Entrance to the mill construction market. Entrances to the village are always open

Topic of the meeting:

  • Exit to Mosrentgen from Kaluga Highway
  • About bus route #804
  • About the hostel in Voentorg

Let's take a closer look at the answers.

About the exit to Mosrentgen from the Kaluga highway (0:00)

Mitrofanov

  • Kaluga highway- the road of the 1st category. According to the “law on roads”, exits from roads of the 1st category are carried out through pockets. It is impossible to make a check-in from the Kaluga highway through the territory of the market, because immediately under the bridge there is an intersection of flows from the tunnel outer MKAD and congress internal MKAD. This race SHOULD NOT be! But he APPEARED! Moreover, entry for all residents is free and available around the clock!
  • The situation with the strengthening of the roof of the tunnel is being considered so that the bus can be launched along the old route.

Reply imosrentgen

  • So there shouldn't be an exit because it's a Category 1 road or a stream crossing? The status of the 1st category does not interfere with having a check-in for the Kaluga highway without doubler/pocket for:
    • Market Slavic world
    • bus stop
    • Service "Autocircle" and tire fitting
    • EKA gas stations
    • ABCs of taste
  • The crossing of streams did not prevent us from making a bus stop for a number of buses and minibuses that move from Teply Stan and interfere flows from MKAD, from the market and MEGA
  • Furthermore, bus stops is on the Kaluga highway itself if there is an understudy - from the region. There is no need to appeal to the "laws on the roads" with such idiocy. It was necessary to go to the prefecture and to the designers and to foresee the problems of the inhabitants.

Residents response

  • The market closes at 19-00, the passage is closed from 22-00
  • We pay 200 rubles for a plastic card
  • Why the market should be given all the data
  • What happens after February 2018?
    • The answer from the comments under the video - it seems like according to the general plan, the entrance should be closed

About the flow of cars through Mosrentgen (3:01)

Mitrofanov

  • What is the main problem of our settlement? Till reconstruction in progress MKAD and Kaluga Highway traffic everywhere is practically limited. You know this very well. What is happening with us now? Everyone now has a navigator in the car that says very clearly - the Moscow Ring Road is stopped - drive through Mosrentgen. Therefore, we have one stream going through the “old” Mosrentgen, and the second through Solomatin and at the church, they meet and stop. Our road ends near the church.

Reply imosrentgen

  • 2 problems were voiced - the current reconstruction of the Moscow Ring Road and the Kaluga highway and the lack of rights to the road. Interchanges with Moscow Ring Road and Kaluga opened. And the rights to the road seem to have been decided at public hearings, as the Head of the Administration Ye.N. Yermakov spoke about. at public hearings and through Nicky TV. 30% of the territory is confiscated/redeemed from the market, including the road to the bridge. The bridge is also redeemed from Mega. A question from residents in the continuation of the exit from the Kaluga highway - Why can't you buy the congress through the market? Why hasn't the current road been purchased yet?

Residents response

  • What we shall do?
  • How to get from Butovo?
  • Why did they do it? They don't know we live here?

About the public hearings of 2016 - epic (6:49)

Mitrofanov

  • My dear residents, I can now return you all to public hearings a year ago! I have all the videos, all the papers from when the road project was presented. There are many active workers here, but people said in unison: “ We don’t need any other roads on the territory of the settlement!" Then it was said - listen guys - around construction in progress! You refuse to join internal and external roads - you will find yourself in an unpleasant situation. A year and a half has passed - you are in this situation.
  • The road has been gone since 1998. The settlement has existed since 2006. Turning to the court today, the judge asks the question - you are the plaintiff. Yes plaintiff.

Reply imosrentgen.

  • First of all . They affected the MKAD as much as possible. There were no exits to the Kaluga highway, other than those available through the mega and Kornilov, in the comments.
  • Secondly, the project for the reconstruction of the Kaluga highway passed by Mosrentgen and this has not bothered you so far.
  • Third Oleg Alekseevich
  • This statement by Mitrofanov clearly shows the ignorance and venomous opposition of the residents at public hearings. Moreover, he removed himself during the design of the planning project. Withdrew during the course public hearings. He did not collect a single signature and only at the very end struck a “sign of consent” with the residents. And now he returns the inhabitants to a year and a half ago and reproaches them, . There are no words.

Residents response

  • Have you sued? "Not". You didn’t file a lawsuit, but you are telling on behalf of the judge. Interesting position.

About barriers (30:12)

Mitrofanov

  • The agreement was like this. The budget will put barriers. For these barriers to work, it must be the decision of the owners. People wanted to raise money for barriers - we didn't give them.

Residents response

  • The head of the administration said: I put barriers as part of the fence. Then I hand over to you for management, and electronics, etc. residents organize. And then Mitrofanov called and said: "Forget it and don't remember it." It's been 10 months and you haven't done anything.

About the hostel in the military department (42:01)

Mitrofanov

  • The only smut that exists on this moment- This shopping center Voentorg. It is the property of the Ministry of Defense. For 3 years, 5 official letters were written to the Ministry of Defense with a request: to put it in order or give the settlement for rent / redemption as you like. Response for all 5 letters: "Property of the Department of Defense will be used in the interests of the Department of Defense." last conversation was oral, when they put up for auction each room separately. They were offered to lease for 20 years. Answer: "We will lease, but for 1 year." The stupidity is complete. For 20 years we could put it in order. Make a gym downstairs. We refused. The room where the dining room used to be was rented by a figure named Kondalov. There are official documents. His activity is not limited by anything except the law. He is going to make a Hostel (Nochlezhka) for guest workers here. This activity not subject to any licensing. We started working this question very smart. At the council of deputies, the Administration was instructed to prepare all the documents so that there was something to handle. We are categorically against having such a hostel here. … According to the law, we cannot show him anything. Illegality may be that the premises are non-residential, and people will live in it.
  • Opposite the first house they were going to open a pub. I can tell you the reaction of the residents. Half said - Cool, we need it.

Residents of the village of Mosrentgen are forced to pay for returning home, according to the Moscow 24 TV channel. The barrier on the road was suddenly installed by the administration of the market. Drivers refuse to give money, a huge traffic jam accumulates at the entrance. Suffering and public transport.

Cashiers are already tired of answering these questions. They are asked daily by drivers who turn off the Kaluga Highway to get to the village of Mosrentgen or the Mega Teply Stan shopping center.

“Here the child needs to be taken away from Mega and had to pay 50 rubles. Each circle - 50 rubles, 1.5 thousand per day. It turns out that now, in order to turn around, we either need to drive through the Moscow Ring Road, or turn around somewhere above, wasting time. And now we are losing money,” said motorist Anna Beloglazkina.

This is one of the most popular roads to the village of Mosrentgen. Locals often pass through it, but since August 20 it has become the entrance to paid parking market. Those who are not going to stop have to give 50 rubles. Many drivers, having learned about this, turn around. Because of this, traffic jams are formed.

Most of all, the locals are angry. They don't understand why they have to pay someone to get into their home. We have already calculated: it will cost at least 1000 rubles a month. The only thing left to do is find a way around.

The problem united the inhabitants of the settlement. A post about the introduction of tolls in one of the social networks has collected more than two hundred comments. Passengers of public transport have also joined, because buses paid section are now going around. It used to take 20 minutes to get to the metro, now you have to stand in traffic jams for about an hour.

Security at the entrance to the barriers has been strengthened. Now it looks more like an object of increased danger. True, the administration of the market said: people in uniform here perform the duties of traffic controllers, and the fee is collected only in order to unload the road. The road, says the director management company, is privately owned.

There are three ways to bypass the toll road. People come to Mosrentgen from the Kiev highway along General Kornilov Street or from the Moscow Ring Road through the Mega shopping center. There was also an entrance from the Kaluga highway, however, you will have to drive further - to the village of Mamyri.

Legality of barriers on the most short cut confirmed by the local government. “There were a lot of complaints related to anti-terrorist security this object, with the preparation of a safety data sheet. And one of the conditions of the safety data sheet was just the organization access control on the territory of the trade and market complex, ”explained the head of the administration of the Mosrentgen settlement, Sergey Ermakov.

A solution to the problem for the locals still found. Those who are registered in Mosrentgen have already begun to issue plastic cards for free pass. So far for six months - until February 1. You still have to pay 200 rubles, according to the market, for servicing the card.

The Moscow headquarters of the All-Russian Popular Front turned to the prefecture of Troitsky and Novomoskovsky districts of the city of Moscow with a request to verify the legality of the actions of the directorate of the management company and the administration of the settlement of Mosrentgen to install a barrier on the shortest path leading to locality, as well as explain why the road so popular with residents was fenced off without first creating an alternative short cut to the settlement.

NEW MOSCOW = 22/09/2017 = Residents of the village turned to the regional headquarters of the ONF. For a whole month, the road home has become a real test for them - the market management has blocked the most convenient and shortest exit to the village from the Kaluga highway with a barrier. The road used by all the locals has now become the entrance to the paid parking lot of the market. At the same time, you have to pay regardless of whether you are going to park or go directly to the village.

“The installation of the barrier created a lot of inconvenience for people. Having learned that the road has become toll, many motorists turn around right next to the barrier to take another road, thus traffic jams are constantly formed here. The route of public transport has also changed. If earlier local residents comfortably got to the metro in 20 minutes, now they have to take a detour, spending about an hour every day in traffic jams, ”said Vyacheslav Lysakov, co-chairman of the regional headquarters of the All-Russian Popular Front in Moscow, State Duma deputy Vyacheslav Lysakov.

The directorate of the management company claims that the barrier was installed legally - the road is privately owned. The passage to the village is not completely blocked, there are other ways. The local administration explained the installation of the barrier as one of the elements of the market safety data sheet.

Today local residents began to issue plastic cards for travel to their homes. However, not everyone can exercise this right. If a resident of the village is not the owner of the car, then the card will not be issued to him, since the car is not registered to him. In this case, you will have to pay for each entry. And those who permanently reside, but are not registered in Mosrentgen, are not issued a card either.

“Thus, a significant number of residents of the village are threatened with daily unplanned expenses. Inviting guests or driving up to the house by taxi also becomes a problem. The same applies to the passage of ambulances or fire trucks,” Lysakov said.

Residents are also outraged that when applying for a travel card, they are required to provide the administration with their passport data and data from the vehicle registration certificate. And no one gives a guarantee that the personal data of residents will not be transferred to the wrong hands.
“The traffic situation in the village itself has become more complicated. Buyers who come to the market but do not want to pay, transit through the village, since travel is free in this direction. Residents complain that the traffic has increased, the roads of the village are not designed for such a load, therefore they demand to dismantle the barrier and restore the usual traffic,” Lysakov said.

The Moscow headquarters of the All-Russian Popular Front appealed to the prefecture of the Troitsky and Novomoskovsky districts of Moscow with a request to check the legality of the actions of the directorate of the management company and the administration of the settlement of Mosrentgen to install a barrier on the shortest path leading to the settlement, and also to explain why the road so demanded by residents was fenced off, without first creating an alternative shortcut to the settlement.

The head of the village of Mosrentgen immediately made contact with the VM correspondent.

I want to say right away: there are several races to the village of Mosrentgen. And no one is going to restrict the freedom of movement of citizens, - comments Oleg Mitrofanov. - There are free rides from the side of the Kiev highway, from outside MKAD and from a multi-level interchange on the MKAD. The only blocked exit is from the intersection of Kaluga Highway with the Moscow Ring Road, and this exit is located on the territory of the Slavyansky Mir market.

And the problem with which the residents of the village turned to us arose for this reason.

A large shopping center appeared in the settlement. To get from the Kaluga highway to Mosrentgen, trucks with goods for him drove through the market.

And in order to stop this transit, - Mitrofanov explains, - barriers were installed.

Opposite the barriers there is another shopping center, during the construction of which they did not take into account that there should be more road junctions in such places.

Two years ago, the Deputy Mayor of Moscow for Urban Policy and Construction, Marat Khusnullin, came to us, the issue of the reconstruction of the Kaluga highway was discussed, - says Mitrofanov. - When the reconstruction is completed, there will be no entry through the market.

In the meantime, the management of the market went to meet the residents. All car owners registered in Mosrentgen could get a pass that allows you to drive through the market for free.

Such a document costs 200 rubles.

The entrance to the market from the Kaluga highway, as the correspondent of "VM" was convinced of this, having left the place, is indeed equipped with barriers and video cameras. They let me into the market administration without any problems, although director Vladimir Nuss refused to communicate. But with the assistance of his employees, they managed to see the documents, from which it followed that the entire territory, together with the exit to the Kaluga highway and the Moscow Ring Road, really belongs to the market. I also managed to get acquainted with a letter from the Moscow Department of Transport dated August 29, 2017, signed by the deputy head of the department Yevgeny Adamov, which says that “the design decisions for the period of operation of the interchange do not provide for the organization of an exit from the Kaluga highway to the village of Mosrentgen near the Slavyansky Mir shopping center” and the very organization of an additional congress is inexpedient and unsafe.

In the administration of the market, they also showed us a letter instructing us to introduce a checkpoint regime for entering the territory for security purposes.

The letter was signed by the police, the FSB and the National Guard, but has no outgoing numbers.

Such a concern for safety looks strange - only one exit is equipped with a barrier - to the Kaluga highway, which motorists in the village of Mosrentgen have used for many years. The remaining eight exits are open. The market itself, with its unsanitary conditions and chaotic parking, resembles the infamous "Cherkizon" (Cherkizovsky clothing market. - "VM"). So the "concern" about safety for some reason touched only one exit.

Of the 12,000 residents of the village of Mosrentgen, 4,000 people received a card that allows them to enter for free through a paid barrier. The card is valid until February 2018. Just in February next year in accordance with the Targeted investment program of the city of Moscow, the reconstruction should be completed road junction MKAD with Profsoyuznaya Street, and this exit, where the barrier is installed, will be closed.

DIRECT SPEECH

Marat Khusnullin, Deputy Mayor of Moscow in the Moscow Government for urban planning policy and construction:

The second section of Kaluzhka - from Vatutinki to the central ring road - is being actively built. Work will be completed in 2018. By the end of the year, the main work on the reconstruction of the interchange at the intersection of Profsoyuznaya Street with the Moscow Ring Road will be completed. The priority now is public transport, and for its development, metro stations are connected with outbound highways. Last year became a record road construction- 117 km of roads and 45 artificial structures- flyovers, tunnels, bridges.
