Residents of the Ramenok district have been protesting for several years against the 3538 road project, which, in their opinion, will kill the district and will not bring any benefit to anyone in Moscow. In February 2016, the fight against this road reached new level- the police came to the aid of the builders. And if before that the residents themselves could stop the builders and prevent illegal work from being carried out, then they could not cope with the police. The intervention of the police has not changed the legal and rational aspects of the problem - the road is still illegal, it still threatens the area with gigantic harm, and it still does not make any practical sense for the city.

1. NO ONE NEED THE ROAD
The most interesting thing is that no one needs the road. In principle, it cannot solve any transport problems, since it does not lead anywhere.

According to the project, it should pass from Michurinsky Prospekt perpendicular to Ramenki Street and run into Svetlanova Street. Svetlanova Street, in turn, rests on a tiny understudy of Lomonosovsky Prospekt - the left lane turns only to the left there, so only one lane goes straight. Already now, when only residents of this street and those drivers who drive from Ramensky Boulevard use it, there are huge traffic jams on Svetlanova Street every morning. In order to turn onto Lomonosovsky Prospekt, sometimes you have to stand for 40 minutes. If the flow is directed there from the projected road 3538, Svetlanova Street will simply stop. Thus, it will not be possible to unload Michurinsky - it will still be impossible to quickly get out along this passage in the direction of the Universitet metro station. 2. PROXIMITY TO KINDERGARTEN AND SCHOOLS
According to the project, the total width of the road will be 25 meters, of which 11.25 meters is the width of the carriageway. At the same time, the number of lanes is not indicated, and according to the standards, from two to three lanes can fit into this width. If the project is implemented in this volume, about 10-15 meters will remain from the roadway to the entrances of residential buildings and the territory of the kindergarten, which is already a violation of sanitary standards.

However, at the same time, the project states that this width is maintained "until the reorganization of the territory begins" - apparently, we are talking about building in the valley of Moscow State University. Accordingly, after the beginning of the “reorganization of the territory”, the width can be increased, and in this case the road will not adjoin kindergartens and schools, as it is now, but will generally pass through their territory. In favor of the upcoming expansion is the fact that an underground pedestrian crossing is planned on the road - they do not make underpasses through two-lane roads, but through four or more they are building.

But even according to the current project, road 3538 will pass a few meters from the Svetlana kindergarten (part of GBOU TsO 1434), kindergarten No. 1544 and school 1434. A few meters in literally- the fence of the school and gardens will be on the sidewalk of this road. This is flagrant violation sanitary standards - in the set of rules (SP 42.13330.2011) “Urban planning. Planning and development of urban and rural settlements. Updated version of SNiP 2.07.01-89 "It is determined that children's areas preschool institutions should not adjoin directly to the main streets. In fact, this means that children in two kindergartens will walk on the side of the road (in the Svetlana garden, the outdoor playground is located almost close to the fence that will face the road). To reduce harm, the project provides for the installation of noise screens like those installed on the Moscow Ring Road, but even if we put aside the aesthetic aspect of the issue, these screens still do not change anything - children's institutions should not stand on the road.

At the same time, in 2002, an examination showed that the noise standards would be exceeded, and no one measured the mud standards at all. Obviously, the risk of oncological diseases will increase - studies clearly show that proximity to large highways increases the risk of cancer, especially in children.

Also, the road will pass close to several panel houses, whose residents will also be at risk. From the entrances of three houses - houses 37 and 39 along Michurinsky Prospekt and 9k1 along Ramenki Street - it will be possible to go straight to the roadway. A few more houses are located a little further, but the exhaust will reach there as well.

4. SAFETY AND ENVIRONMENT
The road cuts the area into two parts, and great amount people, and first of all, a huge number of children will walk through this road at least twice a day. The project includes a pedestrian crossing, but it is located NOT AT THE SCHOOL. That is, it is assumed that the student left the house, made a detour, reached the transition, crossed, and went back towards the school. At the same time, any studies show that children, due to their age, are careless about their own safety and DO NOT CROSS UNDERGROUND OR EVEN GROUND CROSSING, if exists physical ability shorten the path by going to the wrong place. Simply put, it is obvious that a huge proportion of children, especially those who are late for school, will run across the road right outside the school in order not to make a detour. Given that two-thirds of all pedestrian accidents are related to hitting children, such a project for schoolchildren is deadly. Children will run through several lanes, despite the fact that there are no speed bumps or speed limit signs.

Now the builders are preparing to remove the fence of the kindergarten "Svetlana", which interferes with the work, that is, for some time Kindergarten there will be no fence at all. The playground for children with special needs will be demolished to make way for the road.

Educational complex 1434, which includes 2 schools and four kindergartens (numbers 1, 2, 3, 4, 5 and 7 in the picture), will be divided into two parts by a road.

In addition to the fact that the road will increase the risk of cancer and greatly reduce the level of safety, for its sake it will be necessary to significantly reduce the amount of greenery in the area and actually destroy part of Ramensky Park (the part that adjoins Ramenki).

5. AESTHETICS
Now the area where the road is supposed to be laid is the only vast green area between the houses in the area. Lawn, large trees, walking paths - a square suggests itself here, and not a multi-lane road.

To protect kindergartens and schools from noise and dirt, it is planned to install two protective screens 4 meters high and about a hundred long. Once again - in the center densely populated area, in fact, in the yards, it is planned to install transparent screens that are higher in height than those on the Moscow Ring Road. This will be the only case of using such screens inside a residential area in Moscow.

For the sake of construction, it will be necessary to destroy the memorial and the alley, which the residents laid down last year. In the spring, several dozen lilac bushes planted last year should bloom on the lawn, benches have already been installed, and lighting has been partially installed. All this is done by local residents at their own expense.

Memorial dedicated to the anniversary of the Victory in the Great patriotic war, was also installed last year. It was planned that in next year There will be a small park in this area.

Obviously, from an aesthetic point of view, such an alley and such a square are better than a multi-lane road with screens 100 meters long and 4 meters high.

The decision to lay the alley and the memorial was approved by the council of municipal deputies of the Ramenki district. The corresponding appeal was sent to the Moscow City Duma. The installation of the memorial has been approved by the Monumental Art Commission.

6. VIOLATIONS MADE IN THE DESIGN OF ROAD 3538

7. DOCUMENTS AGAINST THE CONSTRUCTION OF THE ROAD

A) Examination in 2002 showed excess noise near kindergartens.

B) The Department of Education of the city of Moscow declared it inappropriate to build a city highway “in case of a clear violation of the norms of SanPiN 2.4. and supported the residents' appeal to cancel the 3538 road project (June 6, 2006).

C) The Ministry of Construction admitted that the project was drawn up with violations - it is impossible to prepare design documentation for a linear facility (in this case- road) only on the basis of GPZU. There should be a planning project and land surveying projects, which, respectively, are approved after public hearings (February 24, 2015).

D) The Council of Municipal Deputies of the Ramenki district decided to demand the suspension of all work on the implementation of the second stage (May 26, 2015).

E) The Administration of the President of the Russian Federation decided to suspend work until the creation of a conflict commission and the development of a compromise solution (September 1, 2015)

8. OPINION OF LOCAL RESIDENTS

Over the past few years, local residents have held rallies and collected signatures against the construction of the road. They agreed that the first stage of construction should be completed and the second stage corrected. Thousands of people took part in the rallies, several thousand signatures were collected. Appeals sent to hundreds of instances. The vast majority of local residents are categorically against the implementation of the second stage of the project in full.
As a compromise, local residents are ready to discuss a project that will build a section of the road that will continue Svetlanova Street along the house 29k4 and end there with a dead end. 9. SUMMARY
The road project 3538 is a plan to build a road that will significantly worsen the quality of life of the people of the Ramenki district, worsen ecological situation area, seriously reduce the level of safety of local residents, lead to a significant number of accidents involving children and disfigure appearance one of the greenest and most prosperous districts of Moscow. Wherein practical use this road is minimal, since it actually turns out to be a "dead end" - it will run into those streets that are already overloaded. The cons of this road are obvious, there are almost no pluses.

Bonus: USE OF FORCE AGAINST LOCAL RESIDENTS
Before a certain moment the struggle between builders and residents was carried out in the legal field - residents demanded to provide permits for work, and in their absence, work was not carried out.

However, in February 2016, disputed area the builders appeared, accompanied by unknown persons, who, with the connivance of several dozen policemen present, began to beat local residents. In fact, it was the policemen who provided the large construction equipment with access to the site. At the same time, about a dozen people were injured, two were hospitalized, one victim received severe injuries, including craniocerebral.

The site has now been transformed into hot spot- at any attempt of local residents to demand to show documents or simply answer the question “what kind of work is being done”, the builders threaten local residents massacre and try to take away mobile phones.

Unidentified persons who attacked residents in early February are constantly in the area and violate public order- at a minimum, they relieve themselves near garbage cans and entrances of houses and threaten local residents.

Move parked vehicles to drive directly to the fire. Yes, they really lifted cars like an old chiffonier and pushed them aside. Narrow passages and an abundance of personal vehicles, coupled with a disregard for one's neighbor, do their job. I have exactly the same sad situation in my yard, so this case is far from the only one, and far from the most tragic. In Odintsovo, the employees of the Ministry of Emergency Situations still managed to get to the place of emergency and cope with the fire, but in Yoshkar-Ola, also quite recently, on February 10, five people were left homeless due to the fact that firefighters simply could not get close to the burning house .

In a civilized world, to which we all aspire to one degree or another, it is customary to solve problems. Moscow is coping with them to the best of its ability. Paid parking, no matter what anyone says, made the center go. New overpasses have facilitated access from the region to the city. The usual way of life, however, was somewhat shaken, but the benefits of the changes did not become less obvious.

However, despite the obvious benefits, many people still believe not in their eyes, but in fairy tales. My mother-in-law lives at the intersection of Michurinsky Prospekt and Ramensky Boulevard in the same residential area, and this area has a problem. From there it is difficult to leave both by private car and by public transport. It’s a long way to go to a stop from the depths of the block, and by car you have to dodge around the yards, trying not to touch the parked basins of fellow motorists. Certainly, road network Moscow, to put it mildly, is not perfect. When the old districts were being designed, no one thought that after some time every second would have a credit bucket with nuts. Accordingly, the problems have to be solved as they worsen.

In order to save local residents from these transport inconveniences, it was decided to build an additional road that would surround the quarter (Svetlanova Street in the past Proektirovannaya Proezd No. 3538). A section of the road a little more than a kilometer long would shorten the way for motorists through the yards, and the two stops that are planned there would make the movement of "horseless" citizens more convenient. It remains only to relax and wait for the construction, and then enjoy the opportunities that have opened up. Most likely, the locals would have done just that, but something went wrong.

Here's what my mother-in-law told me. The fact is that suddenly the road became very disliked by some activists. Rallies began, people began to hang pre-prepared banners from balconies and go out to protest with children. Representatives of all opposition forces considered it their due to address the indignant townspeople. The latter, in turn, threw themselves at the excavator's embrasure in order to stop the construction of the "killer road" (as it has recently begun to be called).

The "killer road" got its nickname because, according to those who disagree, children rushing to school will definitely die on it. By the way, the children's storyline is the main one in this protest performance. And as always, she looks cynical and vile. Here is an example of a protest "creativity":

We will hang them on the yellow fences of the builders, let them hang as a symbol of the threat that hangs over our children!!! In Ramenki, between quarters 39 and 37 of Michurinsky Prospekt, the construction complex decided to build the Projected Passage No. 3538, which will become a continuation of the street. Svetlanova. As a result, something unprecedented happened in our area - the residents united against the construction of the road. Unfortunately, since no one has worked with the residents, they are no longer in favor of discussion, but simply categorically against any construction, although a compromise option could be thought out, for example, if the road were local importance, with a ban on the passage of heavy trucks, a lane width of 3 meters, with a speed limit of 40 km / h and means of calming traffic. However, the residents will not leave, because almost every day they are shown how interchanges and highways are opened instead of ordinary streets, so they think that they have literally they are building a highway under the windows that will turn their life into a complete hell. One could try to rectify the situation, but neither the designer represented by Mosinzhproekt OJSC, nor the City Government, nor even Sobyanin - no one lifted a finger on a finger - everyone is relying on strength. At the same time, this fact is hushed up in the media, because how is it possible for someone to criticize the authorities for building an idiotic road?

But in addition to metro lines, highways and interchanges, relatively important are also relatively small objects, "small deeds", which in our big city, maybe not so noticeable, but they strongly influence life in individual microdistricts.

The construction of the Solntsevskaya metro line attracts the attention of metro fans to the South-West of the capital and, in particular, to Ramenki. And there, in addition to the metro, as it turned out, many road projects are also being implemented. One of them - just the smallest thing - the long-planned extension of Svetlanova Street for another block with a right turn to Michurinsky Prospekt. Officially, it is called "Projected Proezd No. 3538" - this was the name this street had until 2013, when it was named after Svetlanov.

A block of several houses south of Ramensky Boulevard long time did not have a developed street and road network, which at one time was postponed "for later": the streets were only on two sides. As a result, some of the houses were deprived of convenient access to the city on Lomonosovsky and Michurinsky prospects (travel is possible only through crowded courtyards). It is even harder for “horseless” residents - the nearest bus stop is half a kilometer from the last house.

Last year, the problem finally shifted from dead center and the construction of the long-awaited passage began. At the same time, in this case, the residents, frightened by the large-scale construction of highways, have nothing to worry about: the construction of a local, entire two-lane passage is underway, which, in fact, will be used only by residents of the nearest quarters. In Figure 1,3,4, 7, 8, 11 - kindergartens (8 - kindergarten for disabled children, 11 - paid kindergarten), 1, 2, 9 - schools, 6 - children's clinic, 10 - playground for invalids.

Educational complex 1434, which includes 2 schools and four kindergartens (numbers 1, 2, 3, 4, 5 and 7 in the picture), will be divided into two parts by a road.

In addition to the fact that the road will increase the risk of cancer and greatly reduce the level of safety, for its sake it will be necessary to significantly reduce the amount of greenery in the area and actually destroy part of Ramensky Park (the part that adjoins Ramenki).

5. AESTHETICS
Now the area where the road is supposed to be laid is the only vast green area between the houses in the area. Lawn, large trees, walking paths - a square suggests itself here, and not a multi-lane road.

To protect kindergartens and schools from noise and dirt, it is planned to install two protective screens 4 meters high and about a hundred long. Once again, in the center of the densely populated area, in fact, in the yards, it is planned to install transparent screens that are higher in height than those on the Moscow Ring Road. This will be the only case of using such screens inside a residential area in Moscow.

For the sake of construction, it will be necessary to destroy the memorial and the alley, which the residents laid down last year. In the spring, several dozen lilac bushes planted last year should bloom on the lawn, benches have already been installed, and lighting has been partially installed. All this is done by local residents at their own expense.

A memorial dedicated to the anniversary of the Victory in the Great Patriotic War was also installed last year. It was planned that next year a small square will appear on this site.

Obviously, from an aesthetic point of view, such an alley and such a square are better than a multi-lane road with screens 100 meters long and 4 meters high.

The decision to lay the alley and the memorial was approved by the council of municipal deputies of the Ramenki district. The corresponding appeal was sent to the Moscow City Duma. The installation of the memorial has been approved by the Monumental Art Commission.

6. VIOLATIONS MADE IN THE DESIGN OF ROAD 3538
A) The road will pass through the territory that did not pass the surveying procedure.

B) The project of the same road with the same contractor is divided into two phases. The total cost of the work is more than one billion, but the cost of each stage does not exceed a billion rubles - accordingly, the authorities were able to avoid public hearings and did not allow residents to express their opinion.

Supporters of the road claim that the road project went through a hearing procedure when discussing the development project for the new territory of Moscow State University, but this is not true. Moscow State University (including the rector of the university Sadovnichiy) confirmed that this road has nothing to do with the new territory of Moscow State University. Road 3538 was planned several decades ago, when there were no current schools and kindergartens in Ramenki and the number of houses was completely different. This is a separate project, and it just did not go through the procedure of public hearings.

C) Violated SanPins in relation to at least two kindergartens and one school.

D) The project has passed the state expertise, for which the old geo-base was taken, on which there is not one house (the project affects its territory) - we are talking about house No. 39 on Michurinsky Prospekt.

E) Examination of the noise level for this house was not carried out.

E) Examination of the level of pollution was not carried out either for this house or for children's educational institutions (two kindergartens and one school).

7. DOCUMENTS AGAINST THE CONSTRUCTION OF THE ROAD

A) Examination in 2002 showed excess noise near kindergartens.

B) The Department of Education of the city of Moscow declared it inappropriate to build a city highway “in case of a clear violation of the norms of SanPiN 2.4. and supported the residents' appeal to cancel the 3538 road project (June 6, 2006).

C) The Ministry of Construction admitted that the project was drawn up with violations - it is impossible to prepare design documentation for a linear facility (in this case, a road) only on the basis of the GPZU. There should be a planning project and land surveying projects, which, respectively, are approved after public hearings (February 24, 2015).

D) The Council of Municipal Deputies of the Ramenki district decided to demand the suspension of all work on the implementation of the second stage (May 26, 2015).

E) The Administration of the President of the Russian Federation decided to suspend work until the creation of a conflict commission and the development of a compromise solution (September 1, 2015)

E) The Commission of the Council of Deputies of the Ramenki District for Urban Planning, Land Use and Infrastructure Development made a decision to adjust the passage 3538 and restrict it from Svetlanova St. to house 39 along Michurinsky Prospekt (December 24, 2015).

G) The Human Rights Council under the President of the Russian Federation sent a letter ( , ) about the need to resolve the conflict situation (February 3, 2015).

8. OPINION OF LOCAL RESIDENTS

Over the past few years, local residents have held rallies and collected signatures against the construction of the road. They agreed that the first stage of construction should be completed and the second stage corrected. Thousands of people took part in the rallies, several thousand signatures were collected. Appeals sent to hundreds of instances. The vast majority of local residents are categorically against the implementation of the second stage of the project in full.
As a compromise, local residents are ready to discuss a project that will build a section of the road that will continue Svetlanova Street along the house 29k4 and end there with a dead end. Such a road will be used by local residents and will reduce car traffic in the yards. Now there is a dirt road on which locals drive and which has turned into a swamp. The residents agree to put this road in order.

For the sake of the road, it is planned to demolish the local weekend fair - at the moment this is the only place in the area where you can buy fresh vegetables and fruits, fish and meat, sausages and cheeses and others outside of large supermarkets. The transfer of this fair to another location was rejected by the municipal deputies.

9. SUMMARY
The 3538 road project is a plan to build a road that will significantly impair the quality of life of the people of the Ramenki district, degrade the ecological situation of the area, seriously reduce the level of safety of local residents, lead to a significant number of accidents involving children and disfigure the appearance of one of the greenest and most prosperous districts of Moscow . At the same time, the practical use of this road is minimal, since it actually turns out to be a "dead end" - it will run into those streets that are already overloaded. The cons of this road are obvious, there are almost no pluses.

Bonus: USE OF FORCE AGAINST LOCAL RESIDENTS
Until a certain point, the struggle between builders and residents was carried out in the legal field - residents demanded to provide permits for work, and in their absence, work was not carried out.

However, in February 2016, builders appeared at the disputed site, accompanied by unknown persons, who, with the connivance of several dozen policemen present, began to beat local residents. In fact, it was the policemen who provided the large construction equipment with access to the site. At the same time, about a dozen people were injured, two were hospitalized, one victim received severe injuries, including craniocerebral.

Now the site has turned into a hot spot - with any attempt by local residents to demand documents or simply answer the question “what kind of work is being done”, builders threaten local residents with violence and try to take away mobile phones.

Unknown people who attacked residents in early February are constantly in the area and violate public order - at least, relieve themselves near garbage cans and house entrances and threaten local residents.
