"Book of Memory" of victims of political repressions in eastern Transbaikalia.

13.06.2017 The fourteenth victim of a major accident, the alleged perpetrator of the accident, the bus driver, died in hospital a few hours ago. Recall that on the night of June 12, at the 702nd kilometer of the Baikal federal highway, the bus carrying pilgrims fell down a slope and turned over. Last night, 13 passengers died and a report of another death from severe injuries was received literally at that moment. Today, in connection with the tragedy, the governor of the region declared a day of mourning in Transbaikalia. All entertainment, cultural and sporting events have been cancelled. The full chronology of events up to this hour is in the materials of my colleagues.

The tragedy occurred when the pilgrims were returning home. It was about 12 at night. The driver of the bus carrying them lost control on a very difficult section of the track, where the descent is quite steep and the turning angle is approximately 180 degrees. And besides, due to road works, there was a partial lack of a fence. One of the first on the site of the tragedy were residents of the neighboring village of Khokhotuy. They say that it was possible to find out about the accident thanks to an elderly woman who, by some miracle, got onto the highway and reported the incident to a passing driver.

Anna Zimina, a resident of the village of Khokhotuy: “A girl and a guy just pushed me out of the bus, like, crawl. But she is 65 years old, she somehow crawled out here, she says, something is hard for me. I say, sit down. Let me take you to the nearest hospital."

Employees of the Ministry of Emergency Situations, the police, the investigative department and doctors of the Petrovsk-Zabaikalsk regional hospital worked at the scene. Ambulances followed one after another, taking away the victims. Psychological assistance to the wounded who remained there was provided both by pilgrims who arrived here later, and by local residents.

Igor Bezhentsev, an employee of the fire department of the village of Khokhotuy: “I ventured here with one woman for probably 20 minutes. She was given injections, that’s all. She just needed psychological help. And I kind of sat with her. they gasped: hold on, hold on, hold on. And they grabbed and held on to everything they could.

At the scene of the accident, we also found the priests of the Chita and Petrovsk-Zabaikalsky diocese. Metropolitan Dimitry, in particular, canceled his planned trip to the regions of the region.

Dimitry, Metropolitan of Chita and Petrovsk-Zabaikalsky: "The diocese will undoubtedly participate in every possible way both in helping those who have suffered, but, unfortunately, in helping the dead. So far I cannot say what it will be exactly, but if such help will be needed, we will help in every possible way. And now I have already given a blessing, prayers are being made in churches for the departed. And for health for the sick, so that the Lord would help them recover as soon as possible."

In the first hours of the morning, the leaders of the executive power of the Trans-Baikal Territory also arrived at the "mother-in-law's tongue" - namely, this is how this dangerous place on the highway connecting Irkutsk and Chita is called.

Alexander Kulakov, First Deputy Chairman of the Government of the Trans-Baikal Territory: “Literally in half an hour, or maybe even faster, disaster medicine vehicles from Chita will arrive here. The Minister of Health is arriving here now. A decision will be made - either assistance will be provided on the spot, or a decision will be made it is clear that depending on the condition of the patients, on their further transportation.

The Ministry of Health of the Trans-Baikal Territory has published a preliminary list of those injured and killed in a car accident. The Regional Investigation Department is conducting a pre-investigation check of the causes of the incident. A criminal case has been initiated.

By ten o'clock in the morning, all the survivors of the Kia bus crash were taken to the Central Hospital of the Petrovsk-Zabaikalsky District. Work to remove the bodies of the dead from the wreckage of the wrecked bus continued until noon.

Thirty plus meters. So much, according to experts, the bus flew by. The car overturned several times on sharp boulders. The roof was literally pressed into the cabin. Specialists of the Ministry of Emergency Situations remove one dead person after another. Ten people died on the spot. Two more could not be saved on the way to the hospital. During the crash, personal belongings and documents of the pilgrims were scattered for a dozen meters around. Several of the dead remained unidentified for a long time. It was also difficult to identify the survivors, as most of them were in critical condition. Alexander Lineitsev was one of the first to arrive at the scene of the tragedy.

Alexander Lineitsev, a resident of the city of Petrovsk-Zabaikalsky: "We have a friend of ours from Chita there. Her name is Lyudmila. She does not answer the phone. She is not on the list, I have been here since night. There are no victims, and I do not have information among the dead ".

The police are investigating the identity of all those injured in the accident. Doctors are fighting for their lives. The trauma and resuscitation department of the Petrovsk-Zabaykalsky Central District Hospital was filled in a matter of minutes.

Tsyren Tsydypov, chief physician of the Petrovsk-Zabaikalsk Central District Hospital: "Injuries of varying severity. There are a lot of fractures, bruises. There are moderate degrees, stable conditions. Some patients are already taken out by air ambulance."

They take out those whose condition the doctors managed to stabilize, and those who need urgent operations. These are mainly spinal fractures and craniocerebral injuries. There were eleven such victims.

Air ambulance helicopters had to make four flights to the capital of the Republic of Buryatia.

Sergey Davydov, Minister of Health of the Trans-Baikal Territory: "It takes 25 minutes to fly there. We examined the most difficult, the most problematic ones by a council and sent them there. The rest - another plane will go to Chita, and a plane will go. I think we can handle it here."

Psychologists work with everyone who comes to consciousness after a terrible catastrophe. People are in a state of shock, the last minutes before the accident and a premonition of trouble are embedded in their memory.

Yulia Kalashnikova, a psychologist of the Main Directorate of the Ministry of Emergency Situations of Russia for the Republic of Buryatia: “One woman says that “I felt that the bus was sneezing, puffing. I had to go out and warn others. I thought, it seemed, everything would be fine. "Now she is scolding herself that she had to stop everyone and not go. But I don't think they would have listened to her."

The main task of psychologists is to get people out of a difficult emotional state. Well, the investigation will have to answer the main question: who is guilty of the tragedy.

Ivan Pervykh, correspondent: “Experts are now investigating what happened seconds before the bus fell off the cliff. Perhaps the surviving driver will be able to tell something. He is now in the hospital. However, all experts talk about one clear violation. that this turn on the descent is not equipped with any guardrail. Of course, the bump stop would not have kept the bus from falling on impact, but perhaps the driver could have orientated himself by noticing the guard flashing with flickers. "

The first victims of the accident from the Petrovsk-Zabaykalsky district were transported to the capital of the region by aircraft. They were met at the airport by special vehicles of the Trans-Baikal Territorial Center for Disaster Medicine.

Three women were taken to Chita in critical condition. One was brought to the first city hospital, two more to the regional clinical. The plane that brought the victims after refueling again went to the scene.

Ruslan Dolgov, director of the Trans-Baikal Territorial Center for Disaster Medicine: "In order to evacuate someone as quickly as possible to the regional capital. There, firstly, it is reliably known that five ambulance teams left the city of Chita, they are returning now taking with them one victim each, that is, we can reliably say that five victims are being evacuated by the forces of the city ambulance station.

Another 11 people were evacuated by helicopters to the Republic of Buryatia to two hospitals - a republican hospital and an emergency hospital.

At the same time, in the regional capital, the governor of the region, Natalya Zhdanova, held an emergency meeting of the operational headquarters to eliminate the consequences of the accident.

First of all, the head of the region expressed condolences to the families of those killed in the accident.

Natalya Zhdanova, Governor of the Trans-Baikal Territory: "I express my condolences. Words of deep condolences to relatives, families who suffered, who died. We mourn with you. This is our common grief. Today, our main task is to save the life and health of those people who are now in moderate severity, in severe severity."

The regional authorities will provide financial assistance to the relatives of the victims of the tragedy - they will pay one million rubles each. Meanwhile, investigators have completed work at the scene of the accident. A criminal case has been initiated against the driver, who is in critical condition.

Yuri Rusanov, head of the Investigative Committee of the RF Investigative Committee for the Trans-Baikal Territory: "We are planning to seize documents containing information about the carrier, the state of its fleet, in particular, this overturned bus, the presence of seat belts in it, as well as the route of the bus and its driver. Also checked version of the violation by the driver and his employer of the regime of work and rest, as a result of which the driver could fall asleep or not manage to drive. The condition of the road surface will also be checked. When examining the scene, there was no fence, which should be, since the road section was of a certain complexity - there turn".

The head of the region, Natalya Zhdanova, announced that a large-scale check of the state of public transport and roads in the Trans-Baikal Territory would begin.

Late in the evening on June 12, the head of the region, Natalya Zhdanova, visited the regional clinical hospital and talked with patients.

Pensioner Vera Petrovna Telyatnikova was taken to the hospital in the evening. The family did not immediately find out that she was in trouble - the phone was lost during the accident.

Vera Telyatnikova, victim: "How can I call? There are no phones, nothing. There, at the accident site, all the phones remained."

Vera Petrovna's son was contacted, he is going to meet his mother. And in another ward there is another victim, Tatyana Tsvetkova. Her sons independently delivered from the Petrovsk-Zabaikalsk hospital to Chita. They say it's my mother's second birthday.

Tatyana Tsvetkova, victim: “I don’t know how I didn’t get crushed there, on the bus. It spun about three times, if not more. And I have all this in my eyes, everything is spinning, everything is spinning. ", and that's it. I barely got out of there. Everyone is moaning. Everyone is crying. I didn't see the zigzag sign, but for some reason he was driving fast and, apparently, did not have time to turn. He turned and turned and then stopped and that's it."

The head of the region promised the victims to take the situation under personal control. This also applies to the treatment of victims, and the investigation of the causes of the disaster.

Natalya Zhdanova, Governor of the Trans-Baikal Territory: "I personally control everything. We will definitely put you on your feet. Get well. The worst is over. You just need to hold on now. Morally, mentally hold on. The doctors will do everything here, everything will be fine."

Doctors use all the capabilities of the largest hospital in Transbaikalia. Despite serious injuries to patients, there is no threat to their lives.

Viktor Shalnev, chief physician of the regional clinical hospital: “At this moment, three patients are in serious condition. Five patients are of moderate severity, and one patient is in a satisfactory condition. Currently, patients are undergoing further examination, because they have been in for four hours. We will further examine and make a decision to provide, if necessary, high-tech assistance."

In total, 11 victims were delivered to the regional clinical hospital. Three of them are in intensive care.

Preliminary list of those killed in an accident with a bus in Transbaikalia. Recall that 14 Transbaikalians died from injuries.

The authorities of both regional and federal levels expressed their condolences to the families and relatives of the victims. Among them: the plenipotentiary representative of the President of Russia in the Siberian Federal District Sergei Menyailo, senators of the Federation Council Stepan Zhiryakov and Bair Zhamsuev, deputies of the State Duma of Russia Nikolai Govorin, Vasilina Kulieva and Yuri Volkov, chairman of the Legislative Assembly of the region Igor Likhanov and many others. We join the words of deep sorrow and express our sincere condolences to the families and friends of the victims.

A hotline continues to operate at the main department of the EMERCOM of Russia for the Trans-Baikal Territory. Calls are received by psychologists at the numbers in Chita 35-61-61 and 35-48-60.

Psychologists of the "Doverie" center work around the clock, telephone: 8-800-2000-122 or Chita numbers: 28-33-22, 39-95-93. http://gtrkchita.ru/news/?id=13415

The driver of the bus with pilgrims, who crashed in an accident in Transbaikalia on the night of June 12, died in the intensive care unit of the Petrovsk-Zabaikalsky Central Hospital. The man became the 14th victim of the accident. This publication reported "Zabmedia" with reference to the press service of the Ministry of Health of the Trans-Baikal Territory. “The bus driver died this morning. At the moment, we have one woman left, she is in the intensive care unit on a ventilator, her condition is serious, stable, ”said the head doctor of the institution, Tsyden Tsydypov.

About 30 people are in hospitals in Chita, some of them are in intensive care. In the hospitals of Buryatia, where the most seriously ill patients were taken, since Ulan-Ude is closer than Chita, 12 people remain. Their condition is extremely serious and stable.

Among the patients is a 12-year-old girl who is in a coma on a ventilator. Another victim, a 17-year-old girl, was operated on and is in intensive care.

Recall that the accident occurred at the 702nd kilometer of the Baikal federal highway. The passenger bus Kia Granbird, in which there were 51 people, including the driver, ran into a ditch and overturned on the Irkutsk-Chita highway, 15 kilometers from the village of Khokhotuy, Petrovsky-Zavodsky district. Travelers did not reach their destination for 500 km. Ten people died on the spot. Two more passengers died on the way to the hospital.

People, mostly women with children, were returning home after a trip to the monastery of St. Varlaam of Chikoi.

Every year on June 11, on the day of the memory of the icon of the Most Holy Theotokos "The guarantor of sinners", hundreds of believers come here from all over the region. The regional authorities have already announced that the families of those killed in the accident will be paid one million rubles each. In the Trans-Baikal Territory, June 13 has been declared a day of mourning.

“We were all dozing. Then she opened her eyes - the bus seemed to jump up and go nowhere. Everyone screamed, of course, ”said one of the bus passengers in an interview with local media.

It turned out that many of the pilgrims who were traveling on the bus simply did not have enough space - they had to sleep right on the floor.

So, for example, did the husband of passenger Margarita Novoselova. According to the woman, her husband, like some other passengers without a seat, lay down right in the aisle. “If he hadn’t been lying there, but sitting next to me, then he would have died immediately, like the woman who was in this place,” Novoselova said in an interview with a local television company. "Tivik" .

Investigators first called the unsatisfactory condition of the roadway one of the reasons for the accident.

So, despite the ongoing repair work on this section of the route, no warning signs were installed, and the place where the bus left the route did not have the necessary curb fence.

According to the official representative of the regional, the accident occurred at a sharp turn. The site was being repaired, and there was no guardrail on the outside of the road, from where the bus overturned into the ditch. Investigators check the correctness of the actions of employees of the company serving the road. On behalf of the chairman of the Investigative Committee of Russia, a criminal case initiated on the fact of the provision of services that do not meet security requirements has been transferred to the proceedings of the central office of the TFR.

However, as the deputy head of the State Traffic Safety Inspectorate, who arrived in Ulan-Ude and talked with patients, later reported, the driver of the overturned bus could have exceeded the speed limit.

“One of the probable causes of an accident is the driver exceeding the prescribed speed. As a result, he lost control of the steering. The bus was thrown off the roadway and overturned.

So it's the human factor. Dismantled fences will also be considered as a concomitant factor. But the investigating authorities will establish the exact picture of the incident,” Sergei Dobryakov told the publication. "Arig Us online" .

He also said that the tachograph was faulty on the bus. Therefore, in order to determine at what speed the vehicle was moving, it will be necessary to conduct an investigative experiment.

“The testimony of eyewitnesses on the possible speed varies. But the driver did not fit into the turn, that is, the speed was clearly higher than the permissible one,” he noted. - In order to prevent such tragedies, there should be special control over the buses that are engaged in custom transportation. Unfortunately, it doesn't exist at the moment."
