Everyone can see the global scale and scale of repairs and alterations - the entire center of Moscow has been dug up for more than three months, torn apart, partitioned off and clogged with all kinds of equipment. It would seem that everything could have been done on such a grand scale a long time ago, but ... the end of the work is still far away.
And the reason is so simple...

Recently, I moved to Sadovoye and every day from the balcony I can observe the progress of work on Sadovaya-Sukharevskaya - how they make nests for trees, and how cable channels are laid, and how paving slabs are laid, and how asphalt is changed at night.
Well, and, accordingly, draw certain conclusions and get an unambiguous answer on at least about one of the weighty reasons that all this has been going on for several months and will continue for at least another month. Although there good examples when a large-scale reconstruction of some streets was carried out simply at a cosmic pace with minimal inconvenience for the city, its residents and drivers.

To illustrate my findings, over the course of one day, from time to time, I took pictures from the same point of view on the construction sites where I observed the workers. Green arrows marked those who do something, red arrows marked those who kick x...and, husk seeds or just sleep.

And 4 more loafers 20 meters from the previous ones.

An hour has passed. I shoot from the camera at the same locations.
At the first location, life is barely glimmering. Already two workers and both are busy with something

Four comrades slowly move from the first to the third. Looks like they need a lot of work...

Yes, there really is a crowd of people here. As many as 6 work and 14 scratch their tongues ...

Fourth location. And again everyone is working there, like an hour ago. All 7 workers.

Fifth location. Nothing changed. Four idlers against one conditionally doing something

Another two hours passed.
People appeared at the first two, two were doing something, five more were very tired and were toiling from idleness

On the third, nothing changes - there are still a lot of people and still no one does anything, all 13 people.

At the fourth location, apparently, a small smoke break. Four rest, five continue to work. They were joined by four people from the fifth location. True, they are idle, as in the previous place.

If we sum up the dry numbers, then it turns out the following:
- 35 people were seen working
- rested doing nothing 95 people, almost three times more.
I understand that people should have a break, and I fully admit that at some point I got on the resting teams. But, I repeat, I watch this construction site every day, I constantly see how a few units of workers work, and the majority play the fool, highlighting short breaks for work in this process.
At the same time, there are areas, as I said above, where people work all the time, whenever they go out to the balcony to look.

On the night of April 22, 2017, Moscow entered a period of constant road repair which will last until October. According to the press service of the capital's mayor's office, the steady weather will allow the specialists of the complex to begin replacing asphalt on key highways of the capital.

Work will be carried out at night with a partial restriction of traffic.

It seems that there is nothing remarkable in the competitions - everywhere there is a certain price reduction (within 5%), everywhere there are several participants - all the competitions took place.

And it would be possible to relax on this and wait for the start of work in order to take control of compliance with the rules and the project. But no, the Moscow authorities won't let us relax - wherever you go, there are violations everywhere. Not without them in this case.

Moreover, unlike the petty dirty tricks that are usually inherent in tenders for a construction site in Moscow, here people immediately committed a criminal offense. (No, there were also minor dirty tricks - the design documentation was posted in the competitions only after my complaints to the FAS.)

What is the essence of the crime? Everything is very simple - LLC Technoconcept and JSC Agency for the Development of Advanced Technologies entered into a cartel, that is, they committed a crime under Art. 178 of the Criminal Code:

Pierced guys on trifles. They prepared perfectly - no director. neither the founders of the companies are connected in any way (at least according to open sources this relationship is not observed). However, I not only found this connection, but also documented it. Someone involved in the registration of Technoconcept LLC in the SRO of builders screwed up and indicated his work phone number there. Work phone in the office of JSC "ARPT". Since it is obvious that two structures that did not constitute a group of persons participated in the competition (which would allow circumventing the restrictions of the antimonopoly law), the presence of a carefully concealed connection between them almost unequivocally indicates collusion.

And now we raise our eyes up and look at the date of issue of the SRO approval certificate for Technoconcept LLC. Yes Yes, 06.03.2017 , a few days before the submission of documents for the competition. He did not have any other permits, that is, the company NEVER fulfilled construction works in general, and even more so for the amount of 200,000,000 rubles, as required by participation in more than billions of dollars of competitions.

But the entire commission of the customer, Technoconcept LLC, joyfully allowed participation, and then recognized it as the winner.

Materials about all these violations will go to the Main Control Department, the Federal Antimonopoly Service and the Investigative Committee today. Contracts have not yet been concluded, there is a chance that they will not be concluded. Because when construction begins with fraud, you can be sure that it will end with disgusting quality and a waste of funds.

And Muscovites will swallow dust all summer long, and then stumble on poorly laid tiles.

- In the city, the streets were again dug up due to repairs. Muscovites are complaining.

If you parked your car, then you couldn't get it out of those traffic jams that were gathering on the sidewalks and roads. Now we are opening sidewalks for pedestrians. Look at Tverskaya. It became more space, restaurants, verandas began to open one after another, people relax, communicate.

This year, sites freed from unauthorized construction were included in the My Street program. As long as there are empty spaces. Near the Krasnopresnenskaya metro station, drivers park their cars on the site of a demolished restaurant.

We will carry out landscaping at all sites where the samostroy was demolished. We will plant squares, put up benches. We plan to complete the installation of cable ducts, granite paving, installation of borders in July. And we will start planting trees in late October - early December. According to environmentalists, seedlings take root better this way.

On some streets in the historical part of the city, there is no drainage system at all. And where it is, communications cannot physically cope. Last year we had abnormal rains and flooded the streets. Of course, we drew conclusions and monitored the existing engineering networks. This year we are laying new drainage pipelines and installing additional gratings. First of all, on the Garden and Boulevard Rings, on the embankments, in Kitaigorodsky Proyezd, next to the Zaryadye Park. At the same time, we make sure that construction waste does not get into the stormwater drain. After all, the gratings were in the area of ​​​​improvement of the streets.

This year, under the My Street program, 82 streets, embankments, entrances to the city and sites near the Moscow central ring. The list includes Tverskaya (from Nastasinsky Lane to Triumphalnaya Square) and 1st Tverskaya-Yamskaya Streets, Garden and Boulevard Rings, old streets near the park in Zaryadye, the museum quarter on Volkhonka, the new Khokhlovskaya Square with a preserved wall fragment white city, Tverskaya Zastava square in front of Belorussky railway station with a restored tram line.
