The Federal Service for Supervision in Education and Science in accordance with paragraph 21 of the Procedure for conducting state final certification for educational programs of basic general education, approved by order of the Ministry of Education of Russia and Rosobrnadzor dated November 7, 2018 No. 189/1513 (registered by the Ministry of Justice of Russia on December 10, 2018, registration No. 52953) (hereinafter referred to as the Procedure), sends recommendations for use in the work on determining the minimum number of primary points confirming that students have mastered educational programs of basic general education in accordance with the requirements of the federal state educational standard for basic general education (hereinafter referred to as the minimum number of primary points), recommendations on the transfer of the sum of primary scores for the examination papers of the main state exam (hereinafter referred to as the OGE) and the state final exam (hereinafter referred to as the GVE) into the five-point grading system in 2019.

In accordance with paragraph 22 of the Procedure, the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, ensure the state final certification for educational programs of basic general education, including determining the minimum number of primary points, and also ensure the transfer of the sum of primary points for examination the work of the OGE and GVE into a five-point scoring system. In 2018, more than 133 thousand people took part in the USE in biology, which is slightly more than the number of participants in the exam in 2017 (111,748 people), 2016 (126,006) and 2015 (122,936). The biology exam is traditionally in demand and is one of the five most popular elective final exams. It is chosen by biology-motivated graduates entering medical, veterinary, agricultural universities, psychological and biological faculties of universities, academies and institutes of physical culture and sports, and a number of other universities.

In 2018, the average test score was 51.4. Its slight decrease compared to the previous year is primarily due to a decrease in the share of participants in the test score range of 61–80 (by 2.26%) and an increase in the share of participants in the range of 41–60 (by 3.26%). At the same time, there is a persistent downward trend in the number of participants with results in the range of 81–100. The reduction in the share of high-scorers can be explained by a set of measures to improve the quality of verification of detailed answers by experts of the subject commissions of the regions, as well as the inclusion in part 2 of the KIM of new plots of a specific, contextual, practice-oriented nature that required clear argumentation, and not the reproduction of general or particular knowledge on the subject. This allowed for a better differentiation of participants with high test scores.

The minimum test score in 2018, as in previous years, was 36 points, and the primary score was 16 points. The proportion of USE participants in biology who did not score the minimum number of points in 2018 was 17.4%. Compared to 2017, the proportion of participants who scored test scores in the range of 41-60 was 40.6% (in 2017 - 37.3%), and in the range of 61-80 was 25.6% (in 2017 - 27.9%.

In 2018, 48 graduates completed all the tasks of the examination paper and scored 100 points, which amounted to 0.04% of the total number of USE participants. The data obtained indicates, on the one hand, a rather high level of complexity of the KIM USE 2018 model and, on the other hand, the availability of tasks, which is confirmed by the distribution of primary and test scores of participants.

After checking the USE assignments in the Russian language, the initial score for their implementation is set: from 0 to 57. Each assignment is evaluated by a certain number of points: the more difficult the assignment, the more points you can get for it. For the correct performance of tasks in the USE in the Russian language, from 1 to 5 points are given, depending on the complexity of the task. At the same time, you can get from 0 to 24 points for an essay.

After that, the primary score is converted into a test score, which is indicated in the USE certificate. It is this score that is used for admission to higher educational institutions. Translation of USE scores carried out using a special scoring scale.

Also, according to the score for the Unified State Examination, you can determine the approximate grade on a five-point scale that a student would receive for completing tasks in the Russian language in the exam.

Each graduate who wants to become a student of one of the universities of the Russian Federation in 2018 faces a difficult task - to successfully pass the exam, as well as to choose the right educational institution and faculty for submitting documents. The majority of 11th graders and their parents are faced with the final exam assessment system for the first time and often find it difficult to find answers to the questions that arise. How is everything going?

During the examination of examination papers, for each correctly completed task, the graduate receives the so-called “primary scores”, which, upon completion of the examination of the work, are summed up and converted into a “test score”, which is indicated in the USE certificate.

Important! Since 2009, the scale for converting primary and test USE scores into traditional five-point grades for schools has not been officially used, because in 2017 and 2018 final exams are not included in the certificate.

Checking work is done in two ways:

  • automatically (with the help of special programs and technical means);
  • manually (the correctness of detailed answers is checked by two independent experts).

It is quite difficult to challenge the result of an automatic check. If the basic rules were not followed when filling out the answer table, the computer may not protect the result, and only the graduate himself, who did not follow a number of mandatory rules, will be to blame for this.

If controversial issues arise during the expert review, a third specialist is involved, whose opinion will be decisive.

When to expect results?

The following time limits apply by law:

  • data processing (for compulsory subjects) at the RCSC should not last longer than 6 calendar days;
  • for data processing (subjects of choice) RTsOI give 4 days;
  • verification at the Federal Testing Center should take no more than 5 working days;
  • approval of the results by the State Examination Commission - 1 more day;
  • up to 3 days to send the results to the USE participants.

In practice, from the moment of passing the exam to receiving the official result, it can take from 8 to 14 days.

How do experts evaluate?

In many subjects, in addition to the test part, there are tasks that require a full detailed answer. Since it is impossible to automate the process of checking such answers, experts are involved in the verification - experienced teachers with a long work experience.

When checking the exam, the teacher does not know (and even with a strong desire cannot find out) whose work lies in front of him and in which city (region) it was written. Verification is carried out on the basis of uniform assessment criteria developed specifically for each subject. Each work is checked by two experts. If the experts agree, the assessment is put on the form, but if independent appraisers disagree, then a third expert is involved in the verification, whose opinion will be decisive.

That is why it is important to write legibly and accurately so that there is no ambiguous interpretation of words and phrases.

Based on the results of the test, the USE participant is awarded a certain number of primary points, which are then transferred to text (points for the entire test). In different subjects, a different maximum of primary points is provided, depending on the number of tasks.
