The final stage of the All-Russian Olympiad will be held in two specialties: 44.02.01 Preschool education and 44.02.02 Teaching in elementary grades.

We invite you to take part in the final stage of the All-Russian Olympiad for students of educational institutions who are citizens of the Russian Federation, studying in the specialties of secondary vocational education included in the list of the All-Russian Olympiad UGS All-Russian Olympiad, directed for participation by public authorities of the constituent entities of the Russian Federation.

Applications for participation in the final stage of the All-Russian Olympiad are accepted until May 2, 2018. Applications made in accordance with the requirements of the Regulations of the All-Russian Olympiad, together with the application to the application and the contract signed by the Customer (scanned copy), please send to the email address: [email protected] or by fax: (4855) 280-240 with the note "All-Russian Olympiad, for E.A. After submitting an application and concluding an agreement for participation in the final stage of the All-Russian Olympiad, an organizational fee of 15,000 rubles per participant is paid. Payment is due no later than May 10, 2018.

SPOAU YAO Rybinsk Vocational Pedagogical College, which is the organizer of the final stage of the All-Russian Olympiad, ensures the safety of events: public order, medical personnel, fire and other necessary services. Meals, cultural program, medical and transport services for the participants of the All-Russian Olympiad during the final stage are provided by the Rybinsk Vocational Pedagogical College, at the expense of organizational fees transferred to educational organizations whose students are participants in the All-Russian Olympiad, and other sources, and accompanying persons - at the expense of travel funds.

The pedagogy of the future will be aimed at preparing generalists who know and are able to do almost everything (design, calculate, draw, create a layout in a computer program, calculate the cost, protect the project, take part in the execution, that is, bring the idea to a result). I. General provisions

1. This regulation on the federal educational and methodological association in the system of higher education for the enlarged groups of specialties and areas of training 44.00.00 Education and pedagogical sciences determines the procedure for the implementation of the activities of the federal educational and methodological association in the system of higher education for the enlarged groups of specialties and areas of training 44.00. 00 Education and Pedagogical Sciences (hereinafter, respectively - federal UMO, enlarged groups).

2. Federal UMO was established by order of the Ministry of Education and Science of the Russian Federation dated September 8, 2015 N 987 "On the creation of federal educational and methodological associations in the system of higher education" as amended by the order of the Ministry of Education and Science of the Russian Federation dated June 27, 2016. N 752, for the purpose of participation of pedagogical, scientific workers, representatives of employers in the development of federal state educational standards of higher education in specialties and areas of training within enlarged groups (hereinafter referred to as federal state educational standards), exemplary educational programs of higher education in specialties and areas of training, included in the enlarged groups (hereinafter - exemplary programs), coordination of the actions of organizations engaged in educational activities in educational programs of higher education in the specialties and areas of training included in the enlarged groups (hereinafter - about educational programs), in ensuring the quality and development of the content of higher education in the specialties and areas of training included in the enlarged groups.

3. In its activities, the federal UMO is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, regulatory legal acts of the Ministry of Education and Science of the Russian Federation and this regulation.

II. Organization of the activities of the federal UMO and its management

4. The activities of the federal UMO are managed by the chairman of the federal UMO.

The chairman of the federal UMO was determined by order of the Ministry of Education and Science of the Russian Federation dated October 27, 2015 N 1220 "On the chairmen of federal educational and methodological associations in the system of higher education" as amended by order of the Ministry of Education and Science of the Russian Federation dated June 27, 2016 N 752.

5. The composition of the federal EMA on a voluntary basis includes teachers, researchers and other employees of organizations engaged in educational activities, and other organizations operating in the education system, including representatives of employers.

6. If necessary, the Federal UMO creates scientific and methodological, expert and other councils, sections, working groups, departments:

by levels of higher education;

by directions (profiles) of educational programs;

on specialties and areas of training included in the enlarged groups;

to ensure the activities of the federal UMO in individual subjects of the Russian Federation.

The Federal UMO creates a specialized council for educational programs that contain information constituting a state secret or proprietary information of limited distribution, if the enlarged groups of specialties and areas of training contain specialties or areas of higher education, implemented under educational programs of higher education, containing information, constituting a state secret or official information of limited distribution.

To solve current organizational issues, the federal UMO may create a presidium, secretariat or bureau, the procedure for the formation and powers of which are determined by the federal UMO independently.

7. The chairman of the federal UMO forms and approves its composition, carries out general management of the activities of the federal UMO and represents it on issues related to the field of activity of the federal UMO.

The chairman of the federal UMO may have a deputy (deputies).

The chairman of the federal UMO, if necessary, may apply to organizations on issues of ensuring the activities of the federal UMO.

8. In cases of voluntary resignation of powers by the chairman of the federal HMO, inability to exercise the powers of the chairman of the federal HMO due to disability, as well as loss of confidence in the chairman of the federal HMO in the established Model Regulations on educational and methodological associations in the higher education system, approved by order of the Ministry of Education and Science Russian Federation of May 18, 2015 N 505 (registered by the Ministry of Justice of the Russian Federation on June 9, 2015, registration N 37604), as amended by order of the Ministry of Education and Science of the Russian Federation of May 17, 2016 N 578 (registered by the Ministry of Justice Russian Federation May 31, 2016, registration N 42361), the order is determined instead of the previous new chairman of the federal UMO.

9. The Federal UMO makes decisions at its meetings, which are held at least once every six months. The meeting of the federal UMO is competent if more than half of its members participate in its work. Decisions are made by a simple majority of votes of the members of the federal UMO participating in the meeting.

10. Invited representatives of state authorities, legal entities and individuals, as well as foreign legal entities and foreign citizens can take part in the work of the federal UMO.

III. The main activities and rights of the federal UMO

11. Federal UMO holds conferences, seminars, meetings and other events on improving the system of higher education, participates in the organization and conduct of olympiads and other competitive events.

12. The main activities of the federal UMO are:

preparation of proposals to the Ministry of Education and Science of the Russian Federation on draft federal state educational standards;

participation in the development of projects of federal state educational standards;

organization of work on updating federal state educational standards, taking into account the provisions of the relevant professional standards;

implementation of methodological support for the implementation of federal state educational standards;

preparation of proposals for optimizing the list of specialties and areas of training included in the enlarged groups;

organizing the development and examination of draft exemplary programs;

providing scientific and methodological and educational and methodological support for the development and implementation of educational programs;

monitoring the implementation of federal state educational standards based on the results of state accreditation of educational activities, state control (supervision) in the field of education;

participation in the development and (or) examination of the fund of assessment tools for the intermediate certification of students and for the final (state final) certification;

participation in the examination of the content and funds of evaluation tools of open online courses and the formation of recommendations for their use in the implementation of educational programs;

participation in an independent assessment of the quality of education, public and professional public accreditation;

participation in the development of advanced training and professional retraining programs;

participation in the development of professional standards.

The federal UMO may carry out activities in other areas in accordance with the goals of its creation.

13. Federal UMO has the right in accordance with the legislation of the Russian Federation:

disseminate information about their activities;

submit proposals to state authorities on issues of state policy and regulatory legal regulation in the field of education, the content of education, personnel, educational, methodological and logistical support for educational activities;

participate in the development of decisions of state authorities on the functioning of the higher education system;

participate in the preparation of draft regulations and other documents on higher education;

provide information, consulting and expert services in the field of its activities.

14. The federal UMO sends annually, no later than March 1, a report on its activities for the previous calendar year to the Ministry of Education and Science of the Russian Federation and the coordinating council for the field of education "Education and Pedagogical Sciences", and also sends other information about its activities upon request the said coordinating council or the Ministry of Education and Science of the Russian Federation.
