After that, he was appointed to a position in the "oil regiment" - a special unit with about two thousand police officers, specializing in the protection of deposits and transport sites in Chechnya. He was engaged in the suppression of illegal extraction of petroleum products and cuts in the carbohydrate transportation system. It is known that, in addition to security activities, this regiment was also engaged in the fight against illegal bandit formations on the territory of the Republic. There is a team, there are people who will continue my work. I have always set the task of preparing a person after me for each commander. I have prepared a person who can replace me. This is Adam Delimkhanov. My closest friend Closer than a brother... I think Adam is better than me" .

Suspicions of involvement in kidnappings and murders

In 2005, Doku Umarov, one of the leaders of the Chechen separatists, accused Adam Delimkhanov's subordinates from the "oil regiment" of kidnapping his 70-year-old father, 45-year-old brother, wife and six-month-old child. In addition, Doku Umarov attributed to Delimkhanov's subordinates the kidnapping and murder of several close relatives of Abdul-Vahab Khusainov, the minister of the government of the unrecognized Republic of Ichkeria.

On November 18, 2006, Adam Delimkhanov personally led the operation to destroy in the center of Moscow Lieutenant Colonel Movladi Baisarov, who was in conflict with Chechen Prime Minister Ramzan Kadyrov, a former field commander who, together with Akhmat Kadyrov, went over to the side of the federal forces, and subsequently led the FSB operational-combat group "Highlander".

At the same time, according to Sulim Yamadayev, Adam Delimkhanov personally fired a control shot from a personalized pistol.

In April 2008, in an interview with the Rosbalt agency, Adam Delimkhanov accused the Yamadayev brothers of having links with Boris Berezovsky, saying: "The hand of London, promising great wealth, apparently tightly squeezed the Yamadayevs, greedy for personal enrichment."

In the same interview, Delimkhanov promised that Yamadayev "doesn't have long to sully the good name of the Chechen people."

On April 5, 2009, the chief of police in Dubai, the capital of the United Arab Emirates (UAE), General Dakhi Khalfan Tamim named Adam Delimkhanov among four suspects of involvement in the murder of ex-commander of the Chechen battalion "Vostok" Sulim Yamadayev. According to General Tamim, one of the detained suspects said that the weapon for the murder - a gold-plated pistol of the Makarov system - was handed over to him by Delimkhanov's bodyguard. On April 27, 2009, on suspicion of the murder of Sulim Yamadayev, Adam Delimkhanov was put on the international wanted list by Interpol.

Fight in the State Duma

December 3, 2013 at 17.45 in the hall near the elevators of the 15th floor in the building of the State Duma between the deputy of the faction "United Russia" Alexei Zhuravlev and Adam Delimkhanov there was a conflict that escalated into a fight. The conflict was due to the fact that in mid-September, deputy Zhuravlev sent a request to the Prosecutor General of Russia Yu. Chaika with a request to check the legality of opening a monument to girls who died during the Caucasian War in the Chechen village of Khangish-Yurt. Also, the reason for the fight was the doubts expressed by Zhuravlev about the legality of the training of "Chechen special forces" by former employees of the Alpha unit (FSB) .

“He [Adam Delimkhanov] began to threaten me, saying that I was interfering in my own business, and“ it will end badly. ”After I asked:“ What, Chechnya is not the territory of the Russian Federation? ", I began to defend myself. My assistants ran up, his guards. After that, Adam Sultanovich dropped a golden pistol - I don’t know where - and we decided to stop all actions. I’m alive and well, but I don’t look very beautiful"- said Alexey Zhuravlev. As a result of the fight, a visitor to Zhuravlev's waiting room was hospitalized, who tried to separate the fighters.

The Delimkhanov brothers and the Nemtsov case

In 2017, during the trial of the murder of oppositionist Boris Nemtsov, Adam Delimkhanov's brother, Alibek Delimkhanov, was interrogated as a witness. He was summoned to court, because he is the commander of the unit where the natives of Chechnya accused of attempting to assassinate the politician served.

The petition of the victims to summon Adam Delimkhanov was rejected by the court.

The Delimkhanov brothers are related to Ruslan Geremeev, the commander of the battalion where the alleged killer of Nemtsov, Zaur Dadaev, served. Lawyers for the family of the murdered politician believe that Geremeeva also must be charged.

Intermediate link - Delimkhanov brothers

In an interview with the "Caucasian Knot", lawyer Vadim Prokhorov, who represented the interests of Nemtsov's daughter in the process, shared his assumptions:The issue of removing Nemtsov was imposed on Geremeev, although the former did not have any personal hostility towards the latter. Now the question is - who imposed the question? Answer: seniors. Who are the elders? I believe - Kadyrov and his entourage. But there is also an intermediate link - the Delimkhanov brothers. Adam could not be brought to court. Alibek, on the other hand, a student of a very respected, intellectual Academy of the General Staff, turned out to have complete amnesia. He did not remember anything at all from what happened in his regiment two years ago. He could neither confirm nor deny his signature, he could not explain how the surrender of weapons was going on, he did not say anything intelligible about Dadaev. However, he did say some interesting things: he confirmed the fact of family ties with [Ruslan] Geremeev, which is very important when we are dealing with a criminal group from this region. [...] I note that my questions to Delimkhanov about Ramzan Kadyrov, Geremeev and my last question - what is your role in complicity in the murder of Nemtsov - the court has withdrawn ".

The murder of Yamadayev: traces lead to the State Duma?

Alexander Shvarev

[...] Police representatives noted that Sulim Yamadayev arrived in the UAE four months ago on the passport of Suleiman Madov, and the local authorities were not aware of his presence on their territory until the moment of the murder. According to Rosbalt, Sulim Yamadayev settled with his family with his friend in the prestigious Jumeirah Beach district of Dubai. On March 28, in the afternoon, accompanied by two foreign bodyguards (they did not carry weapons), he was returning home after a visit to the doctor. When Yamadayev got out of the car, the criminals opened fire, and the Hero of Russia died from his wounds in the hospital. One of the guards tried to resist the killers, but was stunned by the pistol grip. The second bodyguard did not dare to contact the armed men. [...]

Adam Delimkhanov, 39, is a man very close to Ramzan Kadyrov. In August-September 2003, he was the commander of a police battalion of the department of private security at the Gudermes GOVD. It is noteworthy that Gudermes has always been considered a territory under the control of the Yamadayev family.

In 2003-2006, Delimkhanov was the commander of the regiment of the Department of Private Security under the Ministry of Internal Affairs of the Chechen Republic for the protection of oil and gas facilities. This unit was a powerful power structure and was personally subordinate to Ramzan Kadyrov. On July 18, 2006, Delimkhanov was appointed Deputy Prime Minister of the Chechen Republic, and in the December 2, 2007 elections he was elected to the State Duma. In the Duma, he holds the position of Deputy Chairman of the Committee on Federation Affairs and Regional Policy.

Earlier, Sulim's brother Isa Yamadayev told Rosbalt that a certain State Duma deputy could be involved in a whole series of high-profile murders, including the elimination of his other brother, also a Hero of Russia, Ruslan Yamadayev, who was shot dead on September 24, 2008 on Smolenskaya Embankment in Moscow.

“Recently, rumors began to circulate in Chechnya that Ruslan could become the new president of the republic, who will replace Kadyrov,” Isa Yamadayev explained then to Rosbalt. - A person from Kadyrov's entourage told me that a list of people related to the "Vostok" was created, which must be eliminated. This list included Ruslan, me, Sulim, as well as many commanders of the "Vostok". I have information that in Moscow the organization of the murder of Ruslan was entrusted to two persons.

Isa Yamadayev told a Rosbalt correspondent that he was one of the deputies of the State Duma and one of the leaders of the Organized Crime Control Department of Chechnya. According to him, in 2006 these persons personally shot Movladi Baisarov, the commander of the Highlander special detachment, who also had a conflict with Kadyrov, in Moscow. “Then I still maintained relations with them,” Isa noted. - They told me how they killed Baysarov, how they made a control shot. This time (for the murder of Ruslan Yamadayev - Rosbalt) they could well have hired killers in Moscow.

As Yamadayev stated in an interview with a Rosbalt correspondent, these same people carried out the kidnapping in the capital of the influential Chechen crime boss Movladi Atlangeriev, who was also on bad terms with Kadyrov. “At the place where Atlangeriev was kidnapped, they saw their close associates, their cars,” Yamadayev said.

At the end of last year, a former fighter of the Vostok battalion, ex-adviser to the President of Chechnya, Aslan Diliev, was detained in the capital. He was charged with the murder of Mustafa Shidayev, one of the leaders of the Laza gang. However, the operatives did not hide the fact that they also suspect Diliyev of eliminating Ruslan Yamadayev. “This man was once part of the environment of our family,” Isa Yamadayev told Rosbalt. - He even served in the Vostok battalion. I suspect that even then he was introduced to us by enemies and informed them everything about our actions. As Isa noted, two years ago Diliyev was expelled from the battalion, then he went to work for Ramzan Kadyrov.

Aslan Diliev became an adviser to the President of Chechnya on coordinating law enforcement agencies in the Vvedensky district of the republic. As Isa Yamadayev noted, the investigators told him that in addition to the execution of Ruslan Yamadayev, Diliev was also suspected of killing two girls who had close relations with one of the State Duma deputies. There is also evidence of Diliyev's possible involvement in another high-profile crime - the murder of Alikhan Mutsaev, the former personal bodyguard of the ex-president of Chechnya Alu Alkhanov. Mutsaev was shot dead in Moscow in October 2007.

Of the Russian law enforcement agencies, only the Prosecutor General's Office has so far reacted to the statements of the UAE police. Its representatives have already announced that they will consider the materials that will come from Dubai, but according to the Constitution, Russia does not extradite its citizens to other countries.
