ENTRY EXAMS

Applicants to graduate school take the following entrance exams orally in Russian:

The scale for assessing the results of admission to graduate school:

To the total number of points based on the results of passing the entrance exams, only one point is added from the listed points of the individual achievements of the applicant for postgraduate study.

The minimum score for each exam is 3 points.

With an equal number of points, those persons who have a higher score for the entrance exam in their specialty are enrolled.

Entrance examinations are conducted orally in Russian each. For each group of applicants (full-time graduate school, part-time graduate school, budget, contract training) one entrance examination is conducted on one day. At the request of the entrant, he may be given the opportunity to take more than one entrance examination on one day (if such an opportunity exists). Remote entrance examinations are not provided.

Materials for passing the exam in the specialty:

  1. Abstract on the specialty (the topic is offered by the head of the department or the prospective supervisor).
  2. Review of the prospective supervisor for an abstract or for reprints of articles with an assessment on a five-point scale.
  3. List of printed works signed by the author and certified at the department or at the place of work.

Retaking entrance exams is not allowed.

Persons who have received 0 (zero) points in one of the entrance exams and have not filed an application for appeal are not allowed to take subsequent exams. Persons who received 0 (zero) points in one of the entrance exams and filed an appeal are allowed to take subsequent exams only after receiving a positive decision from the appeal commission.

Persons who missed the entrance exam for a valid reason documented, have the right to submit an application with a request to take the exam on a reserve day (according to the schedule of entrance examinations) with the relevant documents attached.

What is Targeted Learning?

Targeted training is training in state-funded places under programs of secondary vocational or higher education in the interests of the customer (authority or municipal government, enterprise or even an individual entrepreneur).
Targeted training is carried out on the basis of an agreement with a customer who is interested in teaching a student in a specific area of ​​training or specialty and his subsequent employment.
As part of the implementation of targeted education, the customer is obliged to provide (or arrange for the provision) of social support measures to the student, which may include a wide range from additional scholarships to housing, and guarantees employment.
The student, for his part, is obliged to master the educational program and work for at least 3 years at the enterprise, which is indicated in the contract, in the position, which is also indicated in the contract. The contract may also stipulate the level of wages for employment.

Admission to targeted training

Who is available for: Admission to a university for targeted training is possible only for applicants entering higher education programs. For applicants entering secondary vocational education programs, such an opportunity is not provided, although a contract for targeted training is an additional advantage in admission.

Term of conclusion of the contract: An agreement on targeted training must be concluded before the applicant has submitted an application for admission to study.

Who is the customer: Only authorities, local governments, state organizations, municipal institutions and organizations with state participation can be the customer for admission to targeted training.

What programs to apply for: Admission to targeted training in state-funded places is possible ONLY in the areas of training, specialties from the approved list specified in the order of the Government of the Russian Federation of February 11, 2019 No. 186-r (with additions established by the order of the Government of the Russian Federation of May 18, 2019 No. 979- R).

How the quota is allocated: Applicants enter the university as part of a separate admission quota for targeted education. The admission quota is set by the Government of the Russian Federation as a percentage of the number of budget places.

Sanctions for non-performance of the contract: An agreement on targeted training, with which a student enrolled under a quota, cannot be terminated. Sanctions in case of non-fulfillment of the terms of the contract due to the fault of the student / customer / employer - compensation to the university for the cost of education for the past period.

The order of admission to the university

Acceptance of documents within the quota for targeted training is carried out in the same manner and within the same time frame as for other budget-funded places. When applying, you must present a copy of the training agreement with the company that entitles you to participate in the competition for targeted places.

Recruitment for targeted education at a university is carried out on the basis of a separate competition, and applicants applying for targeted places are enrolled at the university earlier than persons participating in the general competition. Applicants who did not pass the competition for targeted places can participate in the general competition for budget places.

When documents are returned to persons entering the target places, the right to the target place is lost for them.

Target places remaining free after the publication of orders for enrollment are provided to applicants participating in the general competition.

Even if an applicant has an agreement on targeted training, he is not obliged to enter the quota. He can act on a general basis and, if he goes to the budget, he will still remain a student of targeted education in accordance with the contract, but at the same time he will avoid possible additional sanctions for non-fulfillment of its conditions.

Applicants take the following entrance examinations:

Entrance tests are listed in order of priority (1,2,3) when ranking lists of applicants.

Admission to training is carried out according to the results of entrance examinations. Persons with the highest number of points scored in the entrance examinations are enrolled.

Clause 8.2 The list of applicants is ranked according to the following criteria:

  • in descending order by the amount of competitive points;

The scale of knowledge assessment and the minimum number of points confirming the successful completion of the entrance test when taking entrance examinations to graduate school

In order to ensure objectivity and uniformity in the assessment of knowledge when taking entrance examinations to postgraduate studies at the KemGMU, the following unified scale for assessing knowledge is used.

V. Applicants for training have the right to submit information about their individual achievements, the results of which are taken into account when applying for training (Part 7 of Article 69 of the Federal Law N 273-FZ.).

Accounting for the results of individual achievements is carried out by accruing points for individual achievements and (or) as an advantage if the criteria for ranking the lists of applicants are equal.

Points awarded for individual achievements are included in the amount of competitive points.

V. FEATURES OF ENTRANCE TESTSFOR ENTERING DISABLED PEOPLE

5.1. The university provides entrance examinations for incoming disabled people, taking into account the peculiarities of their psychophysical development, their individual capabilities and health status (hereinafter referred to as individual characteristics).

5.2. The University must create material and technical conditions that ensure the unhindered access of incoming disabled people to classrooms, toilets and other premises, as well as their stay in these premises (including the presence of ramps, lifts, handrails, widened doorways, elevators; in the absence elevators, the auditorium should be located on the first floor of the building).

5.3. Entrance tests for incoming disabled people are held in a separate auditorium.

The number of incoming disabled people in one classroom should not exceed:

Rules for filing and considering appeals based on the results of entrance examinations

VI. RULES FOR SUBMISSION AND CONSIDERATION OF APPEALS

6.1. The applicant (authorized representative) has the right to file an appeal with the Appeals Commission about the violation, in the opinion of the applicant, of the established procedure for conducting the entrance examination and (or) disagreement with the obtained assessment of the results of the entrance examination.

6.2. The appeal is submitted by one of the methods specified in clause 3.4 of the Rules.

6.3. During the consideration of the appeal, compliance with the established procedure for conducting the entrance examination and (or) the correctness of the assessment of the results of the entrance examination is checked.

6.4. The appeal is filed on the day of the announcement of the results of the entrance examination or within the next business day. An appeal for violation of the established procedure for conducting an entrance test can also be filed on the day of the entrance test.

6.5. Consideration of the appeal is carried out no later than the next working day after the day of its submission.

6.6. The applicant (trustee) has the right to be present during the consideration of the appeal.

6.7. After consideration of the appeal, the Appellate Commission decides to change the assessment of the results of the entrance examination or leave the specified assessment unchanged.

If there are disagreements in the Appeal Commission, a vote is taken, and the decision is made by a majority of votes. In case of equality of votes, the vote of the chairman or chairman of the meeting of the appeal commission is decisive.

The decision of the appeal commission drawn up in the protocol is brought to the attention of the applicant (trustee) and is stored in the personal file of the applicant. The fact of familiarization of the applicant (trustee) with the decision of the appeal commission is certified by the signature of the applicant (trustee).

The documents required for admission are submitted (sent) to the University in one of the following ways:

1) are presented personally by the applicant (trustee) according to the mode of operation of the selection committee at the address: Kemerovo, st. Voroshilov 22 a, room. 107;

2) are sent through public postal operators to the address: 560065 Kemerovo, st. Voroshilova 22 a, office 107, scientific department. Acceptance of documents required for admission in electronic digital form is not provided.

Information about postal addresses for sending documents required for admission

a) identity document(s), citizenship;
b) a document of the established form (if the applicant does not submit a document of the established form, then in the application for admission he indicates the obligation to provide the specified document no later than the day the acceptance of documents of the established form is completed);
c) if it is necessary to create special conditions during entrance examinations - a document confirming disability (the specified document is accepted if its validity period expires no earlier than the day of application for admission, if the document does not indicate its validity period, then the document is valid for a year, from the date of issuance);
d) documents confirming the individual achievements of the applicant, the results of which are taken into account when applying for training (submitted at the discretion of the applicant);
e) other documents at the discretion of the applicant;
f) 2 photographs 3x4 cm.

When submitting the documents required for admission, a foreign citizen or stateless person indicates in the application for admission the details of an identity document or a document proving the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law dated July 25, 2002 No. 115-FZ "On the legal status of foreign citizens in the Russian Federation" and submits the following documents:

  • the original or a copy of an identity document, citizenship, or a document proving the identity of a foreign citizen;
  • a document of the established form (if the applicant does not submit a document of the established form, then in the application for admission he indicates the obligation to provide the specified document no later than the day the acceptance of documents of the established form is completed);
  • originals or copies of documents or other evidence confirming belonging to compatriots living abroad, in accordance with paragraph 6 of article 17 of the Federal Law of 05.24.1999 N 99-FZ "On the state policy of the Russian Federation in relation to compatriots abroad";
  • foreign citizens who enter training on the basis of international treaties submit documents confirming their assignment to the number of persons specified in the relevant international treaties;
  • 2 photographs 3x4 cm.
A document of a foreign state on education is submitted with a certificate of recognition of a foreign education, except for cases in which the submission of this certificate is not required:
  • when submitting a document of a foreign state on education that complies with part 3 of article 107 of Federal Law No. 273-FZ;
  • when submitting a document on education that meets the requirements of Article 6 of the Federal Law of May 5, 2014 No. 84-FZ "On the peculiarities of the legal regulation of relations in the field of education in connection with the admission to the Russian Federation of the Republic of Crimea and the formation of new subjects in the Russian Federation - the Republic Crimea and the federal city of Sevastopol and on amendments to the Federal Law "On Education in the Russian Federation"; at the same time, the applicant submits a document (documents) confirming that the applicant is one of the persons specified in Article 6 of Federal Law No. 84-FZ;
Applicants may submit originals or copies of documents submitted for admission. Certification of copies of these documents is not required.

The applicant has the right at any stage of admission to study to withdraw the documents submitted for admission to study by submitting an application for their withdrawal by the method. Persons who withdraw documents are eliminated from the competition.
PIMU returns documents to persons who have withdrawn documents. When returning the submitted documents through public postal operators, the documents are returned only in the part of the original documents.
