In the Armed Forces of the Russian Federation there are courses for the training of junior officers of the Ground Forces.
In accordance with the Instructions for organizing the work of courses for the training of junior officers of the Ground Forces, approved by Order of the Minister of Defense of the Russian Federation of March 17, 2003 N 85, training at the courses is carried out according to programs for accelerated training of military personnel in military specialties to acquire the skills necessary to perform duties in the primary military positions of officers, on the basis of the existing secondary (complete) general, secondary vocational or higher vocational education without raising the educational level of students. The normative period of study on the courses is 10 months, the beginning of classes is July 1 annually. Upon completion of the courses, graduates are considered to have received reduced military training.
As candidates for enrollment in courses, military personnel of the Armed Forces of the Russian Federation (except officers) who are serving under a contract (if at least 2.5 years are left before the end of its validity) and by conscription (who have served at least six months), in under the age of 27 at the time of enrollment. Citizens who are in the reserve, who have expressed a desire to study at courses, enter the military service under a contract in the prescribed manner and are appointed to vacant military positions, for which the state provides for the military ranks of soldiers, sailors, sergeants, foremen, warrant officers and midshipmen.
Military personnel considered as candidates for enrollment in courses must have a higher (incomplete higher) vocational or secondary vocational education, confirmed by an appropriate state diploma.
As an exception, by decision of the Commander-in-Chief of the Ground Forces - Deputy Minister of Defense of the Russian Federation, agreed with the Main Personnel Directorate, military personnel with a secondary (complete) general education may be considered as these candidates:
- conscripts (who have served at least 18 months), who are in the positions of platoon commanders (crew chiefs), foremen of companies (batteries), senior technicians of companies (batteries);
- passing military service under a contract (if at least 2.5 years are left before the end of its validity) and by conscription (who have served at least 6 months), who are in military positions of sergeants and privates, who have experience in combat operations and have been awarded state awards.
With a conscripted military serviceman, when enrolling in courses in the prescribed manner, the first contract is concluded in the military unit in which he performs military service.
The personal appointment of course graduates to vacant military positions of platoon commanders (crew chiefs) to be replaced by junior officers is carried out by order of the Minister of Defense of the Russian Federation. Simultaneously with the appointment to military positions, military personnel with a higher professional education related to the corresponding higher educational institution are assigned the first military rank of "lieutenant". The rest of the servicemen, upon appointment to military positions, are assigned the first military rank of "junior lieutenant".

In the history of the officers of the military construction units of the Ministry of Medium Machine Building of the USSR, graduates of the nine-month courses of junior lieutenants took a worthy place. Let me share what I know from my own experience.

Junior officer ranks appeared in the army ranks more than one hundred years ago. What was characteristic of their service? Maximum proximity to the main military environment.

Studying the historical literature on the Russian army, I found, in my opinion, the correct conclusion about the role of junior officer cadres: “When, before becoming an officer, a young man first lives under the same roof with a soldier, will breathe the same air, eat from the same bowl and walk side by side on a campaign, then there is no need for deep observation or a subtle analysis of the surrounding life to study a soldier; here, by itself, you completely transform into the common crucible of a soldier’s life, and then, later, as an officer, without further ado - not from a book, but from your own experience - you will guess when a soldier is tired, how it is more convenient for him, what tastes good to him, etc. …

It must be remembered that in the eyes of a soldier, the authority of an officer is measured not by programs in logarithms and trigonometry, but by the firmness of precisely the knowledge that constitutes soldier science and for which every officer is obliged to be a professor at all times.

In the mid-sixties, the shortage of officer personnel affected. For many years, in the military construction units of the Ministry of Medium Machine Building, the personnel of the companies were commanded by one officer (company commander) and five sergeants (company foreman and platoon commanders). At the same time, there were over 200 personnel in the companies.

Therefore, the command of military unit 25525, in agreement with the Ministry of Medium Machine Building, decided to accelerate the training of officers for military construction units at nine-month courses. A graduate of the courses received the primary officer rank - junior lieutenant.

The first set was made in 1964. Almost all cadets were from among military builders - sergeants, foremen and privates.

I did military service in military unit 14219, stationed in the city of Angarsk, Irkutsk region. Six days after the call, he was selected to the sergeant's school of military unit 13953. Six months of training passed quickly and interestingly. Studying was easy, since I had a secondary technical education (there were two of us in two companies, the rest of the cadets had an education from 7 to 10 classes). I remember the officers - the head of the school, Lieutenant Colonel Polyakov, the company commanders, Captain Krasilnikov and Captain Kiselev N.P. (Please forgive me for not remembering the names and patronymics of everyone I name!).

After graduation, he returned to his native part. Received a platoon in which there were three corporals and fifty-three military builders. The facilities were erected at Combine No. 16, the Oil Refinery, some of the military builders were part of the service staff of the military unit.

I can only remember the officers with kind words - the commander of the unit, Colonel Zinchenko, the chief of staff, Lieutenant Colonel Vasiliev, the deputy commander of the unit, Lieutenant Colonel Dunayevsky, Major Kaplaty, and the company commander, Captain Kachinsky. These were officers with extensive experience in military service, including combat experience on the fronts of the Great Patriotic War. I can say that they taught us the mind-reason in good conscience.

I also remember the respectful attitude of officers, sergeants and foremen to the head of the UVSC, Colonel D.V. Polishchuk. Personally, not only because I received from him a diploma for the high quality of training with personnel, as well as a certificate of "Drummer of Communist Labor" (the first platoon in our unit was awarded the title of "Collective of Communist Labor"). In the hall, when Colonel Polishchuk or Colonel Zinchenko spoke, there was reverent silence. Military builders considered it an honor to pass by the unit commander with a military greeting - a hand under the visor and a marching step!

Towards the end of my military service, Lieutenant Colonel Vasiliev and company commander Captain Kachinsky began to persuade me to remain in the military service as a re-enlisted soldier or to take courses for junior lieutenants. I meditated for almost three months. And I was drawn home: at the technical school I could be reinstated as an instructor in the maintenance and driving of agricultural machinery, and military service was to my liking. Still, taking into account some circumstances, the second overpowered.

We were selected from military unit 13953 by twelve sergeants (from military units in the area of ​​Angarsk, Bolshoy Lug and Shilka). Colonel Polishchuk expressed the hope that we would all come back for further service.

They arrived in June 1964 at the location of the Novosibirsk Military Construction and Technical School. Completed three platoons. Among us were eight extra-conscripts - foremen and senior sergeants, about seventy sergeants, the rest - ordinary military builders.

What did we not like from the first days? The promise to change us into cadet uniforms was not fulfilled (they were in the uniform in which they arrived from the military units). At the next meeting with the head of the courses, Colonel Shitov, this dissatisfaction was expressed. Approximately on the third or fourth day, Colonel V.S. Kukharchuk came to us from Moscow. After meeting with him, literally within a week, we were given a new uniform and cadet shoulder straps! Only a few people did not want to continue their studies.

We were commanded by officers - the company commander, Captain Tarasenko (we did not see him often - he was a member of the volleyball team of either Russia or the military district, so he often left for training camps), senior lieutenants Shalyapin V.A., Cheredov A.I. .

The courses were led by Colonel Shitov V.T., Lieutenant Colonel Vetchakov, and others. The teachers were Lieutenant Colonels Osokin V.M., Leontiev I.F., Colonel Abramov V.N., Lieutenant Colonels Bilenko, Beginin, Zaitsev, Vykhristenko, Kuritsyn and other. Each of them was in love with the subjects and disciplines taught to us. And we treated it with understanding.

However, it was not without curiosities.

Three weeks after the start of training, the company unit began to “disturb” us. I mean alerts. Every two or three days, rise at about one in the morning and march 10-15 km. To be honest, they endured for a month. In two months, 17 alert fees! They began to artificially delay the collection time (instead of 3-4 minutes they became operational in 7-8 minutes ...) And at a meeting of personnel in the presence of the course command, they expressed dissatisfaction with such frequent collections. Helped. Collections were subsequently held 1-2 times a month.

And once again the cadets appealed to the command of the courses with a request - in severe frosts and in a snowstorm not to conduct cross-country skiing. When Major Tungusov stood up and said publicly that during the war they do not complain about such conditions, no one began to argue anymore.

Discipline is top notch. Everyone understood why they came. There is no need to learn the statutes in a new way. Serious combat and tactical training, in-depth study of special disciplines, going to field exercises, a shooting range - everything was learned with diligence, there were no laggards.

The command took into account our request for leisure activities. With our own hands, we equipped a dance floor on the territory of the unit, where on Saturdays we rested together with guests - local girls. We regularly went to the theaters of the city of Novosibirsk, to the stadiums. With pleasure we spent joint evenings of rest, disputes with students of the culinary technical school, pedagogical institute.

Do not forget the training and participation in the parade of the troops of the Novosibirsk garrison on November 7, 1964. The commander of the district was thanked to the participants of the parade for the high combat bearing!

In April 1965, graduates of the courses were awarded primary officer ranks. Could you imagine that at the graduation dinner there would be bottles of cognac with one star on the label on the tables?

I look at the photographs and remember every colleague - sergeants and foremen Serov, Moroz, Medved, Rybak, Zenin, Raiko, Mironchak, V. Dudnik (unfortunately, not all the names and names were kept in my memory, forgive me comrades). Fate scattered us all over the country, rarely with anyone later had to meet. Moreover, after a few months, at least half of the officers of our graduates were transferred to the military construction units of the Ministry of Defense (to the Far East, to the Baikonur region, Semipalatinsk, etc.).

I, with junior lieutenants A. Blonsky, M. Kokhansky, A. Popel, V. Kalmykov, V. Kvass (Prokhorov), I. Shevchuk, continued to serve in military unit 49710 as platoon commanders for the training of sergeants.

Literally a few days later, we were summoned to the Central Directorate of military unit 25525 for a conversation with the head, Colonel A.G. Ishkov. He asked us in detail about our studies, the conditions of service on the courses, listened to our proposals, wished us success in our future service ... Could we imagine such attention?

A year later, I became the secretary of the Komsomol committee of the regiment, a member of the bureau of the VLKSM GK in Dubna. In 1968 he was seconded to the Novosibirsk Military Construction and Technical School, where he commanded a platoon, then a company of cadets. With officers V. Fomichev, N. Melnikov, A. Lesnikov (who also completed nine-month courses), I. Protasov, V. Karpenko, N. Semenkov, Khalipchuk and Korzh, he commanded a company, which included 251 cadets!

Together with other "nine-month-olds" at the beginning of the 70s. passed the exams externally for the full course of the secondary military school. Then he entered the correspondence department of the Sverdlovsk Law Institute, from which he graduated in 1976. Colleagues Korabelnikov S., Gumenny A., Mazur L.

Favorable conditions for service and study were created for us by the command of the school - Colonel Osokin V.M. lieutenant colonel Shcherbakov N.V., lieutenant colonel Minaev, heads of cycles and teachers Leontiev I.F., Abramov V.N., Kornienko A.I., Sadovsky V.I., Pronin V.S., Bilenko, Beginin, and others. , company commanders Krasilnikov, Varavva A.M., Nikiforov A.P. Subsequently, my classmates Ostapenko N.A., Dudnik V.M. became company commanders.

After the relocation of the school from Novosibirsk to Dubna, almost all company officers began to serve in various positions in military unit 49710, which moved to Novosibirsk. appointed to the post of propagandist of the regiment. Soon he received the rank of "major".

To serve for a long time in one place or in one region, in my opinion, is boring. Having served in Siberia for a total of 16 years, he began to ask closer to his native lands - to the west of the country. However, the command offered other places - in Tomsk-7, in Akademgorodok, in Novosibirsk, in the area of ​​Lake Issyk-Kul ... Then the opportunity arose to go to Snechkus. But just a couple of days later, Colonel Klishev made me happy - I can go home - to Dneprodzerzhinsk! Of course, I agreed. He was a propagandist of the regiment, secretary of the party bureau ... He was retrained with pleasure at the Higher Officer Courses "Shot".

And soon after that he was seconded to the Volga Military Construction and Technical School in Dubna as a teacher of the cycle of social disciplines (later he became a senior lecturer in the department of social sciences). The staff of the department, headed first by Colonel Danilchenko N.I., then by Colonel Romensky N.A., Colonel Lebedev A.M. He was extremely friendly and efficient. In the circle of teachers Vasilenko I.M., Shimona I.Ya., Filimonova V.I., Ageeva V.I., later Bulegi I.F., Gubenka V.A., Takuna V.I., Rakhmanova P. BUT. and other officers polished teaching skills.

For a short period of time Vasilenko I.M., Gubenok V.A., Shimon I.Ya. became PhDs. And I, with the support of my colleagues in the department, the entire officer and teaching staff of the school, was awarded the academic title of "Associate Professor".

For over twenty years he was a senior interrogating officer of the military units in which he served. Therefore, after being transferred to the reserve, he agreed to the offer to become a senior investigator of the prosecutor's office of military unit 9377 in Dubna. He worked in this position for 10 years and, upon reaching the age of sixty, was dismissed in the class rank of junior counselor of justice.

No time to rest. Therefore, he continued to work - he was a human resources specialist and an engineer for labor protection in a commercial enterprise, at present he is an associate professor of the department of civil law disciplines at the University of the Russian Academy of Education (branch in Dubna). Concurrently, for almost ten years he worked as a leading legal adviser at the State Budgetary Institution of Social Services of the Moscow Region "Dubna Center for Social Services for Elderly and Disabled Citizens" Rodnik ". Many people need legal help today. Therefore, I do not refuse to help, if necessary, both officers and ensigns of the Dubna branch of the Russian Union of Reserve Officers, and other citizens who apply.

I can't finish my memories here. During the existence of junior lieutenant courses, at least a thousand people received this title. I want to name at least a few of those who, having started military service as an ordinary military builder, retired with the rank of “colonel”: Ostapenko N.A., Fomichev V.A., Kachan S.P., Gubenok V.A., Blonsky A.A., Mekh Yu.M., Martirosyan K.A., Kovalev N.G. and other co-workers.

And Lieutenant General Pyotr Fedosevich Karpyuk was the head of the Central Directorate of Military Construction Units of the Ministry of the Russian Federation for Atomic Energy and Industry!

I am convinced that the graduates of junior lieutenant courses spoke and still respond with kind words and memories about their service in the military construction units of the Ministry of Medium Machine Building (later – the Ministry of Atomic Energy Industry).
