The southern understudy of Kutuzovsky Prospekt is the last scheme. Northern understudy of Kutuzovsky Prospekt

These strange words in the title - the name of grandiose objects road construction in Moscow. One way or another, you heard them - the North-East Chord, the North-West Chord and the South Rokada. - just an exit from the Schelkovo highway to the temporary storage warehouse in the direction of the Entuziastov highway. And now let's look at these construction sites from the air. The first part on TSW was published by me in May -.

In Moscow, 104 km of roads were built in 2016, which is a record commissioning.

In total, over the past 6 years (between 2011 and 2016), 544 km of roads have been built and put into operation (about 12.5% of all existing street road network cities), including:
- 162 artificial structures (overpasses, tunnels and bridges) and 160 off-street pedestrian crossings were built;
- 8 outbound highways (126 km) were reconstructed, full-fledged understudies were created, as well as dedicated traffic lanes public transport with a total length of 150 km (this is 60% of the entire length of the existing dedicated lanes in the city - 250 km), 350 driving pockets have been created;
- built and reconstructed 13 largest and most complex transport interchanges at the intersection of highways with the Moscow Ring Road.

In 2017-2019 it is planned to ensure the commissioning of roads with a length of 353 km; build 61 artificial structures and 36 pedestrian crossings.

All aerial surveys completed sturman from urbanoid.pro . He has on channel on youtube you can find many interesting videos.

1. The diagram shows the mileage only by chords: how much has already been done, what is in work, and what is still being designed.

2. Let's start with Southern Rokada, where at the intersection with Warsaw highway, the first stage of construction is in full swing - the construction of an overpass for Warsaw highway.

4. The second stage, as I understand it, will be the construction of a tunnel for South Rokada. By at least, there is such a scheme and rendering.

5. We managed to fly, right before the squall.

6. The construction of the tunnel under the railway will be completed, as usual, without stopping traffic.

7. And now the famous T-junction in the air. This is the junction of the South Understudy Kutuzovsky prospect from Mosfilmovskaya street.

17. The superstructure of the old bridge is made in the form of a continuous steel beam with a ride on top, the span formula is 51.2 + 90.0 + 51.2 m. The structure is based on two box-shaped beams 2.5 m high, 2.74 m wide, covered with an orthotropic slab. The beams rest on two common V-shaped supports. The total width of the bridge is 25.4 m, including the carriageway - 18.0 m (4 lanes). As far as I understand, the new bridge will be a copy of the old one according to the scheme.

38. In total, 561 km of roads have been built in Moscow over the past 6 years. This is approximately 12.5% of the entire existing street and road network of the city. Reconstruction of 13 transport interchanges at the intersection of major highways with the Moscow Ring Road, 8 outbound highways was carried out. The length of backups and dedicated public transport lanes was about 150 km. In 2017-2019 it is planned to ensure the commissioning of roads with a length of 353 km; build 61 artificial structures and 36 pedestrian crossings.

39. Happy Builder's Day!

What did they come up with Northern Understudy Kutuzovsky prospect?
Neither at the hearings, nor in numerous publications, there is an intelligible answer on how the new toll "outbound" highway will help the city and how calculations were made that it would not hurt.
All arguments "for" the construction are reduced to the following statements:
1. Moscow City needs this track, because everyone goes to work from Rublyovka.
2. You need a route to bypass Odintsovo, because there are only traffic jams in Odintsovo.
3. The city does not have that kind of money, but investors will invest their own and everyone will be fine.
lets go logical way Let's try to test these claims.
Let's look at the scheme of what is already there and what is planned to be built in the near future.

The highway should unload Kutuzovsky Prospekt. Those. the route of traffic of cars should move from existing roads to a new toll road. To do this, the route must provide entry and exit from it in such a way that, as a result, the direction of movement coincides with the desired route of the motorist. Why else would you go down this road? Simply put, you need to understand where and where the flows will go from the point of view of the project customers.
From where it is more or less clear - Moscow City. We are told that an elite is working there, who all live on Rublyovka. But let's look around us at the teams of companies where we work. How many percent of your company's employees can be called top managers? How many of them can buy a house on Rublyovka? Not at all. Business owners can afford it, and they do not go to the office to work during rush hour. They may not go anywhere at all. In Moscow City, 99% of employees are the same office plankton as everywhere else. They need metro, trains and roads in all directions, and not in the direction of Rublyovka.
Proof. Here you can clearly see the average annual salary of leading corporations and the ratio with CEO income.
Okay, let's say we believed and the flow from Moscow City rushed to the Northern understudy. Where should they flow out of it? The northern understudy cuts through Moscow in transit and 17 km after the Moscow Ring Road ends its existence, merging into the Minsk highway. Those. the task of the understudy (the goal where the flow seeks) lies somewhere between the Moscow Ring Road and the Minsk highway. There are only two exits - Podushkinskoye and Krasnogorskoye highways. They are single-lane and wind very strongly, i.e. their throughput is zero. Because of what fuss? Detour Odintsovo? But we are looking at the scheme - the Minsk highway is the detour of Odintsovo, it was conceived this way from the very beginning, and besides, it goes to Minsk, i.e. this is a major international highway, which is currently being reconstructed as part of a project to increase the capacity of the Kutuzovsky, Mozhayskoye and Minskoye highways.
Again, everything comes down to these two congresses. This is confirmed by a very strange arrangement of payment points. On such small segment toll road(17 km) to completely block the highway twice and collect payment twice from all cars (100 rubles on one and 50 rubles on the second from a passenger car) - why? All over the world, it is customary to either collect once from everyone, if we are talking about a homogeneous section without intermediate exits, or collect at these very entrances / exits, depending on the mileage traveled. What is the point in a high-speed highway with a limit of 130 km / h, if you can’t reach such a speed, you will have to queue at the box office every 7 km.
This suggests that the customer does not believe that the main purpose of the movement will be a through passage to the Minsk highway. So all the same, the goal is exits 1 and 2.
If it's not Moscow-City going there, then who is? If the throughputs clearly do not beat, then it's not about car flows, but about straightening the route for single tuples?
In the diagram, the icons M and NO indicate the estates of Meiendorf and Novo-Ogaryovo. Well, it is, of course, a coincidence, as well as the fact that the direction of movement of the inhabitants of these estates exactly coincides with the direction of the understudy.
Investors, businessmen, cannot invest 40 billion just to straighten the route for flashing lights, they are waiting for a stream of profits, i.e. they accurately calculated that the flow of cars will recoup their costs without attracting budgets of any level.
However, this is not the case either.
Concession agreements that have become popular in recent times with expensive construction projects, they have one feature.
There, indeed, all construction costs are borne by the winner of the competition, only profit is not promised to him, and he is not needed. The main goal is the annual compensation of its expenses, regardless of the effectiveness of the project. Those. the concessionaire takes a loan for a year and builds, at the end of the year he is more than compensated for expenses from the budget and so on for several years in a row, with the possibility of increasing, but not reducing compensation payments. Thus, only those who have secured the support of a bank of several billion rubles will be able to get close to the competition, an unwanted participant will not pass. And announced investment project is obtained in fact financed from the budget. The competition for the Concession for the construction of the Northern understudy from the City to the Moscow Ring Road should be announced in the near future, so that everything can be documented.
What is the result:
1. Moscow City needs this track, because everyone goes to work from Rublyovka. - Not true.
2. You need a route to bypass Odintsovo, because there are only traffic jams in Odintsovo. - Not true, there is already a detour.
3. The city does not have that kind of money, but investors will invest their own and everyone will be fine. - Probably not true either.
Another conclusion is more logical.
The line is needed by officials. Just they go from the center to Rublyovka and back. They are driven by schedules and morning meetings. They need a route where others can be kept out, weeded out by payment and the inconvenience of queues. The officials themselves will go along the green corridor with special passes. They do not need exits and entrances along the way, only destinations- Rublyovka - Center. There is no benefit to the city here. And they easily compensate for the construction of such entertainment from the budget.
And yes, 2 billion per kilometer is not money for such purposes.

Kutuzovsky will draw a Southern understudy. The results of the competition for the design of the highway are planned to be summed up on May 26

The city authorities have announced a competition for the design of the Southern understudy of Kutuzovsky Prospekt. In addition to design and survey work, the city is ready to bear the cost of clearing the territory, relocating engineering communications and connecting ready-made road facilities to engineering networks. The construction of the highway itself will have to be financed by investors who are going to build real estate near the understudy.

The competition for design and survey work was announced by the construction department. It is carried out in addition to the new route planning project, which was approved by the city hall in 2015. The winner of the tender will have to carry out design and survey work in an amount sufficient for the subsequent construction of about 11.5 km of the road, including 5.5 km of the main passage, 4.3 km of congresses, 1.2 km of Minsk street and 0.5 km of adjacent sections of street - road network.

In addition, it is planned to build four underground pedestrian crossings and about 4 km of noise barriers on the projected section (from Minskaya Street to the Third Transport Ring). In places of improvement, the designer must provide for the arrangement of bicycle paths. The results of the competition should be summed up on May 26.

The terms of reference are based on the layout plan of the Southern Understudy, which, in turn, is divided into three main sections - from the Moscow Ring Road to the Aminyevskoye Highway, from the Aminyevskoye Highway to Minsk Street and from Minsk Street to the Third Transport Ring. The future highway will first pass through the territory of the Ochakovo industrial zone, which is currently under renovation, and then cross four Moscow districts - Ochakovo-Matveevskoye, Ramenki, Fili-Davydkovo and Dorogomilovo. Just as in the case of the Northern Understudy, a significant part of the route runs along railway tracks Kyiv direction.

But the road also has a peculiarity - the PA "Natural Reserve "Valley of the Setun River" falls within its sphere of influence.
Railway, specially protected natural area, as well as already existing highways, with which the construction of the Southern Understudy should be linked, determine the presence in the project a large number artificial structures. In particular, the terms of reference of the competition provide for the design of two turning overpasses on the section from Minskaya Street to the Third Ring Road, four reinforced concrete bridges across the Setun River, a five-track and a double-track railway overpasses, which will be reconstructed in accordance with the new loads, as well as another new overpass through the railway tracks.

The layout project also lists other types of artificial structures, they should appear along the direct course of the South Understudy, total length which approaches 11 km. From the Moscow Ring Road to the Third Transport Ring, an overpass is to be built at the intersection with the Moscow Ring Road, a tunnel at the intersection with Ryabinovaya Street, another overpass at the intersection with the access railway line to the Ochakovo industrial zone, an overpass at the intersection with General Dorohova Street and Aminevsky Highway (it will pass second"tier" over the interchange currently under construction in this place), as well as an overpass at the intersection with the Kyiv direction of the Moscow Railway.

At the intersection of the Southern Understudy with major transport arteries - Mosfilmovskaya Street, Minskaya Street and the Third Transport Ring - multi-level interchanges with directed exits are planned. In addition, the planning project provides for work to extend Mosfilmovskaya Street to Matveevskaya Street with the intersection of the Kyiv direction of the Moscow Railway.

This will make it possible to form a connection between the Ramenki and Matveevskoye districts and provide transport services for residential and public buildings, which will be built on the territory of the Volynskaya trading house. In this section, the understudy passes near the protected area (more precisely, right above it), however, the city administration assures that the flora and fauna nature reserve virtually unaffected. In any case, the construction will be accompanied by a complex of landscaping and rehabilitation work including bank protection and revegetation.

The competition announced by the construction department provides for the design of only a part of the understudy and the artificial structures listed in the planning project. The initial (maximum) price of the contract is 1.022 billion rubles. The city administration reminds that the highway will be built as part of a public-private partnership, however, on different terms than the Northern Understudy, for which a concession agreement has already been concluded. “The Targeted Investment Program provides funds for the design of the facility, the liberation of the territory, the relocation of engineering communications and the connection of road facilities to engineering networks. The construction and reconstruction of the highway itself is planned to be carried out with the involvement of investors' funds," the mayor's office notes.

The most famous development project, gravitating towards the Southern Understudy, belongs to the Inteko company. She plans to build 714,000 sq. meters of real estate, including 295 thousand square meters. meters of housing. Delivery of the first stage of residential buildings is scheduled for 2018, construction will continue until 2023. In addition, 58 hectares on Michurinsky Prospekt belong to VTB Bank - it got the land for debts. The site allows the construction of a residential microdistrict with an area of 600 thousand square meters. meters.

The scheme for raising private funds for the construction of the Southern Understudy has not yet been announced, but there is no talk of a concession. One of the options is targeted contributions from developers to the Road Fund. However, specific mechanisms and shares in co-financing are still subject to discussion, as well as the price of the issue. A few years ago, the construction complex estimated the cost of the Southern Understudy at 30 billion rubles.

The authorities of the capital decided to build the southern section of the chord at the expense of the city

The construction of the Southern understudy of Kutuzovsky Prospekt will begin before the end current year and will be completed at the end of 2018 - beginning of 2019. The builders will be able to meet the record deadlines due to the readiness of a number of facilities built as part of the project to create Northwest chord. New track 10.5 km long will run along the Kyiv direction railway through the areas of Ochakovo-Matveevskoye, Ramenki, Fili-Davydkovo and Dorogomilovo, without affecting the green areas.

In Moscow, everything is ready to start construction of a new city highway - the Southern backup of Kutuzovsky Prospekt: the state expertise has been completed, the contractor for the starting section has been selected, and a decision has been made to withdraw real estate objects falling into the construction zone. It was originally planned that the road that would run parallel to Kutuzovsky Prospekt from south side(the districts of Dorogomilovo, Ramenki, Ochakovo-Matveevskoye, etc.) will be built at the expense of investors who have projects in the adjacent territories. “But since part of the road network and artificial structures were erected as part of the southern section of the North-Western Chord, Moscow Mayor Sergei Sobyanin decided to build an understudy at the expense of the city budget,” explains Andrey Bochkarev, head of the construction department.
The remaining scope of work is about 11.5 km of roads, of which 5.5 km are sections of the main route, 4.3 km are exits, and 1.2 km are the reconstruction of Minskaya Street and adjacent sections of the UDS. In addition, several artificial structures are to be built - eight overpasses, including through the tracks of the Kyiv direction of the railway, two turning overpasses in the section from Minskaya Street to the Third Ring Road and four bridges across the Setun River. For the convenience of pedestrians, four underground pedestrian crossings will be made, and in order to protect residential areas from traffic noise, protective screens will be installed along the route. Although the speed of traffic on the South Understudy will be limited to 80 km/h, the traffic light mode will ensure high throughput– up to 3900 cars per rush hour in one direction.
The entire understudy route can be divided into three main sections: the first - from the Moscow Ring Road to the Aminevsky highway; the second - from Aminevsky highway to Minsk street; the third - from Minskaya Street to the Third Transport Ring. By the end of this year, work should begin at the second stage of the project. “Having studied the materials submitted for examination, the experts came to the conclusion that the results of engineering surveys and design documentation meet the requirements technical regulations and other established requirements, and project documentation - the results of engineering surveys carried out for its preparation. Based on the results of the consideration, a positive conclusion was issued, ”Glavgosexpertiza told Moscow Perspective. The contractor for the construction of the section of the Southern understudy from Aminevsky Highway to Minskaya Street will be the Moscow Engineering and Construction Company (MISK), which won the tender announced by the city administration. The winner offered to complete the work for 7.18 billion rubles, with an initial price of 7.21 billion rubles.
According to the Moscow Committee for Architecture, MISK is to build a flyover of the main passage at the intersection of the Southern understudy of Kutuzovsky Prospekt with Minskskaya Street with a length of 366.9 meters; flyovers at the exit from the understudy to Minskaya Street towards Kutuzovsky Prospekt with a length of 116.3 meters; flyovers at the exit from Minskaya street to the understudy towards Aminevsky highway with a length of 226.8 meters; right-turn exit from Minskaya street to the understudy in the direction of the Third Transport Ring; flyovers at the exit and exit to a new residential area - Trade House "Volynskaya". It is also planned to build an overpass at the exit from Mosfilmovskaya Street to the Volynskaya Trade House, two bridges across the Setun River, roads with a length of more than 6 km, two underground pedestrian crossings, noise protection and protective screens 1.76 km long, treatment facilities. The project provides for the reconstruction and laying of engineering networks.
The city authorities have already made a decision to release the sites that fall into the construction zone. It's about about several dozen real estate objects located along the Kyiv direction of the Moscow Railway and owned or leased from the right holders. The city administration explains that the seizure is carried out for state needs - in particular, to create an exit from Poklonnaya Street to the South Understudy. According to the Moscow Committee for Architecture, in general, the construction of a new highway parallel to Kutuzovsky Prospekt will require an additional 23 hectares of territory to be reserved. At the same time, the route was designed so that it would not affect the Setun Valley and the Matveevsky Forest - this caused serious concern for environmentalists and local residents.
In addition to the already existing districts, the Southern backup of Kutuzovsky Prospekt will serve a new large microdistrict - TH "Volynskaya", where by 2021 the Inteko group of companies intends to build 227 thousand square meters. meters of real estate on a plot of 20 hectares. Including 144.3 thousand square meters. meters of housing, 5 thousand square meters. meters of non-residential premises and 1450 parking spaces. Generally integrated development the territory of TD "Volynskaya" involves the development of 48 hectares. In addition, the appearance of the Southern Understudy spurred
there is no development of industrial zones located along the future highway. The city authorities have already approved the draft planning of the Ochakovo industrial zone, in which industrial and scientific activity. Here, an electrical substation will be reconstructed, an administrative and warehouse complex will be built, a fire station and a waste sorting complex will be erected, and work will be carried out to improve the territory.

The Moscow authorities approved the draft plan for the northern understudy of Kutuzovsky Prospekt. The construction of the northern understudy of Kutuzovsky Prospekt will begin at the end of this year. A fully toll highway will be built in 2019. This was announced by the Deputy Mayor of Moscow for Urban Policy and Construction Marat Khusnullin.

"The competition for the construction of the northern understudy of Kutuzovsky Prospekt is planned to be announced before the end of this year. Completion of work is scheduled for 2019," Marat Khusnullin said.

The new 10.5 km route will run along the Smolensk direction of the Moscow Railway and will be a continuation of toll road "northern bypass Odintsovo". It will place three lanes 3.5 m wide in each direction. The start on the toll highway will begin at the exit from the Third Transport Ring (TTK) in the Moscow City area.

Two toll collection points will be built on the understudy in the Rublevsky highway area towards the center and from the center. Both points will be equipped with a dozen payment collection booths, barriers, and administrative buildings will be erected.

According to the project, it is planned to build a convenient exit from the Third Ring Road. A multi-level interchange at the intersection of the northern understudy of Kutuzovsky Prospekt, Shelepikhinskaya Embankment and the Third Transport Ring, which is almost ten kilometers of roads, should be designed and built by the investor. The interchange will consist of a section of the road from Shelepikhinskaya Embankment from the Third Transport Ring to 3rd Silikatny passage, an overpass from the northern understudy of Kutuzovsky Prospekt to 1st Krasnogvardeisky Proezd, entrances to the understudy from the Third Ring Road and Shelepikhinskaya Embankment, as well as two underground pedestrian crossings. At the same time, the reconstruction of Prichalny, 1st Silikatny and 2nd Silikatny passages will take place.

A new interchange will be built at the intersection of the understudy with the Moscow Ring Road, two exits will also be laid: from Kutuzovsky Prospekt when going from the center to the understudy towards the region and from the understudy to Ivana Franko Street, and a convenient check-in will lead from Kubinka Street to the understudy when driving from the region.

In addition, it is planned to reconstruct the streets along the route: Ivan Franko Street in the section from Polotskaya Street to Rublevsky Highway, Alexei Sviridov Street and Krasnye Zor. The interchange at the intersection with Gerasim Kurin Street and Kutuzovsky Prospekt and the exit from Kutuzovsky Prospekt when traveling from the center to Rublevskoye Highway are also being upgraded.

The highway will unload Kutuzovsky Prospekt, Mozhayskoye Highway and the entire western sector of the city as a whole. It is assumed that the intensity on the northern understudy will be 3.2-4.7 thousand vehicles per hour in one direction. The length of congested sections of the main route will be reduced by a quarter, or by 72.2 km.

In the IV quarter of this year, according to the head of the construction department Andrey Bochkarev, construction of the southern understudy of Kutuzovsky Prospekt will begin. The first construction site will appear at the exit from Poklonnaya Street to the understudy. The road will pass along the territory of the industrial zone "Ochakovo" along the Kyiv direction of the railway through the districts of Ochakovo-Matveevskoye, Ramenki, Fili-Davydkovo and Dorogomilovo.

According to the Department of Construction, this year it is planned to build 93 km of roads, 26 artificial structures and 20 pedestrian crossings. Half of the planned Moscow road workers have already put into operation, built 20 artificial structures and 27 pedestrian crossings. AT next year the builders planned to hand over 94.5 km of roads.
