For persons entering the USPTU only on the basis of the results USE, - July 25.

Acceptance of documents for undergraduate and specialist training programs for part-time studies, for master's programs, as well as for admission to the second and subsequent courses ends on August 1.

What documents are required for admission?

Document on secondary (full) education or its photocopy;

Eight photographs 3x4 cm;

Passport proving identity and citizenship (+ a photocopy of its page with the personal data of the applicant).

The submitted application may be accompanied by: the original or a copy of the medical certificate form 086-U, certified by the clinic at the place of issue, the original or a copy of the vaccination certificate; voluntary accident insurance policy and other documents, in particular, if the applicant claims benefits established by the legislation of the Russian Federation.

How can an applicant evaluate his chances of admission?

Since the value of the passing score is determined when summing up the results of the competition for areas of training (specialty), the passing score will be known only at the end of the competition. Any data on the expected value of the passing score before signing the order for enrollment in the first year are preliminary, indicative.
The applicant evaluates his chances for admission to a particular area of training (specialty). The task of the selection committee is to help him with this.
What should be considered first?
1) competition (number of applications per place) in previous years. The competition characterizes the "popularity" of the direction of training (specialty) and the faculty.
2) passing scores of previous years. They may differ quite significantly, but they reflect the general trend and perform the same role - they give an idea of the "popularity" of the specialty and the strength of applicants participating in the competition.
3) a list of all applicants who indicated in their applications the direction of training (specialty) among the priorities. This list contains all potential "rivals" applying for vacancies, with their scores.
4) current rating list. Updated information about applicants for places. In this list, applicants participating in several competitions "get" only one of the declared specialties with the highest priority.
It must be remembered that all this information provided by the selection committee is for advisory purposes only. The applicant himself must decide in which competitions he will take part, whether his chances of entering the vacancies in this particular specialty are sufficient.

Is it possible to submit a copy of the document on secondary education?

It is possible, but it should be borne in mind: in order to participate in the competitive selection, it is necessary to replace a copy of the document on education with the original no later than the deadline established by the admission rules. Applicants entering USPTU for targeted training submit only original documents.

Do I need to certify a copy of the document on education?

Is it possible to apply for several faculties (fields of study)?

Can. In the selection committee of one of the faculties, where the applicant applies for the first time, it is necessary to indicate in the questionnaire any three areas of training at USPTU. At the same time, the applicant should compare the list of entrance tests for different areas of training, analyze and evaluate the possibility of submitting their USE results or participating in tests for different areas. The applicant must remember that he can only apply to five universities.

Why is the priority of areas of study (specialties) and forms of admission indicated in the applicant's questionnaire?

The priority of specialties (forms of admission) determines the procedure for enrolling an applicant in a university. At the beginning, the possibility of enrolling in the first, highest priority specified in the questionnaire, specialty is considered. If the amount of points scored in the entrance examinations is not enough for enrollment, the possibility of enrolling in the second specialty indicated in the questionnaire is considered, etc.

Thus, when summing up the results of the competitions, each applicant will be presented for enrollment in only one specialty for which he has enough points and which has a higher priority in his application.

Is it possible to change the set of specialties and their priority?

Before the deadline for receiving documents, you can change both the composition and the priority of the chosen specialties and forms of admission, but not more than once a day.

If at the time of submission of documents there is no registration of the place of residence in the applicant's passport, will they refuse to admit him?

The documents will be accepted, because in accordance with the legislation in the field of education, Russian citizens are guaranteed the opportunity to receive education regardless of their place of residence.

In what case can an applicant apply for a personal file to the selection committee of another faculty if he has already applied to one of the selection committees and was registered in the university database?

Registration of the second personal file in the existing first case is categorically unacceptable!

The applicant has the right to cancel the existing personal file (pick up all applications and documents) and then apply to another selection committee to draw up a new personal file.

If the exam was taken this year at school, is it necessary to present a certificate when submitting documents?

Optional, since the results of the exam by the selection committee will be taken from the federal database. But upon successful completion of the competitive selection and subsequent enrollment, it is necessary to submit the original USE certificate to the selection committee.

Can applicants apply by mail?

Applicants have the right to send an application for admission to the first course, as well as the necessary documents through public postal operators (by mail). Documents are sent by mail with a notification and a description of the attachment. The notification and inventory of the attachment are the basis for confirming the acceptance of the applicant's documents. Documents sent by the applicant by mail are accepted by the university upon their receipt no later than the deadlines established by the Admission Rules for completing the acceptance of documents.
When sending documents by mail, an applicant shall attach to the application for admission photocopies of documents proving his identity and citizenship, a photocopy of a state-recognized document on education, as well as other documents stipulated by the Admission Rules.

What are the actions of the selection committee employees when documents are received by mail?

The postal item is transferred to the responsible secretary of the selection committee of that faculty (institute, branch), whose specialty is the first in the questionnaire. He must check the completeness of the submitted documents, as well as the correspondence of the terms of departure and receipt of the postmark.

If the documents meet the requirements of the Admission Rules, the selection committee draws up a personal file. In case of discrepancy, a memorandum is drawn up in the name of the responsible secretary of the selection committee, and he informs the applicant about discrepancies.

Can applicants apply online?

Submission of an application in electronic digital form is carried out via the Internet

to the e-mail of the admission committee with the attachment of electronic (scanned and saved in the “jpg” format) copies of documents proving the identity and citizenship of the applicant, and an electronic copy of the document on education, as well as other documents stipulated by the Admission Rules. If all the necessary documents are provided, the application is registered in the information system and the applicant is allowed to participate in the competition on an equal basis with citizens who submitted “hard” copies of documents.

Which of the legal representatives of the applicant can apply for admission to USPTU?

Nobody. The application must be submitted by the applicant in person.

What should be done if the legal representative of the applicant (without the presence of the latter) requires changing the composition of the specialties previously declared by the applicant in the personal file and / or their sequence in the priority list?

All changes in the personal file are made out by the applicant personally. The requirements of the applicant's representatives to change the composition or priorities of the declared specialties without the applicant himself should be denied. In disputable cases, you should contact the responsible secretary of the selection committee.

In what case can documents be issued to the legal representative of the applicant?

Documents are issued personally to the applicant, and not to his legal representatives. In exceptional cases, the executive secretary of the selection committee should contact the executive secretary of the selection committee, who will make a decision.

In what form are entrance examinations conducted for admission to budgetary places of full-time education?

Upon admission to budgetary places of full-time education, entrance examinations in mathematics, physics, chemistry, history, social science and the Russian language are conducted in the form and on the basis of the USE materials. As the results of entrance examinations are counted USE results in 2012 or 2011, as well as the results USE 2010, only for persons who did military service by conscription and were dismissed from military service, within a year after dismissal from military service;

The university also conducts an additional entrance test of creative orientation in drawing for applicants for the specialty "Architecture".

A specific list of entrance examinations is determined by the chosen area of training or specialty.

Where can I find out the place and time of the exam?

The schedule of entrance examinations is posted on the information and also published on the website of the selection committee.

When should I arrive for the entrance examinations, what should I bring with me?

The beginning of all tests is determined by the schedule. It is necessary to come to the educational building in which the tests are held 30 minutes before they start. You should have an examination sheet, a passport with you.

How to behave during the entrance test?

The applicant is obliged to follow the instructions of the admissions committee staff. It is forbidden to talk during the test, distract others, use electronic notebooks, cell phones, mobile communications, players, voice recorders, etc. Violation of the order is followed by removal of the applicant from the test with a score of "0" (zero points).

In case of any claims regarding the content of the control and measuring materials used in the entrance test, it is necessary to inform the admissions officer on duty in the audience.

In general, the conduct of entrance examinations and the rules of conduct for them are regulated by the Regulations "On entrance examinations at USPTU"

When are test results announced?

The results of exams conducted in the form and materials of the Unified State Examination are announced on the day they are received from the regional information processing center (RTsOI).

The results of entrance examinations conducted by USPTU are announced in accordance with the schedule of entrance examinations upon their completion the next day.

How many points do you need to score for a positive assessment of the entrance test?

The corresponding number of points is determined by the admission committee of the university, taking into account the recommendations of Rosobrnadzor before the start of the entrance examinations. Differentiation of a positive assessment is envisaged depending on the chosen specialty of training.

Can I apply for appeals and how do I do it?

Appeals for entrance examinations in the form and materials of the Unified State Examination are carried out in the conflict commission of the SEC RB (Ministry of Education of the Republic of Belarus).

Appeals for other subjects are carried out by the USPTU Appeals Commission based on written applications from applicants, which are accepted on the day the exam results are announced. Appeal must be made in person. Appeals from third parties are not accepted.

The results of the written examination become known only after checking all examination papers. The date, place and time of the announcement of grades are most often indicated on the information boards. It should be noted that the applicant has the right to familiarize himself with his checked work immediately after the announcement of the grades for the written exam.

The procedure for familiarizing applicants with proven papers in different universities is different. However, everywhere the applicant may demand to show him a verified work on the written exam on the day the grade is announced, for oral entrance tests and interviews, appeals are accepted on the day of the exam after the grade is announced.

Many applicants do not seek to familiarize themselves with their verified works, mistakenly believing that this may have any undesirable consequences for them. There is really nothing to be afraid of. Remember: examiners are people just like you. They can be wrong too.

At the same time, the opinion that an appeal is a completely hopeless case is incorrect. There are enough examples when, following the results of the appeal, the grades rise.

Appeals are considered by special commissions (so-called appeal commissions). A necessary condition for the success of the appeal is a well-written application. The fact is that the appeal commission is guided in its actions by the instruction that regulates the procedure for filing and considering appeals. This instruction contains a complete list of reasons why a complaint may be considered justified.

An appeal can be recognized as justified only in three cases:

If the question contained in the ticket is outside the scope of the official state program on this subject;

If the examination procedure was violated;

If notes, explanations or other work materials were misinterpreted or misinterpreted by the examiners (including being "not noticed").

No other reason can serve as a basis for an appeal and should not be indicated in the text of the corresponding application.

A few more points on the procedure for filing an appeal. When applying for an appeal, the applicant must have an identity document and an examination sheet with him.

It often happens that while an applicant is viewing a verified work, the examiners begin to dissuade him from filing an appeal. You must take into account all their arguments, but you can act in your own way. The law gives you the right to appeal, and only you can decide whether or not to do so.

One more thing. Under the rules, under no circumstances may an exam grade be reduced as a result of an appeal. When considering an appeal, an additional survey of applicants, making corrections to papers and protocols is not allowed. Only when considering an appeal on specialization can an applicant be allowed to re-pass the specified test.

In conclusion, we note that some applicants during the entrance exams managed to achieve an increase in grades not in one, but in two or even three subjects!

Can the applicant's parents be present at the appeal?

One of the applicant's parents (equally a guardian or other officially appointed authorized person) may be present at the appeal as an observer even if the applicant has not reached the age of majority. The appeal is carried out only if the applicant and his authorized representative have passports.

The applicant took the exam as a final exam at the end of school (in May-June). Can he retake the exam again in the same year in July?

Only USE participants are allowed to retake the USE, only graduates of the current year who received an unsatisfactory result in one compulsory subject at the state (final) certification and, for good reasons, did not exercise the right to retake it on the reserve days of the main USE term.

A graduate of 2012 takes only the compulsory subjects of the Unified State Examination in mathematics and the Russian language at school. Can he take the exam in physics or chemistry at UGNTU in July?

Only USE participants can take it - graduates of the current year who missed passing the USE on the main dates for good reasons.

What benefits do applicants who have been awarded a gold (silver) medal upon graduation from a secondary educational institution of the Russian Federation or who have received a diploma with honors upon graduation from state secondary specialized educational institutions of the Russian Federation enjoy?

With an equal number of points scored, applicants with an award for study (medal, red diploma) have the priority right for enrollment (according to clause 9.2 of the Admission Rules for 2012 at UGNTU);

Are benefits provided to applicants who submitted a certificate with only fives, but do not have a medal?

2.4 Competition and student enrollment

How is enrollment in budgetary places?

Of those who successfully passed the entrance examinations and submitted the original documents on education to the selection committees, first of all, applicants who have the benefits provided for by the legislation of the Russian Federation are enrolled.

Further competitive selection is carried out depending on the amount of points scored in competitive exams among applicants who have successfully passed the entrance examinations.

The competition for budget places for full-time education is carried out sequentially in the specialties indicated in the applicant's priority list at the time of enrollment.

What is a "passing" and "semi-passing" score?

When summing up the results of the competition for each specialty and area of training, applicants from the top of the final rating list are submitted for enrollment in accordance with their competitive scores. The total score of the applicant who took the last allocated place is declared a “passing score.

If such an amount is collected by several applicants (two or more), and the total number of applicants with an equal or greater number of points exceeds the number of places in the specialty (in the competitive group), then the indicated total score is semi-passing.

How to be an applicant who has not scored the required number of points to pass through the competition for those specialties that were indicated to him in the questionnaire?

If there are vacancies as of today, reserve lists will be formed from such applicants. Those included in this list will have the right to apply for filling vacancies in other specialties, provided that they have the appropriate sets of results of entrance examinations. If the number of points scored is not enough to pass the competitive selection for vacant budget places, you can declare the points received as the results of entrance examinations for places with payment of tuition fees

What is ranking, where can I get acquainted with its results?

Ranking - the formation of a list of applicants-candidates for enrollment for each specialty. The position of the candidate in the list is determined by the category of the applicant (having the right to out-of-competition enrollment; having passed the competition for target places; entering according to the general competition). Within each category, the place is determined by the rating of the competitive points scored, taking into account the pre-emptive right (benefits) for enrollment. The ranking can be found at the stands of the selection committee or on its website www. pk.

3 Admission to USPTU of persons with benefits established by the legislation of the Russian Federation

What document confirms the presence of Russian citizenship?

In accordance with the Federal Law of 01.01.2001 "On Citizenship of the Russian Federation", a document certifying the citizenship of the Russian Federation is a passport of a citizen of the Russian Federation or another main document containing an indication of the citizenship of a person. The types of basic documents proving the identity of a citizen of the Russian Federation are determined by this federal law.

What documents should be submitted to the selection committee:

Orphans;

Children left without parental care;

Persons under the age of 23 from among orphans and children left without parental care?

Legal

child status

Documents confirming

legal status of the child

Orphans

Death certificates of the mother and father of the child;

Death certificate of the only parent (mother) and certificate of the registry office on entering information about the father of the child from the words of the mother (in form No. 25)

Children left without parental care

Court decision to deprive both parents of parental rights (Articles 69, 70, 71 of the Family Code of the Russian Federation);

Court decision to restrict both or the only parent of parental rights (Articles 73 - 76 of the Family Code of the Russian Federation);

The decision of the court on the recognition of the father and mother as missing or the announcement of the only parent as dead (Articles 274 - 279 of the Code of Civil Procedure of the Russian Federation);

A guilty verdict of the court with the imposition of a sentence in the form of imprisonment of the father and mother or the only parent;

The decision of the court to limit the legal capacity of the father and mother or single parent. The decision of the court to recognize the father and mother or the only parent as incapacitated (Article 281-284 of the Code of Civil Procedure of the Russian Federation);

Often, children who, for example, have a mother who has died and whose father lives in another family, apply for benefits. Can they be considered orphans?

Can not. In accordance with Art. 61 and 63 of the Family Code of the Russian Federation, parents have equal rights and bear equal obligations in relation to their children (parental rights). A father who lives separately from the child is obliged to raise his child, take care of his health, physical, mental, spiritual and moral development. In accordance with applicable law, parental rights terminate when children reach the age of 18.

There are cases when a mother's death certificate is provided, and a written rejection of the child from the father. Could this be a reason for granting benefits?

The death certificate of the mother and the written consent of the father to adoption (“refusal”) in a notarized form is the basis for establishing the legal status of “a child left without parental care”.

Do applicants for benefits have the right to submit documents at the time of enrollment?

No. Persons applying for benefits for admission to a university are required, at the request of the admissions committee, to submit the relevant documents when applying or bring them before the completion of the submission of documents.

The Moldovan child graduated from a Russian school and lives in Russia. Has documents confirming the absence of parents. Does he enjoy admission benefits as an orphan?

With the exception of the cases of beneficiaries - "Chernobyl victims", foreign citizens do not use benefits when entering universities. With regard to such an applicant, if the selection committee wants to meet him halfway, he can be allowed to participate in the competition for places financed from the state budget, without providing benefits for out-of-competition enrollment.

Is it possible to admit to out-of-competition enrollment of applicants with disabilities who do not have fully completed medical and social examination documents?

In case of incomplete completion of the individual rehabilitation program, the selection committee has the full right not to include the applicant in the number of persons applying for out-of-competition admission. But it may also allow the applicant to bring to the moment of enrollment a document that meets the requirements for filling out this document.

The applicant at the time of submission of documents is a child with a disability, that is, he is entitled to a benefit upon admission. But in the period before enrollment, that is, signing the enrollment order, he turns 18 years old, and he moves from the category of disabled children to the category of disabled adults and must re-certify his disability. The benefit must be valid at the time of submission of documents or at the time of enrollment?

The benefit must be valid until the end of the submission of documents. For different categories of applicants, these are: until July 5, July 10, July 25.

A Russian citizen (currently) has two death certificates for both parents, issued in Kazakhstan (previously lived). Is it possible to give him benefits upon admission?

Oh sure. Precisely on the grounds that he is a Russian citizen.

What documents must be submitted by children with disabilities in order to have the right of out-of-competition admission? What is the form of the certificate? By whom and when should they be issued? What wording should be included? What should be the stamp on them?

A document confirming the fact of the establishment of disability or the category of "disabled child" is a certificate of medical and social expertise (ITU) of a single sample for adults and children, issued by the ITU institution and affixed with the round seal of this institution. The certificate must be filled out in accordance with the recommendations approved by the decree of the Ministry of Labor of Russia (as amended by the order of the Ministry of Health and Social Development of Russia).

For a citizen recognized as disabled, an individual rehabilitation program (IPR) is developed in the form approved by the order of the Ministry of Health and Social Development of Russia, the details of which include the seal of the ITU institution that issued it. According to Art. 19 of the Federal Law “On the Social Protection of the Disabled in the Russian Federation”, the state provides disabled people with higher professional education in accordance with an individual rehabilitation program.

Since when was a new form of an individual program for the rehabilitation of a disabled person introduced? And if a disabled person is re-examined every two years, then what document confirms his right to benefits?

By order of the Ministry of Health and Social Development, a new form of certificate was introduced confirming the fact of establishing disability. Do universities accept old-style certificates? If yes, until what time?

Certificates of medical and social expertise (ITU), confirming the establishment of a disability group or category of "disabled child", issued by expert institutions before 11/08/2005, are valid until the end of the period for establishing disability.

Some applicants bring certificates instead of certificates, motivating this circumstance by the lack of certificate forms. Are they valid?

The basis for the provision of social support measures to citizens are only certificates of the established form.

The laws in the field of education provide for a benefit for disabled combatants. What documents do they have to submit to the admission committee?

Documents confirming the right of disabled people to receive state-guaranteed education are the ITU certificate of disability and IPR, regardless of the cause of disability.

The law grants the right to out-of-competition admission to universities to children and adolescents suffering from illnesses due to the Chernobyl disaster or due to the genetic consequences of the radiation exposure of their parents, as well as to subsequent generations of children in the event that they develop diseases due to the Chernobyl disaster or due to the genetic consequences of the radiation exposure of their parents. What documents certify the right of these applicants to benefits?

Certificate of the established form.

Are there any specifics in providing benefits for applicants who do not live in the affected territories, but were born there? And what document confirms the availability of benefits for them?

The mere fact of birth in the relevant territory and subsequent resettlement to a “clean” territory, as well as a certificate of the established form, are sufficient grounds for receiving benefits.

Is it necessary to contain an indication of the received radiation dose in the documents of citizens affected by nuclear disasters?

The applicant brought a certificate from some locality, but there is no such certificate in the list of localities affected by the Chernobyl accident. What to do in this case? Where can I confirm his eligibility (or lack of eligibility) for benefits?

The absence of a settlement in the corresponding list indicates that this point is not classified as a zone of radioactive contamination and, therefore, there are no grounds for issuing a certificate.

Do citizens who come to enter a Russian university from neighboring countries and live there in the affected territories enjoy admission privileges? What? Where can I find a list of affected areas in these countries?

If there are no interstate or intergovernmental agreements on this, then no. Citizens from the CIS countries permanently residing in Russia enjoy benefits provided that they present a Russian-style certificate.

The fifth child in the family. There is no father, but there is a mother. Are there any admission benefits?

What documents regulate the provision of benefits to the small peoples of the North?

They don't have benefits.

4 Reception of foreign citizens

Applicants of which countries of the near abroad can be admitted to state-funded places without an additional decision of the central selection committee?

These are citizens of the Republics of Belarus, Kazakhstan, Tajikistan and the Kyrgyz Republic in accordance with interstate agreements.

How to confirm the status of a compatriot?

As a rule, the status of a compatriot can be assigned to a person of the indigenous nationality of the USSR who has “roots” and / or family ties in the Russian Federation, who cannot exercise their right to receive higher education in their country of residence. Such persons may also include persons who have long lived in Russia, graduated from secondary educational institutions of the Russian Federation, and others. The issue of assigning the status is decided individually on the personal application of the applicant at the meetings of the selection committee by voting. Such applicants are given the right to participate in the competition for state budget places.

Do applicants from neighboring countries enjoy benefits when enrolling? If so, which ones?

Benefits apply only to citizens of the Russian Federation. The exception is the privilege for out-of-competition admission of persons who suffered or participated in the liquidation of the Chernobyl disaster.

US citizen (former Russian citizen), graduated from a Russian school and lives in Russia. Can it be budgeted?

At the discretion of the admissions committee. In relation to this citizen, the admission procedure will be as for a foreign citizen living on the territory of the former republics of the USSR (the Russian Federation is located on the territory of the former republic of the USSR - the RSFSR).

What is the procedure and terms for passing the nostrification procedure (recognition of the equivalence of foreign documents on education)?

The procedure for the recognition of foreign documents on education is determined by the order of the Ministry of Education of Russia No. 15 dated 01.01.2001. Currently, Rosobrnadzor has concluded agreements with 6 expert centers (in Moscow (2), St. Petersburg, Rostov-on-Don, Kaliningrad, Yekaterinburg). The procedure is paid. Prices are set by the centers themselves. The centers carry out technical work. Rosobrnadzor makes a decision and signs certificates of equivalence. The terms for consideration of documents depend on the state where the document comes from, i.e. whether there are agreements with this state on the mutual recognition of documents on education or not. In the latter case, it is necessary to conduct an examination of the content, and the duration of the recognition procedure can be up to several months. The standard term for consideration of documents is about a month. Currently, an administrative regulation on the recognition of foreign documents on education is being developed. The draft regulation can be found on the Rosobrnadzor website.

This ranking provides information on the results of admission to more than 140 technical and technological universities. The list of TOP-10 in terms of the level of preparedness of first-year students included, oddly enough, only 3 Moscow universities - the Moscow Institute of Physics and Technology, which led the rating, followed by the Russian State University of Oil and Gas. THEM. Gubkin, as well as the National Research Nuclear University MEPhI. The fourth place with an average score of applicants of 73.2 was taken by the Ufa State Oil Technical University, which, by the way, is not the only Ufa university that entered the top ten.

The leading positions among technical and technological universities were also occupied by 3 universities of St. Petersburg, Siberian State University of Communications (average score 72.3) and Novosibirsk State Technical University (68.3). Such a balance of power within the leading group makes it possible to judge a fairly high level of training of applicants in regional technical universities, and the popularity of the corresponding areas of training.
