INFORMATION about the state budgetary professional educational institution of the Krasnodar Territory "Novorossiysk Social and Pedagogical College"

The mission of the college is to build the educational process on the principles of advanced education, defining as the main result the achievement of the social and professional competence of the graduate, adequate to the modern requirements of society and the economy.

The Novorossiysk Pedagogical College was established in 1984 in accordance with the order of the Ministry of Education of the RSFSR dated August 18, 1984 No. 186. Its first director was Anatoly Fedorovich Kalinichenko. The school was located in the very center of Novorossiysk on Sovetov Street.

In the first years of work, students were admitted to only one specialty "Teaching in the elementary grades". In 1987, the specialty "Preschool Education" was opened.
In 1994, the Novorossiysk Pedagogical College, on the basis of the Decree of the Ministry of Education of the Russian Federation dated December 28, 1994 No. 508, was transformed into the Novorossiysk Pedagogical College and began to implement training programs for advanced teaching staff.
In 1997, Mitina Tatyana Borisovna was appointed director of the college and led the institution for 14 years.

In November 2000, the college received a new building on the street. Heroes paratroopers.

In the period from 1999 to 2003, the college began to train specialists in the specialties "Foreign Language", "Computer Science", "Physical Education", which were in great demand in the educational institutions of the city and surrounding areas.

In 2002, the Municipal Institution "Pedagogical College" of the city of Novorossiysk was renamed into the Municipal Educational Institution of Secondary Vocational Education "Novorossiysk Social and Pedagogical College" (Resolution of the Head of the Administration of the City of Novorossiysk dated June 14, 2002 No. 187).

In order to meet the need for personnel of trade and public catering enterprises in Novorossiysk, in 2007, the specialties "Commodity Science" and "Organization of Service in Public Catering" were opened.

In 2005, our college became a state educational institution of secondary vocational education "Novorossiysk Social and Pedagogical College" of the Krasnodar Territory (order of the head of the administration of the Krasnodar Territory dated October 31, 2005 No. 928-r "On approval of the list of municipal educational institutions of secondary vocational education accepted in state property of the Krasnodar Territory on a gratuitous basis).

From the first days of studying at the college, students are included in the cultural life of the educational institution. Volleyball, basketball, football sections, a music studio, a KVN team and interest clubs have been opened and successfully operate in the college.

Serious attention is paid to the issues of self-government. Public organizations of the college cooperate extensively with the Department of Youth Affairs and other organizations in Novorossiysk.

The general contingent of students is full-time department - 799 people, correspondence department - 277 people, of which 72 people are orphans left without parental care.

2 I. General provisions 1. These Rules for the admission of citizens to study in educational programs of secondary vocational education in 2016 (hereinafter referred to as the Rules) regulate the admission of citizens of the Russian Federation, foreign citizens, stateless persons, including compatriots living abroad (hereinafter - citizens, persons entering) in GBPOU KK "Novorossiysk Socio-Pedagogical College" (hereinafter referred to as the College) for training in educational programs of secondary vocational education for the training of mid-level specialists, skilled workers, employees (hereinafter referred to as educational programs) at the expense of the regional budget , as well as under agreements on education concluded upon admission to study at the expense of individuals and (or) legal entities (hereinafter referred to as the agreement on the provision of paid educational services), and also determines the features of conducting entrance examinations for people with disabilities and persons with disabilities. 2. The college accepts foreign citizens to study in educational programs in accordance with the Procedure for admitting citizens to study in educational programs of secondary vocational education in 2016 under contracts with payment of tuition fees. Features of the reception of foreign citizens are established by Chapter IX of these Rules. 3. Admission to the College for training in educational programs is carried out on the basis of applications from persons with basic general or secondary general education. 4. Admission to the College for study in educational programs at the expense of the regional budget is publicly available. 5. The target figures for the admission of citizens for training at the expense of the regional budget are established on a competitive basis for the realized specialties, professions. 6. The college carries out, in accordance with the legislation of the Russian Federation in the field of education, admission in excess of the established target admission quotas for training on the basis of contracts with individuals and (or) legal entities with the payment of tuition fees by them. 7. The college transfers, processes and provides personal data received in connection with the admission of citizens to the college in accordance with the requirements of the legislation of the Russian Federation in the field of personal data. 8. The conditions for admission to the College for training guarantee the observance of the right of citizens to education and enrollment from the number of applicants with the appropriate level of education, the most capable and prepared for the development of the educational program of the appropriate level and appropriate orientation of persons. II. Organization of the reception of citizens 9. The organization of the reception of citizens for training in the development of educational programs is carried out by the selection committee of the College (hereinafter referred to as the selection committee). 2

The composition, powers and procedures of the selection committee are regulated by the regulation on it, approved by the director of the College. 11. The work of the selection committee and office work, as well as the personal reception of applicants and their parents (legal representatives) is organized by the executive secretary of the selection committee, who is appointed by the director of the College. 12. In order to organize and conduct entrance examinations in the specialty Physical Culture, which requires applicants to have certain physical qualities, the chairman of the selection committee approves the composition of the examination and appeal commissions. The powers and procedures for the examination and appeal commissions are determined by their regulations, approved by the chairman of the selection committee. 13. Upon admission to the College, observance of the rights of citizens in the field of education established by the legislation of the Russian Federation, publicity and openness of the work of the selection committee is ensured. 14. In order to confirm the authenticity of the documents submitted by applicants, the selection committee has the right to apply to the relevant state (municipal) bodies and organizations. 15. The college enters into the federal information system for ensuring the conduct of the unified state exam and the admission of citizens to educational organizations of secondary vocational and higher education, the information necessary for information support for the admission of citizens to professional educational organizations. III. Organization of informing applicants 16. Correspondence form of education - on the basis of secondary general education 1) on a budgetary basis: Preschool education with the qualification of Educator of preschool children, in accordance with the Federal State Educational Standard of SVE for in-depth training, the training period is 3 years 10 months. 2) under contracts with payment of tuition fees: Physical education with the qualification of a teacher of physical education, in accordance with the Federal State Educational Standard of secondary vocational education for in-depth training, the training period is 3 years 10 months for professions: Full-time education - on the basis of basic general education - on a budgetary basis: Cook, confectioner, training period 2 years 10 months Salesperson, controller-cashier, training period 2 years 10 months Construction machinery repairman, training period 2 years 10 months. 17. The college creates conditions for familiarization of applicants and (or) their parents (legal representatives) with the charter, with a license to carry out educational activities, with a certificate of state accreditation, with educational programs and other documents regulating the organization and implementation of educational activities, rights and responsibilities of students. 18. In order to inform about admission to study, the College posts information on the official website (and also provides free access to the back of the College to the information posted on the information stand of the selection committee. the following information: No later than March 1: rules for admission to the College; conditions for admission to study under contracts for the provision of paid educational services; a list of specialties (professions) for which the College announces admission in accordance with a license to carry out educational activities (with the allocation of forms of education (full-time, part-time); requirements for the level of education that is necessary for admission (basic general or secondary general education); list of entrance examinations for the specialty Physical Education; 4

During the period of acceptance of documents, the admission committee daily posts on the official website of the College and the information stand of the selection committee information on the number of applications submitted for each specialty (profession) with the allocation of forms of education (full-time, part-time). The College's Admissions Committee ensures the functioning of special telephone lines and a section of the College's website for responding to requests related to the admission of citizens to the College. IV. Acceptance of documents from applicants 21. Admission to the College for educational programs is carried out for 1 course on the personal application of citizens. Acceptance of documents to the College for full-time education is carried out from June 10, 2016 to August 15, 2016, and if there are vacant places in the College, the acceptance of documents is extended until November 25, 2016. For the specialty Physical Education, applications for full-time education are accepted until August 10, 2016. Applications to the College for part-time education are accepted from June 10, 2016 to September 1, 2016, and if there are free places, the acceptance of documents is extended until October 1, 2015. 22. When applying (in Russian) for admission to the College, the applicant submits the following documents: Citizens of the Russian Federation: original or photocopy of documents proving his identity, citizenship; 5

6 original or photocopy of the document on education and (or) document on education and qualifications (on the basis of secondary vocational education obtained on the basis of secondary complete general education, higher professional education, the applicant submits the original or photocopy of the document on secondary general education, confirming the results of mastering the general education program ); 4 photos (3x4); photocopies of documents confirming the personal achievements of applicants (optional). Applicants for the specialty Teaching in Primary School, Preschool Education, Physical Education, Organization of Services in Public Catering present a certificate of passing a mandatory preliminary medical examination (examination). A medical certificate is recognized as valid if it is received no earlier than a year before the deadline for accepting documents in accordance with Article 10 of the Federal Law of July 25, 2002 No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation”; the original document of a foreign state on education and (or) documents on education and qualifications (or its duly certified copy), if the education certified by the specified document is recognized in the Russian Federation at the level of the corresponding education in accordance with Article 107 of the Federal Law (in the case established by Federal law, - also a certificate of recognition of a foreign education); duly certified translation into Russian of a document of a foreign state on education and its annex (if the latter is provided for by the legislation of the state in which such a document on education was issued); copies of documents or other evidence confirming that a compatriot living abroad belongs to the groups provided for by Article 17 of the Federal Law of May 24, 1999 No. 99-FZ “On the State Policy of the Russian Federation in relation to compatriots abroad”; 4 photos (3x4); All translations into Russian must be made in the name and surname indicated in the identity document of a foreign citizen in the Russian Federation. Applicants for the specialty Teaching in Primary School, Preschool Education, Physical Education, Organization of Services in Public Catering present a certificate of passing a mandatory preliminary medical examination (examination). In the application, applicants must indicate the following mandatory information: 6

7 surname, name and patronymic (the latter - if available); Date of Birth; details of the document proving his identity, when and by whom issued; information about the previous level of education and a document on education and (or) a document on education and qualification confirming it; specialty(s) / profession(s), for which he plans to enter the College, indicating the conditions of study and the form of education (within the admission targets, places under contracts for the provision of paid educational services) in order of priority selection of the applicant; the need to provide a hostel; the need to create special conditions for the applicant during entrance examinations due to his disability or limited health. The application also records the fact of familiarization (including through public information systems): with copies of a license for educational activities, a certificate of state accreditation and annexes to them, or the absence of a copy of this certificate. The fact of familiarization is certified by the personal signature of the applicant. The applicant's signature also certifies the following: receiving secondary vocational education for the first time; familiarization (including through public information systems) with the date of submission of the original document on education and (or) document on education and qualifications; familiarization (including through public information systems) with the rules for filing an appeal upon admission to the first year based on the results of the entrance examination for the specialty Physical Education; - consent to the processing of personal data (specified in clause 27 (clauses 1-11) in the manner prescribed by the Federal Law of July 27, 2006 N 152-FZ "On Personal Data". 24. Applicants to the specialty Teaching in Primary school, Preschool education, Physical education, Organization of catering services undergo mandatory preliminary medical examinations (examinations) in the manner established when concluding an employment contract or service contract for the relevant position, profession or specialty, approved by the Decree of the Government of the Russian Federation of August 14, 2013 Applicants have the right to send an application for admission, as well as the necessary documents through public postal operators (hereinafter - by mail) in accordance with the Federal Law of April 6, 2011 No. 63-FZ “On Electronic Signature”3, Federal Law of July 27, 2006 149-FZ “On Information, Information Technologies and Information Protection”, Federal Law of July 7, 2003 126-FZ “On Communications” documents by mail coming to the application (the application form is located on the college website) for admission attaches: photocopies of documents proving his identity and citizenship, a photocopy of the document on education and (or) document on education and qualifications, as well as other documents provided for by these Rules. 7

Upon personal presentation of the original documents, applicants are allowed to certify their photocopy by the College: the seal "COPY OF VERN", the signature (with decoding) of the member of the selection committee accepting the documents. 26. The college does not collect fees from applicants when submitting documents. 27. A personal file is created for each applicant, in which all submitted documents are stored. The personal files of applicants who are not enrolled in the College are stored in the College's admissions office until 28. The applicant, upon personal submission of documents, is issued a receipt for the acceptance of documents. 29. Upon a written application, applicants have the right to take the original document of education and (or) a document of education and qualifications, and other documents submitted by the applicant. Documents are returned by the College within the next working day after the application is submitted. 30. An applicant has the right to apply simultaneously for several specialties (professions), including various forms of education, for which the basic professional educational programs of secondary vocational education are implemented at the College, as well as simultaneously for state-funded places and places under contracts for the provision of paid educational services. In the application, the applicant indicates a list of specialties (professions) in order of priority. 31. If an applicant provides an application that does not contain all the information provided for in subparagraphs of Chapter IV of these Rules, and (or) information that does not correspond to reality, the College returns the documents to the applicant. V. Entrance examinations 32. Upon admission to the College for training in the specialty of Physical Education, which requires applicants to have certain physical qualities, an entrance examination is carried out - a physical examination. 33. An entrance test is conducted in the general education subject Physical Education, aimed at identifying the presence of certain physical qualities in applicants. 34. A physical test is carried out in the form of passing standards. 35. For persons entering the College does not count as the results of entrance examinations the results of entrance examinations of this calendar year in another educational institution. eight

Disabled persons and persons with limited health opportunities upon admission to the specialty Physical Education pass an entrance test taking into account the characteristics of mental development, individual capabilities and health status, which must be confirmed by a medical certificate. 37. The physical test is drawn up in a protocol in which the results are recorded. 38. The results of the entrance examination are evaluated according to the credit system. Successful passing of entrance examinations confirms that the applicant has certain physical qualities necessary for training in the specialty of Physical Education. 39. Physical tests for full-time education in the specialty Physical Education begin no earlier than August 10 and can be carried out in several stages as examination groups are formed from among the persons who submitted the necessary documents until August 15. When organizing the delivery of a physical test in several streams, it is not allowed to re-participate an applicant in the delivery of physical tests. 40. The results of the entrance test for admission to the full-time form of education are recognized by the College as the results of the entrance test for correspondence forms of education and (or) other conditions of study in the same specialty. 41. The schedule of entrance examinations (date, time, examination group and place of the examination, consultations, date of announcement of the results) is approved by the chairman of the selection committee or his deputy and brought to the attention of applicants no later than July 1. 42. For applicants to state-funded places, as well as to places under contracts for the provision of paid educational services for the specialty Physical Education, the same entrance examinations are held. 43. Persons who did not appear for entrance examinations for a good reason (illness or other documented circumstances) are admitted to them in parallel groups, at the next stage of entrance examinations, additional entrance examinations or individually until they are fully completed. 44. The end date of the entrance examinations is considered to be the moment of announcement on the official website of the College and the stand of the selection committee by name list of persons indicating the results of entrance examinations, which are taken into account by the selection committee for various conditions of admission (hereinafter referred to as the list by name). VI. Features of conducting entrance examinations for the disabled and persons with disabilities 45. Disabled people and persons with disabilities when entering the College pass entrance examinations, taking into account the characteristics of the psychophysical 9

According to the List of medical indications and contraindications for the admission of applicants to secondary specialized educational institutions (approved by the Ministry of Health of the USSR, the Ministry of Higher Education of the USSR) (as amended in 2006) in the specialty "Physical Education" from among deaf citizens only on condition of subsequent employment in the VOG system and in special schools for the deaf. 46. ​​When conducting entrance examinations, the following requirements are ensured: - entrance examinations are held for people with disabilities and persons with disabilities according to the schedule, together with applicants who do not have disabilities, if this does not create difficulties for applicants when passing the entrance examination; - the presence of an assistant from among the employees of the College or involved persons, providing applicants with the necessary technical assistance, taking into account their individual characteristics; - Applicants are provided with a printed instruction on the procedure for conducting entrance examinations; - applicants, taking into account their individual characteristics, can use the technical means they need in the process of passing the entrance test. Additionally, when conducting entrance examinations, compliance with the requirements is ensured depending on the category of incoming disabled people and people with disabilities. VII. General rules for filing and considering appeals 47. Based on the results of the entrance test, an applicant for the specialty Physical Culture has the right to file a written appeal with the appeal commission about the violation, in his opinion, of the established procedure for conducting the test and (or) disagreement with its (their) results (hereinafter - appeal). 48. Consideration of the appeal is not a retake of the entrance test. During the consideration of the appeal, only the correctness of the assessment of the results of passing the entrance test is checked. The Appeal Commission does not consider appeals on issues related to the violation by the participant of entrance examinations of the established requirements for conducting the entrance examination. 49. An appeal is filed by applicants in person the next day after the announcement of the results of the entrance examination. The Admissions Committee ensures the acceptance of appeals throughout the working day. Consideration of appeals is carried out within a day after the day of familiarization with the results of the entrance examination. 50. The applicant has the right to be present during the consideration of the appeal. The applicant must have an identity document and an examination sheet with him. 51. With a minor applicant (under 18 years of age), one of his parents (legal representatives) has the right to be present, except for minors recognized in 10

11 in accordance with the legislation of the Russian Federation fully capable until reaching the age of majority. 52. After consideration of the appeal, the decision of the appeal commission is made. 53. If there are disagreements in the appeal commission, a vote is taken, and the decision is approved by a majority of votes. The decision of the Appeal Commission drawn up by the protocol is brought to the attention of the applicant (against signature). VIII. Enrollment in GBPOU KK "Novorossiysk Socio-Pedagogical College" 54. The applicant submits the original document on education and (or) document on education and qualifications: - for full-time education until August 24, 2016, - for part-time education until September 8, 2016 . 55. After the deadline for submitting the original documents on education, as well as after completing the entrance examinations for the specialty Physical Education: - On August 25, 2016, the director of the College issues orders for each specialty (profession) on the enrollment of persons in full-time education, recommended by the selection committee to enrollment and submitting the originals of the relevant documents. - On September 9, 2016, the director of the College issues orders for each specialty on the enrollment of persons in correspondence courses, recommended by the admissions committee for enrollment and submitting the originals of the relevant documents. persons. Enrollment orders are published on the information stand of the admission committee and the official website of the College and are available to users until December 31, 2016 inclusive. IX. Features of the admission of foreign citizens 60. Admission of foreign citizens to the College for training in educational programs of secondary vocational education in professions, specialties of secondary vocational education is carried out in accordance with international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of the regional budget, as well as under agreements on education, concluded upon admission to study at the expense of individuals and (or) legal entities (hereinafter referred to as the contract for the provision of paid educational services). 61. Admission of foreign citizens to the College for training under contracts for the provision of paid educational services with individuals and (or) legal entities is carried out within the limits of the number established by the license for the right to conduct educational activities of the College. 62. Acceptance of documents for the first year is carried out within the time limits established by these Rules. 63. When applying for admission to the College for the main professional educational program of secondary vocational education, the applicant submits the documents listed in paragraph of these Rules. 64. Enrollment of foreign citizens for training under contracts for the provision of paid educational services with individuals and (or) legal entities is carried out within the time limits established by these Rules. 12
