of the average wage of workers in cultural institutions up to 100 percent of the average wage in the respective region.

The indicator is defined as the ratio of the average monthly salary of employees of cultural institutions in the constituent entity of the Russian Federation in the reporting year to the average monthly salary in the constituent entity of the Russian Federation in the reporting year.

Please note that the approximate (indicative) values ​​of the ratio of the average wages of employees of cultural institutions (given in paragraph 2 of section IV"Roadmap") are the minimum allowable, that is, a larger increase is welcome.

2) the number of employees of state (municipal) cultural institutions in 2013 - 2018.

The volume of demand will be updated annually, taking into account data on the actual number and level of average wages of employees, determined by Decree, the projected average salary in the constituent entity of the Russian Federation and the planned measures for structural reforms, as well as the main measures aimed at improving the efficiency and quality of services provided in the field of culture, related to the transition to an effective contract.

1. For the possible attraction of funds to achieve the required level of increase in wages for employees of cultural institutions, taking into account the specifics of the industry and the region, it is recommended to carry out the following activities:

Reorganization of inefficient institutions in order to eliminate duplicative structures;

Optimization of the number of personnel of the institution by redistributing functional duties, the load on personnel in the context of departments, positions and specific employees;

Outsourcing of non-core functions of the institution, including junior service personnel, taking into account the comparability of the cost of services performed by a third-party organization;

Reduction of excess administrative and managerial and auxiliary personnel, bringing the maximum share of their remuneration in the wage fund of a cultural institution to no more than 40%.

Before taking measures for the possible reorganization of inefficient institutions, taking into account the specifics of the industry and the region, a thorough analysis of the network of subordinate institutions should be carried out to identify inefficient institutions (using the performance indicators of the institution).

At the same time, special attention should be paid in municipalities to rural cultural and leisure institutions with the possible preservation of existing institutions or structural transformations into larger forms in order to preserve cultural and educational activities in the countryside.

To optimize the headcount, you need to do the following:

analysis of the structural divisions of the institution (regulations on departments) in order to identify duplicate structures and, if necessary, their further merger;

analysis of the staffing table and job descriptions in order to specify the performance of duties by each employee (with further inclusion in an "effective contract") and identify optional repetitive duties for several employees for further redistribution of the load and optimization of staff units performing unclaimed duplicating work.

Carrying out these activities will enable the institution to use the released part of the wage fund to increase wages for employees.

2. Measures should be envisaged to improve the skills and retrain workers of cultural institutions in order to ensure that workers meet modern qualification requirements. At the same time, it is recommended to train at least 15% of employees of cultural institutions annually to increase the flow of personnel to institutions with special training and improve the quality of services provided.

It should be taken into account that in the framework of the development of human resources for employees of cultural institutions in 2013-2014. the qualification requirements for employees will be updated taking into account modern requirements for the quality of services, including through the development of professional standards.

3. Updating the qualification requirements necessary for the provision of state (municipal) services (performance of work), the organization of appropriate professional retraining and advanced training for employees of cultural institutions, along with the improvement of the remuneration system and the development of systems for evaluating the performance of employees, will create the basis for using the principles of an "effective contract ".

Separately, measures should be taken to organize the conclusion of additional agreements to labor contracts (new labor contracts) with employees of state cultural institutions in connection with the introduction of an "effective contract" in 2013-2018.

It is recommended to take into account that in accordance with the Labor code In the Russian Federation, the only form of legal registration of labor relations between an employee and an employer is an employment contract. The introduction of an "effective contract" implies a qualitative improvement of labor relations within the framework of labor contracts. At the same time, in relation to each employee, his labor function, indicators and criteria for evaluating performance should be clarified and specified, the amount of remuneration, as well as the amount of incentives for achieving collective labor results, should be established. The conditions for receiving remuneration must be clear to the employer and employee and must not be ambiguous.

4. Improving the remuneration system provides for the creation of a transparent mechanism for remuneration of heads of institutions, which includes the following activities:

To bring the employment contracts of the heads of cultural institutions in accordance with the standard form of the employment contract concluded with the head of the institution;

Submission of information on income, property and obligations of a property nature, on income, property and obligations of a property nature of the spouse and minor children, citizens applying for the position of head of a state cultural institution, as well as citizens filling these positions, conducting inspections reliability and completeness of information on income, property and liabilities of a property nature, submitted by citizens applying for the post of head of a cultural institution, as well as citizens filling these positions;

Establishment of the maximum (not exceeding 8 times) level of the ratio of the average wages of heads of cultural institutions and the average wages of employees of institutions for the reporting year.

5. 6. Conditions for providing the budget of a subject of the Russian Federation with additional financial assistance from the federal budget.

1. To the Government of the Russian Federation:

a) provide:

increase by 2018 the average salary of doctors, teachers of educational institutions of higher professional education and researchers up to 200 percent of the average salary in the respective region.

increase by 2020 the number of highly skilled workers so that it is at least one third of the number of skilled workers;

creation annually in the period from 2013 to 2015 up to 14.2 thousand special jobs for the disabled;

b) prepare and submit before September 1, 2012 to the State Duma of the Federal Assembly of the Russian Federation a draft federal law on amendments to the legislation of the Russian Federation concerning the development, approval and application of professional standards;

d) develop and approve at least 800 professional standards by 2015;

e) in order to develop uniform principles for assessing the professional training of workers:

prepare and submit to the State Duma of the Federal Assembly of the Russian Federation by August 1, 2014 a draft federal law on amendments to the legislation of the Russian Federation concerning the procedure for accreditation of organizations engaged in activities to improve the professional level of workers;

to establish, in accordance with the established procedure, by December 1, 2015, a basic center for professional training, retraining and advanced training of workers;

f) in order to preserve human resources, increase the prestige and attractiveness of professions in the public sector of the economy, by December 1, 2012, adopt a program for the gradual improvement of the remuneration system for workers in the public sector of the economy, conditional on the increase in remuneration for the achievement of specific indicators of the quality and quantity of services provided and providing for:

increase by 2018 the average salary of social workers, including social workers of medical organizations, junior medical personnel (personnel providing conditions for the provision of medical services), paramedical (pharmaceutical) personnel (personnel providing conditions for the provision of medical services) - up to 100 percent from the average salary in the relevant region, employees of medical organizations with higher medical (pharmaceutical) or other higher education, providing medical services (ensuring the provision of medical services) - up to 200 percent of the average salary in the relevant region;

establishment of basic salaries for professional qualification groups;

raising the wages of employees of the public sector of the economy with the possible attraction for these purposes of at least a third of the funds received through the reorganization of inefficient organizations;

g) create a transparent mechanism for the remuneration of the heads of organizations financed from the federal budget appropriations, establishing the ratio of the average wages of the heads and employees of these organizations and providing for the submission by the heads of these organizations of information on income, property and liabilities of a property nature;

h) in order to increase the participation of employees in the management of organizations:

to prepare, by December 1, 2012, proposals for introducing amendments to the legislation of the Russian Federation regarding the creation of works councils in organizations, as well as determining their powers;

develop a set of measures for the development of self-government institutions and the adoption of codes of professional ethics;

i) by March 1, 2013, submit proposals on the use of the mechanism of normative per capita financing in certain sectors of the public sector of the economy;

j) together with public organizations, until April 1, 2013, ensure the formation of an independent system for assessing the quality of work of organizations providing social services, including the definition of criteria for the effectiveness of such organizations and the introduction of public ratings of their activities;

k) to envisage, starting from 2013, measures aimed at increasing support for socially oriented non-profit organizations;

l) by October 1, 2012, develop a draft Strategy for the long-term development of the pension system, providing for a mechanism for increasing the amount of pensions for citizens who have expressed their intention to continue working after reaching retirement age and have decided to postpone the appointment of a pension, as well as defining measures to guarantee the safety of pension savings and providing a return on their investment;

m) in order to further preserve and develop Russian culture:

to create by 2015 in small towns at least five centers of cultural development;

include annually in the National Electronic Library at least 10 percent of the titles of books published in the Russian Federation;

to provide support for the creation of public electronic libraries, sites of museums and theaters in the information and telecommunication network "Internet", as well as the placement of films and performances of outstanding film and theater directors in free access on the Internet;

ensure an increase by October 1, 2012 of federal budget allocations for the payment of scholarships for cultural and art workers, creative youth, as well as for the provision of grants to support creative projects of national importance in the field of culture and art;

to ensure the creation by March 1, 2013 of a mobile fund of leading Russian museums for exhibiting works of art in museums and galleries of small and medium-sized cities, and also to create 27 virtual museums by 2018;

to double by 2018 the number of exhibition projects carried out in the constituent entities of the Russian Federation;

to increase by 2015 to 4 thousand the number of state scholarships for outstanding figures of culture and art and young talented authors;

increase by 2018, in order to identify and support young talents, the number of children involved in creative activities to 8 percent of the total number of children.

2. To the Government of the Russian Federation, together with the executive authorities of the constituent entities of the Russian Federation:

a) ensure, by August 1, 2012, the development of regulatory legal acts providing for the implementation of measures to gradually increase the wages of cultural workers;

b) to develop before November 1, 2012 a set of measures to expand the practice of exchanging exhibitions between museums of the Russian Federation, on the work of museums in the evening and at night, and ensure their implementation;

c) develop by November 1, 2012 a set of measures aimed at improving the efficiency of the implementation of measures to promote the employment of people with disabilities, to ensure the availability of vocational education, including improving the methods of vocational guidance for children with disabilities and persons with disabilities, to prepare specialized vocational training programs persons with disabilities, taking into account the peculiarities of their psychophysical development and individual capabilities, as well as individual programs for the rehabilitation of persons with disabilities, to create conditions for increasing the level of employment of persons with disabilities, including at workplaces equipped (equipped) for them.

3. The Government of the Russian Federation, the executive authorities of the constituent entities of the Russian Federation, to provide, when forming the federal budget and the budgets of the constituent entities of the Russian Federation for 2013 and for the planning period of 2014 and 2015, respectively, budget allocations for the implementation of measures provided for by this Decree.
