The start time of the exam in all subjects is 10.00 am local time.

Admission of USE participants to PES is carried out from 09.00 local time.

USE participants should not be late for the exam, since for such exam participants the duration of the exam is not extended and general instruction, including how to fill in the registration fields of the USE forms, is not carried out.

At the entrance to the PES, the USE participant must present an identity document (hereinafter referred to as the passport).

If, for objective reasons, the student does not have a passport, he is allowed in the PES only after a written confirmation of his identity by the accompanying person from the school.

In the absence of a passport for a graduate of previous years and other categories of USE participants, such USE participants are not allowed in the PES.

In the PPE, the USE participant takes with him:

  • a pen;
  • the passport;
  • medicines and nutrition (if necessary);
  • means of training and education (in mathematics, a ruler; in physics - a ruler and a non-programmable calculator; in chemistry - a non-programmable calculator; in geography - a ruler, a protractor, a non-programmable calculator);
  • USE participants with disabilities, children with disabilities and the disabled - special technical equipment.
Other personal items (a notice of registration for the USE, means of communication and other prohibited means and materials) should be left by USE participants in a place specially designated before entering the PES for storing personal belongings of USE participants.

In the PES, the organizers outside the classroom assist the USE participants in moving around the PES. The organizers inform the USE participants of the classroom numbers in accordance with the automated distribution and accompany the exam participants to the classrooms.

The organizers in the audience re-check the passport of the USE participants and send the USE participant to the workplace according to the automated distribution lists.

Take the seat indicated by the organizer. Changing the workplace is not allowed.

When distributing sets of examination materials, all USE participants must:

  • carefully listen to the briefing given by the organizers in the audience;
  • pay attention to the integrity of the packaging of the safe package with electronic media and listen to information about the procedure for printing examination materials (hereinafter - EM) in the classroom;
  • receive printed complete sets of EM from the organizers. In the EM of the USE participant are:
    • black and white registration form (during the oral part of the exam in foreign languages, only the registration form for the oral exam is in the EM);
    • black and white answer sheet No. 1;
    • black and white one-sided answer sheet No. 2 sheet 1 (with the exception of the exam in mathematics at the basic level);
    • black and white one-sided answer sheet No. 2 sheet 2 (with the exception of the exam in mathematics at the basic level);
    • a checklist with information about the number of the registration form, the number of the CMM and instructions for checking the kit for the participant.
Additional answer forms No. 2 are issued by the organizers separately at the request of the USE participant.

Note. The written part of the Unified State Examination in foreign languages ​​includes the "Listening" section, all tasks for which (instructions, texts, pauses) are completely recorded on audio. The organizer must set up the playback of the recording in such a way that it can be heard by all participants in the exam.

Receive drafts from the organizers, with the stamp of the educational organization on the basis of which the PES is located (in the case of the Unified State Examination in foreign languages ​​with the "Speaking" section included, drafts are not issued).

  • Compare the unique CMM number on the CMM sheets and the CMM number indicated on the control sheet;
  • compare the digital value of the barcode on the registration form with the value indicated on the control sheet;
  • make sure the values ​​in both pairs of numbers match. In case of discrepancy, inform the organizers about it (who will replace the entire set of EVs);
  • check the quality of the printed set (the absence of white and dark stripes, the text is well readable and clearly printed, the security marks located over the entire surface of the CMM sheet are clearly visible), and also check the correctness of the region code and PES number in the answer registration form. If any marriage is detected, it is necessary to replace the entire set of EM.

WHEN FILLING OUT THE REGISTRATION FORM AND ANSWER FORMS, ALL USE PARTICIPANTS SHOULD:

Listen carefully to the instructions on how to fill in the registration area of ​​registration forms, answer forms and how to work with examination materials;

Under the guidance of the organizers, fill in the registration form and the registration areas of answer forms No. 1 and 2.

DURING THE EXAM, ALL USE PARTICIPANTS MUST:

After the organizers announce the start time of the examination work (the start and end times of the examination work are recorded on the board), proceed to the examination work.

Follow the instructions of the organizers.

During the exam, USE participants are prohibited from:

  1. Have with you:
    • notice of registration for exams,
    • means of communication,
    • electronic computers,
    • photo, audio and video equipment,
    • reference materials (other than those permitted, which are contained in the KIM), written notes and other means of storing and transmitting information.
  2. Take out examination materials (hereinafter - EM) from classrooms and PES on paper and (or) electronic media.
  3. Remove from the classroom writing materials, written notes and other means of storing and transmitting information.
  4. Photograph EM.
  5. Talk to each other.
  6. Exchange any materials and items with other USE participants.
  7. Rewrite KIM assignments into drafts with the stamp of the USE educational organization.
  8. Arbitrarily leave the audience and move around the PES without the accompaniment of the organizer outside the audience
Note. In case of violation of these requirements and refusal to comply with them, the organizers, together with the members of the state examination commission (hereinafter referred to as the SEC), have the right to remove the USE participant from the exam. In this case, the organizers, together with the SEC, draw up an act to remove the USE participant from the exam. The forms are labeled with the fact of removal from the exam.
The examination work of such a USE participant is not checked.

USE participants can leave the audience for a good reason (to the toilet, to the medical room) only when accompanied by the organizer outside the audience, the organizer in the audience first checks the completeness of the exam materials left by the USE participant.

In the event of a claim regarding the content of the KIM, inform the organizer about it.

IMPORTANT: when writing answers to tasks, DO NOT use the back of the forms. All records are kept ONLY on the front side (to record detailed answers, first on the answer sheet No. 2 sheet 1, then on the answer form No. 2 sheet 2, then on the RBS No. 2). The entries on the reverse side of the forms will not be checked, and the conflict committee will also not consider appeals regarding the entries on the reverse side of the forms as appeals on issues related to the incorrect execution of the examination paper.

If the USE participant has completely filled out the answer form No. 2, the organizer in the audience must:

  • make sure that both sides of Answer Form 2 are completed completely, otherwise the answers entered in Additional Answer Form 2 will not be scored;
  • issue an additional answer form No. 2 at the request of the USE participant;
  • fill in the upper field in the additional answer form No. 2 (when issuing an additional answer form No. 2 in the field "Additional answer form No. 2" of the main answer form No. 2, enter the number of the additional answer form issued No. 2, and on the issued additional answer form No. 2 put the number sheet in the appropriate field of the form);
  • fix the number of issued additional answer forms No. 2 in the form PPE-05-02 "Protocol of the exam in the classroom" and prescribe the numbers of the issued additional answer forms No. 2 in the form PPE-12-03 "Statement of the use of additional answer forms No. 2".

COMPLETION OF THE EXAM WORK BY USE PARTICIPANTS

USE participants who completed the examination work ahead of schedule may leave the PES. The organizer needs to accept all EVs from them.

AFTER THE COMPLETION OF THE EXAM WORK BY USE PARTICIPANTS:

USE participants put exam materials, including KIM and drafts, on the edge of their desk. Organizers in the audience: collect exam materials from USE participants, including KIM and drafts.

Note. Organizers in the audience:

  • Collected from USE participants:
    • USE forms;
    • drafts with the stamp of the educational organization on the basis of which the PES is located.
  • They put the sign “Z” on the margins of one-sided answer forms No. 2, intended for recording detailed answers, but left blank (including on the reverse side), as well as in the issued additional one-sided answer forms No. 2.
  • Fill out the Protocol of the exam in the classroom.
  • Unified State Exam forms are sealed in returnable delivery packages.
  • In the center of visibility, a CCTV camera announces the end of the exam and loudly announces all protocol data.
  • They go to the PES Headquarters and hand over all the materials to the head of the PES.

REQUIREMENTS FOR USE ITEMS

1. Requirements for examination points

The Unified State Examination is held at the PES, the locations of which are approved by the OIV in agreement with the SEC.

PES is a building (structure) that can be used to conduct the exam.

The approval of the list of PES, the composition of the leaders and organizers of the PES, the distribution of students according to the PES is carried out by the OIV in agreement with the SEC.

General requirements for PES

The number, total area and condition of the premises provided for the Unified State Examination must ensure that examinations are conducted in conditions that meet the requirements of sanitary and epidemiological rules and regulations.

The number of PES is determined based on the total number of USE participants, territorial accessibility and capacity of the classroom fund. The number of PES should be formed taking into account the maximum possible filling of the PES and the optimal scheme for the organized arrival of USE participants in the PES (travel time, transport accessibility).

Based on this, various types of PES are formed:

Large PES - the number of participants is from 150 to 300. With the creation of the necessary organized scheme for the entry of USE participants into the PES and the availability of the necessary resources, it is possible to create a PES for a larger number of participants.

Average PES - the number of participants from 60 to 150.

Small PES - the number of participants is up to 60.

The number and location of PES are determined based on the fact that at least 15 USE participants must be present in the PES. In the absence of the possibility of organizing a PES in accordance with the specified requirement, additional measures of control over compliance with the established procedure for conducting the GIA are provided.

If it is not possible to organize a PES in accordance with the established requirements for USE participants with disabilities who, for medical reasons, are not able to come to the PES, the exam is organized at home.

In the event of a threat of an emergency situation, the OIV, in agreement with the SEC, decide to postpone the exam to another PES or to another day, provided for by the schedule of the exam.

Organization of PES premises

The PES should organize:

A) Audiences for USE participants. The number of classrooms is determined on the basis that no more than 25 USE participants should be present in each classroom. A separate workplace should be allocated for each USE participant.

PES classrooms should have:

prepared hours that are in the field of view of the participants of the exam;

stands, posters and other materials with reference and educational information on relevant academic subjects are closed;

prepared jobs for USE participants, marked with a noticeable number;

There are places for personal belongings of USE participants.

In the case of distribution in the PES of USE participants with disabilities, audiences are prepared that take into account their state of health, features of psychophysical development and individual capabilities.

B) A room (audience) for the head of the PES, equipped with a workplace and a safe (or a metal cabinet) for storing examination materials.

C) Premises for representatives of educational organizations accompanying students.

D) Premises for representatives of the media, public observers and other persons who have the right to be present at the PES on the day of the exam.

These premises must be isolated from the classrooms for the exam.

Premises not used for the examination shall be locked and sealed for the duration of the examination.

For organizers outside the audience and law enforcement officers (police officers) who ensure the entrance of USE participants to the PES, a workplace with a stationary or manual metal detector must be equipped. In the case of organizing a large PES, it is recommended to equip several entrances to the PES with the presence of organizers outside the audience, law enforcement officers (police officers) and with the necessary number of stationary or hand-held metal detectors.
Persons involved in the conduct of the exam in PES

a) the head and organizers of the PES;

b) members of the SEC;

c) the head of the organization in whose premises the PES is organized, or a person authorized by him;

d) software technicians who provide information and technical assistance to the head and organizers of the PES (in the case of using software during the exam), and to organize video surveillance in the PES;

e) medical workers in the PES, as well as assistants who provide the necessary assistance to USE participants with disabilities, taking into account their state of health, features of psychophysical development, including directly during the exam;

f) law enforcement officers and (or) employees of internal affairs bodies (police);

g) representatives from educational organizations accompanying students.

On the day of the exam in the PES may be present:

media representatives;

public observers accredited in accordance with the established procedure;

officials of Rosobrnadzor and (or) the executive authority of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education.

Representatives of the media are present in the classrooms for the exam only until the moment students, graduates of previous years start filling in the registration fields of the examination paper. Public observers are free to move around the PES. At the same time, only 1 public observer can be in one auditorium.

Admission to the PES of all persons is carried out only if they have documents proving their identity and confirming their authority. An approximate list of identity documents frequently used during the exam is given in Appendix 11.

Technical equipment of PPE

Software and computer equipment of the premises for the head of the PES

The room (audience) for the head of the PES is equipped with a telephone connection, a printer and a personal computer with the necessary software, as well as a safe (metal cabinet) for the safe storage of examination materials.

If the automated distribution of USE participants and organizers by audience is carried out in the PES, the personal computer in the room (audience) for the head of the PES is equipped with specialized software for automated distribution, as well as personal data protection tools in accordance with the requirements of the legislation of the Russian Federation.

In the case of receiving KIM on electronic media, PES leaders are also provided with specialized software for transcribing and replicating examination materials and access to the Internet.

Software and computer equipment in PES classrooms

In the case of CMM printing in PES classrooms, each classroom is equipped with a computer and a printer for CIM printing. There is also a place (table) for laying out materials. The procedure for printing CMM in PES classrooms is given in Appendix 8 of the methodological materials.

If, by decision of the SEC, the examination papers of the USE participants are scanned in the PES (in the classrooms), then the PES are also provided with scanners.

Ensuring security in PES

PES are equipped with stationary or portable metal detectors, video surveillance equipment. By decision of the JIV, PES can also be equipped with means of suppressing mobile communications signals.

Announcements (tablets) announcing the conduct of video surveillance should be placed in the PES. USE participants who are in the PES during the exams are warned about the video recording of the exam.

Technical requirements and the procedure for using video surveillance equipment and broadcasting the exam in the classroom are given in appendices 6 and 7 of the teaching materials.
Features of the organization of PES for USE participants with disabilities

For USE participants with disabilities, as well as those who studied at home for health reasons, in educational organizations, including sanatoriums, which carry out the necessary medical, rehabilitation and recreational activities for those in need of long-term treatment, OIV organize the USE under conditions taking into account the state of their health, features of psychophysical development and individual capabilities.

The material and technical conditions for the examination should ensure the possibility of unimpeded access of such participants to the audience, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience is located on the first floor; availability special chairs and other devices).

In the PES, a room is allocated for catering and breaks for carrying out the necessary medical and preventive procedures.

For blind USE participants, 2 sets of examination materials are used - a standard IC and its analogue in Braille.

USE participants perform examination work in Braille. After the completion of the exam, the answers of the examination paper are transferred to the standard forms of the exam by assistant-translators in the presence of a member of the SEC and the head of the PES.

For visually impaired USE participants, 2 sets of examination materials are also used - a standard IC and its analogue, printed (copied) using a larger font (at least 16 pt) with copies of enlarged forms.

USE participants perform examination work on enlarged forms. After the exam is completed, the answers of the examination paper are transferred to the standard USE forms by assistants in the presence of a member of the SEC and the head of the PES.

The list of necessary technical means and conditions for organizing the USE for various categories of USE participants with disabilities is presented in Appendix 5 of the methodological materials.
PES TOM: preparation and organization

PES TOM - PES, located in remote remote areas.

PET TOM is organized in the absence of the opportunity to deliver the USE participants (or organizers) to the PES. In PES TOM, a full cycle of preparation and processing of USE materials is carried out - data collection, printing of accompanying documents for the exam, printing of KIM, scanning of forms and accompanying documents after the exam.

The requirements for PES TOM correspond to the general requirements for PES and have additional requirements.

Additional requirements for PES TOM:

Mandatory presence of a video surveillance system that provides video recording of the CMM printing processes, preparation, conduct and processing of the exam results in the PES.

If the number of exam participants allows the exam to be held in a single room, print and scan stations can be installed directly in that exam room.

If the number of participants in the exam does not allow the exam to be held in one room, printing and scanning stations can be installed in the room for the head of the PES, equipped with an additional camera.
PES readiness

Checking the readiness of the PES is carried out in 2 stages:


  1. until March 31 - members of the SEC. When checking the readiness, these persons check the compliance of the PES with the requirements of the legislation of the Russian Federation, the readiness (operability, safety) of the PES equipment. Based on the results of the check, a PES readiness protocol is drawn up.

  2. no later than 1 day before the start of the exam - by the head of the PES and the head of the organization on the basis of which the PES is organized. The form PES-01 "Act of Readiness of the PES" is filled out together with the head of the organization on the basis of which the PES is organized.

2. The general procedure for preparing and conducting the exam in PES

Delivery of examination materials to PES

EMs are delivered to the PES by members of the SEC on the day of the exam in the relevant academic subject.

In the case of automated distribution in the PES, the head of the PES, before the start of the exam, organizes the automated distribution of USE participants and organizers by audience.

In the case of automated distribution in the RCOI, the distribution lists are transferred to the PES along with the EO in compliance with information security measures.

Entrance of participants to PES

Admission of USE participants to PES is carried out if they have documents proving their identity, and if they are in the distribution lists in this PES. The entrance to the PES can be either the entrance to the building on the territory of which the PES is located, or (depending on the configuration of the building, as well as in the presence of adverse climatic conditions) - in the lobby (hall) of this building.

The organizers remind the USE participants of the requirements of the established procedure for conducting the GIA, including the prohibition of the presence of communication facilities in the PES, and of the consequences of revealing such means in the USE participants.

At the entrance to the PES, the organizers check the presence of documents proving their identity with the participants of the Unified State Examination, establish the correspondence of their identity to the submitted documents, check the presence of these persons in the distribution lists in this PES.

If, for objective reasons, the student does not have an identity document, he is allowed in the PPE after a written confirmation of his identity by the accompanying person from the educational organization (form PPE-20 "Act on the Identification of the State Exam Participant").

If there is no USE participant in the distribution lists in this PES, the USE participant in the PES is not allowed, the SEC member fixes this case for further decision making.

Police officers, using stationary or hand-held metal detectors, check for the presence of prohibited substances in USE participants. When a metal detector signal appears, the police officer and the organizer offer the USE participant to show the object that causes the signal. If this subject is a prohibited means, including a means of communication, the organizer offers the USE participant to hand over this means to the accompanying person. In case of refusal to surrender the prohibited means, the USE participant is not allowed in the PES. For medical reasons, an USE participant may be exempted from testing using metal detectors.

After verification, USE participants are admitted to PES. Organizers outside the classroom assist USE participants in moving around the PES. In the vestibule (hall) of the PES, information stands contain lists of the distribution of USE participants by audience (PPE form - 06-01 "List of participants in the USE of an educational organization"). The organizers inform the USE participants of the audience numbers and accompany the USE participants to the audience in accordance with the automated distribution.

The organizers in the classroom check the compliance of the identity document of the USE participant in accordance with the form PPE-05-02 "Register of USE participants and examination materials in the PES classroom" and send the USE participants to the workplace according to automated distribution lists.

Conducting the exam in the classroom

Not later than 15 minutes before the start of the exam, the organizer in the classroom accepts from the head of the PES EM in the form PES-14-02 "Statement of issuance and return of examination materials for PES classrooms."

The organizers in the audience demonstrate to the USE participants the integrity of the packaging of the delivery package with IC.

In the case of using KIM on electronic media, a member of the SEC organizes the decoding of KIM, replication and packaging of EM for the USE. By decision of the SEC, the replication of KIM can be carried out in classrooms in the presence of USE participants. The organizer in the audience carries out replication on paper of KIM and completes the examination materials for the exam. The procedure for printing control and measuring materials in the PES classrooms is given in appendices 8 and 9 of the methodological materials.

The organizers conduct briefings for the participants of the exam and inform about the procedure for conducting the exam.

At the direction of the organizer in the audience, the USE participants open the IC. USE participants check the completeness and quality of the EM print.

The IC of the USE participant contains: registration form, answer form No. 1, answer form No. 2, KIM.

At the direction of the organizers, the USE participants fill in the registration fields of the USE forms. Upon completion of filling in the USE registration forms by all participants, the organizers announce the start of the exam and the time it ends, fix them on the board (information stand), after which the USE participants can proceed to the examination work. Exam work is done with gel, capillary or fountain pens with black ink.

If there is not enough space in the form for answering tasks with a detailed answer, at the request of the USE participant, the organizers give him an additional form. The organizer enters the number of the additional form in the previous answer form for tasks with a detailed answer.

Each USE participant is also given a form to send comments to the SEC about violations of the GIA procedure. After the exam, all forms (both completed and unfilled) are collected and sent to the SEC.

USE participants must follow the procedure for conducting and follow the instructions of the organizers in the classroom, and the organizers must ensure the procedure for conducting the exam in the classroom and monitor the procedure for conducting the exam in the classroom and outside the classroom.

During the exam, USE participants have the right to leave the classroom and move around the PES, accompanied by one of the organizers outside the classroom.

Requirements for compliance with the procedure for conducting the exam in PES

During the exam it is forbidden:

USE participants - to have with them communications equipment, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information, as well as take out EM from classrooms and PES on paper or electronic media, photograph EM;

organizers, assistants providing the necessary assistance to USE participants with disabilities, technical specialists - to have communication equipment with them and take EM out of classrooms and PES on paper or electronic media, photograph EM;

to all persons in the PES - to assist the participants of the exam, including transferring to them means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information.

Persons who violate these requirements or otherwise violate the procedure for conducting the exam are removed from the PES. Members of the SEC draw up an act on the removal of a person who has violated the procedure for the exam in the PES. If the participant violated the procedure for conducting the exam, the members of the SEC draw up an act on the removal from the exam of the participant in the exam who violated the established procedure for conducting the exam in the PES.

If the USE participant, for health reasons or other objective reasons, cannot complete the examination work, then he can leave the audience ahead of schedule. In this case, the members of the SEC, together with the head of the PES, draw up an act on the early completion of the exam for objective reasons.

Acts on the removal (form PPE-21) from the exam and on the early completion of the exam for objective reasons (form PPE-22) are sent on the same day to the SEC and the RCOI to be taken into account when processing examination papers.

Section "Listening" USE in foreign languages

When conducting the exam in foreign languages, the exam includes the section "Listening", all tasks for which are recorded on audio.

Audiences allocated for the section "Listening" are equipped with audio playback facilities.

To complete the tasks of the "Listening" section, the organizers in the audience set up the audio playback tool so that it can be heard by all participants in the exam. The audio recording is listened to twice, after which the participants proceed to the examination work.

Completion of the exam in PES

After the set time has elapsed, the organizers announce the completion of the assignments. After the end of the exam, the organizers offer participants to fill out a form to send comments to the SEC about violations of the GIA procedure. They collect EM from USE participants. The organizers of the EM collected in the classroom are packed in packages, shown on the camera installed in the classroom, sealed delivery packages, the completed protocol on the USE in the classroom, and announce the end of the exam in this classroom. All the materials collected by the organizers in the classroom are transferred to the head of the PES in the form PES-14-02 "Statement of the issuance and return of examination materials for the PES classrooms."

The head of the PES, after collecting the materials and filling out the relevant forms, transfers all materials to the members of the SEC according to the act of transfer. At the final stage of the exam, the members of the SEC are obliged, together with the head of the PES, to draw up the necessary protocols on the results of the USE in the PES and deliver the EM from the PES to the RCOI, the report on the USE in the PES is transferred to the SEC.

The exam papers of the USE participants are delivered on the same day by the SEC members from the PES to the RCOI, with the exception of the PES, in which, by decision of the SEC, examination papers are scanned. In such PES, immediately after the completion of the exam, the technical specialist scans the examination papers in the presence of the SEC members, the head of the PES, and public observers (if any). Scanned images of examination papers are transferred to the RCSC for further processing. The paper examination papers of the USE are sent for storage to the RTSOI.

After the exam, the premises allocated for the USE are transferred to the head of the organization on the basis of which the PES was organized.

3.Instructive materials

The start time of the exam in all subjects is 10.00 am local time.

Admission of USE participants to PES is carried out from 09.00 local time.

USE participants should not be late for the exam, since for such exam participants the duration of the exam is not extended and general instruction, including how to fill in the registration fields of the USE forms, is not carried out.

At the entrance to the PES, the USE participant must present an identity document (hereinafter referred to as the passport).

If, for objective reasons, the student does not have a passport, he is allowed in the PES only after a written confirmation of his identity by the accompanying person from the school.

In the absence of a passport for a graduate of previous years and other categories of USE participants, such USE participants are not allowed in the PES.

In the PPE, the USE participant takes with him:

  • a pen;
  • the passport;
  • medicines and nutrition (if necessary);
  • means of training and education (in mathematics, a ruler; in physics - a ruler and a non-programmable calculator; in chemistry - a non-programmable calculator; in geography - a ruler, a protractor, a non-programmable calculator);
  • USE participants with disabilities, children with disabilities and the disabled - special technical equipment.
Other personal items (a notice of registration for the USE, means of communication and other prohibited means and materials) should be left by USE participants in a place specially designated before entering the PES for storing personal belongings of USE participants.

In the PES, the organizers outside the classroom assist the USE participants in moving around the PES. The organizers inform the USE participants of the classroom numbers in accordance with the automated distribution and accompany the exam participants to the classrooms.

The organizers in the audience re-check the passport of the USE participants and send the USE participant to the workplace according to the automated distribution lists.

Take the seat indicated by the organizer. Changing the workplace is not allowed.

When distributing sets of examination materials, all USE participants must:

  • carefully listen to the briefing given by the organizers in the audience;
  • pay attention to the integrity of the packaging of the safe package with electronic media and listen to information about the procedure for printing examination materials (hereinafter - EM) in the classroom;
  • receive printed complete sets of EM from the organizers. In the EM of the USE participant are:
    • black and white registration form (during the oral part of the exam in foreign languages, only the registration form for the oral exam is in the EM);
    • black and white answer sheet No. 1;
    • black and white one-sided answer sheet No. 2 sheet 1 (with the exception of the exam in mathematics at the basic level);
    • black and white one-sided answer sheet No. 2 sheet 2 (with the exception of the exam in mathematics at the basic level);
    • a checklist with information about the number of the registration form, the number of the CMM and instructions for checking the kit for the participant.
Additional answer forms No. 2 are issued by the organizers separately at the request of the USE participant.

Note. The written part of the Unified State Examination in foreign languages ​​includes the "Listening" section, all tasks for which (instructions, texts, pauses) are completely recorded on audio. The organizer must set up the playback of the recording in such a way that it can be heard by all participants in the exam.

Receive drafts from the organizers, with the stamp of the educational organization on the basis of which the PES is located (in the case of the Unified State Examination in foreign languages ​​with the "Speaking" section included, drafts are not issued).

  • Compare the unique CMM number on the CMM sheets and the CMM number indicated on the control sheet;
  • compare the digital value of the barcode on the registration form with the value indicated on the control sheet;
  • make sure the values ​​in both pairs of numbers match. In case of discrepancy, inform the organizers about it (who will replace the entire set of EVs);
  • check the quality of the printed set (the absence of white and dark stripes, the text is well readable and clearly printed, the security marks located over the entire surface of the CMM sheet are clearly visible), and also check the correctness of the region code and PES number in the answer registration form. If any marriage is detected, it is necessary to replace the entire set of EM.

WHEN FILLING OUT THE REGISTRATION FORM AND ANSWER FORMS, ALL USE PARTICIPANTS SHOULD:

Listen carefully to the instructions on how to fill in the registration area of ​​registration forms, answer forms and how to work with examination materials;

Under the guidance of the organizers, fill in the registration form and the registration areas of answer forms No. 1 and 2.

DURING THE EXAM, ALL USE PARTICIPANTS MUST:

After the organizers announce the start time of the examination work (the start and end times of the examination work are recorded on the board), proceed to the examination work.

Follow the instructions of the organizers.

During the exam, USE participants are prohibited from:

  1. Have with you:
    • notice of registration for exams,
    • means of communication,
    • electronic computers,
    • photo, audio and video equipment,
    • reference materials (other than those permitted, which are contained in the KIM), written notes and other means of storing and transmitting information.
  2. Take out examination materials (hereinafter - EM) from classrooms and PES on paper and (or) electronic media.
  3. Remove from the classroom writing materials, written notes and other means of storing and transmitting information.
  4. Photograph EM.
  5. Talk to each other.
  6. Exchange any materials and items with other USE participants.
  7. Rewrite KIM assignments into drafts with the stamp of the USE educational organization.
  8. Arbitrarily leave the audience and move around the PES without the accompaniment of the organizer outside the audience
Note. In case of violation of these requirements and refusal to comply with them, the organizers, together with the members of the state examination commission (hereinafter referred to as the SEC), have the right to remove the USE participant from the exam. In this case, the organizers, together with the SEC, draw up an act to remove the USE participant from the exam. The forms are labeled with the fact of removal from the exam.
The examination work of such a USE participant is not checked.

USE participants can leave the audience for a good reason (to the toilet, to the medical room) only when accompanied by the organizer outside the audience, the organizer in the audience first checks the completeness of the exam materials left by the USE participant.

In the event of a claim regarding the content of the KIM, inform the organizer about it.

IMPORTANT: when writing answers to tasks, DO NOT use the back of the forms. All records are kept ONLY on the front side (to record detailed answers, first on the answer sheet No. 2 sheet 1, then on the answer form No. 2 sheet 2, then on the RBS No. 2). The entries on the reverse side of the forms will not be checked, and the conflict committee will also not consider appeals regarding the entries on the reverse side of the forms as appeals on issues related to the incorrect execution of the examination paper.

If the USE participant has completely filled out the answer form No. 2, the organizer in the audience must:

  • make sure that both sides of Answer Form 2 are completed completely, otherwise the answers entered in Additional Answer Form 2 will not be scored;
  • issue an additional answer form No. 2 at the request of the USE participant;
  • fill in the upper field in the additional answer form No. 2 (when issuing an additional answer form No. 2 in the field "Additional answer form No. 2" of the main answer form No. 2, enter the number of the additional answer form issued No. 2, and on the issued additional answer form No. 2 put the number sheet in the appropriate field of the form);
  • fix the number of issued additional answer forms No. 2 in the form PPE-05-02 "Protocol of the exam in the classroom" and prescribe the numbers of the issued additional answer forms No. 2 in the form PPE-12-03 "Statement of the use of additional answer forms No. 2".

COMPLETION OF THE EXAM WORK BY USE PARTICIPANTS

USE participants who completed the examination work ahead of schedule may leave the PES. The organizer needs to accept all EVs from them.

AFTER THE COMPLETION OF THE EXAM WORK BY USE PARTICIPANTS:

USE participants put exam materials, including KIM and drafts, on the edge of their desk. Organizers in the audience: collect exam materials from USE participants, including KIM and drafts.

Note. Organizers in the audience:

  • Collected from USE participants:
    • USE forms;
    • drafts with the stamp of the educational organization on the basis of which the PES is located.
  • They put the sign “Z” on the margins of one-sided answer forms No. 2, intended for recording detailed answers, but left blank (including on the reverse side), as well as in the issued additional one-sided answer forms No. 2.
  • Fill out the Protocol of the exam in the classroom.
  • Unified State Exam forms are sealed in returnable delivery packages.
  • In the center of visibility, a CCTV camera announces the end of the exam and loudly announces all protocol data.
  • They go to the PES Headquarters and hand over all the materials to the head of the PES.

Delivery of EM to PES

EVs are delivered to the PES by members of the SEC or employees of the Carrier on the day of the exam in the relevant academic subject.

Detailed information on the organization of the delivery of EM to the PES is presented in the Guidelines for the organization of the delivery of examination materials for the state final certification for educational programs of secondary general education in the form of a unified state exam in the constituent entities of the Russian Federation.

Entry of persons involved in the conduct of the exam, and participants of the exam in the PES

On the day of the exam, the head of the PES and the head of the educational organization on the basis of which the PES is organized must appear at the PES no later than 07.30 local time.

Not later than 07.50, the head of the PES appoints a person responsible for the registration of persons involved in the conduct of the exam in the PES, in accordance with the form PES-07 "List of PES employees", from among the organizers outside the audience.

The responsible organizer outside the classroom, authorized by the head of the PES to conduct registration of persons involved in the USE, starting from 08.00 local time, at the entrance to the PES, together with law enforcement officers and (or) employees of the internal affairs bodies (police) checks for documents of persons involved in the conduct of the Unified State Examination in the PES, establishes the correspondence of their identity to the submitted documents, and also checks the presence of these persons in the lists of employees of the PES. Admission to the PES of medical workers is carried out on the basis of identity documents, and if there is an order to send a medical worker to the PES.

Organizers, technical specialists, medical workers, as well as assistants for USE participants with disabilities, children with disabilities and people with disabilities must leave their personal belongings, including communications equipment, in a place specially designated before entering the PES for storing personal belongings.

At the entrance to the PES, the lists of distribution of USE participants by audience are placed on the information stands (form PPE-06-01 "List of participants in the GIA of an educational organization" and (or) form PPE-06-02 "List of participants in the USE in the PES in alphabetical order").

The admission of USE participants to the PES is carried out from 09.00 local time and if they have documents proving their identity, and if they are on the distribution lists in this PES.

The organizers indicate to the USE participants the need to leave personal belongings (a notice of registration for the USE, communications equipment and other prohibited means and materials, etc.) in a place specially designated before entering the PES for storing personal belongings.

A member of the SEC is present when organizing the entry of USE participants into the PES and monitors compliance with the requirements of the Procedure, including overseeing the organization of the delivery of other things (not listed in clause 45 of the Procedure) in specially allocated places for storing personal belongings of participants before entering the PES Unified State Examination and PES workers.

At the entrance to the PES, the organizers, together with law enforcement officers and (or) employees of the internal affairs bodies (police):

check the identity documents of the USE participants and their presence in the distribution lists in this PES;

with the help of stationary and (or) portable metal detectors, USE participants are checked for the presence of prohibited means 2. When a metal detector signal appears, the organizers offer the USE participant to show the object that causes the signal 3. If this item is a prohibited means, including a means of communication, the organizers offer the USE participant to hand over this tool to the place where the personal belongings of the USE participants or the accompanying person are stored.

If the USE participant refuses to take the prohibited substance, the organizers outside the audience repeatedly explain to him that, in accordance with clause 45 of the Procedure, on the day of the exam (from the moment you enter the PES and until the end of the exam), it is forbidden to have communication equipment in the PES, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information. Thus, such an USE participant cannot be admitted to the PES.

In this case, the organizers outside the audience invite the head of the PES and a member of the SEC. The head of the PES, in the presence of a member of the SEC, draws up an act on the non-admission of a participant in the exam who refused to surrender a prohibited substance. The specified act is signed by a member of the SEC, the head of the PES and the participant of the Unified State Examination, who refused to surrender the prohibited means. The act is drawn up in two copies in free form. The first copy is left by a member of the SEC for transfer to the chairman of the SEC, the second - to the USE participant. The specified USE participant can be admitted again to participate in the Unified State Examination in this academic subject at an additional time only by decision of the Chairman of the SEC.

In the event that, for objective reasons, the student does not have an identity document, he is allowed in the PPE after a written confirmation of his identity by the accompanying person (form PPE-20 "Act on the Identification of the State Examination Participant").

In the absence of an identity document for a graduate of previous years studying in educational programs of secondary vocational education, as well as a student receiving secondary general education in foreign educational organizations, he is not allowed in the PES.

If the USE participant is late for the exam, he is allowed to take the USE in the prescribed manner, while the end of the exam is not extended, which is reported to the USE participant. Repeated general briefing for late USE participants is not carried out. In this case, the organizers provide the necessary information to fill in the registration fields of the USE forms. Organizers are encouraged to draw up an act in free form. The specified act is signed by the USE participant, the head of the PES and the SEC member.

If there is no USE participant in the distribution lists in this PES, the USE participant in the PES is not allowed, the SEC member records this fact for further decision-making.

The head of the PES, in the presence of a member of the SEC, draws up acts on the non-admission of the above USE participants to the PES. These acts are signed by a member of the SEC, the head of the PES and participants in the exam. Acts are drawn up in two copies in free form. The first copies are left by a member of the SEC for transfer to the chairman of the SEC, the second - to the participants of the exam. The specified participants of the USE can be allowed to participate again in the USE in this academic subject at an additional time only by decision of the chairman of the SEC.

In the event that all USE participants distributed in the PES fail to appear for more than two hours from the start of the exam (10.00), the SEC member, in agreement with the chairman of the SEC (deputy chairman of the SEC), decides to complete the exam in this PES with the execution of the corresponding PES forms.

Organizers outside the classroom assist USE participants in moving around the PES. The organizers inform the USE participants of the classroom numbers in accordance with the automated distribution and accompany the exam participants to the classrooms.

The organizers in the audience check the compliance of the identity document of the USE participant with the form PPE-05-02 "Protocol of the USE in the audience" and send the USE participant to the workplace according to the lists of automated distribution.

During the exam in the PES classrooms public observers should pay attention to:

On the desktops of USE participants, in addition to EM, there may be the following items:

gel, capillary pen with black ink;

identity document;

medicines and nutrition (if necessary);

permitted to use means of education and upbringing (in mathematics - a ruler, in physics - a ruler and a non-programmable calculator, in chemistry - a non-programmable calculator, in geography - a ruler, a protractor, a non-programmable calculator);

special technical means (for persons with disabilities, children with disabilities and the disabled);

drafts with the stamp of the educational organization on the basis of which the PES is organized (in the case of the Unified State Examination in foreign languages ​​with the “Speaking” section included, drafts are not issued).

The organizers must conduct a briefing for the participants of the exam. The tutorial consists of two parts. The first part of the briefing is held from 09.50 local time, the second part of the briefing starts no earlier than 10.00 local time.

During the first part of the briefing, the organizers must necessarily inform the participants of the exam:

about the procedure for conducting the exam,

about the rules for writing examination papers,

about the duration of the exam,

on the procedure for filing an appeal for violation of the established procedure for conducting the GIA and an appeal for disagreement with the points given,

about cases of removal from the exam,

about the time and place of acquaintance with the results of the exam,

that records on KIM and drafts are not processed and not checked.

During the second part of the briefing, the organizers demonstrate to the USE participants the integrity of the packaging of the special delivery package with IC.

The packaging of the delivery package with IC must be opened by the organizers no earlier than 10.00 local time. Then the organizers distribute the IC to the participants in random order, ask the USE participants to check the integrity of their IC, open the IC along the perforation line and check the complete set of the issued examination materials, the absence of printing defects and the number of pages of the KIM. If discrepancies in barcodes are found, the presence of extra (shortage) forms, typographical defects, the organizers must completely replace the individual set for the USE participant with a new one.

The organizers ask the USE participants to start filling out the registration forms and the registration fields of the answer forms. In the course of filling out, the organizers inform the USE participants about the rules for completing the examination paper and that the entries on the KIM and drafts are not processed or checked, and also check the correctness of filling in the registration fields on all USE forms for each USE participant and the compliance of the USE participant's data in the document , proving the identity, and in the registration form. If an erroneous filling of the registration fields is found, the organizers instruct the USE participant to make the appropriate corrections. Upon completion of filling in the registration fields of the USE forms by all participants, the organizers announce the start and end times for the examination work, fix them on the board (information stand).

Note. The duration of the examination work does not include the time allocated for preparatory activities (instructing participants in the USE, issuing EM to them, filling in the registration fields of the forms, setting up the necessary technical means used during the examinations).

During the execution of the examination work by the USE participants, the organizers must keep order in the audience.

When leaving the classroom, USE participants must leave the EM and drafts on the desktop, and the organizer must check the completeness of the materials left.

Requirements for compliance with the procedure for conducting the exam in PES

On the day of the exam (in the period from the moment you enter the PES and until the end of the exam) it is prohibited:

USE participants - to have with them a notice of registration for exams, communications equipment, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information, as well as to take EM out of classrooms and PES on paper or electronic media, writing instruments, written notes and other means of storing and transmitting information, photographing EM;

organizers, medical workers, assistants who provide the necessary assistance to USE participants with disabilities, children with disabilities and disabled people, technical specialists - to have communication equipment with them and take EM out of classrooms and PES on paper or electronic media, photograph EM;

to all persons who are in the PES - to assist the participants of the exam, including transferring to them means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

persons who are not prohibited from having means of communication with them - to use them outside the Headquarters of the PES.

Persons who have committed a violation of these requirements or another violation of the Procedure are removed from the PES. Members of the SEC draw up an act on the removal of a person who violated the Order from the headquarters of the PES in the zone of visibility of CCTV cameras.

If the USE participant violated the Procedure, the SEC members draw up an act to remove the USE participant from the exam (form PPE-21 "Act on the removal of the GIA participant") who violated the established Procedure, at the headquarters of the PES in the visibility zone of CCTV cameras. The organizer puts a corresponding mark in the registration form for the USE participant and in the form 05-02 “Protocol of the USE in the classroom”.

If the USE participant, for health reasons or other objective reasons, cannot complete the examination work, he leaves the audience. The responsible organizer must invite the organizer outside the classroom, who will accompany such an USE participant to a medical worker and invite a member (members) of the SEC to the medical office. If the medical worker confirms the deterioration in the state of health of the USE participant and with the consent of the USE participant to complete the exam ahead of schedule, form PPE-22 "Act on the early completion of the exam for objective reasons" is filled in the medical office by the SEC member and medical worker. The responsible organizer and head of the PES put their signature in the specified act. The responsible organizer puts a corresponding mark in the registration form for the USE participant and in the form 05-02 “Protocol of the USE in the classroom”.

These acts are sent on the same day to the SEC and the RCOI for accounting when processing examination papers.

At the request of the USE participant, the organizers must issue additional drafts with the stamp of the educational organization on the basis of which the PES is organized, additional answer forms No. 2 (in the case when there is no space left in the answer area of ​​the main answer form No. 2).

USE participants have the right to leave the classroom and move around the PES only when accompanied by one of the organizers outside the classroom.
