Our lungs will be clogged with exhaust gases that will settle unhindered by the thousands of destroyed roadside green spaces. The city annually cuts down tens of thousands of trees to please the mediocre building projects. We will need to wind up kilometers on personal and public transport in order to simply drive to a neighboring house and stand in kilometer-long traffic jams on the autobahn!

Our city is abused daily and impudently declared that planting 125 chestnut trees and plastic windows can compensate someone for the lost normal street environment. The expansion garages are being torn down as if they were rubbish and growths that formed on their own. People sue, go to rallies, collect thousands of signatures - but they just spit on them.

So - to the topic of the demolition of garage cooperatives along Ivan Franko Street. In my blog, I am reposting the third episode (if you are interested, you can read the background on the site "For Kuntsevo"), told by the participants in the struggle for their rights. Residents demand to stop demolition work - but they are not heard and do not want to know.

The deputy Vyacheslav Lysakov from " United Russia", a candidate for the State Duma in these elections. The "defender" of the rights of motorists conveyed through his assistants that the demolition of garages is inevitable. Fully hungry does not understand, Lysakov will not go to defend garages in Kuntsevo. It's none of his business, he has time for pre-election meetings and promises.

Officials do not want to see the obvious. Indeed, back in March of this year, the garage workers sent a letter to the prefecture, in which they quoted the orders of the chief architect of Moscow (see the previous note “You can’t be pardoned (continued 2)”), gave the coordinates of these orders (laid out, by the way, in open access) and asked:

1. Apply to the Moscow Department of Construction with a petition to suspend the demolition of our garages until the approval by a decree of the Government of Moscow of a new planning project for the sections of the Northern understudy of Kutuzovsky Prospekt from the Moscow Ring Road to Gvardeiskaya Street and from Gvardeiskaya Street to Minskaya Street, where they are located.

2. Apply to the Department of Construction of Moscow and the Moscow Committee for Architecture with a proposal for inclusion in technical task for the preparation of the draft planning of the territory of the linear object of the section of the street and road network of the SDKP allocation land plots for placement of compensatory garage facilities (above or along the SDKP, or other options).

3. To hold in the prefecture of ZAO the previously promised meeting with the invitation of representatives of the Department of Construction, the Department of Transport, the Moscow Committee for Architecture, the DGI, the concessionaire, the initiative group of residents of the Kuntsevo district, deputies, representatives of the GSK and ASK to better take into account the opinions of all interested parties and prepare for public hearings .

Only on April 28, 2016, we received a response from the Head of the Department of Construction and Reconstruction of the Prefecture, Gilyarov V.V., in which he simply stated that “... the developed projects for planning the territory of the site of the linear object of the road network - the section of the Northern understudy of Kutuzovsky Prospekt from Gvardeiskaya Street to the street Minskskaya and from the Moscow Ring Road to Gvardeyskaya Street did not enter the prefecture.

Naturally, they didn’t act, because they simply don’t exist yet - as we have already seen, redesign is underway. And the reason for this is the need to take into account the peculiarities of the passage of the route in the city, because, as one specialist said - “designing and building a road in an open field is one process, and another thing in a high-density urban environment". But then it turns out that the notorious planning project, approved by Decree of the Government of Moscow No. 292 - PP dated 05/17/13, to which the Administration refers in its "pointer", is outdated and, it would seem, we need to wait for a real correct project, and only then draw up lists for compensation, estimate the money needed, plan release dates, etc. instead of pulling garages.

Naturally, in his response, Gilyarov did not say anything about our proposal to suspend the demolition of our garages until a new draft plan for planning the sections of the Northern backup of Kutuzovsky Prospekt was approved by a decree of the Government of Moscow, included in the T.Z. for design allocation of land plots for the placement of compensatory garage facilities (above or along the SDKP, or other options). Just like the promised meeting was forgotten to better take into account the opinions of all interested parties and prepare for public hearings. By the way, at the beginning of this summer, at a meeting with residents of the district in the prefecture of the ZAO, where the current candidate for the State Duma from United Russia V.I. Lysakov, the first deputy prefect of the ZAO Klimenko V.V. promised not to demolish the garages until the approval of the new SDKP planning project.

To any sane person, the disadvantages of the decision to demolish the garages before the approval of a new sound SDKP project are obvious:

- in this case, the district receives an unjustified additional shortage of parking spaces, leading to yards filled with cars, driveways, etc. and, as a result, a complication of the traffic situation (note that the complication caused by objective reasons, but exclusively bureaucratic stubbornness and unwillingness to reckon with the interests of residents);

- if someone decides to subsequently organize paid open parking lots on the site of the demolished cooperatives, then he will fail, since the territories of existing cooperatives are located far from the main residential areas of the area, and therefore the demand for parking under open sky will be small, and even more winter time, since the entire parking area (including cars) will be covered with snow and ice, it will be impossible to operate personal vehicles;

- if later, after finalizing the project, the SDKP nevertheless decides to start up an open parking lot (organized on the site of the demolished cooperative), the costs of organizing such a parking lot will have to be written off;

- naturally, garage workers will also suffer unreasonably, and they will do correct conclusions(who is now rocking the boat before the elections?).

The only one who will benefit from the demolition of garages is the Department of Territory Preparation, since the money (about 200 million rubles) has been allocated for this operation, and the gentlemen from this Office dream of making that money.

In the meantime, an initiative group of garage workers turned to the State Duma deputies with a request to bring our requests to the Moscow government, since the dialogue with the Prefecture and the Administration is clearly not producing results.

And these are not our fantasies. So, the Minister of the Government of Moscow, head of the Department economic policy and development of the city Maxim Reshetnikov at the Strategic Forum " Transport systems Russia" in early July current year told the public about the features and associated difficulties in designing the Northern understudy of Kutuzovsky Prospekt -

According to Maxim Reshetnikov, "... in order to enter the competition, one planning project is not enough, a project of the road itself is needed. Now, in the course of numerous adjustments, discussions are underway regarding the location of the supports, and this is a matter of hundreds of millions of rubles, since this includes such factors as the need or not for the demolition of the building, agreements with the railway. Such significant nuances change the geometry of the route, the cost of withdrawal, construction, etc.

Currently, active design is underway for the project of the Northern understudy of Kutuzovsky Prospekt, which opens up the need to replace the planning projects. A new obstacle has appeared, in the form of introducing utility removal zones into the plan. It leads to additional complexities into determining the configuration of the road and, accordingly, the configuration of the project, which leads to new public hearings.”

Let's summarize:

since the conclusion of the concession agreement with JSC "New Concession Company" on December 25, 2014, in the SDKP project "many unforeseen circumstances have appeared" that change the geometry of the route, require replacement of planning projects (after all, the planning project was prepared and submitted for the first time to public hearings back in 2012) and lead to new public hearings. In general, "it was smooth on paper ...".

And just then, answers arrived from the Moscow Construction Department (a response to an appeal from a State Duma deputy from the Communist Party faction Rodin and a response to an appeal from the head of the LDPR faction in the State Duma Zhirinovsky and State Duma deputy and candidate for deputy of the future convocation of the State Duma from the LDPR Nilov) to our appeals transmitted through respected deputies.

Getting acquainted with the submitted answers, it should be borne in mind that the response to the appeal of the deputy of the Communist Party of the Russian Federation Rodin was prepared in the depths of the Office for the preparation of territories (it was prepared by the head of the State Budgetary Institution of the Administration for the preparation of the territory Nagimov Rustem Mudarisovich), and the response to the appeal of the deputy Zhirinovsky was prepared in the Office of Road and Bridge Construction (and signed by Vasily Nikolaevich Desyatkov, head of this Department).

Apparently, this is precisely the reason for the absence in the response prepared by the State Budgetary Institution of the Territory Preparation Department of the mention of “Conducting public hearings on the developed planning projects” and that “the decision to demolish the garages will be made after the approval of the developed planning projects”, while in the response of the Department of Road and Bridge Construction, this is written in plain text.

However, this is understandable, because the demolition of garages provides for up to 60% of the budget allocations allocated for the release of the entire territory of the SDKP construction (a total of 200 million rubles - see the previous note “You can’t be pardoned for demolition (continuation 2)”) and the entire route can be free from garages for a maximum of 2-3 weeks. Therefore, people from the Territorial Preparation Department do not even want to hear about “public hearings” and “demolition of garages ... after approval of ... draft plans” (they want to use the allocated funds and the maximum they agree to is to wait until the elections are held (we had a corresponding conversation with their representative), while the Department of Road and Bridge Construction is responsible for the correct determination of the entire liberated territory (unfortunately, we did not talk to a representative of this Department).

In general, there is very little time left before the adoption of fateful decisions, and we can only guess who will win - common sense or the desire at all costs to implement a decision clearly outdated for 4 years (and along the way to master the allocated money), the Territory Preparation Administration or the Road and Bridge Construction Administration. Or maybe it just seems to us real situation quite another?

P.S. The upcoming elections to the State Duma undoubtedly have an impact on the behavior of officials. And, it would seem, they had to reduce their ardor at least for a while. Yes, it was not there! When this note had already been written, we received a call from the headquarters of the current deputy of the faction in the State Duma and the candidate for the future convocation of the State Duma from United Russia Lysakov V.I. More than a month ago, we also turned to him for assistance in solving problems with the demolition of garages. In response, his assistant sent us an SMS, in which she said that the garages would be demolished and nothing could be done, in general, hang in there, good mood and health to you. This is how they helped...

This situation is typical for all of Moscow. Officials, with the assistance of United Russia, defiantly spit on the interests of residents, giving rise to more and more projects that worsen the living conditions of Muscovites. And they don't seem to feel sorry for their deputies. We can assure you: it's a pity. And if the party in power somewhere does not get votes, the perpetrators will immediately fly away to respawn. It's just that the officials are sure that the people are unconditionally grabbing everything. And their practice confirms this confidence.

So, in the mayoral elections in 2013, a turnout of 32% was recorded. Only a third of the citizens came to the polling stations, although even then the chips began to fly from under the mayor's ax! It seemed much less? But in the elections of deputies of the Moscow City Duma in 2014, the turnout did not exceed 21%. But the legislators of the city were elected for the next five years.

Most analysts confidently state that the authorities can win in Moscow only with a low turnout! That's the whole secret.

By and large, it doesn’t matter who our countrymen will give preference to on September 18th. The main thing is that they find 15 minutes to visit the polling station. Let the cottages and sofas wait a little. Among other things, the turnout is a signal to the authorities about the attention of residents to existing problems. And if attention is demonstrated, officials will be forced to debrief. Otherwise, they will continue laying glades along our destinies and lives.

In 2017-2019 it is planned to ensure the commissioning of roads with a length of 353 km; build 61 artificial structure and 36 pedestrian crossings.

They do not need exits and entrances along the way, only destinations- Rublyovka - Center. There is no benefit to the city here. And they easily compensate for the construction of such entertainment from the budget.
And yes, 2 billion per kilometer is not money for such purposes.
