In accordance with paragraph 8 of Article 24 of the Regulations on the procedure for military service, approved (Collected Legislation of the Russian Federation, 1999, N 38, Art. 4534; 2018, N 1 (part I), Art. 320),

I order:

Approve the procedure for conducting certification for the assignment of military ranks to citizens who are in the reserve of the Armed Forces of the Russian Federation (annex to this order).

1. Certification for the assignment of military ranks to citizens who are in the reserve of the Armed Forces of the Russian Federation * (hereinafter referred to as certification) is carried out in accordance with this Procedure.

* Further in the text of this Procedure, unless otherwise specified, for brevity will be referred to as: the Armed Forces of the Russian Federation - the Armed Forces; citizens who are in the reserve of the Armed Forces of the Russian Federation - citizens who are in the reserve; Regulations on the procedure for military service, approved by Decree of the President of the Russian Federation of September 16, 1999 N 1237 "Issues of military service", - Regulations on the procedure for military service; Regulation on military registration, approved by Decree of the Government of the Russian Federation of November 27, 2006 N 719 (Collected Legislation of the Russian Federation, 2006, N 49 (part II), art. 5220; 2017, N 27, art. 4052), - Regulation about military registration; the military commissariat of the subject of the Russian Federation (the city of Moscow, non-class) - the military commissariat of the city of Moscow.

2. In the military commissariat of the constituent entity of the Russian Federation, for certification by order of the military commissar, an certification commission is created consisting of the chairman of the certification commission from among the officials of the military commissariat of the constituent entity of the Russian Federation and at least four members of the certification commission (hereinafter referred to as the commission). Representatives of other public authorities, local governments and organizations are included in the composition of the approval commission.

3. Certification is carried out:

1) citizens in the reserve who can be assigned (assigned) to military positions in military units (special formations) for conscription for military service for mobilization, for whom wartime states provide for military ranks equal to or higher than military ranks, assigned to citizens in the reserve, and the next military ranks, in addition, after the expiration of the terms of stay of citizens in the reserve, in the previous military rank in the reserve in accordance with the applications for the assignment of military ranks in the attestation procedure (hereinafter referred to as citizens who are not assigned to military units);

2) citizens who are in the reserve and assigned (designated) to military positions in military units (special formations) for conscription for military service for mobilization, for whom the wartime states provide for military ranks equal to or higher than the military ranks assigned to citizens, in the reserve, and the next military ranks, in addition, after the expiration of the terms of stay of citizens in the reserve, in the previous military rank in the reserve in accordance with paragraph 3 of Article 24 of the Regulations on the procedure for performing military service according to the lists approved by the relevant military commissar in in accordance with paragraph 8 of this Procedure (hereinafter referred to as citizens assigned to military units).

4. The application of a citizen who is not assigned to a military unit for the assignment of a military rank in an attestation procedure (hereinafter referred to as the application) is sent (submitted) to the military commissariat of the municipality (municipalities) or the military commissariat of the city of Moscow, in which the citizen who is not assigned to military unit, is registered with the military (hereinafter referred to as the military commissariat), indicating the last name, first name, patronymic (if any), date of birth, as well as details of the document on education (official name of the organization that issued the document on education, registration number, date of issue certificate of education), confirming the level of professional education of a citizen not assigned to a military unit.

In the case provided for by paragraph 4 of Article 24 of the Regulations on the Procedure for Passing Military Service, the decision of the Minister of Defense of the Russian Federation to reduce the corresponding period of stay in military rank is attached to the application.

A citizen not assigned to a military unit, at his request, attaches to the application documents confirming the compliance of a citizen not assigned to a military unit with the requirements for conferring the appropriate military rank, provided for in Article 24 of the Regulations on the procedure for military service (hereinafter referred to as the requirements for conferring a military rank ).

5. The military commissariat within 60 working days from the date of registration of the application:

the updating of the information contained in the military registration documents of a citizen in the reserve is ensured;

the compliance of a citizen in the reserve with the requirements for conferring a military rank is established;

in accordance with subparagraph "b" of paragraph 32 of the Regulations on military registration, information is requested on professional training and work experience, relevant official (official) duties of a citizen in the reserve, as well as information characterizing a citizen in the reserve, at the last place of service ( labor) activity;

a medical examination is organized by a citizen in the reserve to determine fitness for military service in accordance with the Regulations on military medical examination, approved by Decree of the Government of the Russian Federation of July 4, 2013 N 565 *.

6. If a citizen who is not assigned to a military unit and who has submitted an application (hereinafter referred to as the applicant) is found to be inconsistent with the requirements for conferring a military rank, the military commissariat shall notify the applicant of this within 5 working days.

7. When establishing the applicant's compliance with the requirements for conferring a military rank by the relevant military commissar, within 5 working days, based on the information provided for in paragraph 5 of this Regulation, a review is drawn up for the applicant with the execution and signing of an attestation sheet (Appendix N 1 to this Procedure) (hereinafter - attestation sheet) (except for sections II and III), which (with the exception of cases of drawing up an attestation sheet at the military commissariat of Moscow) is sent to the military commissariat of a constituent entity of the Russian Federation along with documents confirming the information provided for in paragraphs four and five of paragraph 5 of this Procedure.

8. For citizens assigned to military units, after the expiration of their stay in the previous military rank in the reserve in accordance with paragraph 3 of Article 24 of the Regulations on the procedure for performing military service, the military commissariat draws up an appropriate list of citizens assigned to military units, which is approved by the relevant military commissar until October 1 of the year preceding the certification (hereinafter referred to as the list), and is sent within 5 working days to the military commissariat of a constituent entity of the Russian Federation (except when the list is compiled by the military commissariat of Moscow).

On the basis of the lists received (compiled and approved), the military commissariat of the constituent entity of the Russian Federation draws up and before December 1 of the year preceding the certification, the military commissar approves the schedule for the certification of citizens assigned to military units and subject to certification (hereinafter referred to as the schedule), which within 10 working days is brought to the military commissariats of municipalities in the part concerning the citizens registered in the corresponding military commissariats, assigned to military units.

The chart indicates:

surnames, first names, patronymics (if any), dates of birth, military ranks of citizens assigned to military units;

names of military positions of military units (special formations) to which citizens are assigned (designated) or a postscript (designation) is possible;

military ranks to be awarded to citizens assigned to military units, based on the results of attestations;

the dates of the meetings of the commission for the certification of each citizen assigned to the military unit.

The military commissariat, no later than 10 working days before the date of the meeting of the commission for the certification of a citizen assigned to a military unit, on the basis of the information provided for in paragraph 5 of this Regulation, draws up a review with the execution and signing of the certification sheet by the relevant military commissar (except for sections II and III) and (with the exception of cases of drawing up and signing an attestation sheet at the military commissariat of Moscow) is sent to the military commissariat of a constituent entity of the Russian Federation along with documents confirming the information provided for in paragraphs four and five of clause 5 of this Procedure.

9. The review, drawn up in the certification sheet, indicates the conclusions about:

compliance with professional training and work experience, official (official) duties, business and personal qualities, health status in accordance with a medical report, the working capacity of a citizen in the reserve, the military position of the military unit (special formation) to which he is assigned (designated) or can be attributed (intended);

when carrying out certification upon application - the possibility of registering a citizen who is in the reserve to a military unit (the possibility of being assigned to a special formation) for conscription for military service for mobilization to a position for which the wartime state provides for a military rank equal to or higher than military the rank assigned to a citizen in the reserve, and the next military rank, in addition, after the expiration of the terms of stay of citizens in the reserve, in the previous military rank in the reserve in accordance with paragraph 3 of Article 24 of the Regulation on the procedure for military service *;

10. The military commissariat of the constituent entity of the Russian Federation, within 5 working days, sends attestation sheets drawn up and signed by the corresponding military commissars, information contained in military registration documents, as well as documents confirming the information provided for in paragraphs 5 and 9 of this Procedure, to citizens staying in reserve, to the commission for consideration at the next meeting of the commission.

The meetings of the commission are held according to the decisions of the military commissar of the subject of the Russian Federation, taking into account the received attestation sheets at least once every three months, and also in accordance with the schedule.

The meeting of the commission is competent if it is attended by at least two thirds of its composition, but not less than three of its members (including the chairman of the commission).

11. At the meeting of the commission, the following received materials are considered:

a) attestation sheets drawn up and sent by military commissariats in accordance with this Procedure;

b) information contained in military registration documents, as well as documents confirming the information provided for in paragraphs 5 and 9 of this Procedure;

c) documents attached by the applicants in accordance with paragraph 4 of this Procedure.

12. On the day of the commission meeting, based on its results, the commission gives a reasoned opinion on the conformity of professional training and work experience, official (official) duties, business and personal qualities, health status in accordance with a medical report, the working capacity of a citizen in reserve, military position military unit (special formation) to which he is assigned (designated) or may be assigned (designated) taking into account the materials considered at the meeting of the commission.

The conclusion is approved by a majority of votes from the number of members present (including the chairman of the commission) and drawn up in the minutes of the meeting of the commission (Appendix No. 2 to this Procedure) (hereinafter referred to as the minutes) and section II of the attestation sheet, which is signed by the chairman and members of the commission.

13. The commission, within 5 working days from the date of the commission meeting, sends minutes, attestation sheets, documents confirming the information provided for in paragraphs 5 and 9 of this Procedure, documents attached by the applicants in accordance with paragraph 4 of this Procedure (hereinafter referred to as materials for the assignment of military rank), the military commissar of the constituent entity of the Russian Federation for approval of the conclusion of the commission, drawn up in section III of the certification sheet.

14. At the conclusion of the commission on the inconsistency of professional training and work experience, official (official) duties, business and personal qualities, health status in accordance with a medical report, efficiency of the military position of the military unit (special formation) to which it is assigned (designated) or may be attributed (intended) (hereinafter referred to as negative opinion):

a citizen assigned to a military unit is not presented for the assignment of a military rank, and materials for the assignment of a military rank to him are sent to the military commissariat;

a citizen not assigned to a military unit is not presented for the assignment of a military rank and is notified by the military commissar of a constituent entity of the Russian Federation within 5 working days with a negative conclusion of the commission.

15. At the conclusion of the attestation commission on the conformity of professional training and work experience, official (official) duties, business and personal qualities, health status in accordance with a medical report, the working capacity of a citizen in the reserve, a military position of a military unit (special formation), on which he is assigned (intended) or may be assigned (intended) (hereinafter referred to as a positive opinion), the military commissar of a constituent entity of the Russian Federation (with the exception of attestation for conferring a military rank up to senior warrant officer or senior midshipman inclusive) materials for conferring a military rank within 5 working days are sent in order of subordination to the personnel department of the military district (Northern Fleet).

With a positive conclusion on the assignment of a military rank to senior warrant officer or senior warrant officer, inclusive, by the military commissar of a constituent entity of the Russian Federation, by order of personnel, the corresponding citizen in the reserve is assigned the appropriate military rank.

16. Based on the materials received in accordance with paragraph 15 of this Procedure for the assignment of a military rank for each citizen in the reserve, the head of the personnel department of the military district (Northern Fleet) within 20 working days prepares and signs a list of citizens in the reserve, for the assignment of the first and next military ranks of officers in the attestation procedure (Appendix No. 3 to this Procedure) (hereinafter referred to as the list for the assignment of military ranks of officers), which is approved by the commander of the military district (Northern Fleet).

The list for the assignment of military ranks of officers, approved by the commander of the military district (Northern Fleet), together with the relevant materials for the assignment of a military rank for each citizen in the reserve, is sent within 3 working days to the Main Directorate of Personnel of the Ministry of Defense of the Russian Federation for drafting order of the Minister of Defense of the Russian Federation on personnel on conferring the first and next military ranks of officers to citizens in the reserve and submitting it to the Minister of Defense of the Russian Federation for signature.

17. After the issuance of the order of the Minister of Defense of the Russian Federation on personnel on the assignment to citizens in the reserve of the first and next military ranks of officers (hereinafter referred to as the order), the Main Directorate of Personnel of the Ministry of Defense of the Russian Federation within 5 working days are prepared and sent to the departments of personnel of the military districts (Northern Fleet) an extract from the order in the part relating to citizens who are in the reserve and who are on the military list of subordinate military commissariats.

Article 22. General conditions for awarding special titles

Special ranks to employees of the internal affairs bodies are assigned personally, taking into account their qualifications, education, attitude to service, length of service and position held, as well as other conditions provided for by this Regulation.

Depending on the sequence of assignment, special ranks are divided into first and next. At the same time, the type of the assigned special rank of the police, internal service or justice must correspond to the special rank provided for by the position held.

The special rank of an ordinary police officer, an ordinary officer of the internal service, an ordinary officer of justice is assigned by the chiefs, who are granted the right to appoint them to the positions of ordinary and junior commanding staff.

The first and next special ranks of junior commanding staff are assigned by the heads of internal affairs bodies, to whom such a right has been granted by the Minister of Internal Affairs of the Russian Federation.

Citizens accepted for positions of senior and higher commanding staff may be awarded the first special rank not higher than police major, major of internal service or major of justice, if they do not have a higher military rank in reserve.

The first special ranks of middle and senior commanding staff are assigned by the Minister of Internal Affairs of the Russian Federation.

The next special ranks of the commanding staff are assigned in sequential order, if the next rank corresponds to the rank provided for by the position held, and after the expiration of the established period of service in the previous rank, with the exception of cases provided for by this Regulation.

The head of the internal affairs body, who unreasonably delayed the submission of a subordinate for the assignment of the next special rank, bears disciplinary responsibility.

It is forbidden to establish the conditions for conferring the next special ranks that are not provided for by these Regulations.

Article 23

The following terms of service are established in special ranks of ordinary and junior commanding officers:

in the rank of an ordinary police officer, an ordinary officer of the internal service, an ordinary officer of justice - one year;
in the rank of junior police sergeant, junior sergeant of the internal service, junior sergeant of justice - one year;
in the rank of police sergeant, internal service sergeant, justice sergeant - two years;
in the rank of senior police sergeant, senior sergeant of the internal service, senior sergeant of justice - three years;
in the rank of warrant officer of the police, warrant officer of the internal service, warrant officer of justice - five years.

Terms of service in the rank of foreman of the police, foreman of the internal service, foreman of justice, senior warrant officer of the police, senior warrant officer of the internal service and senior warrant officer of justice are not established.

Article 24

The following terms of service are established in special ranks of middle and senior commanding staff:
in the rank of junior lieutenant of the police, junior lieutenant of the internal service, junior lieutenant of justice - one year;
in the rank of lieutenant of police, lieutenant of the internal service, lieutenant of justice - two years;
in the rank of senior lieutenant of the police, senior lieutenant of the internal service, senior lieutenant of justice - three years;
in the rank of police captain, captain of the internal service, captain of justice - three years;
in the rank of major of police, major of internal service, major of justice - four years;
in the rank of police lieutenant colonel, internal service lieutenant colonel, justice lieutenant colonel - five years.

For employees of the internal affairs bodies to whom the first special rank of police lieutenant, lieutenant of the internal service or lieutenant of justice was awarded after graduating from a higher educational institution with a period of study of five years or more and who serve in the internal affairs bodies according to the specialty received at an educational institution or a related specialty, the term length of service in the rank of lieutenant of police, lieutenant of the internal service or lieutenant of justice is set at one year.

Terms of service in the ranks of police colonel, colonel of the internal service, colonel of justice, as well as in the ranks of the highest commanding staff are not established.

Article 25

The first special ranks of junior lieutenant of the police, junior lieutenant of the internal service, junior lieutenant of justice are assigned to:
a) employees of the internal affairs bodies holding the positions of private or junior commanding officers who have completed special courses of the Ministry of Internal Affairs of the Russian Federation under a program approved by the Minister of Internal Affairs of the Russian Federation, secondary specialized educational institutions of other ministries and departments and appointed to the positions of middle commanding staff;
b) employees of the internal affairs bodies holding positions of private or junior commanding staff, studying in the last years of higher or secondary specialized educational institutions, as well as having an incomplete higher education (not lower than the third year) and appointed to the positions of middle commanding staff;
c) citizens who graduated from secondary specialized educational institutions and were appointed to positions of middle commanding staff;
d) students and cadets of higher educational institutions of the Ministry of Internal Affairs of the Russian Federation, as well as students of special faculties of higher educational institutions when they are transferred to the last year.

Article 26

Special ranks of lieutenant of police, lieutenant of internal service, lieutenant of justice are assigned to:
a) junior lieutenants of the police, junior lieutenants of the internal service, junior lieutenants of justice after the expiration of the period of service established by these Regulations in a special rank, and those who graduated from higher educational institutions - regardless of the period of service in this rank;
b) employees of the internal affairs bodies who have special ranks of ordinary and junior commanding staff, graduated from higher educational institutions or secondary specialized educational institutions of the Ministry of Internal Affairs of the Russian Federation and appointed to the positions of middle commanding staff;
c) persons who have graduated full-time from higher or secondary specialized educational institutions of the Ministry of Internal Affairs of the Russian Federation;
d) citizens with higher education and appointed to positions of middle or senior commanding staff.

Article 27

The next special ranks of middle and senior commanding staff are assigned to:
a) up to the lieutenant colonel of the police, the lieutenant colonel of the internal service, the lieutenant colonel of justice inclusive - by the deputies of the Minister of Internal Affairs of the Russian Federation, the heads of the internal affairs bodies, to whom such a right has been granted by the Minister of Internal Affairs of the Russian Federation;
b) up to police colonel, internal service colonel, justice colonel inclusive - by the Minister of Internal Affairs of the Russian Federation.

Special ranks of the highest commanding staff are assigned by the President of the Russian Federation on the proposal of the Minister of Internal Affairs of the Russian Federation, as well as in the manner established by Article 20 of this Regulation.

The next special ranks of middle and senior commanding staff to students, adjuncts and doctoral students of educational institutions of the Ministry of Internal Affairs of the Russian Federation are assigned in accordance with the full-time positions that they held before entering studies, without taking into account changes in special ranks in the states for these positions, made after admission to study; upon graduation from an educational institution, postgraduate studies, doctoral studies - if the next special ranks correspond to the ranks in regular positions to which employees are appointed after graduation.

Article 28. Assignment of special ranks when moving from one service to another

Employees of internal affairs bodies transferred from one service (unit) to another, for whose personnel other special ranks are established, such ranks are assigned in the manner prescribed by Article 22 of this Regulation. At the same time, the new special rank should not be lower than the special rank that the employee has.

Article 29

A citizen who is in the reserve of the Armed Forces of the Russian Federation, after being appointed to the position of commanding staff in the internal affairs bodies of the Russian Federation, is assigned a special rank corresponding to his military rank.

When reserve officers are appointed to the positions of middle, senior and senior commanding staff, the first special rank may be awarded to them one step higher than their military ranks, if by the day of appointment to the position they have served during the period of active military service and stay in the reserve in the assigned them military ranks for a fixed period.

Article 30

The next special rank of the commanding staff may be awarded before the expiration of the established period of service in the previous rank or one step higher than the special rank provided for by the current position, as a reward for achieving high results in service and exemplary performance of official duties.

At the same time, special ranks of junior commanding staff are assigned by the chiefs indicated in part four of Article 22 of this Regulation, and middle and senior commanding staff - by the Minister of Internal Affairs of the Russian Federation.

A special rank is assigned ahead of schedule within the rank provided for by the position held, and employees of the internal affairs bodies who have an academic degree or academic rank may be awarded one step higher than the rank provided for by the position (with the exception of special ranks of the highest commanding staff).

Article 31

The term of service in a special rank is calculated from the date of signing the order on conferring this rank. The time spent by an employee of the internal affairs bodies in a reduced special rank in the term of service in the restored rank is not counted.

Employees of the internal affairs bodies with the ranks of ordinary and junior commanding staff, appointed to the positions of middle commanding staff, are presented for the assignment of the first special rank of middle commanding staff, regardless of the length of service in the existing rank.

The term of service in a special rank is calculated from the moment the term of service in the previous special rank ends. In the event of an unlawful delay in the assignment of a special rank, an employee of the internal affairs bodies is compensated for the monetary and material allowance that he would have received if he had been awarded a special rank in a timely manner.

Article 32

Article 33

The reduction in a special rank by one level of employees of internal affairs bodies with the rank of junior commanding staff is carried out as a measure of disciplinary action by the decision of direct superiors who have been granted the right to confer these ranks.

The reduction in a special rank by one step of employees of internal affairs bodies with the ranks of middle and senior commanding staff is carried out only by the Minister of Internal Affairs of the Russian Federation.

Employees of the internal affairs bodies, reduced in a special rank, are restored to their previous special rank, regardless of their regular position, by orders of the chiefs who made the decision to reduce the rank, their equal superiors and higher, but not earlier than one year from the date of reduction in rank and in the presence of a positive certification.

Until the restoration of an employee of the internal affairs bodies in the previous special rank and the assignment of the next special rank to him, a second reduction in the special rank is not allowed.

Employees of internal affairs bodies, as well as persons with a special rank with the addition of the words "retired", may be deprived of special ranks upon termination of citizenship of the Russian Federation or upon conviction for a crime.

The rank of junior lieutenant is supposed to be assigned to those who are in the position of an ordinary or junior command staff. The special courses of the Ministry of Internal Affairs of the Russian Federation, conducted in accordance with the program of this department, should have already been completed, or they have completed training in secondary specialized educational institutions from any other ministries, after which they ended up in the position of commanding the middle staff.

  • are studying at the final courses of secondary and higher specialized educational institutions and working in the position of an ordinary or junior command staff;
  • those who have an unfinished VO (not less than the third year) and have already been assigned to the position of the middle command staff.

Citizens who have graduated from a secondary specialized educational institution and are appointed to perform the position of middle command staff may also be allowed to receive this title. The same title can be assigned to students (as well as cadets) of the universities of the Ministry of Internal Affairs or citizens who study at special faculties of universities during the transition to the final course of study.

Obtaining a lieutenant rank

You can get the rank of lieutenant:

  1. Junior lieutenants, after they have completed their due date, or those who have completed their studies at universities without reference to the term of service.
  2. Those police officers who are already privates and graduated from the (secondary specialized educational institution) of the Ministry of Internal Affairs of the Russian Federation, after which they were placed in some position of the middle command staff.
  3. Full-time graduates of higher and secondary special institutions of the Ministry of Internal Affairs of the Russian Federation.
  4. Citizens with VO and already working in positions of command staff.
  5. Candidates with previous (and including) ranks of lieutenant colonel can be appointed as deputy ministers of the Ministry of Internal Affairs of the Russian Federation, as well as those leaders who have been given such a right by the minister.
  6. The rank of colonel is given only by the Minister of Internal Affairs of the Russian Federation.
  7. When it comes to special ranks of the senior leadership, their assignment can only be made by the president after they are presented by the minister. This must be done in the manner specified in Article 20.
  8. If we talk about special ranks among the middle (and above) command staff of students in the institutions of the Ministry of Internal Affairs, then the assignment will be associated with the position that was before entering the university.

Obtaining a rank for aircraft leaving the reserve

1. Citizens in the reserve may be awarded the first and next military ranks, but not higher than the military rank of colonel or captain of the 1st rank.
